ATHENS (Reuters) – There are rules in exploring energy resources in the Mediterranean Sea, U.S. Secretary of State Mike Pompeo said on Saturday, warning Turkey not to engage in drilling activity that is “illegal” and “unacceptable”.

“We’ve made clear that operations in international waters are governed by a set of rules. We’ve told the Turks that illegal drilling is unacceptable and we’ll continue to take diplomatic actions to … ensure that lawful activity takes place,” he said during a visit to Greece.

“No country can hold Europe hostage,” Pompeo told a press briefing.

Tensions between Cyprus and Turkey over offshore drilling have intensified after Ankara sent a drilling ship to an area already licensed by Nicosia to Italian and French energy companies.

Earlier on Saturday, Greek Prime Minister Kyriakos Mitsotakis urged the United States to use its clout to defuse tensions in the Eastern Mediterranean, where Cyprus and Turkey are locked in a dispute over offshore rights.

Mitsotakis told Pompeo that Turkish moves south of the island in recent days were a “flagrant violation” of Cyprus’ sovereign rights.

Turkey and Greece are allies in NATO but long at loggerheads over Cyprus, which has been ethnically split between Greek and Turkish Cypriots since 1974.

“The United States have a particular interest in the Eastern Mediterranean region. Cyprus is only asking for the self-evident, the implementation of international law,” Mitsotakis told Pompeo, who is visiting Greece on the last leg of a trip to southern Europe.

Pompeo referred to the issue after meeting Greek Foreign Minister Nikos Dendias. He said the United States would work to help the parties involved find mutually agreeable solutions and that it was eager to extend its partnership with Greece on energy issues.

Ankara says some of the areas where Cyprus is exploring are either on its own continental shelf or in zones where Turkish Cypriots have equal rights over any finds with Greek Cypriots.

A Turkish drill ship, the Yavuz, is currently 50 nautical miles off Cyprus. Turkish Energy Minister Fatih Donmez said on Saturday that drilling would start “as soon as possible”.

In his remarks, Pompeo also said that the relationship between Greece and the United States “has truly never been stronger” and that he was very confident that Greece can be a pillar for stability in this region.

But he also added that he was concerned about Chinese investments in infrastructure, an issue also raised during his visit to North Macedonia on Friday. Greece and the United States have traditionally close relations even though many blame Washington for its tacit support to a military junta that ruled Greece between 1967 and 1974. Protest marches to the U.S. Embassy are an annual event.

As Pompeo visited town, groups of protesters marching to the U.S. Embassy on Saturday clashed with police, who fired teargas to disperse them.

Earlier, several hundred demonstrators had gathered in Athens’s main Syntagma square, chanting “Americans, Murderers of Peoples” to protest against the amendment of a defense agreement between the two countries concerning U.S. military bases in Greece.

They held banners reading “Pompeo go home – No to the Greece-USA agreement”.

Iran warns Turkey against military action in Syria

Iranian Foreign Minister Mohammad Javad Zarif on Sunday warned Turkey against any military move in Syria, calling on Ankara to respect other countries’ territorial integrity.

The stance of the Islamic Republic on Syrian Kurds is “completely clear,” and that the only way to maintain security in Turkey is through the establishment of the Syrian central government’s military presence in the border areas, Iran’s private Tasnim news agency quoted Zarif as saying in an open session of the parliament in Tehran. 

Zarif’s statements follow those of Turkish President Recep Tayyip Erdoğan, who in his strongest warning yet, on Saturday said that an operation targeting U.S.-backed Kurdish militia in northeastern Syria could take place “any day.’’

Turkey has repeatedly warned of an operation citing a lack of progress on a U.S.-Turkish deal to secure Syria’s troubled border with Turkey.

Turkey and the United States in August agreed to set up a safe zone in northern Syria. Ankara aims to clear the area south of its border of the Kurdish-led People’s Protection Units (YPG), which it sees as an existential threat due to its links to the outlawed Kurdistan Workers’ Party (PKK), an armed group that has been at war in Turkey for over 30 years.

