YEREVAN, September 29. /ARKA/. Russia has submitted a concrete proposal to Armenia for the construction of a new 1 GW nuclear power unit. Alexey Likhachev, CEO of Rosatom, stated this in response to a question from the ARKA news agency during a briefing following talks with Armenian Prime Minister Nikol Pashinyan.

Likhachev described the discussions with Pashinyan regarding the future of nuclear energy in Armenia as “deep in terms of expertise and broad in scope.”

“Today, we heard with great satisfaction that Armenia’s nuclear expertise—its nuclear energy capabilities—will be developed. I think this is a very important stage in our negotiations,” Likhachev said.

Regarding which vendor (partner) Armenia might choose for the new nuclear power plant construction and which technological scheme it might prefer, Likhachev suggested not speculating too far ahead.

He emphasized that Rosatom has experience working with various financial scenarios and would be able to offer Armenia a truly viable option—not only from a technological standpoint but also in terms of economics for Armenian consumers.

“I cannot speculate right now on the technological or economic scenarios… That is a matter for the Armenian government to decide. However, it is clear that new intergovernmental agreements will be required,” Likhachev noted. According to the government press service, during a meeting with Likhachev, Pashinyan stated that the Armenian government is continuing to discuss proposals received from international partners regarding the construction of a new nuclear power unit, and a decision will be made in the near future. He noted that the final decision would be based exclusively on economic factors, taking into account price, quality, safety, timelines, and guarantees.
