YEREVAN. – Armenia’s Prime Minister Nikol Pashinyan, who is in Berlin on a working visit, visited the Friedrich Ebert Foundation (Friedrich-Ebert-Stiftung) where he met with the German scholar and analytical circles. This was reported by the Information and Public Relations Department of the Prime Minister’s Office.

Klara Geywitz, co-chair of the foundation and member of its Chairmanship Council, thanked the Prime Minister for his willingness to visit the foundation and present the changes taking place in Armenia.

Geywitz said Armenia has always been at the crossroads of different cultures, but has maintained its identity, today it plays an important political role, they see that it has good neighborly relations with Russia, is a member of the EEU, but at the same time has a relevant agreement signed with the EU.

The Friedrich Ebert Foundation official stated that Germany has good relations with Armenia and considers the opportunities for deepening cooperation to be important. Klara Geywitz noted that Armenia can become an appealing country for foreign investors. But she added that the new government is confronted with the old burden, it is not easy to achieve change, and Germany can contribute to these developments.

Geywitz recalled that that the Friedrich Ebert Foundation has a representative office in Armenia and has assisted the country.

Armenia stopped being a legal state: CC chairman’s consultant

Advocate: Authorities in Armenia violate human rights

Human rights in Armenia are being violated by the authorities, human right advocate Avetik Ishkhanyan said today at the Constitutional Security: Challenges and Solutions discussion.

“This way has been chosen and the issue of a personality is not important at all. Human rights are being protected in the countries where the power is not agreed with a person but with the independence of structures. If the structures are being eliminated, to speak about the wish of the emperor or kind king means telling fairy tales for deceiving people,” Avetik Ishkhanyan said.

The revolution [in Armenia] was based on a slogan we had been voicing for many years. Armenia’s Prime Minister Nikol Pashinyan stated this during his address yesterday at the Friedrich Ebert Foundation (Friedrich-Ebert-Stiftung) in Berlin.

“When we were saying to the citizens of the Republic of Armenia that ‘The future of Armenia depends on one person, and you are that one person;’ we want every citizen of Armenia to adopt this very slogan,” he particularly noted. “And, in essence, we lay the same concept on the basis of economic revolution (…).

And we urge our citizens, including foreign investors, of course, to pursue economic activity in the Republic of Armenia, and thus get rich and make rich.

We say that individual effort is the key factor that will ultimately lead to the economic revolution in Armenia (…).

But in this respect it is very important for us to encourage education. In the near future I am going to publish our strategic vision of Armenia by 2050. (…) We have a task of making education in the Republic of Armenia a national way of life.”

AzVision.az news agency has published an article, entitled “Political Chaos in Armenia – Realities that hypocrites do not want to see.”

The article reads as follows: 

The head of state expresses regret that the Council of Europe is experiencing the process of degradation; this organization is losing its importance in the international arena and is not able to exert any influence on the developments unfolding in the world.

The Azerbaijani leader openly stated that the credibility of the organization has declined, and the main reason for this is probably the hypocrisy, double standards and injustice prevailing in it.

“To be honest, the Azerbaijani people have long lost hope for this organization because for almost 20 years, at various times, it was fulfilling a political order, choosing Azerbaijan as a target, fabricating and spreading incredible lies about us. Azerbaijan is portrayed as a backward country and the positive processes taking place in Azerbaijan are not taken into account. They try to describe Azerbaijan only in black colors and again, relying on unfounded and falsified data, publish reports and adopt resolutions. There are allegedly political prisoners here and democratic process are supposedly obstructed in Azerbaijan. All this is a lie, there are no political prisoners in Azerbaijan – we know this well,” President Aliyev said.

He stressed that the countries that do have political prisoners are ignored, citing Armenia as an example.

“For more than a year, the former president of Armenia has been under arrest. He was arrested after declaring a desire to engage in active politics, and has been in prison for more than a year. Also under investigation is the president who led Armenia two years ago. A criminal case has been instituted against him and, according to the information circulated in the media, his case has been referred to court. The main reason is that former presidents criticized the activities of the current government. Journalists are arrested in Armenia. I am told that the head of a media agency was recently arrested. A few months ago, one of the journalists began a hunger strike in prison and died. However, none of these facts are taken into account in the Council of Europe. Why? Why do they show one attitude towards Armenia and a different one towards Azerbaijan and Turkey? We know the answer to this question too well, and I want to note once again: it would be good if the Council of Europe dealt with these issues,” the president added.