 “The Islamic Republic certainly believes that regional security is possible through observing two principles: first, respect for the sovereignty and territorial integrity and security of all regional countries, and second, respect for the rights of all its inhabitants, including our Kurdish brothers and sisters…,” Tasnim quoted Zarif as saying.

Iran backs Syrian President Bashar Assad and along with Russia and Turkey is part of the so-called Astana Group. The group was launched in 2017 and aims to end the Syrian conflict.

At the Valdai Forum in Sochi, Russian President Vladimir Putin and Azerbaijani President Ilham Aliyev reaffirmed the intentions of their countries not only to continue, but also to strengthen military-technical cooperation, famous Russian TV anchor, political expert Yevgeny Mikhailov told Trend.

He was commenting on the recent meeting of the two leaders on the sidelines of the annual meeting of the Valdai Discussion Club.

He said that cooperation in the military-technical sphere between Azerbaijan and Russia will continue in the future, despite the discontent of Armenia.

“Despite that the Armenian leadership represented by Armenian Prime Minister Nikol Pashinyan asked the Russian side to declare embargo on the supply of new weapons to Baku, this call was ignored by the Russian side,” the expert noted. “They didn’t hear it. Accordingly, this clearly confirmed the fact that Azerbaijan is a friend and partner of Russia for many years. Azerbaijan is stable politically and economically, which is now rare in our rapidly changing world. The supply of new weapons is first of all politics, and then money, which means that Russia is more confident in Azerbaijan than in those who are against the country.”

The expert suggested that if Baku enters into joint military-political blocs with Moscow and other countries, this fact will shock the “ancient and proud neighbors” in the region.

“Yerevan understands that the closer relations of Moscow with Baku are, the faster it will be necessary to return the occupied territories,” he said. “Time works against the politicians of Armenia, who are driving their country and people into a dead end of hopelessness and poverty.”

The conflict between the two South Caucasus countries began in 1988 when Armenia made territorial claims against Azerbaijan. As a result of the ensuing war, Armenian armed forces occupied 20 percent of Azerbaijan, including the Nagorno-Karabakh region and seven surrounding districts.

The 1994 ceasefire agreement was followed by peace negotiations. Armenia has not yet implemented four UN Security Council resolutions on withdrawal of its armed forces from Nagorno-Karabakh and the surrounding districts.


Azerbaijani press: MFA: Position of current authorities of Armenia – nothing but self-deception

The position of the current authorities of Armenia is nothing more than self-deception and misleading of its own people, spokesperson for the Azerbaijani Foreign Ministry Leyla Abdullayeva said, answering a question from the media, Trend reports.

In response to a question regarding the last comment of the press service of the Foreign Ministry of Armenia, where the thesis about the interests of the “people of Nagorno-Karabakh” was again voiced, Abdullayeva stated that Azerbaijan’s position was repeatedly voiced on this issue.

“President of Azerbaijan Ilham Aliyev in his speech within the Valdai Discussion Club quite clearly and decisively spoke about this,” she noted. “The position of the current authorities of Armenia is nothing more than self-deception and misleading of its own people, however it is impossible to deceive the international community. It is obvious that there is an urgent need for leadership of Armenia to carefully study the international documents adopted as part of the settlement process of the Armenia-Azerbaijan Nagorno-Karabakh conflict, as well as statements by the OSCE Minsk Group co-chairs.”

“None of the documents on the conflict’s settlement uses the concept of “people” regarding the population of the Nagorno-Karabakh region of Azerbaijan,” she said. “In this regard, I would like to remind that both the joint statement of the OSCE Minsk Group co-chairs and the relevant agreements of the two parties to the conflict referred to by the press service of the Armenian Foreign Ministry clearly note the necessity to prepare the populations for peace. The president of Azerbaijan in an accessible and clear form noted that there is no concept of “the people of Nagorno-Karabakh”, there are the Azerbaijani and Armenian populations in this region of Azerbaijan.”

