Armenian ombudsman submits reports on Azerbaijani war crimes to prosecutor’s offices of different countries

Reports on war crimes committed by the Azerbaijani military during the recent war in Artsakh have been submitted to the prosecutor’s offices and police of the countries that have general jurisdiction, Armenia’s Human Rights Defender (Ombudsman) Arman Tatoyan said on Monday, adding the reports bear the ombudsman’s signature.

"These reports refer to the torture of our compatriots by the Azerbaijani armed forces, including beheadings, inhuman treatment, mutilation of the dead bodies, amputations, etc.

“Along with the reports, 223 pieces of objective evidence were presented to the law enforcement agencies of those countries: videos and photos, as well as detailed analysis of that evidence,” he wrote on Facebook.

In Tatoyan’s words, 103 videos were translated from Azerbaijani or Turkish into English and Russian, and translations with subtitles were added to the videos, with all possible identifications made in the videos. The logo of the Armenian human rights defender was attached to the videos to confirm their authenticity.

Moreover, 120 photos were analyzed, including those related to the illegal access to the social media accounts of Armenian prisoners of war (POWs) by the Azerbaijani military and their illegal management.

“The following main issues were included in the reports:

1) premeditated murder of civilians, prisoners and the wounded;

2) torture and inhuman treatment of prisoners of war, civilians;

3) mutilation of the bodies of victims;

4) the use of jihadists and terrorists in the war against Artsakh;

5) the use of weapons of mass destruction containing chemical elements;

6) illegal management of social media accounts of Armenian POWs by the Azerbaijani military,” he said, adding such reports have been presented by the ombudsman for the first time.

“This huge amount of work has been carried out through the efforts of our staff and experts,” Tatoyan said, thanking their partner Gurgen Petrossian for the support.



Armenian parliament passes a number of bills in first reading

The National Assembly of Armenia on Monday adopted in the first reading a draft law on making amendments to the law "On State Duty" with 74 votes for and 1 abstention.

The bill calls for a state duty of 1,000 drams for each ton, with a coefficient of 0.3 for other tons.

The parliament also passed a bill on amending the law on compensation for damages caused to the life or health of military personnel during the defense of the country, which envisages raising the rates of payments to the Insurance Foundation for Servicemen. The bill was unanimously adopted in the first reading with 90 votes in favor.


Armenian woman returns from Azeri captivity

Armenian woman Azniv Baghdasaryan, who was held in Azerbaijani captivity and was shown in a video “welcoming” Azerbaijani soldiers, has returned home.

In an interview with Sputnik Armenia, Baghdasaryan said that together with three other prisoners, she was transferred to Armenia in December.

“I've been at home for several days already,” she said.

The woman is trying to adapt to a peaceful life, communicating with her neighbors. Her cat named Pushok also helps her.

The fact that Baghdasaryan was held in Baku became known after a press conference in October in which she took part.

Incidentally, Artsakh Ombudsman Artak Beglaryan said earlier that Armenia and Azerbaijan exchanged POWs three times in December. On December 14, 44 prisoners were handed over to Armenia, afterwards two small groups of POWs returned home.

I have changed my mind about giving up my [parliamentary] mandate. I’m not [giving] up the mandate, consider that I wrote [it] amid emotion. Lusine Badalyan, a member of the majority My Step faction of the National Assembly of Armenia, said this in a talk with reporters in parliament Monday.
 
On November 16, Badalyan had announced on Facebook that she was giving up her parliamentary seat.
 
Asked why she changed her mind and what the government was doing now, she said that there were unfinished bills that needed to be finalized. "And the government informs from time to time what it is busy with. My colleagues are working on the return of the captives, on finding the missing," Lusine Badalyan added.

Deputy Mayor of Armenia’s Goris Irina Yolyan has posted on her Facebook page photos showing how Azerbaijanis have placed a panel reading “Welcome to Azerbaijan”.
 
“There are a lot of Turks on the Goris-Kapan interstate road and are placing a panel. Do you see what is written? It reads “welcome to azerbaijan”. There was a need to try to have more or less tolerable positions in the negotiation process. The Prime Minister of Armenia, Nikol Pashinyan, stated this in an interview with Public TV, speaking on the Nagorno-Karabakh (Artsakh) peace process.
 
"Because we inherited the negotiation process in a position that the seven regions [around Artsakh] should have been returned [to Azerbaijan], and Armenia has officially, publicly accepted it, and the issue of Karabakh's status has been brought, put to a point where it can have an independent status if Azerbaijan agrees to it—which, of course, will never happen.
 
