Wilk Announces Scholarship Contests to Raise Awareness of the Armenian Genocide

Sacramento – The California Armenian Legislative Caucus is holding two scholarship contests for the 2020 commemoration of the Armenian Genocide, Senator Scott Wilk (R-Santa Clarita), who represents the state’s 21st Senate District, announced Monday.

California high school students in 9th through 12th grades are invited to participate in an essay contest and/or a visual arts contest to increase greater awareness of the Armenian Genocide on its anniversary.

The California Armenian Legislative Caucus will contact winners directly and announce their names to media on Friday, April 16, 2020.

In addition to the scholarships, the winners will also receive a trip to Sacramento for a press conference where they will be acknowledged by the California Armenian Legislative Caucus during the Caucus’ annual Armenian Advocacy Day on April 27, 2020.

Original artwork will be requested from visual arts applicants if they are selected as a finalist, for display in the California State Capitol.

Submission Deadline for both contests is Monday, April 6, 2020.

The Armenian Genocide (also known as the Armenian Holocaust) was the systematic mass murder and expulsion of 1.5 million ethnic Armenians within the Ottoman Empire (most of whom were citizens) by the Ottoman government from approximately 1914 to 1923, notes Wikipedia.

The starting date is conventionally held to be 24 April 1915, the day that Ottoman authorities rounded up, arrested, and deported from Constantinople (now Istanbul) to the region of Angora (Ankara), 235 to 270 Armenian intellectuals and community leaders, the majority of whom were eventually murdered.

The genocide was carried out during and after World War I and implemented in two phases—the wholesale killing of the able-bodied male population through massacre and subjection of army conscripts to forced labour, followed by the deportation of women, children, the elderly, and the infirm on death marches leading to the Syrian Desert.

Yerevan infection hospital refuses to conduct coronavirus tests for Armenian citizens from China

Doctors at the Nork Infection Clinic Hospital in Yerevan refused to conduct coronavirus diagnosis tests for citizens of Armenia who have returned from China, saying they need to have several symptoms at once and have grave health condition. This is what Gayane Aprunts, who returned from China three days ago, wrote on her Facebook page.

Aprunts added that she and the other citizens of Armenia had passed all tests at the airports, but decided to undergo another checkup today. However, they found out that the coronavirus diagnosis tests are for those who have several symptoms at once and have grave health condition. They didn’t receive any response today and will have to take a blood test tomorrow. Aprunts added that an X-ray or blood test can’t diagnose coronavirus.

Opposition Bright Armenia faction in parliament: Authorities troll PACE co-rapporteurs, Venice Commission president

YEREVAN. – Both the statement by the PACE co-rapporteurs and the statement by the president of the Venice Commission are addressed to the Armenian authorities, and both statements contain a certain call to the authorities in different terms. Edmon Marukyan, head of the opposition Bright Armenia faction, said this at today’s meeting with reporters in the National Assembly.

“The first was aimed at preserving the recommendations on passing to the early retirement system [for the serving Constitutional Court judges], and the second was on the tension that exists today,” Marukyan said. “Both statements were misinterpreted by the authorities and were interpreted in their favor. That is, when the authorities say ‘we welcome that statement,’ they want to cover up that whole part of the concern. I shall call it trolling. The power trolls the PACE co-rapporteurs at a high level, and then the president of the Venice Commission. They make fun of these people. And why do they make fun? Because if you compare how statements of this kind have been perceived before, it will be clear, too, because power is a legitimate power and is not constrained in any way, it shows that ‘I am a legitimate power and I don’t care about your statements;’ that is how I perceive it.”

He noted that the former Armenian authorities, for example, were afraid of such statements, they were trying to make some corrections, whereas these authorities are simply trolling and making fun of these people.

“But I must say that these people are also to blame, because if there is an opportunity in the statements to interpret them in different ways, then maybe our colleague is doing the right thing and making fun at a high level. (…). (…) they say to the authorities, ‘the actions you take, and that is a bouquet of actions, it’s an aura, a series of events and actions, that series,’ they say, ‘don’t do it, you are creating tension with it between the two wings power and more, it contradicts our previously selected recommendations regarding passing to the voluntary early retirement system.’ But they interpreted the call as saying that the call is addressed to [Constitutional Court president] Hrayr [Tovmasyan], that they have called on Hrayr to behave, ‘you’re going too far, already, it seems you are meddling too much there.'”