“If the Armenian side is really interested in the victory of democracy in this region, then Armenia, as a country that really controls the occupied Azerbaijani territories, should, first of all, withdraw its troops from these territories and not prevent the return of the forcibly expelled Azerbaijani population there, and this will serve to ensuring its legal and democratic rights,” said Abdullayeva.

Concept of “the people of Nagorno-Karabakh” does not exist, said Azerbaijan’s President Ilham Aliyev, addressing the plenary session of the 16th Annual Meeting of the Valdai International Discussion Club held in the city of Sochi, the Russian Federation, Oct.3.

“One of the topics of ongoing discussion is the settlement of the Armenian-Azerbaijani Nagorno-Karabakh conflict. Russia is a co-chair of the OSCE Minsk Group, which has a mediation mandate. I should note that Nagorno-Karabakh and seven other districts of Azerbaijan have been under Armenian occupation for over 25 years. Nagorno-Karabakh is the original Azerbaijani land. In Soviet times, the Nagorno-Karabakh autonomous region was set up. I must say that in connection with the conflict there is a fairly wide range of opinions often not reflecting realities. Therefore, in order to clarify, I must say that in 1921 the decision of the Caucasian Bureau was literally “to leave Nagorno-Karabakh within Azerbaijan”, not transfer it, as the Armenian side often interprets it. Before the conflict began, the Azerbaijani and Armenian populations in the proportion of 25 to 75 percent lived in the Nagorno-Karabakh autonomous region of the Azerbaijan SSR. As a result of the conflict, the entire Azerbaijani population was expelled from Nagorno-Karabakh, as well as from seven other districts of Azerbaijan. In other words, ethnic cleansing was carried out.

Today there is no Azerbaijani population in the occupied territories, while most of the occupied territories are scorched and destroyed lands – destroyed houses, schools, public buildings,” said the head of state.

President Aliyev noted that as a result of the conflict, Azerbaijan has been faced with a humanitarian catastrophe.

“More than 700,000 IDPs from Nagorno-Karabakh and other occupied territories of Azerbaijan, plus 250,000 Azerbaijanis were driven out of their historical lands in the territory of modern Armenia.

The UN Security Council has adopted four resolutions, including resolutions requiring immediate and unconditional withdrawal of Armenian forces from the occupied territories. For more than 25 years they have not been fulfilled. And here we come to the important issue of implementing the decisions made. The UN Security Council is the highest international body, and if the decisions adopted by the Security Council have not been implemented for more than 25 years, this raises a lot of questions about the effectiveness of this organization. We in Azerbaijan are concerned about the selective nature of the implementation of resolutions. Sometimes they are carried out in a matter of days, sometimes they are not required at all for certain military operations, in our case, the resolutions remain on paper,” said Azerbaijan’s president.

He pointed out that the solution of the Armenian-Azerbaijani Nagorno-Karabakh conflict should be within the framework of the territorial integrity of Azerbaijan, the UN Charter adopted by the whole world, resolutions of the UN Security Council and the Helsinki Final Act.

“I have to say that the Prime Minister of Armenia has often said recently that a solution to the conflict should be acceptable to the people of Azerbaijan, the people of Armenia and the people of Nagorno-Karabakh. I must say that the concept of “the people of Nagorno-Karabakh” does not exist. There is population of Nagorno-Karabakh, which consisted of the Azerbaijani and Armenian people before the conflict, and they have equal rights. As for a solution acceptable for Azerbaijan, it consists in restoring the territorial integrity of Azerbaijan recognized by the whole world and returning refugees and internally displaced persons to their original lands, including Nagorno-Karabakh. This is consistent with Security Council resolutions and the Helsinki Final Act.

