168: Why did they install “juchoks” in the courts?

July 30, 2026

About 20 days ago Factor.am wrote that in early July The employees of the National Security Service (NSS) entered several courts in Yerevan at night, urged the bailiffs performing the service to leave and carried out some action.

“We don’t know exactly how many courts they were in, but we have information that actions were carried out at least in Yerevan Criminal Court, Administrative Court and Arbitration Court,” the website wrote.:

And although the President of the Yerevan Criminal Court, Zhora Chichoyan, denied the information, and they demanded a written request from the National Security Service, naturally expecting a non-answer or a non-answer, it is obvious that regarding the reorganization of the judicial system Nikol Pashinyan the expectations that were raised in his speech at the Prosecutor’s Day event and afterwards: briefings time, must somehow be implemented.

There’s really nothing to confirm or deny, because like everything else, this was so hyped that it was talked about for a long time throughout the court system, including the bailiffs and cleaners.

168.amAccording to the information, the actions in the courts actually have a far-reaching purpose. You don’t have to be very smart to understand that the judges’ rooms have recording devices – “juchoks” – and they were made to provide grounds for filtering the judges.

The problem is that there are about 30 lists of judges to be fired. It is not difficult to guess that these are the judges who either do not follow the order, or it is very difficult to get under it. And getting rid of them is not easy. You cannot call them to the Supreme Judicial Council (SJC) or send them an SMS and tell them to write an application and be released. If the judge is not a briber, is guided by the law and his own inner conviction, based on a combination of facts and evidence, you cannot release him whenever you want.

And to subjugate such judges? something must be found, some compromise or an innocent conversation under which, if desired, “great sins” can be searched and found.

That’s why “juchoks” were placed in judges’ offices. The judicial system is now being careful, very careful. Although many judges are already fed up with the current situation in the system and would gladly move to another, much higher paid and less stressful job, they do not leave the judicial system in principle, and especially they will not leave at the request of the government, instigation or under compromising pressure.:
