YEREVAN — The International Observatory for Democracy in Armenia (IODA), an independent, non-partisan oversight organization registered under the laws of the French Republic, announces that, pursuant to a decision by its Executive Board, an international fact-finding mission will be deployed to Yerevan from September 28 to October 2, 2026.

IODA operates under a mandate to conduct independent monitoring and systematic analysis regarding the integrity of democratic institutions, adherence to the rule of law, human rights protections, and the sustainability of civic space in the Republic of Armenia.

The objective of the mission is to conduct an impartial, evidence-based assessment of post-electoral dynamics, the operational independence and effectiveness of the judiciary, adherence to due process standards, and the enjoyment of fundamental civil and political rights in light of international democratic standards and treaty obligations.

During the mission, the delegation intends to hold consultations with relevant state authorities, judiciary representatives, civil society organizations, legal professionals, and international diplomatic missions. Upon conclusion, IODA will publish a comprehensive findings report containing actionable policy recommendations, which will be submitted to the European Union, the Council of Europe, the OSCE, and international human rights bodies.

Composition of the Delegation

The fact-finding delegation comprises international experts from IODA’s Executive Board:

• Sarah Leah Whitson — Head of Delegation; Member of the Executive Board, IODA | International human rights and foreign policy expert. Executive Director of DAWN (2020–2026); former Director of the Middle East and North Africa division at Human Rights Watch (2004–2020, overseeing operations in 19 countries). Co-author of From Apartheid to Democracy: A Blueprint for Peace in Israel-Palestine (2025).

• Jose Aranaz — Member of the Executive Board, IODA | Spanish legal scholar and senior international consultant with over 30 years of professional experience in constitutional law, human rights, mediation, and electoral support. Served 23 years with the United Nations (14 years in senior leadership), and collaborated extensively with the OSCE, International IDEA, the EU, and the Ministry of Foreign Affairs of Spain.

• Hrair Balian — Member of the Executive Board, IODA | International conflict resolution expert with 35 years of experience across the Middle East, Africa, the Balkans, Eastern Europe, the Caucasus, and Central Asia. Held senior leadership roles at the UN, the OSCE (Head of the Elections Department at ODIHR), The Carter Center (2008–2022), and the International Crisis Group (1996–1998).