Such an open double-approach to Azerbaijan by one of the oldest and “largest” international organizations is unfair. How can we explain that the Council of Europe, which always target Azerbaijan and Turkey, ignores Armenia’s obvious violation of its international obligations?

In fact, Armenia egregiously keeps carrying out politically motivated persecutions. Suffice to give a few examples to understand the ongoing internal political conflicts, persecutions and lawless actions in Armenia.

For example, reports on the arrests of opposition activities recently surfaced in Armenia. On January 28, four Armenian opposition leaders – the founders of Adekvad (Adequate) party Artur Danielyan and Konstantin Ter-Nakalyan , as well as Grigor Minasyan and Azat Adamyan , were detained by police.

According to Armenian bloggers, the police were aimed at getting access to personal correspondence of the detainees on their smartphones and seizing their mobiles devices with the purpose of downloading necessary applications to them. In addition, all these actions were allegedly carried out by Prime Minister Nikol Pashinyan’s personal order.

On the same day, the Armenian police detained another opposition blogger, founder of VETO movement Narek Malyan on suspicion of illegal possession of weapons.

Narek Malyan is one of those who oppose the activities of the Soros Foundation in Armenia. He is considered to be one of the founders of the Adekvad (Adequate) party opposing the Armenian government.

It is surprising that both the U.S. Embassy in Armenia and European organizations turned a blind eye to this political scandal. For some reasons, influential international organizations ignored a gross violation of human rights in this case.

All these cases are by no means the first and most likely recur in the political life of Armenia. However, the organizer and ideological author of this campaign is no different than “street democrat”. He recently promised that he will do his utmost to restore the “law and order” in Armenia.

The Armenian prime minister is misusing the “law and order” as a means of battling opponents. All this seems like a cheap revenge filmed in low-level television series.

After coming to power, the one, who has become a victim of political persecution in the recent past, is doing nothing to address the socio-economic and demographic crisis prevailing in the country. His activities focus on the persecution of its political rivals and the family members of oppositionists.

There is no need for further examples. Even a slight analysis of the Armenian press shows that “witch hunting” is widespread in this country. It is interesting to see why the Council of Europe is ignoring and not responding the facts of such biased political volunteerism.

The organization, allegedly based on the principles of democracy, equality and justice, ignores the fact of human rights violations in Armenia. But when it comes to Azerbaijan, such cases are exaggerated.

In the end, who will be a loser in this case – Azerbaijan or the Council of Europe?

The question, as they say, is of rhetorical nature.

Among the persons persecuted for political reasons in Armenia are former high-ranking officials, their close relatives, journalists, and representatives of non-governmental organizations.

For example, Armenia’s third president Serzh Sargsyan is accused of embezzling over a million USD, and his property was arrested in mid-December 2019. In January 2020, Sargsyan faced another charge of embezzlement in the amount of over 489 million drams ($1.2 million).

Sargsyan’s brother Levon Sargsyan is charged with illegal fund possession and tax evasion. Armenia’s law enforcement bodies have already issues an arrest warrant for Levon Sargsyan. The former president’s nephew Narek Sargsyan, who was extradited to Armenia from the Czech Republic, is charged with illegal acquisition and possession of weapons, arms, explosives, as well as illegal drug circulation.

Levon Sargsyan’s daughter Ani Sargsyan is accused of illegally obtaining funds and evading tax.

Moreover, Sargsyan’s another brother Alexander Sargsyan faced a charge of illegally possessing firearms in June 2018. His property was arrested by the Armenian National Security Service in July 2018. He was given time to return $30 million to the state budget. However, Alexander Sargsyan transferred only $19.6 million to the state budget in February 2019.

In July 2018, Alexander Sargsyan’s son Hayk Sargsyan was sentenced to a two-month pretrial detention on charges of attempted murder. In September 2018, he was released on bail in the amount of 50 million drams.

