Nagorno-Karabakh: Russian army reports ceasefire breach

TAIWAN News
Dec 12 2020

Several people were killed in an apparent attack by Azerbaijani forces at a military base in the restive Nagorno-Karabakh region, the German Press Agency (dpa) reported on Saturday, citing local officials.

Separatist officials in Nagorno-Karabakh said the Azerbaijani military launched an attack late Friday that left three local ethnic Armenian servicemen injured. The attack comes just over a month after fighting ceased in the region.

The Russian defense ministry, which has deployed peacekeepers to Nagorno-Karabakh to monitor the peace accord, also reported a violation of the ceasefire.

"One case of ceasefire violation was reported on December 11 in the Hadrut district," it said in a statement.

The Armenian Defense Ministry confirmed the Azerbaijani army had attacked again, close to two villages in the south of Nagorno-Karabakh, adding that it was taking "appropriate measures." The ministry did not provide further information.

In response, Azerbaijani President Ilham Aliyev blamed Armenia for the new clashes and threatened to "break its head with an iron fist.''

"Armenia shouldn't try to start it all over again,'' Aliyev said during a meeting with top diplomats from the US and France. ''It must be very cautious and not plan any military action. This time, we will fully destroy them. It mustn't be a secret to anyone," he said.

Fighting in the region broke out in late September, leaving more than 5,600 people dead on both sides. Azerbaijani forces pushed deeper into Nagorno-Karabakh, forcing Armenia to accept the Russia-brokered deal on November 10.

The peace deal allowed Baku to reclaim control over vast swathes of Nagorno-Karabakh and surrounding lands previously held by Armenian forces for more than a quarter century.

The deal prompted protests in Armenia calling for Prime Minister Nikola Pashinyan to step down. Pashinyan described the deal as necessary to prevent Baku from taking over the whole of Nagorno-Karabakh.

Azerbaijan held a celebratory military parade on Thursday that was attended by Turkish President Recep Tayyip Erdogan and involved more than 3,000 troops.

Nagorno-Karabakh ceasefire that ended conflict in Azerbaijan and Armenia in November breached, says Russian army

South China Morning Post
Dec 12 2020

The Russian army on Saturday reported a violation of the ceasefire that ended the conflict between Azerbaijan and Armenia in November in the breakaway region of Nagorno-Karabakh.

“One case of ceasefire violation was reported on 11 December in the Hadrut district,” said a statement from the Russian Defence Ministry, which has deployed peacekeepers to the region.

The Armenian army reported attacks from Azerbaijan on two villages that are under the control of Karabakh forces.

The Azerbaijani Defence Ministry said “adequate countermeasures” had been taken against “provocations” from the other side but added that the truce was “currently being respected”.

A spokesman for the Russian peacekeeping forces confirmed “exchanges of fire with automatic weapons”, telling the Ria Novosti press agency that requests to respect the ceasefire had been sent to both parties.

Earlier in the day, Karabakh forces announced that three of their fighters had been wounded in an attack by Azerbaijani forces.

Azerbaijani troops attacked Armenian fighters on Friday evening and “three were wounded in the ensuing firefight”, the territorial defence ministry said.

It was Russia’s first report of a violation since the peace deal was reached on November 10.

Also on Saturday, the French and American heads of the so-called Minsk Group, which led talks on the Karabakh conflict for decades but failed to achieve a lasting agreement, met Azeri President Ilham Aliyev in Baku.

The envoys, Stephane Visconti and Andrew Schofer, are expected in Yerevan on Sunday.

Six weeks of fighting in Nagorno-Karabakh, which left thousands dead on both sides, ended last month in a rout for the Armenian military.

The Moscow-sponsored deal in November handed territorial gains to Azerbaijan and allowed for some 2,000 Russian peacekeepers to be deployed to the region.

On a visit to Azeri capital Baku on Thursday, Turkish President Recep Tayyip Erdogan hailed what he dubbed his close ally’s “glorious victory” in the conflict.

The Turkish leader, who attended celebrations marking the Azeri success, has overtly supported Azerbaijan, helping it to train and arm its military.

Erdogan warned, however, that “Azerbaijan’s saving its lands from occupation does not mean that the struggle is over.”

