I think Karapetyan misses a bit. The USA, for example, has already been declared “guilty”. After August 8, Nikol Pashinyan complained about the US democratic administration. After August 8, Pashinyan announced that “it is not that we were satisfied with the approaches of the democratic administration”. Thus, at least in terms of democratic administration, he has already essentially declared the US guilty.