Consultations held between Armenia and Switzerland MFAs

Political consultations were held between the Ministries of Foreign Affairs of the Republic of Armenia and the Swiss Confederation in Bern yesterday, as reported the news service of the Ministry of Foreign Affairs of Armenia.

The Armenian delegation was headed by Deputy Minister of Foreign Affairs Avet Adonts, and the Swiss delegation — by acting Deputy State Secretary of the Federal Department of Foreign Affairs of the Swiss Confederation Krystyna Marty Lang.

During the consultations, the interlocutors discussed a broad range of issues on the bilateral agenda, highly appreciated the political relations established between the two countries and touched upon economic relations.

The parties touched upon the activities of the Swiss Agency for Development and Cooperation in Armenia and considered the main directions for programs to be carried out by the Agency in Armenia in the next stage of cooperation (2021-24).

They also exchanged views on several issues of mutual interest on the global agenda and presented their stances on regional issues. Avet Adonts presented the course of reforms undertaken by the Armenian government and the cooperation that the government has established with international partners for implementation of those reforms.

Armenia activists take oil barrels to presidential residence

YEREVAN. – We have learned from open sources that Armenian President and Great Britain citizen Armen Sarkissian has a share in Azerbaijan’s [natural] gas and oil infrastructures. That person’s personal financial interests conflict with the national security interests of the Armenian states. Artur Danielyan, a member of the Adekvad congregation, which is holding a protest in front of the presidential residence today, told this to reporters.

According to him, they want to meet with the president to discuss the issue of his abandoning those infrastructures.

“How do we get the answer to our question?” Danielyan asked and continued. “Is that man ready to at least discuss whether to give up his money being received from Azerbaijan, we somehow compensate for it?”

The Adekvad members have brought oil barrels with them to the presidential residence and plan to hand them over to President Sarkissian.

Former Lenfilm editor-in-chief Frizheta Gukasyan dies at 90

Former editor-in-chief of the Lenfilm film studio, Honored Art Worker of Russia Frizheta Gukasyan has passed away at the age of 90, Kultomania.ru reported.

Gukasyan worked at the film studio for nearly 30 years from 1960-1990s.

Speaking about her, Ghukasyan’s colleagues from the Russian Union of Cinematographers, highlighted her talent as an editor, who helped master filmmakers in their most difficult times.

“Her high professionalism has helped to reveal the creative personality of many playwrights and directors,” the film studio’s website said.

Ghukasyan worked with Aleksey Batalov, Aleksey German and other famous Russian filmmakers. She participated in the creation of “Heart of a Dog”, “The Idiot”, “Master and Margarita” and other films.

Visitor numbers drop in Sri Lanka and Hong Kong

Overseas trips hit 1.5 billion in 2019, up four per cent from 2018, according to the latest statistics from the United Nations World Tourism Organisation (UNWTO).
 
France remained the most-visited country with more than 90 million visitors, followed by Spain’s 83.8 million.
 
But the most interesting stats related to the countries that saw the highest jump in visitor numbers year-on-year.
 
 
Top of the pack was Myanmar, which saw a 40.2 per cent per cent increase in visitors, followed by Puerto Rico (31.2 per cent) and Iran (27.9 per cent), although this last is likely to suffer a drop in 2020 given the current political climate.
 
Other trends saw central Asia increase in popularity, with Uzbekistan, Azerbaijan and Kazakhstan all in the top 20 fastest growing destinations.
 
 
Winter sun destinations previously hit by terror attacks also saw a comeback last year, with Egypt seeing a 21.1 per cent increase in visitor numbers, Turkey a 14 per cent rise, and Tunisia up 13.6 per cent.
 
The Caribbean also saw a return to favour having recovered from the devastating effects of Hurricane Irma in 2017 – visits to Anguilla, St Maarten, Dominica and the US Virgin Islands all rose significantly.
 
 
However, it wasn’t good news for every destination, with many blighted by political turmoil and terrorism.
 
Sri Lanka experienced an 18 per cent drop in tourist numbers, due in large part to the terror attacks over Easter.
 
Hong Kong saw an 18.8 per cent decrease following protests and social unrest.
 
The US was down 1.3 per cent on visitor numbers, while the UK saw a 1.7 per cent uptick.
 