I must say that the military aggression of Armenia against Azerbaijan continues to this day. Yesterday, a civilian, a resident of Gazakh District which is located far from the conflict zone, on the border between Armenia and Azerbaijan, was killed by an Armenian sniper. I must also say that during the military provocation in April 2016, six civilians, including a child, a girl, were killed in Azerbaijan. I would also like to touch upon the statement of the Prime Minister of Armenia that has caused surprise not only in Azerbaijan. A corresponding reaction was also given to it by the Russian Federation within the framework of the Valdai Forum. The statement is as follows: “Karabakh is a part of Armenia, and full stop.” Well, first of all, it is a lie, to put it mildly. Karabakh – both upper and lower – is recognized by the whole world as an integral part of Azerbaijan. Armenia itself does not recognize this illegal entity. Karabakh is a historical and ancestral Azerbaijani land. Therefore, Karabakh is Azerbaijan, and exclamation mark!” said President Aliyev.

“Despite the occupation and the humanitarian catastrophe of the early 1990s, when an eighth of our country’s population were refugees, Azerbaijan has come a long way in development and creation. With the exception of the first years of independence when a puppet, anti-national and corrupt regime of the Popular Front ruled in the country, Azerbaijan has been living in a stable environment for 26 years. The key contribution to that was made by President Heydar Aliyev who managed to prevent civil war, stop the occupation, overcome chaos and ruin, and put Azerbaijan on a path of development. Thus, for 26 years, the Azerbaijani people have been living in the conditions of stability and development.

The international standing of our country is strengthening. One indicator of this is the election of our country as a non-permanent member of the UN Security Council several years ago. A total of 155 states voted for us. It was not easy, it took us three days and 16 rounds but justice triumphed. I would also like to note that the Russian Federation and all other 154 countries provided us with great support,” said the head of state.

“First of all, I would like to express my deep gratitude to Vladimir Vladimirovich Putin for the invitation to take part in the regular meeting of the Valdai Discussion Club. I would like to note that the club’s activities are followed with great interest in Azerbaijan. It has transformed into one of the most important international venues where current issues of the modern world are discussed and recommendations are made for deepening cooperation. I listened to Vladimir Vladimirovich’s speech with great interest and I agree with him in everything. The only thing he did not say when speaking about the situation that developed in Russia at the turn of the millennium is that the main factor behind Russia emerging from the most difficult ordeals with dignity is the factor of Vladimir Putin. This is true and everyone should know that. It is thanks to his courage, determination, wisdom and patriotism that Russia emerged from the most difficult trials and is a leading world power today,” said the head of state.

“We had a meeting with Vladimir Vladimirovich today. Our meetings are regular, and even a short interval of a few months is already perceived by us as a pause. The relations between our countries are of strategic importance. It is no coincidence that we call each other strategic partners. At the June session of the Parliamentary Assembly of the Council of Europe, where the issue of Russia’s return to this organization was discussed, the entire Azerbaijani delegation voted for Russia to return to PACE and would like to congratulate our colleagues on the fact that this happened.”

President Aliyev noted that there is a positive trend in the development of trade and economic relations.

“We increase our turnover every year. It is becoming more and more difficult to do because last year there was something around a 20-percent increase, this year there is even more. The identification of priority areas of cooperation within the framework of five “roadmaps” will undoubtedly lead to a further increase in trade relations. About 700 companies with Russian capital operate in Azerbaijan. Azerbaijani investments in Russia are in the amount of 1.2 billion dollars and the volume of Russian investments in Azerbaijan is 4.6 billion dollars. We are slightly behind here, but there are objective reasons for that. I would also like to note that Russian banks have helped us a lot with industrialization – they have provided loans of almost a billion dollars for projects in the real sector of the economy,” he said.

“Our military and technical cooperation is actively developing. Today we agreed that we will continue to work in this direction despite the fact we already have contracts on the acquisition of Russian equipment amounting to 5 billion dollars, of which 3 billion has already been implemented. As I said, we intend to continue work in this direction.