Armenia’s second president Robert Kocharyan also became the target of the current government. It should be noted that some 10 people were killed during a rally organized by the supporters of first president Levon Ter-Petrosyan after the elections held on March 1, 2008.

In December 2018, then president Kocharyan was arrested on charges of disrupting protests and overthrowing the constitutional order. In February 2019, Kocharyan faced a charge of taking bribe in the amount of 927 million drams (approximately $3 million).

The family members and relatives of Hrayr Tovmasyan , ex-MP, chairman of the Constitutional Court are still facing political persecutions. In October 2019, Hrayr appealed to the Constitutional Court requesting his tenure be terminated. However, the Constitutional Court denied considering the appeal.

On February 6, 2020, the Armenian parliament approved a bill on amending the Constitution by a majority vote of deputies from the ruling party.

Levon Sargsyan , a member of the Republican Party and a former deputy (1999-2007), faced charges on articles 175.1-2-3 (causing serious bodily injury) and 223.3 (creating and participating in a criminal group) of the Armenian Criminal Code. In November 2019, he was jailed for 40 days in Russia. The former deputy is likely to be extradited to Armenia.

The former head of the Office of the Armenian Parliament, Arsen Babayan , was detained on 21 October 2019 on suspicion of attempting to seize power. Armenia’s law enforcement bodies continue the investigation into the criminal case involving Arsen Babayan and former parliament speaker Ara Babloyan.

Samvel Uzumyan , a judge who investigated the 27 October 1999 armed attack on the Armenian parliament, left the country. Uzumyan was placed on Interpol’s wanted list on charges of taking a bribe in the amount of $51,000.

Armenia’s former agriculture minister Sergo Karapetyan , Flash company head Barsegh Beglaryan , former deputy agriculture minister Gevork Arutyunyan, together with former president Serzh Sargsyan, are accused of embezzling $489,160,310 drams ($1.2 million) allocated within a state program.

Armenia’s former deputy prime minister Armen Gevorkyan is charged with masterminding the 1 March 2009 riots in Armenia and overthrowing the constitutional order.

Norayr Panosyan , former department head at the Justice Ministry, was arrested in October 2019 on charges of abuse of power.

The ex-governor of Armenia’s Syunik region, Surik Khachataryan , is accused of fraud, large-scale embezzlement and several other crimes. An Armenian court imposed an arrest on his property on November 19, 2019. His youngest son Trdat Khachatryan is accused of evading military service and his eldest son Tigran Khachatryan is accused of falsifying official documents. Both of them are declared internationally wanted.

David Sanasaryan , former head of Armenia’s State Inspection Service and one of the active participants of the “velvet” revolution is accused of abuse of power.

The former traffic police chief, Artur Tonoyan , is also accused of abuse of power.

Gevorg Kostanyan , the former Armenian prosecutor genera, is charged with falsifying official documents on the events of March 1, 2008. Kostanyan is currently in Russia. Armenia is in talks with the Russian side for Konstanyan’s extradition.

In January 2020, Georgi Kutoyan , former head of Armenia’s National Security, was found dead in an apartment in Yerevan.

Former defense minister Mikael Harutyunyan is accused of attempting to overthrow the constitutional order in the country on March 1, 2008. He was declared internationally wanted. Harutyunyan is a Russian citizen, and according to some media reports, the international arrest warrant against him was lifted.

On June 18, 2018, Manvel Grigoryan , ex-PM, former deputy defense minister, was detained on suspicion of illegal possession, storage and transportation of weapons, ammunition and explosives. On January 16, 2020, Grigoryan was released from prison due to health problems.

Grigoryan’s wife Narik Amilyan and his son Arman Grigoryan also face charges of illegal possession, transportation, and storage of weapons, ammunition, and explosives.

Manvel Grigoryan’s other son Karen Grigoryan , who was a mayor of Etchmiadzin, is accused of embezzlement by abuse of power in 2015-2018. He is also charged with taking bribery with the purpose of employing his father’s bodyguard.

Grigoryan’s other son, Ara Grigoryan , was summoned by police for firing a gas pistol during an incident on Yerevan-Armavir road on September 4, 2019. He faces a charge on fraud.

Armenia’s former defense minister Seyran Ohanyan is accused of attempting to overthrow the constitutional order during the events of March 1, 2008.

