With demarcation, what happens is communicated publicly, meaning that if there has been no official announcement, there is no significant new development. Prime Minister Nikol Pashinyan said this during a briefing, addressing the question of what stage the border demarcation process is at.
“As for the topic of the exclave-enclave, I talked about it, including during the pre-election period, and we must resolve all the unfinished issues.
I want to remind you that we are also interested in that topic, to put it mildly, because the village of Artsvashen is under the control of Azerbaijan as an exclave, and it is a sovereign territory of Armenia, according to the principles recorded in the 1991 Alma Ata Declaration. That is, for example, I cannot announce that we are abandoning or can abandon the topic of enclaves. No, we have to go and solve that problem. What the solutions will be is a matter for discussion.
I also want to say that we have moved the issue to a level where no additional nerve is used on the subject, including external use. The question is there, the question should be addressed according to the Alma Ata Declaration of 1991 and the maps that are the basis of the delimitation,” he said.
Referring to the solution of the problems in this context, Pashinyan mentioned that there are 2 solutions. The first option is that the territory remains as an exclave or enclave, continues to be the territory of the country to which it de jure belongs. Another option is that the parties reach some kind of agreement.
“One of the options is that we “spread” the equivalent areas with an equivalent distance along the border and implement changes in specific locations. Its procedures are also planned. We should address the topic in accordance with the procedure established by the legislation and the Constitution of Armenia,” he said.
Pashinyan noticed that Artsvashen is recorded as an enclave on Azerbaijan’s dram and in the passport maps, then expressed his opinion that Armenia should show the same mirror approach in order to accurately treat the corresponding maps according to Alma Ata’s declaration.
“On the dram of Azerbaijan, where the map of Azerbaijan is expressed, Artsvashen is marked separately in a different color as a territory that does not belong to Azerbaijan. It is the same in passports,” he said.