Yes, we could have prevented the war with almost these same results, including Shushi [town of Artsakh]. I do not understand this debate at all. There are things that should not need to have been ‘opened,’ but if the thing has come here, I will ‘open’ [it]. One of the key points in the whole negotiation process was the return of refugees to Nagorno-Karabakh—unquestionable, indisputable, undeniable! This meant that the fate of Nakhchivan was predetermined for Nagorno-Karabakh. Well, how long are we going to pretend? Well, if we agreed that the refugees would return to Shushi, and with 95 percent and more of the Azerbaijani population. There is a point [in the peace talks] for the return of refugees, and we have a problem to return our compatriots to Hadrut [town]. Should we [Armenians] have tried to resist and withstand in order to better protect our interests? Should we have tried or not? In my opinion, yes, definitely. Did we have the opportunity to defend those interests? Yes because the [Armenian] opposition also says that there was an opportunity to win that war. Why didn't we win that war? Well, it's not about not winning, but to end it on an at least favorable terms for us," Pashinyan added.

A fight took place in front of the National Assembly (NA) of Armenia between the protesters and Sisak Gabrielyan, a member of the majority My Step faction of the NA.
 
One of these demonstrators approaching the MP's car and asked: "Have you come to receive a bonus?"
 
Gabrielyan angrily got out of his car, one of the picketers pushed him, the latter started pushing the these protesters, a scuffle started, and Gabrielyan punched one of these citizens in the face.
 
Cursing was heard from both sides.
 
Sisak Gabrielyan, cursing these protesters, got back in his car and left.
 
The demonstrators cursed him back and threw eggs on his car.

YEREVAN. – Our parliamentary delegation visited Syunik Province a week ago, studied in detail all the issues related to the situation. Edmon Marukyan, chairman of the opposition Bright Armenia Party (BAP) and head of its parliamentary faction, said about this in the National Assembly Monday, and he added that they did not wait for the majority My Step faction to propose to them to visit Syunik.
 
And referring to the ruling power’s proposal to hold snap parliamentary elections, Marukyan said: "You [i.e. My Step] proved today that you cannot organize early elections. You cannot go out to campaign, and the safety of no one—including our own—can be secure (…). I condemn any manifestation of violence, and call on all to exercise restraint. When you talk about an early election, know that it is fraught with bloodshed.”

Our Motherland is in a state of crisis, and due to the recent events, Armenia-Diaspora relations are losing their vitality. The Motherland-Diaspora Relations' Development Initiative group—comprising several intellectuals— has noted this in a statement.
 
Being concerned about the existing Motherland-Diaspora relations, we, the intelligentsia and the public figures of the Diaspora and Armenia, come together to create a necessary platform for national solidarity, normalization of the unity atmosphere, and announce the establishment of the Motherland-Diaspora Relations' Development Initiative.
 
Our goal is:
 
– To contribute to the effective development of Motherland-Diaspora relations, its proper presentation on the social and political agenda of Armenia.
 
– To raise the existing problems in the sphere of Armenia-Diaspora cooperation, to come up with practical proposals, programs and mechanisms for their solution.

Contrary to the claims of the president of Azerbaijan, Hovhannes Igityan, a member of the majority My Step faction of the National Assembly (NA) of Armenia, says that the Nagorno-Karabakh (Artsakh) conflict is not resolved.
 
Speaking with reporters at the NA on Monday, the MP said: "In this political noise coming out of Armenia, we are losing very important messages to the international community. That is: do we think that Turkey’s factor can be considered constructive? I do not think so. If this statement of mine is considered acceptable to everyone, then we must send that message to the world with all political forces that by using its technology, NATO’s capabilities, Turkey has carried out ethnic cleansing in Karabakh, and now it continues to state that it has a constructive and peacekeeping role, with which I do not agree. Regardless of who will be the prime minister [of Armenia]—this one or the other—, one thing is clear that the unity of the nation around the prime minister does not work. There is no one person for the nation to say this one should be the prime minister, so we should find the theses that are considered united for our nation. ”
 
Also, Igityan listed one of those theses; for example, about the negative role of Turkey. "The point is that all the [political] parties of Armenia should raise this issue. Let them say, '[Armenia PM] Nikol [Pashinyan], leave [power]' three times, but once they say that Turkey must leave the format of resolving the Nagorno-Karabakh issue," Igityan said.