Armenians, Azerbaijan trade blame over breach of Nagorno-Karabakh peace deal

Arab News

  • The new clashes mark the first significant breach of the peace deal brokered by Russia on Nov. 10
  • Deal was major shock for Armenians, triggering protests calling for resignation of PM

YEREVAN: Armenian officials and Azerbaijan on Saturday accused each other of breaching a peace deal that ended six weeks of fierce fighting over Nagorno-Karabakh, and Azerbaijan’s leader threatened to crush Armenian forces with an “iron fist.”

The new clashes mark the first significant breach of the peace deal brokered by Russia on Nov. 10 that saw Azerbaijan reclaim control over broad swathes of Nagorno-Karabakh and surrounding lands which were held by Armenian forces for more than a quarter-century.

Separatist officials in Nagorno-Karabakh said the Azerbaijani military launched an attack late Friday that left three local ethnic Armenian servicemen wounded.

Russian peacekeepers deployed to the region to monitor the peace deal reported a violation of the cease-fire in the Gadrut region on Friday. The report issued Saturday by the Russian Defense Ministry didn’t assign blame.

Later in the day, the Armenian Defense Ministry also charged that the Azerbaijani army mounted an attack in the south of Nagorno-Karabakh on Saturday.

Azerbaijani President Ilham Aliyev reacted on Saturday by blaming Armenia for the new clashes and threatened to “break its head with an iron fist.”

“Armenia shouldn’t try to start it all over again,” Aliyev said during a meeting with top diplomats from the United States and France who have tried to mediate the decades-old conflict.” It must be very cautious and not plan any military action. This time, we will fully destroy them. It mustn’t be a secret to anyone.”

Azerbaijan’s Defense Ministry said in a statement late Saturday that its forces thwarted Armenian “provocations” and restored the cease-fire.

Armenian officials said the fighting raged near the villages of Hin Tager and Khtsaberd, the only settlements in the Gadrut region that are still controlled by Armenian forces. They noted that the two villages have been fully encircled by the Azerbaijani army, which controls the only road leading to them.

Nagorno-Karabakh lies within Azerbaijan but was under the control of ethnic Armenian forces backed by Armenia since a separatist war there ended in 1994. That war left Nagorno-Karabakh itself and substantial surrounding territory in Armenian hands.

In 44 days of fighting that began in late September and left more than 5,600 people killed on both sides, the Azerbaijani army pushed deep into Nagorno-Karabakh, forcing Armenia to accept last month’s peace deal that saw Azerbaijan reclaim much of the separatist region along with surrounding areas. Russia deployed nearly 2,000 peacekeepers for at least five years to monitor the peace deal and to facilitate the return of refugees.

Azerbaijan marked its victory with a military parade on Thursday that was attended by Turkish President Recep Tayyip Erdogan and involved more than 3,000 troops, dozens of military vehicles, and a flyby of combat aircraft.

The peace deal was a major shock for Armenians, triggering protests calling for the resignation of Prime Minister Nikola Pashinyan, who has refused to step down. He described the peace agreement as a bitter but necessary move that prevented Azerbaijan from taking over all of Nagorno-Karabakh.

New Nagorno-Karabakh war crime fears as Azeri soldier boasts to camera about killing Armenian civilian & mutilating corpse (VIDEO)

RT – Russia Today
Dec 12 2020

Disturbing footage has emerged online showing a man, said to be an Azeri soldier, claiming to have executed an Armenian civilian, as an international human rights organization issues a warning over war crimes in Nagorno-Karabakh.

“Friends, there’s an Armenian mug there,” the man says, pointing to a white car bearing Armenian license plates. “I killed him.” As the camera pans to show a corpse in the front seat, he adds, “we are cutting off their hands, so they don’t raise weapons. Let that be a lesson to them.” The footage and translation, which is unverified, was shared widely on the Telegram messaging service.

WARNING – GRAPHIC CONTENT:

The incident comes just days after a shocking video purporting to show Azerbaijani soldiers beheading an elderly man in Nagorno-Karabakh went viral, sparking outrage among social media users.

Amnesty International, a human rights NGO, announced on Thursday that it had authenticated 22 videos arising from the conflict, that show executions, abuse of prisoners and desecration of the bodies of those who have died.

“The depravity and lack of humanity captured in these videos shows the deliberate intention to cause ultimate harm and humiliation to victims, in clear violation of international humanitarian law,” said Denis Krivosheev, Amnesty International’s head of research in Central Asia.

