PARIS, JANUARY 30, ARMENPRESS. France is one of the main guarantors for the continuation of peaceful negotiations on the Nagorno Karabakh conflict, French President Emmanuel Macron said during the annual gala dinner of the Coordination Council of Armenian Organizations of France (CCAF).

“In the settlement process of the Nagorno Karabakh conflict France plays its role within the frames of the OSCE Minsk Group Co-Chairmanship and is one of the main guarantors for the continuation of peaceful negotiations”, President Macron said.

The French President said he is in contacts with both the Prime Minister of Armenia and the President of Azerbaijan, stating that ensuring the operative connection between the Armenian PM and the Azerbaijani President is one of the key steps to ease tension.

“France is just ought to stand with Armenia taking into account the democracy created by the efforts of a very young state of a millennia-old nation, as well as the achievements that are now being recorded thanks to the recent revolution”, the French President said.

The CCAF annual gala dinner was also attended by famous Turkish historian Taner Akcam who recognizes the Armenian Genocide.

YEREVAN, JANUARY 30, ARMENPRESS. The Armenian government approved today the draft decision on abolishing visa requirements for the citizens of Serbia.

During today’s Cabinet meeting deputy foreign minister Avet Adonts said on October 25, 2019 the government of Serbia adopted a unilateral decision to abolish visa requirements for the Armenian citizens holding ordinary passports. This decision came into force on November 2, 2019.

The Armenian government’s today’s decision will enter into force on the tenth day after its official publication.

Prime Minister Nikol Pashinyan attached importance to the adoption of this decision. “It’s a good decision, and I think that this trend of eliminating visa regime with different countries is a good reaction for our country”, the PM said.

In response the deputy FM said Armenia currently has a visa-free regime with 63 states, adding that in line with this the launch of talks on setting visa-free regime with the EU remains a priority for the Armenian foreign ministry.

Azerbaijani press: Baku Network: Armenian PM lets down OSCE MG co-chairs by making populist statements

The populist statements of the Armenian current leadership are usually voiced for the sole purpose of resolving numerous domestic political problems in Armenia, Head of the Baku Network Expert Council, PhD Elkhan Alasgarov told Trend.

In this sense, recent remarks made by Armenian Prime Minister Nikol Pashinyan at a press-conference in Armenia’s Kapan town once again confirmed this.

Referring to the Armenian media, the expert reminded that Pashinyan actually accused Armenian ex-President Serzh Sargsyan that during his power, a document on the Nagorno-Karabakh conflict settlement was adopted, which, according to Pashinyan, was on the negotiating table. In accordance with the document, Armenia was to transfer seven occupied districts to Azerbaijan.

“Pashinyan thereby accused his opponents, the Karabakh clan, including Sargsyan, of allegedly agreeing to withdraw the Armenian troops from the occupied Azerbaijani territories, in particular, to return seven Azerbaijani districts with the condition of preserving the corridor between Armenia and Karabakh,” Alasgarov said.

“Obviously, Pashinyan wants to solve various socio-economic problems, including those related to the purchase of Russian gas, and at the same time, he is trying to win Sargsyan’s associates, the Karabakh clan to his side,” the expert said. “In fact, he is trying to divert the attention of Armenian people from economic problems to those on the political agenda.”

Further, the expert drew attention to the negative reaction of the OSCE Minsk Group to the statements of the Armenian Prime Minister, calling it reasonable.

“The dissatisfaction of the OSCE Minsk Group co-chairs is quite justified, since the Armenian prime minister struck the blow not only to the negotiation process, but also to the position of international mediators that has been developed over many years. In my opinion, Pashinyan framed the OSCE Minsk Group co-chairs with this statement. Thought in the framework of the meeting of the Azerbaijani and Armenian foreign ministers with the participation of the OSCE Minsk Group co-chairs, international mediators expressed dissatisfaction with the Armenian foreign minister,” Alasgarov said.

The Azerbaijani expert suggested that at the negotiating table in Geneva, the OSCE Minsk Group co-chairs might invite Mnatsakanyan to make a statement that would disavow Pashinyan’s recent statements on the settlement of the Karabakh conflict.