On July 26, 2018, Yuri Khachaturov , former secretary general of the Collective Security Treaty Organization (CSTO) and former chief of the General Staff of the Armenian Armed Forces, was charged with attempting to overthrow the constitutional order.

Vaughn Arutyunyan , former head of the group investigating the events of March 1, 2008, are charged with Part 2 of Article 308 (abuse of power, causing serious consequences, negligence) and Article 309 (violence, abuse of power by a weapon or special means) of the Criminal Code of Armenia.

The former deputy police chief, Levon Eronesyan , is accused of abuse of power for violent breakup of several protests.

NGO representatives, journalists and activists who face political persecution

The Yerevan-based Haeli press club was attacked by a group of young persons in October 2019 for the headline of an article about President Ilham Aliyev’s speech at a plenary session of the Valdai International Discussion Club in Russia.

Bloggers Narek Mutafyan and Sarkis Ohanjanyan were arrested for supporting former president Kocharyan.

Armen Tavadyan , the owner of the 5th TV Channel, is accused of bribing witnesses in connection with the events of March 1, 2008. His property was arrested. The channel executive director, Harutyun Harutyunyan , called Tavadyan’s arrest political repression.

On December 29, 2019, Satik Seyranyan , chairman of the Union of Journalists of Armenia and editor of 168.am news site, was detained by the National Security Service on charges of disseminating information aimed at undermining Pashinyan’s reputation.

Mher Yeghiazaryan , editor-in-chief of Haynews.am news site, who had been on hunger strike, died in hospital on January 26, 2019.

For some reason, some “democrats” representing the Council of Europe turn a blind eye to the facts of human rights abuses in Armenia.

Azerbaijani press: One more Azerbaijani wrestler wins victory over Armenian rival

One more free wrestler of Azerbaijan won the victory over his Armenian rival at the European championship held in Italy’s capital city of Rome, Apasport.az website reports.

Jabrayil Hasanov waging struggle in 79 kg weight category won the confident victory over the Armenian athlete Arman Avagyan in his third encounter. 

The three-time European champion having defeated Nika Kentchadze (Georgia) and Omaraskab Nazmundinov (Romania) continued the successful series in 1/4 final round as well. This time he won the victory over the Armenian athlete with an 8:4 score. This victory carried forward to semifinal the captain of our national team.

It should be noted that Aghahuseyn Mustafayev (70 kg) also gained the upper hand over the Armenian Gevorg Mkheyan at the classification round held today.

Azerbaijani press: Azerbaijani ambassador meets with president of National Council of Swiss Confederation [PHOTO]

Mrs. Khanim Ibrahimova, Ambassador of the Republic of Azerbaijan to the Swiss Confederation and the Principality if Liechtenstein, met with Isabelle Moret, the President of the National Council of the Swiss Confederation. The National Council is the lower house of the Federal Assembly of Switzerland and the President of the National Council is considered the highest ranking representative of the Swiss federal state.

The ties of cooperation between the Azerbaijani and Switzerland parliaments were highly appreciated, as well as the views on the prospects for further cooperation were exchanged during the meeting.

Ambassador Ibrahimova noted the importance of inter-parliamentary cooperation on development of the Swiss-Azerbaijani relations, and highly appreciated the recent visit of Jean-Rene Furney, the President of the upper house of the Federal Assembly to Baku. She also mentioned the fact that Swiss Azerbaijani Parliamentary Friendship Group is one of the few friendship groups in the National Council.

Ambassador Ibrahimova thanked for the opportunity for the first time ever presentation by herself planning during the March session of the Parliament about Azerbaijan. It will be an important event, since the parliamentarians will receive the necessary information directly from the Ambassador.

Khanim Ibrahimova informed her counterpart about the parliamentary elections that were held in Azerbaijan on February 9 and called it as a new manifestation of democracy in the country. She noted that over 1,300 candidates had never previously participated in the parliamentary elections in Azerbaijan. International organizations have shown tremendous interest in these elections About 900 international observers arrived in the country and new parliament is composed of 20 percent women.