The warning came as thousands of Azerbaijani troops staged a victory parade in the capital. They were joined by Turkish President Recep Tayyip Erdogan who, in a fiery speech, said that Armenians should not seek to overturn the result of the ceasefire settlement that put swathes of land in Nagorno-Karabakh under the control of Baku. “If the Armenian people can learn from the Karabakh war, a new era will begin in the region,” he added.

Earlier this week, Armenian protesters opposed to the deal clashed with riot police in Yerevan, as they tried to push their way into the office of Prime Minister Nikol Pashinyan during a cabinet meeting.

Los Angeles reconfirms its recognition of Artsakh, commits to persuading U.S. to follow

Panorama, Armenia
Dec 12 2020

Having recognized the independence and sovereignty of the Republic of Artsakh seven years ago, the Los Angeles City Council on Thursday urged the United States Government to follow the city’s lead.

In a resolution introduced by Councilmember Paul Krekorian, the City Council unanimously renewed its own recognition of Artsakh’s independence, and it instructed its Washington lobbyist to advocate for the United States to recognize, at long last, the Republic of Artsakh, Asbarez reported.

Krekorian had previously led Los Angeles in taking a series of groundbreaking steps in support of Artsakh. In 2013, the Councilmember offered a resolution approved by the Council that called on the City of Los Angeles and the international community to formally recognize the Republic of Artsakh as a free, independent and sovereign state.  Krekorian has also welcomed the President of Artsakh and other government leaders from Artsakh at Los Angeles City Hall with full diplomatic protocols befitting the leaders of a foreign state.

In 2018, at Krekorian’s request, the Council declared “Artsakh Day” in the City of Los Angeles and renewed its call to the international community to recognize the Republic of Artsakh as a free, independent and sovereign state.

The City of Los Angeles has also maintained a warm “friendship city” relationship with the city of Shushi in Artsakh.  Krekorian and his Council colleague Bob Blumenfield, together with members of the California State Legislature, were in Artsakh in 2013 for the official naming of “Los Angeles-Shushi Friendship Park.”

AGBU urges Armenian PM to step down

Panorama, Armenia
Dec 12 2020

The Armenian General Benevolent Union (AGBU) on Friday issued a statement on the need to form a transitional government in Armenia. Below is the full text of the statement.

"Our nation has faced extraordinary challenges over the past century. At each juncture, AGBU has worked to advance the national interest of the Armenian people and has historically been at the forefront on issues when the survival of our nation was at stake, without engaging in local Armenian politics, in Armenia or the diaspora. These times are no different. This is a defining moment in our history, one that requires resolve, courage and vision on the part of our nation’s leaders, as well as its citizens and supporters around the world.

In the last two months, we lived through the bitterness of tremendous loss, but we are not a defeated nation. As long as we have the strength and wisdom to heal our wounds, learn from events, rebuild our shaken homeland and move forward, we will ensure our sacred place in history and civilization. We are acutely aware that unabated, the shockwaves of the Artsakh catastrophe may shatter the very foundation of Armenian statehood and bring upon us even greater vulnerabilities. These dangers are felt and feared by our global Armenian community, which must be anchored by a strong and sovereign Armenia – the pillar of our identity.

Not a single Armenian, anywhere across the globe, can allow this to happen.

This is neither the time for finger-pointing nor determining blame for the immensity of failures that got us to where we are today, failures compounded over decades of shortcomings. We are a nation in crisis confronting a volatile political situation. Therefore, extraordinary action, both symbolic and direct, must be taken. Our young democracy must prove its resilience and strength at this critical time.

Of paramount importance is preserving the unity of our people; we cannot afford the risk of further fallout or even violence. It is our belief that an independent body, disassociated with present and past administrations, should assume leadership as a transitional government. It should be comprised of citizens recognized for their knowledge and expertise working with qualified and respected advisors from Armenia and the diaspora to provide insight and support across key sectors. We call upon the Prime Minister in his good will and conscience, and for the sake of the nation and every Armenian, to yield his position so that this new, temporary government can be formed. We want to ensure that a legitimate independent body assumes interim leadership until fair and democratic elections can be held. This body, having a clear understanding and respect for the realities we must confront, should serve with objectivity to get us through this watershed moment in our history.