“If the Armenian minister is not proactive on this issue, it is quite possible that the international mediators will issue a new statement confirming the fact that the Armenian side behaved incorrectly, making the OSCE Minsk Group’s long-term activity useless and worthless,” Alasgarov said.

The conflict between the two South Caucasus countries began in 1988 when Armenia made territorial claims against Azerbaijan. As a result of the ensuing war, Armenian armed forces occupied 20 percent of Azerbaijan, including the Nagorno-Karabakh region and seven surrounding districts.

The 1994 ceasefire agreement was followed by peace negotiations. Armenia has not yet implemented four UN Security Council resolutions on withdrawal of its armed forces from Nagorno Karabakh and the surrounding districts.

While the negotiations between Azerbaijani Foreign Minister Elmar Mammadyarov and Armenian Foreign Minister Zohrab Mnatsakanyan were held in Geneva, Armenian Prime Minister Nikol Pashinyan visited the occupied Azerbaijani territories, Azerbaijani political analyst Shabnam Hasanova told Trend.

“Of course, this step not only overshadows the negotiation process, but it is also at odds with efforts which are made to resolve the Armenia-Azerbaijan Nagorno-Karabakh conflict as a whole,” the political analyst said.

“These Pashinyan’s actions are nothing more than an attempt to divert attention in a different direction through various maneuvers,” Hasanova said. “Pashinyan has always resorted to this trick. His authority among the Armenian citizens is undermined, and he is trying to attract attention by any means, including populist statements and maneuvers.”

“On the eve of the meeting of the Azerbaijani and Armenian foreign ministers in Bratislava in December 2019, Pashinyan used a similar method. This is evidenced by his visit to Nagorno Karabakh and a meeting with separatists, as well as by the statement of the press secretary of the “leader” of so-called “Nagorno Karabakh Republic” David Babayan about the impossibility of a meeting between the Armenian and Azerbaijani communities,” the political analyst said.

Shabnam Hasanova emphasized that the format of negotiations within the framework of the OSCE Minsk Group is unchanged, Azerbaijan and Armenia are the only parties to the negotiations, and Pashinyan’s dream of setting Karabakh separatists at the negotiating table is doomed to collapse, like his other aspirations and maneuvers.

Azerbaijani Foreign Minister Elmar Mammadyarov and Armenian Foreign Minister Zohrab Mnatsakanyan met in Geneva on Jan. 29. On the eve of the meeting, Prime Minister Nikol Pashinyan visited Nagorno Karabakh, where he met with separatist leader Bako Sahakyan and took part in presenting service quarters to Armenian soldiers.

The conflict between the two South Caucasus countries began in 1988 when Armenia made territorial claims against Azerbaijan. As a result of the ensuing war, Armenian armed forces occupied 20 percent of Azerbaijan, including the Nagorno-Karabakh region and seven surrounding districts.

US Ambassador to Azerbaijan Lee Litzenberger has commented on the latest meeting of Azerbaijani and Armenian foreign ministers with mediation of OSCE Minsk Group co-chairs, Trend reports.

He said it is always gratifying to see parties meet to conduct constructive and substantive negotiations,

Litzenberger expressed hope that the public read the joint statement of the Foreign Ministers of Azerbaijan and Armenia and the co-chairs of the OSCE Minsk Group after the talks.

“Once again, we hope that the negotiations will continue,” the ambassador said.

A meeting between the Azerbaijani Foreign Minister Elmar Mammadyarov and his Armenian counterpart Zohrab Mnatsakanyan was held in Geneva on Jan. 28-30.

The Russian General Prosecution has refused to submit to court the case of the three Russian-Armenian teen sisters who killed their father on grounds of having suffered severe physical and sexual abuse. The General Prosecution ruled that their actions constitute self-defense, Interfax reported.

“The prosecution is noting that they have acted in a state of necessary defense,” one of the lawyers of the young women said.

The lawyer, Alexey Liptser, further argued that now the criminal proceedings against his clients must be dropped.

Maria, Angelina, and Kristina Khachaturyan bludgeoned and stabbed their 57-year-old father, Mikhail to death in 2018, and claimed they’ve done so in an attempt to escape from abuse.

They were 17, 18 and 19 years old at the time of the killing.

