And Artsrun Hovhannisyan’s personnel promotion is not at all surprising, if we take into account that in such cases, the “dobro” of the political leadership is a decisive factor, here we are not even discussing or evaluating or underestimating his professional abilities. But as always, at least today they do not play a big role in achieving professional goals.

In the case of Artsrun Hovhannisyan, we are sure that occupying the position of the head of the National Defense Research University of the Ministry of Defense was one of the important goals, as well as becoming the head of the Department of Military Science and Education Policy of the Ministry of Defense of the Republic of Armenia, but the management of this department was entrusted to someone else some time ago, especially when in 2020-2021. for a short time he was the head of the education department of the main department of personnel and military education policy. Moreover, for example, the RA Ministry of Defense V. Sargsyan Military Academy there was a second return to the command and staff faculty.
