It is known that Kristinne Grigoryan, Director of Armenia’s Foreign Intelligence Service, arrived in Azerbaijan on September 23 to participate in the 4th Baku Security Forum.
Alongside the details of her visit, the career path and professional background of Armenia’s intelligence chief have also drawn attention. Available biographical information shows that Grigoryan’s career was primarily built in public administration, legal affairs and human rights rather than in professional intelligence or military-intelligence work. Armenia’s government confirms that she was appointed head of the Foreign Intelligence Service in October 2023.
According to her official biography, Grigoryan worked in Armenia’s National Assembly from 2004 and held a number of legal and parliamentary positions. Between 2014 and 2015, she led a team within the USAID-funded “Support to the Development of Institutional Capacities of the National Assembly of Armenia” program. She subsequently headed the Department of International Legal Cooperation at Armenia’s Ministry of Justice and, following the 2018 political changes in Armenia, served as an adviser to the country’s first deputy prime minister. She was later appointed deputy minister of justice.
In 2022, Grigoryan was elected Armenia’s Human Rights Defender, a position she held until January 2023. On October 4, 2023, Prime Minister Nikol Pashinyan appointed her as the first head of the newly established Foreign Intelligence Service.
The appointment itself prompted questions in Armenia about her lack of prior intelligence-service experience. At the time, the Armenian prime minister’s spokesperson, Nazeli Baghdasaryan, acknowledged in an interview with Armenpress that Grigoryan did not have experience in the field, while arguing that her public-administration experience was sufficient for the task of building the new service.
Against this background, criticism that the appointment reflects a preference for political loyalty and foreign-funded projects over professional intelligence experience remains an assessment rather than an established fact.
