168: This is the result of government management. there will be no target indicators

Under known circumstances, the Public Services Regulatory Commission took the management of the HPP owned by Samvel Karapetyan from the owner and handed it over to the government manager. It was clear to everyone why this was done, although different reasons were given. As if the owner is not able to properly manage the HPP, does not meet the requirements regarding the time and quality of power supply, accidents and power outages have increased.

All that was done in the framework of political reprisals, to punish the owner and take away the HEC from him.

Nikol Pashinyan brought up the power outage that happened during the opening ceremony of “Homplex Mall” in order to justify the taking away of the HEC from the owner. He said that people invested 70 million dollars and could not hold a normal opening ceremony. There are two options here: either it is a special sabotage, or the system is not technically capable. In both cases, they crossed all the lines.

Almost the entire second half of the last year, the HEC was managed by the governor of the government. Now let’s see to what extent the government manager was able to fulfill the requirements for the quality and timing of electricity supply under the investment program.

Everything failed. All target indicators deviated from the required ones. They deviated for the worse. No claim has been secured. Permissible limits of average duration and frequency of power outages, average duration and frequency of voltage deviations were exceeded.

All of this was recorded by the Public Services Regulatory Commission, which for the same reasons took over the management of the HEP from the owner and handed it over to the government manager.

“Within the framework of giving consent to the investment program of “Electric Networks of Armenia” CJSC, the commission set target indicators for the service quality indicators of the services provided by the company, which the company was obliged to provide in 2025-2028, respectively.

Not only the requirement for the duration of power outages, but also the frequency has been violated. There were more power outages than there should have been.

“The actual indicator of the average frequency of power outages of subscribers was 8.9 power outages/subscriber, instead of the targeted target index of 6.63 power outages/subscriber defined by the program,” the PSC reported.

The actual indicator of the average duration of the deviation of the electricity voltage from the permissible limit was 679.84 hours/subscriber, instead of the target index of 587.08 hours/subscriber defined by the investment program. And the actual indicator of the average frequency of electricity voltage deviation from the permissible limit was 3.79 voltage/deviation subscriber, instead of the target target index of 3 voltage/deviation subscriber defined by the program.

Some of these indicators may not say much to many, but they prove one thing: the established requirements of power supply were not met, and they were to the detriment of consumers. One of the main reasons is that the specified investments were not made. Investments were not made, especially after the management of the company was taken from the owner and given to the government manager.

Now who is to blame for this? Who can say that after seizing the management of the National Electric Power Company, power outages decreased, accidents were eliminated or decreased, and the deadlines for the implementation of emergency restoration works were reduced. None of the target indicators were provided, all of them, in a bad sense, deviated from the set requirements, but no one is responsible for this. By the same logic, now the government should be deprived of the right to rule.

For obvious reasons, the chairman of the commission does not say anything about all this. All the porridge was cooked together with the government. On the grounds of known and unknown shortcomings, the owner was punished, deprived of management, and property was confiscated. And who will answer for the shortcomings of the government manager and the inconvenience caused to the consumers?

Instead of giving an answer, they take the National Electric Power Company to nationalization, and then they will probably sell it to any company they want, maybe even a company belonging to one of the government circles. There are no few people who have little eyes on the HEC. But that does not mean that this whole mess will end, the time will come to answer in international courts and give compensation at the expense of the state and taxpayers.