As with all democracies, this must be a peaceful transition through a lawful and constitutional process that must uphold the highest democratic standards with profound respect for the fundamental rights of all citizens. We call on Parliament to support this transitional government. This process should also involve our Armenian Apostolic Church and the Mother See of Etchmiadzin, whose leadership has been a beacon of hope for our nation through challenging times throughout its more than 1700-year history.

As an organization that has accompanied our nation on its arduous journey since our founding in 1906 and has stood by our nation through both Ottoman and Soviet governance, as well as independence, we solemnly renew our pledge to ensure the bright future of Armenia, to the reconstruction of our ravaged Artsakh, and to our mission to tend to the humanitarian and social needs of our people in Armenia and across the globe. In the coming weeks, we will convene leaders of our global community to jointly develop strategies to overcome the consequences of the war and to quickly return to the path of nation-building and development.

We pray for the wisdom of our nation, the speedy healing of our wounds and the recovery from political turmoil. We also bow to the memory of our fallen heroes and wish a speedy recovery to the wounded, whose bravery and sacrifice have left an indelible mark on our hearts and will guide us throughout our lives. And we appeal to every single Armenian in Armenia, in Artsakh and across the diaspora to remain engaged, strong, and committed to our nation as we confront these difficult times and together build a better future."

Artak Tovmasyan calls for immediate elections in Armenia to avoid ‘more disgraceful failures’

Panorama, Armenia

Dec 12 2020

Artak Tovmasyan, the head of the Tovmasyan Charity Foundation who came up with an initiative to form a new team, on Saturday again called for immediate elections to form a new parliament and government in Armenia.

“During the parade in Baku, the arrogance of the presidents of Azerbaijan and Turkey, who tried to stage a victory over Armenia and the Armenian army, is not substantiated in any way. Since the Armenian military was not defeated, it fought and heroically resisted, but Nikol Pashinyan, as a result of the overnight conspiratorial capitulation, handed over to the enemy territories defended at the cost of the blood of our soldiers,” he said in a statement on Facebook.

“Therefore, this military parade does not show the defeat for the Armenian army and the Armenian people, but the fact of the diplomatic weakness, incompetent ruling and treacherous behavior of Nikol Pashinyan and the Armenian authorities.

“Every hour of their ruling in Armenia will bring us more disgraceful failures on the external front and within the country, thus it is necessary to urgently hold snap elections to form a new National Assembly and a government, consisting of exclusively professional people with impeccable biographies, which will unite the potential of Armenians and build a country of new level, with whom no one can speak the language of threats and blackmail,” the statement said.

Memorial plaque unveiled in memory of crewmembers of Russian helicopter shot down over Armenia

Panorama, Armenia

A memorial plate was unveiled Saturday in Yeraskh in memory of the crewmembers of the Russian Mi-24 military helicopter that had been shot down by Azerbaijani forces on November 9 over Armenia. The event, which was initiated by 'Peace' Foundation, started with prayers, later the national anthems of Armenia and Russia were played. It was announced that a memorial complex dedicated to the Armenian-Russian friendship will be build in Yeraskh.

The Head of Bright Armenia party Edmon Marukyan, present at the event, noted that the Russian pilots, who were in Armenia for a peacekeeping mission,  joined the thousands of Armenian servicemen, who fell during the Karabakh war. Marukyan condemned the terrorist act by Azerbaijan.

Lawmaker form Prosperous Armenia Party (PAP) Arman Abovyan conveyed condolences on behalf of PAP leader Gagik Tsarukyan and the whole party.

"The killed Russian pilots  became the symbol of the century-long Armenian-Russian friendship," Abovyan stressed.

Spokesperson of the Republican Party of Armenia (RPA), Eduard Sharmazanov noted that shooting down the helicopter was not only against Armenia, Russia, but the Russian-Armenian friendship and even the Christian civilization.

Highlighting the Armenian-Russian friendship, Sharmazanov stressed there can be no person in Armenia who can downgrade that friendship especially after the recent war.

To remind, a Russian Mi-24 military helicopter was shot down over Armenia near the border with Azerbaijan on November 9. Two crew-members died and the third pilot was wounded. Azerbaijan’s Foreign Ministry announced shortly that the helicopter had been shot down by the Azeri armed forces by mistake.
