If the seven regions surrounding Nagorno-Karabakh were supposed to be transferred to Azerbaijan, there shouldn’t have been investments in those regions. Marukyan noted that the former authorities would repeatedly declare that the only purpose of leading negotiations was to win time. “The former authorities would declare that they wouldn’t cede anything to the adversary. Now former President of Armenia Serzh Sargsyan says there was a different path and criticizes this. If this was the case, the issue had to be solved quickly. Instead, the authorities led a policy on investments of Armenians of Armenia and abroad in the territories that were transferred to Azerbaijan,” Marukyan stated.