The region that saw the biggest growth was the Middle East, at 8 per cent; the Americas saw the least, at 2 per cent.

Armenia’s Constitution bars parliament from amending it without Constitutional Court’s endorsement, says commission member

Doctor of Law, Professor, Artur Ghambaryan, who is the candidate of Justice Ministry at the Expert Commission on Constitutional Reforms, told Panorama.am that the current Constitution does not allow the National Assembly to make constitutional amendments without the endorsement of the Constitutional Court.

“In all cases, the answer is clearly no,” he said.

He refused to reply to other questions, explaining that he does not give interviews.

Another member of the commission, Arsen Tavadyan, refrained from answering journalists’ questions until the committee is set up.

Anyway, Panorama.am asked him, as a lawyer-scientist, whether the 2015 edition of the Constitution allows the National Assembly to make constitutional changes without the highest court’s validation.

“Look at Article 168 of the Constitution,” Tavadyan replied.

Article 168 of the Constitution defines the powers of the Constitutional Court. Part 2 of the article states: “The Constitutional Court shall, in the manner stipulated by the Law on the Constitutional Court: (2) Prior to the adoption of the draft Constitutional Amendments, as well as drafts of legal acts put to a referendum, determine their conformity with the Constitution.”

The article makes it clear that the National Assembly cannot bypass the Constitutional Court while amending the Constitution.

Asked whether in this case the bill drafted by the My Step faction openly runs counter to the Constitution, Tavadyan did not answer.

“Several journalists have called me. I am repeating myself all over again. I am waiting for the commission to be set up to make any comments. As soon as the commission is formed, I will express my opinion, it will be more appropriate,” he said.

Asked what will change after the formation of the commission, he responded: “Well, that’s it.”

In response to the question whether the lawyer is constrained to make further comments, Tavadyan said, “There is no constraint.”

Commenting on Panorama.am’s questions, Anahit Manasyan, another member of the commission, said: “These questions require a thorough and professional, multilateral analysis. For neither your professionalism nor my professional ethics to suffer, let us first of all see what the fate of these changes will be. These legislative amendments can be adopted in a completely different way, as there may be new proposals and changes during the course of their debate. You can conduct an interview on the matter then. Believe me, I will not respect myself in terms of professional ethics if I say something in just a few words. “

“In general, I have heard what this is all about. Overall, I have familiarized myself with the matter. I will not feel at ease in terms of my conscience or my profession if I make some analysis in two words,” she said.

Moreover, she was reluctant to make a more detailed analysis of the issue.

Another member of the commission, Tigran Markosyan, did not respond to our phone calls for two days.

Ruben Rubinyan considers the visit of the Armenian delegation to PACE very successful

ArmInfo. Our work in the framework of the winter session in PACE was quite successful. This was announced on February 4 at a press conference by the head of the  Armenian delegation to PACE, MP from the ruling “My Step” bloc Ruben  Rubinyan. The MP noted that during the visit, certain agreements were  reached. Rubinyan also touched on the discussions that have unfolded  in PACE on the issue of political prisoners in Azerbaijan.

“As you know, during the winter session, a resolution was adopted on  political prisoners in Azerbaijan.  That is, it was once again noted  that there are political prisoners in Azerbaijan. Azerbaijani  delegates strongly denied this fact, and very reluctantly admitted  the adoption of this resolution,” – stressed the MP.

Moreover, Rubinyan noted that the head of the Azerbaijani delegation  asked one of his British colleagues to speak in support of them, but  the Azerbaijanis did not receive any support.

The head of the Armenian delegation noted that during the PACE winter  session, issues related to peace in the regions, fake news, political  prisoners, as well as holding fair and transparent elections were  discussed.  “These are issues that are important both for Europe and  for Armenia,” Rubinyan concluded.

Major road accident involving 57 cars reported on Sevan-Yerevan highway

A major traffic collision involving more than 50 cars took place on Sevan-Yerevan highway on Tuesday. According to non-confirmed data, the collision took place due to black ice formed on the road. 

“The accidents were recorded on different sections of the highway. The major one involved around 45 cars,” Panorama.am learnt from the press department of the Police of Armenia.

According to the initial data, some 15 people have applied for medical help. No severe injuries have been reported. An investigation has been launched to look into the details of the accident.