Another important area of our cooperation is the transport sector. In 2018, eight times more cargo was transported along the North-South corridor than in the previous year. The volumes are still small, but the dynamics are impressive. I would also like to note that the North-West corridor has been launched. Cargo from Russia is sent through the territory of Azerbaijan not only to the south but also to the west – largely due to the fact that we agreed on a tariff policy and due to the fact that major investments have recently been made in modern transport infrastructure in Azerbaijan.

One indicator of our relations most clearly testifies to the spirit and nature of relations not only between countries, but also between our peoples. Last year, 880,000 Russians visited Azerbaijan. This year the number is already biggest. It is no secret that tourists go not only to see the sights or taste the national cuisine. They go to places where it is safe and comfortable, and where they feel at home. I think this speaks of the rapid growth of tourism.”

“I would like to note the great achievements in the field of education. A branch of Moscow State University has been operating in Azerbaijan for many years, as well as a branch of the First Moscow State Medical University. All state universities in Azerbaijan have branches in Russian. A total of 25,000 students study in Russian. Also, 130,000 schoolchildren in 338 schools in our country study in Russian in 338 schools with Russian education,” said the head of state.

“We are pleased that Baku has for many years been selected as the venue for meetings of the high military command of Russia and NATO. Thus, we see this as an _expression_ of trust in us. This month, at the end of it, a Summit of the Non-Aligned Movement will be held in Baku, and Azerbaijan will assume chairmanship of this organization for three years.

In addition to the international agenda, of course, we mainly focus on domestic issues related to economic growth. Great results have been achieved in this direction in recent years. Azerbaijan is a country with a low external public debt. By this indicator, we are in ninth place and our external debt accounts for 17 percent of the GDP. For reference, let me say that Russia is in sixth place. We are not in competition but always focus on the best results,” said the president.

He went on to add that a lot has been done to reduce poverty, which has declined from 49 to 5 percent since 2003.

“Also, economic growth has allowed us the opportunity to address social problems. This year, the minimum wage has grown almost twice and the minimum pension by 70 percent. We invest in modern technology – about 80 percent of our population are Internet users. Azerbaijan is a country with three satellites, two are telecommunication ones and one is for monitoring the surface of the earth. YEREVAN, OCTOBER 4, ARMENPRESS. Foreign Minister of Armenia Zohrab Mnatsakanyan received on October 4 member of the U.S. House of Representatives, the Co-Chair of the Congressional Caucus on Armenian Issues Frank Pallone, ARMENPRESS was informed from the press service of the MFA Armenia.

Thanking for his activities in the sidelines of the Congressional Caucus on Armenian Issues aimed at the strengthening of the Armenian-U.S. relations, Minister Mnatsakanyan noted with satisfaction that further expansion and deepening of partnership and political agenda with the USA were and remain among the priorities of Armenia’s foreign policy.

Zohrab Mnatsakanyan drew the attention of Frank Pallone on the broad reform agenda of the Armenian Government aimed at the strengthening of the democratic institutions, rule of law, establishment of an independent judicial system and raising the public trust towards the latter.

The interlocutors exchanged views on a number of urgent regional and international issues. At the request of the U.S. congressman, the Armenian FM referred to the foreign policy priorities of Armenia.

Zohrab Mnatsakanyan presented to Frank Pallone the recent developments in Nagorno Karabakh peace process, Armenia’s approaches and position, particularly highlighting the establishment of peace-oriented atmosphere, including by ruling out threat of force and militaristic rhetoric.

The Foreign Ministry of Artsakh welcomes the position of Secretary General of the Council of Europe Marija Pejčinović Burić announced during the autumn session of the PACE about the protection and promotion of human rights of all the citizens in the CoE zone, irrespective of political or legal status of the countries they live in.

”We welcome the position of Secretary General of the Council of Europe Marija Pejčinović Burić on the importance of protecting and promoting the rights of all citizens living in the territory of the Council of Europe, regardless of the political or legal status of their states, which she voiced at the autumn session of the Parliamentary Assembly.