The sides also discussed bilateral economic and political relations between Azerbaijan and Switzerland, structural reforms carried out in Azerbaijan under the leadership of President Ilham Aliyev, and exchanged views on the Armenian-Azerbaijani Nagorno-Karabakh conflict.

Referring to the international reputation of Azerbaijan, Ibrahimova noted that Azerbaijan is chairing organizations such as the Non-Aligned Movement and GUAM.

Isabelle Moret expressed her satisfaction with the achievements of Azerbaijan and wished her success in future.

Azerbaijani press: Analyst says Yerevan responsible for Armenian saboteur’s death

Analyst of The Baku Network think tank Elkhan Alаsgаrov has said that Yerevan bears the responsibility for the death of Armenian saboteur Manvel Saribekyan about whom the European Court of Human Rights recently passed a ruling.

The saboteur in question – Armenian citizen Manvel Saribekyan – was detained on 11 September 2010, with several espionage equipment, while a group of Armenian saboteurs were prevented on the north-west direction of the line of contact of the armed forces of Armenia and Azerbaijan. Saribekyan committed suicide a month later while in prison.

“It is Yerevan that should be blamed for his tragic death, rather than only Baku. Obviously, the death of Saribekyan, as well as common political goals behind the accusations made against Baku concerning the violation of the international law, do not concern the Armenian authorities,” Elkhan Alаsgаrov said.

Commenting on the Armenian Foreign Ministry’s statement about Saribekyan, Alasgarov noted that Yerevan seeks to mislead the international community.

“The main thesis of the [Armenian MFA’s] document is that, allegedly, the threat is upon life of every Armenian who falls under the control of the Azerbaijani authorities, regardless of his/her status. Thus, the Armenian Foreign Ministry is disseminating a new myth that upon the decision concerning Saribekyan’s case, the ECHR ‘confirmed the impossibility of Karabakh Armenians living in Azerbaijan as this poses a threat to their lives,’” Alasgarov noted.

“While recognizing the jurisdiction and legitimacy of the ECHR and rejoicing at the decision regarding Saribekyan’s case, Yerevan should recognize not only other decisions of the European Court, but also four UN resolutions and numerous resolutions of international organizations,” he stressed.

Furthermore, Alasgarov believes no positive changes occurred in the ideology of the Armenians with Pashinyan’s coming to power.

“The ruling by the ECHR quite resembles primitive statement of criminal Robert Kocharyan, who is in the Yerevan prison, about the “genetic incompatibility of Azerbaijanis and Armenians” and the slogan by fascist Garegin Nzhdeh that ‘there shouldn’t be a day without fighting the Turk’,” the analyst said.

Instead of preparing the Armenian people for reconciliation, he noted, Pashinyan’s team uses rhetoric that cuts off all roads leading to peace.

“The Armenian side still hasn’t learned that false theories have sad consequences,” Alasgarov stressed.

Alasgarov pointed out that Yerevan must recognize the rulings by the ECHR on numerous violations of human rights in the occupied Azerbaijani territories.

“Without recognition of the rights, first of all, of hundreds of thousands of Azerbaijani IDPs violated by the invaders in Nagorno-Karabakh and seven surrounding districts, as well as compensation for the damage caused to them, it is better for the Armenian Foreign Ministry to keep silent about the Saribekyan case,” Alasgarov said.

He called the previous decision of the European Court of Human Rights, issued regarding the case of Chiragov and Others v. Armenia, as one of the most important decisions in connection with the Armenia-Azerbaijan Nagorno-Karabakh conflict that have been accepted till now.

Alasgarov said that the peculiarity of the decision is that it is the first judicial document in connection with the Karabakh conflict, in which Armenia is recognized as the culprit of the crimes committed.

“The European Court of Human Rights-ECHR, the most authoritative court of the world, adopted a decision on the Nagorno-Karabakh conflict, in which it confirmed the fact of occupation of Azerbaijani territories and the fact that Armenia is an occupying country. The European Court has entrusted all responsibility for the violation of human rights in the occupied territories upon Armenia, which is to restore human rights, in the first place, of the hundreds of thousands of Azerbaijanis from Nagorno-Karabakh and seven adjacent regions,” Alasgarov stated.

He considers that ECHR’s decision puts before Yerevan the obligation to unconditionally withdraw the Armenian forces from the conflict zone.

