Armenia considers evacuating citizens from China amid coronavirus outbreak

Avet Adonts, Deputy Foreign Minister of Armenia, on Wednesday met with China’s Ambassador to Armenia Tian Erlong. During the meeting, the situation related to the spread of the novel coronavirus in China was discussed, the Foreign Ministry’s press service reported.

Ambassador Tian underscored the readiness of the Chinese side to continue close cooperation with the Armenian side to resolve different issues arising from the spread of coronavirus. During the meeting, the problems facing the Armenian citizens in China’s Hubei Province and the steps to be undertaken to address those problems were comprehensively touched upon.

The deputy FM noted that around 400 citizens of Armenia currently residing in different provinces of China, 7 of whom in Hubei, were registered at the Embassy of Armenia in China and the embassy is in constant contact with all of them. The Armenian Embassy also takes measures to address the questions and issues of the Armenian citizens as far as possible.

Avet Adonts also added that the Foreign Ministry of Armenia and the Embassy of Armenia in China have been in constant contact with the Chinese government and other partner countries concerning the evacuation of the citizens of Armenia. 

Armenia PM on healthcare issues: I haven’t understood that culture of departmental solidarity too well

YEREVAN. – During today’s Cabinet session of the government of Armenia, Ombudsman Arman Tatoyan and some other participants spoke about the forced treatment of people and other issues in the psychiatric institutions of the country. But this did not please Arsen Torosyan, the Minister of Health, and he began to defend the doctors.

Torosyan said that such observations may give the impression that the psychiatric institutions in Armenia are operating systemically wrong, adding that there have always been changes in this field and that the problems are individual.

Prime Minister Nikol Pashinyan responded to this. “I haven’t understood that culture of departmental solidarity too well,” he said. “But we all know that those incidents have happened.”

Arsen Torosyan responded that the situation is improving and he does not want to give the impression that the people in Armenia’s psychiatric institutions are being treated against their will.

Far right groups imposing agendas on society in Armenia: Freedom House

PanARMENIAN.Net – Far-right movements in Armenia are skilled at imposing their agendas on society and shaping social and political discourse, Freedom House said in a new report.

There has been a significant increase in the visibility and legitimization of far-right activism in public and political discourse since the “velvet revolution” of 2018 in the country, the organization said in a brief describing the growth of far-right movements in Armenia, as well as Ukraine and Georgia.

Tens of thousands of Armenians took to the streets in April–May 2018 to demand the resignation of the then authorities and the formation of a new government and parliament. The then Prime Minister, Serzh Sargsyan, who had been at the helm of the country for 10 year, resigned, while Nikol Pashinyan who led the movement was ultimately elected the country’s new PM

At the head of the new movement is Adekvad, a Facebook group that registered as a political party in May 2019, the report says.

“The movement reflects typical antiliberal, antiglobalist ideology, calling for a return to “traditional” values and supporting aggression against minorities, such as LGBT+ people. …Adekvad’s young cofounder Artur Danielyan describes his movement as a means of legitimizing ultraconservative and antiglobalist discourse in the country, and considers European movements such as Alternative for Germany to be allies. Despite these professed European influences, however, Adekvad is also widely rumored to receive significant support from the Kremlin,” according to the NGO.

Armenia’s government has adopted a severe stance against Adekvad’s far-right activities early on, the think tank said. Pashinyan has criticized the group, publicly accusing it of being secretly affiliated with the former government and with Russia. Several days after Adekvad announced its intention to form a political party, Pashinyan characterized the movement as “men in black” who were “preparing to solve political issues through violence,” and called on law enforcement to “give a very strong counterblow.” Danielyan and several other members of Adekvad were subsequently detained for several hours by police, and Danielyan was arrested a second time two days later.

“These arbitrary detentions—perceived as having been ordered by Pashinyan—backfired. Instead of turning public opinion against Adekvad, the group received sympathy over what were widely regarded as unjustified arrests,” the brief says.

“While analysts generally acknowledge that Adekvad has no ability to claim political power in the near future, the movement is an increasingly influential presence within Armenia’s political discourse, particularly among youth and social media users.”

Macron hopes for progress in Karabakh settlement this spring

PanARMENIAN.Net – French President Emmanuel Macron has said that the February parliamentary elections in Azerbaijan could have a positive impact on the settlement of the Nagorno Karabakh conflict and that some progress could be achieved in spring.