Committed to democratic values and recognizing the significant achievements of the international community in the protection of human rights, the fundamental freedoms and the rule of law, Artsakh has unilaterally joined a number of international Conventions since 1992, including the International Covenant on Economic, Social and Cultural Rights, the International Covenant on Civil and Political Rights, and the Convention for the Protection of Human Rights and Fundamental Freedoms.

We are convinced that the guarantee of respect for the rights and freedoms of each person, based on justice and equality, is the foundation of stability, development and sustainable peace. In this regard, we consider important the intention of the Secretary General of the Council of Europe to find ways to engage the organization’s mechanisms in the protection of the rights and freedoms of people living in the unresolved conflict zones through contacts with all the parties involved. Any attempts to politicize the issues related to human rights should be strictly suppressed.

HOLLYWOOD—The 22nd Arpa International Film Festival will be moving to a new location after 14 years at the Egyptian Theater in Hollywood. This year, the festival will take place from November 8 to 10.

We are beyond excited that the Hollywood American Legion Post 43 theater is the only historic theater in Hollywood owned and operated by veterans, and has undergone a major transformation into a state-of-the-art cinema and event venue. Its halls were once graced by Hollywood legends such as Humphrey Bogart, Charlton Heston, Clark Gable, Ronald Reagan, and Shirley Temple.

The historic American Legion Post 43 dates back to 1929, with an original Egyptian revival architecture style building, an incredible underground Art Deco bar, and a cafeteria where film enthusiasts could spend each day enjoying all the amenities.

Opportunity always reveals itself to our filmmakers, who have made it their mission in creating stories that move audiences and create undeniable emotion. Once again, we will be screening the best shorts, features, documentaries, music videos, and animated films at our new location.

The festival is very proud to present its prestigious Armin T. Wegner Humanitarian Award to directors Mimi Malayan and Arthur Muradyan for their film “The Stateless Diplomat,” which tell the story of Diana Agabeg Apcar, a 19th century Armenian writer living in Japan, becoming the de facto ambassador of a lost nation – the First Republic of Armenia.

Saturday night’s Centerpiece program presents “Lorik,” from Armenia, starring Michael Poghosyan.

Saturday afternoon feature “Coming Home,” which depicts a mid-90’s story of an Armenian border village, where a six-year-old boy named Saro is anxiously waiting for his father to come home.

The documentary, written, directed and produced by Ani Hovannisian, “The Hidden Map,” tells the story of A Scottish architecture student trekking through Eastern Turkey, who stumbles upon magnificent relics in ruin. Mesmerized by their beauty and appalled by their destruction, this solitary explorer spends the next 30 years returning to these lands, unearthing and documenting the last vestiges of a vanished Armenian civilization.

“100 Years From Home,” a documentary directed by Jared White and produced by Lillit Pilikian and Jared White, tells the story of an Armenian American woman who ventures to Armenia and into Turkey in search of her great-grandparents long-lost house. “100 Years from Home” is a film about family, loss, and survival, through a deeply personal lens.

The festival has been recognized for screening many wonderful shorts each year, and this year is no exception. Among the shorts and animations, we have such films as “The Year of Eros,” by Jon Sahagian, (USA), “The Ribbon,” by Polla Kozino (USA), “DeafHearts,” by Arnaud Khayadjanian (France), “The Broken Soul,” by Gary Karapetyan (Alex Pilibos alumni) and George Pilafdzhyan, (USA) , 8 by Gabrielle Fabbro (USA) and many more.

“Sand and Fire,” “The Stateless Diplomat,” and “8” will be screened at this year’s film festival

The highlight of the festival is the world premiere of a film from Morocco, directed by Suhail Ben Barka, entitled “Sand and Fire.” The film is an epic story that takes place in the 17th century between Spain and Morocco, and has a renowned International cast. In a twist of fate, the filmmaker’s grandmother was of Armenian heritage, and the music of Dle Yaman is heard throughout the film.
