Today, among the non-reportable issues, the government also accepted the two projects authored by the National Security Service.
First, the second item of the project “On redistribution and amendments to the law “On the State Budget of the Republic of Armenia for 2026″, and on making amendments and additions to the Resolution of the Government of the Republic of Armenia dated December 25, 2025 N 1910-N” was marked as “confidential”.
With the latter, it is proposed to make a change in the list of the purchase plan aimed at improving the saturation of transport equipment at the expense of the funds provided by the state budget of NSS 2026: “even in 2025, in order to properly fulfill the obligations undertaken within the framework of the relevant purchase for the needs of the RA National Security Service”.
The draft states that this proposal will not cause changes in the revenues and expenses of the state budget.
“The expected result: As a result of the adoption of the project, the work of solving the problems faced by the service will be carried out more efficiently,” the rationale states.
We learn from the summary that it is about redistributing AMD 73,500.0 thousand within the framework of the general funds allocated to the RA National Security Service. in particular, it is planned to purchase 7 cars with a sedan body (unit price: AMD 10,500.0 thousand) within the mentioned amount.
The second project was about making additions to the decision of the Government of the Republic of Armenia No. 1308-N of November 12, 2009:
With the latter, it is proposed to provide legal regulations regarding the import and export of military products, the transit transportation of military products, and the rejection of the licensing application for the intermediary activity of the trade of these products, if the granting of the license may pose a threat to the national security or interests of the Republic of Armenia.
According to the NSS, as a result of the adoption of the Project, clear legal regulations will be established in order to make the possible risks threatening the national security or interests of the Republic of Armenia more manageable arising from the circulation of military products.
“The adoption of the project derives from the item “Fight against terrorism and other violent manifestations of extremism” of chapter 1 of the program of the Government of the Republic of Armenia (2021-2026) approved by the decision of the National Assembly of August 26, 2021, N NDO-002-N, according to which the fight against terrorism and other violent manifestations of extremism continue to be the most important factors in ensuring the external security of the Republic of Armenia, and in this field, Armenia’s international and interstate agreements and the fulfillment of its obligations within the framework of the agreements,” says the rationale.