Macron made the comments at the annual gala dinner of the Coordination Council of Armenian Organizations of France (CCAF) on Wednesday, January 29, Panorama.am reports.

The French President said he sees a way out after contacts were established between the leaders of Armenia and Azerbaijan.

According to him, the conflict is also a human drama which keeps people living in Karabakh and adjacent areas in instability and isolation.

Macron said France is there for Armenia, which he said is at the crossroad of great crisis.

French Presidents have traditionally attended CCAF dinners for many years. This year, Turkish historian Taner Akcam was a guest of honor.

The CCAF brings together the biggest political, cultural, educational, religious and social organizations of the Armenian community in France.

Armenia and Serbia are abolishing visas

The government in Armenia on Thursday, January 30 approved a Foreign Ministry proposal to lift visa requirement for the citizens of Serbia.

On October 25, Serbia unilaterally decided to remove visa requirements for holders of Armenian passports. According to a document approved by the government, Armenians are allowed to enter, transit and stay in the territory of Serbia for a maximum of 90 days within a period of 180 days.

Deputy Foreign Minister Avet Adonts said Thursday that once the draft is approved in Armenia, the same rules will apply for Serbian citizens.

Armenia and China officially abolished visas in January. The deal is expected to boost trade, business and tourism exchanges between the two countries.

According to Henley Passport Index, which measures which passports are the most powerful based on the countries its holders can enter without prior visa approval, holders of Armenian passports can now visit 62 countries visa free.

Armenian Constitutional Court head Hrayr Tovmasyan’s attorney Amram Makinyan said they will still think about bringing the public TV company to legal liability.

A crime is already happening, the attorney told Armenian News – NEWS.am. “The head of the executive branch is already making an obvious attempt to usurp power,” he said adding that there are signs of a crime.

According to media reports, coverage on Հ 1 was directed by Armenian PM Nikol Pashinyan, Makinyan added. The attorney noted these issues are more serious than it seems at first glance.

The attorneys of Hrayr Tovmasyan made a statement around midnight, in which they accused the two leading TV channels of distributing investigation materials and flagrantly violating the presumption of innocence.

ECHR delivered judgements on 41 applications against Armenia last year

The European Court of Human Rights (ECHR) delivered judgments on 41 applications against Armenia last year, around 2.5 times more than in previous year, the annual report published by ECHR says.

The number of new applications allocated to a judicial formation was 148, the number decreased by 11% compared to 167 applications in 2018.

Armenia has remained in the top-ten states by the number of pending applications, the statistics shows. For Armenia, there were 1,631 cases pending, a small decrease (by 14%) as compared to 1,901 in 2018.

Overall, 372 applications related to Armenia were declared inadmissible or struck out, which is more than five times more than 72 in 2018.

For Armenia, 63 applications were communicated to the Armenian government in 2019.

Twenty judgements that contained at least one violation were delivered during the year. 

The total number of judgments delivered between 1959 and 2019 for Armenia was 123, in 112 out of them at least one violation was found. The highest number of violations related to the right to a fair trial, and right to liberty and security.

Macron: Unresolved Karabakh conflict also a ‘human drama’

French President Emmanuel Macron attended and delivered extensive remarks at the annual gala hosted by the Coordinating Council of Armenian Organizations in France (CCAF), which took place at l’Hôtel du Collectionneur in Paris on January 29.

The French leader addressed, among other things, the Nagorno-Karabakh (Artsakh) conflict, stating that Armenia has found itself at the crossroads of a major crisis and France stands by it.

“The unresolved Nagorno-Karabakh conflict is an obstacle to the progress of confidence and security in Europe,” Macron said.

The French president noted that next week’s elections in Azerbaijan could have a positive impact on the conflict settlement process, expressing hope that some progress could be achieved in spring.

“Contacts have been established between the leaders, and I see a way out here,” Macron said, stressing that the unresolved conflict is also a human drama which keeps the people living in Karabakh and its surrounding areas in instability and isolation.

Macron also touched upon the declarations of friendship signed between the cities of Karabakh and France, pointing to some legal issues with the documents. 

“The problem with these declarations is that it puts France’s territorial community and a local self-government body not benefiting from international recognition at the same level,” Macron said, recalling that Armenia has not recognized Nagorno-Karabakh.

According to Macron, the French law, however, does not exclude dialogue and humanitarian assistance.