“In addition, Armenia must pay compensation in the “Chiragov and Others v. Armenia” case. At the same time, this payment will set a precedent, which will entail claims from 800,000 internally displaced persons regarding the payment of compensation to them by Armenia,” he said.

Alasgarov further recalled the verdict of the European Court of Human Rights in Strasbourg dated 17 December 2013, in the case of “Perincek v. Switzerland”.

“The European Court decided that, unlike the Holocaust fact proven in the legal field, the narrative about the so-called “Armenian genocide” is not a historical fact, but a fiction of one of the parties, and by no means the only one,” Alasgarov told.

Speaking about opinion of international academic circles on the so-called “Armenian genocide”, he said that there is no consensus, it is unlikely to be reached, and any criminal prosecution for expressing an opinion is a violation of the articles of the European Convention on Human Rights.

“Over the course of many years of practice of the ECHR, not a single case of non-enforcement of its decisions by member states of the Council of Europe has been recorded. Otherwise, according to the Statute of the Council of Europe, this can lead to suspension of a state’s membership and, in the end, in accordance with the decision of the Committee of Ministers, to expulsion from the Organization,” Alasgarov added.

He noted that Armenia’s unwillingness to comply with the judgments of the ECHR regarding the “Perincek v. Switzerland” case, to stop the unilateral interpretation of the so-called “Armenian genocide”, as well as restoring the rights of hundreds of thousands of Azerbaijani IDPs, the case “Chiragov and Others v. Armenia”, is a clear evidence of Yerevan’s rejection of international law.

Azerbaijani press: Armenia’s agriculture declines in 2019

The Armenian Cabinet of Ministers were disappointed by the agricultural indicators of 2019 as negative indicators of total gross agricultural output were observed in the country throughout the year, according to the data of Statistical Committee of Armenia.

The country’s agriculture decreased by 7.4 percent year-on-year in January-June. This indicator continued to fall by 4.8 percent, according to the results of three quarters.

Meanwhile, one of the first significant steps of the new Armenian government was the formation of a new cabinet structure, as a result of which 12 ministries were formed from 17. The purpose of this “revolutionary” innovation was to increase the effectiveness of the government.

However, the new government turned out to be as ineffective as the previous one. Pashinyan himself admitted this, saying at one of the cabinet’s last meetings in 2019: “We have large ministries with many unemployed people who care about one thing: when the time is right to go home.”

The structure optimization of the Armenian government was most strongly criticized precisely in terms of the abolition of the Ministry of Agriculture and the transfer of its functions to the Ministry of Economy. Chairman of the Agrarian-Peasant Union of Armenia Hrachya Berberyan believes that the first blow to agriculture was the closure of the Ministry of Agriculture. At the same time, the expert noted that the fall in this area in 2019, according to their estimates, is double the official figures.

“Armenia exported 56 tons of potatoes 4 years ago, and this year [2019] it began to import it from Belarus and some other countries,” Berberyan noted bitterly, seeing the intent to destroy the national economy.

Today, the main specialized structural units of the Ministry of Economy include 14 departments, however, department for food safety and agro-consulting, innovation and monitoring still do not have heads.

Thus, in such conditions it is difficult to expect effective activity of the Ministry of Economy of Armenia in the agricultural sector.

YEREVAN, FEBRUARY 14, ARMENPRESS. The Republican Party of Armenia (HHK), the former ruling party which is not represented in parliament, has announced that it will not participate in the campaigning ahead of the constitutional referendum regarding the Constitutional Court.

The HHK said in a statement that the process of initiating the referendum “grossly contradicts with its content and procedure the Constitution and the Rules of Procedure of Parliament Constitutional Law”. It further said that the political subtext of the issue has nothing to do with building a state of law and strengthening democracy.

In turn, the Armenian Revolutionary Federation (ARF), another political party not having seats in the current parliament, called for “ignoring” the scheduled referendum due on April 5 and addressed political parties and the civil society to unite efforts to prevent a “Yes” vote.

Voters are expected to decide in the April 5 referendum whether or not the incumbent Chairman of the Constitutional Court Hrayr Tovmasyan, as well as most other justices appointed under the previous constitution, should remain in office.