 The sisters reported the attack to police and admitted carrying it out. They claimed their lives were in danger if they didn’t take the action. Detectives determined that the Khachaturyan sisters were beaten almost daily by their father, and also suffered sexual abuse.

YEREVAN, JANUARY 31, ARMENPRESS. Number of video-surveillance devices installed in the military positions of the Armenian Armed Forces increased by 59% since May 8, 2018, Prime Minister Nikol Pashinyan said on Facebook.

“Number of military positions equipped with industrial electricity increased by 70%, number of those equipped with solar energy grew by 38%. Number of military positions equipped with water supply increased by 194%”, the PM said.

YEREVAN, JANUARY 31, ARMENPRESS. The US State Department has advised against all travel to China amid the coronavirus outbreak, and raised its travel warning to Level 4, the highest alert level.

“Do not travel to China due to novel coronavirus first identified in Wuhan, China. On January 30, the World Health Organization has determined the rapidly spreading outbreak constitutes a Public Health Emergency of International Concern. Travelers should be prepared for travel restrictions to be put into effect with little or no advance notice.  Commercial carriers have reduced or suspended routes to and from China.

Those currently in China should consider departing using commercial means. The Department of State has requested that all non-essential U.S. government personnel defer travel to China in light of the novel coronavirus. 

In an effort to contain the novel coronavirus, the Chinese authorities have suspended air, road, and rail travel in the area around Wuhan and placed restrictions on travel and other activities throughout the country. On January 23, 2020, the Department of State ordered the departure of all non-emergency U.S. personnel and their family members from Wuhan. The U.S. government has limited ability to provide emergency services to U.S. citizens in Hubei province”, the US State Department said.

YEREVAN, JANUARY 31, ARMENPRESS. Two cases of the new coronavirus 2019-nCoV were confirmed in Italy, ANSA news agency reported on Thursday citing Italian Prime Minister Giuseppe Conte, reports TASS.

“The first two confirmed cases are two Chinese tourists who came to our country”, Conte said.

Reuters reported that Conte also announced temporary suspension of air travel to China.

On December 31, 2019, Chinese authorities informed the World Health Organization (WHO) about an outbreak of an unknown pneumonia in the city of Wuhan v a large trade and industrial center in central China populated by 11 million people. On January 7, Chinese experts identified the infecting agent: coronavirus 2019-nCoV.

According to latest reports, a total of 8,100 people were infected with the new coronavirus in China, and the death toll reached 171.

Cases of the new coronavirus were also confirmed in 18 other countries, including Australia, Vietnam, India, Cambodia, Canada, Malaysia, Nepal, the United Arab Emirates, South Korea, Singapore, the United States, Thailand, the Philippines, Finland, France, Germany, Sri Lanka and Japan.

PM Pashinyan orders creation of special governmental commission on preventing coronavirus in Armenia

YEREVAN, JANUARY 31, ARMENPRESS. Prime Minister Nikol Pashinyan has signed an order on creating a governmental inter-agency commission to coordinate the efforts on preventing the novel coronavirus spread in Armenia.

Deputy Prime Minister Tigran Avinyan is heading the commission.  The PM has ordered the commission to brief him on the situation and the work.

Minister of Healthcare Arsen Torosyan is serving as Deputy Chairman of the commission.

The composition of the commission includes Deputy Healthcare Minister Lena Nanushyan, Deputy Foreign Minister Avet Adonts, Deputy Minister of Emergency Situations Armen Harutyunyan, Deputy Director of the National Security Service Samvel Hayrapetyan, Deputy Chief of Police Hayk Mhiryan, Tourism Committee director Susanna Safaryan, Civil Aviation Committee administrator Tatevik Revazyan, Healthcare and Labor Inspection Agency Director Hakob Avagyan, State Service for Food Safety Director Georgi Avetisyan, Disease Control and Prevention Center director Artavazd Vanyan, WHO Armenia Office Director Yegor Zaytsev and UN Food and Agriculture Organization Program Manager Zaruhi Beglaryan.

Speaking at a press conference on January 31, Healthcare Minister Arsen Torosyan said that the commission has already held its first sitting and the situation around the coronavirus outbreak in China has been discussed. He said they have also discussed the possibility of a potential evacuation of the Armenian citizens who are currently in China. He noted that among the Armenian nationals in China, not all are willing to leave.
