The diplomatic mission in Syria is prepared to organize an urgent evacuation of compatriots from settlements under fire

Armenia condemns the Turkish troops’ invasion of Syria, according to a message from the Ministry of Foreign Affairs of Armenia. The Prime Minister also called on the international community to take every measure to stop the Turkish invasion.

Armenia’s humanitarian mission in Syria continues, with Armenian doctors and engineers fulfilling their daily responsibilities.

Armenia’s diplomatic mission in Syria has organised an urgent evacuation of compatriots in the line of fire, especially from the cities of Tel Abyad and Kamyshly.

Turkey launched a military operation in northeast Syria to create a ‘safe zone’ along its borders. The attack hit more than 200 targets using heavy weapons, including aircraft and artillery. Washington said it would not obstruct the Turkish military, and began to withdraw its troops from this territory. In this situation, an escalation of the conflict between Turkey and the Syrian Kurds, who now control the northeast of Syria, now poses a real threat.

Syria as the way out

The MFA stated:

This invasion will lead to a further deterioration of regional security, as well as civilian casualties, a large flow of displaced people and, ultimately, a new humanitarian crisis.”

This military invasion, according to the MFA’s statement, creates the conditions for severe and large-scale human rights violations against another ethnic group.

Armenia calls for effective international efforts to end this military invasion, prevent mass atrocities and protect the Syrian population on the border of Turkey.

In addition, that statement reiterated Yerevan’s continued humanitarian assistance to the Syrian people.

Yerevan has delivered humanitarian assistance to Damascus since the start of the war. The assistance is for civilians suffering from the fighting.

Armenia has emphasised that its presence in Syria is one of peacebuilding only through humanitarian activities.

Assistance will be provided exclusively outside the combat zone. Armenian specialists will carry out humanitarian activities such as clearing mines and educating local people about the mines, as well as the provision of medical care in Aleppo.”— declared Armenia’s press secretary for the Ministry of Defense, Artsrun Hovhannisyan .

PM Nikol Pashinyan also declared that Armenian specialists will not be placed in combat:

“This is an exclusively humanitarian programme and has no military significance. We intend to implement this programme with what is possible in the country’s budget. All costs are included in the draft budget for 2019.”

After the completion of the active phase of hostilities in Syria in February 2019, Armenia sent a humanitarian mission there. There is a group of engineers and doctors – 83 people in total.

Alarm bells ring for Pankisi gorge – the echo of the Syrian war reaches Georgia

Armenia’s condemnation of the invasion of Turkish troops in the territory of Syria was announced on 10 October by the Prime Minister of Armenia:

We are concerned about the situation, since, according to our research, such actions will further deepen the humanitarian crisis in Syria.”

Pashinyan believes that the international community needs to take steps to stop the illegal Turkish invasion and protect Syrian citizens living along the border with Turkey, including national minorities.

“In this context, I want to note that Armenia in Aleppo (Syria) is implementing a successful humanitarian mission, and we will continue to do so,” Pashinyan reiterated.

The continuation of the humanitarian mission was also confirmed by Nazeli Elbakyan, who is responsible for public relations at the Centre for Humanitarian Demining and Expertise:

“I spoke with the head of the humanitarian mission in Syria. The mission operates as usual … The mission has not received any other instructions. Armenian doctors and engineers continue their daily work in Aleppo.”

Armenia’s government decided that citizens of Syria, Lebanon and Iraq could receive Armenian citizenship in their respective countries.

Deputy Foreign Minister of Armenia Avet Adonts explained that in 2012, the government made a similar decision, and citizens of Syria, Lebanon and Iraq could obtain citizenship and passports in the embassies or consulates of Armenia in these countries. However, that policy was only in place until 31 December  2018. Adonts noted that:

Given the internal situation and the tension in these countries, it is necessary to extend this decision so that citizens of these countries can obtain Armenian passports at the embassies and consulates of their countries through 31 December 2019.”

On 10 October, according to Syrian media agency Sana, eight civilians, including women and children, were killed and 20 injured in shelling.

Information became available about the Armenians who live in settlements affected by the shelling of Turkish troops.

The head of the parliamentary commission on education, science, culture, youth and sports, Mkhitar Hayrapetyan, shared information on his Facebook page.

Referring to Armenia’s Chief Consular in Syria, Armen Sargsyan, Mkhitaryan said that the Armenian mission in Syria is prepared to organise an urgent evacuation of compatriots.

About 16 Armenian families were shelled by Turkish troops in the city of Tel Abyad in northern Syria … In addition, the city of Kamyshli, where there are also many Armenians, is also under fire,” Mkhitaryan wrote.

Later, it turned out that 13 out of 16 families had already left Tel Abyad, while the Kamyshli Armenians — more than 400 families — had not yet agreed to leave their homes.

Armenian Families Evacuated as Turkey Continues to Pounce on Syrian Targets

A map of the Turkish incursion in Syria and its imagined security zone

As Turkey continued its attack on cities in northeastern Syrian on Thursday, Armenians living in the Tel Abyad, Ras al-Ayn and Qamishli are caught in the crossfire, but are being evacuated.

Of the 16 Armenian families living in the Syrian city of Tel Abyad, 13 have voluntarily evacuated and are on their way to the Hasakah province and Aleppo, Armen Melkonyan, the Armenian foreign ministry’s director of the Middle East and Africa desk told Azatutyun.am.

Melkonyan pointed out that the most densely Armenian-populated city in northeastern Syria is Qamishli, which has a population of around 3,000 Armenians—approximately 400 to 420 families. He explained that Qamishli came under attack once on Wednesday and that because Syrian government forces are controlling the area, the need for evacuating the area has not arisen yet.

“Our embassy in Damascus is in constant contact with the [Qamishli] community leaders and they, at this juncture, do not want to evacuate because there is no imminent danger yet,” explained Melkonyan.

There are reports that Armenian families in Ras al-Ayn have also begun evacuation procedures

“We are following the developments. We are working with the Armenian prelacies both in Damascus and Aleppo to provide our compatriots, who want to move from Syria’s north, with temporary shelters and give them necessary aid,” said the Armenian Embassy in Damascus in a Facebook post on Thursday.

“Dozens of Armenian families have already left their home from the city of Tell Abyad which is under direct attack and moved to safer ground, such as Aleppo and Hasakah. As of this moment there is no task to immediately evacuate our compatriots,” added the Armenian Embassy in Damascus.

Yerevan Condemns Turkey’s Attack on Northeastern Syria

Scene of destruction in Syria from Turkey’s attack

Official Yerevan on Thursday strongly condemned Turkey’s brutal attack on northeastern Syria, which is in its second day and is impacting regions with Armenian civilian population.

During Thursday’s cabinet meeting, Prime Minister Nikol Pashinyan called on the international community to take practical steps to stop what he termed to be an “illegal operation.”

“Yesterday the Turkish armed forces invaded Syria. Armenia’s foreign ministry has already issued a relevant statement. I want to state, once again, that Armenia condemns this invasion by Turkey, and we are concerned with the situation because in our view this action will further deepen the humanitarian crisis in Syria. We call on the international community to take practical steps to stop this illegal operation and protect the citizens of Syria, including the national minorities, as well as their rights along the border with Turkey,” Pashinyan said.

The prime minister said that the Armenian humanitarian mission dispatched this year to Aleppo, will continue its mission.

The Armenian foreign ministry announcement that Pashinyan was referencing strongly condemned Turkey’s unilateral attack on Syria.

“The plight of ethnic and religious minorities is of particular concern,” said the statement by Armenia’s Foreign Ministry. “This military invasion also creates an imminent threat of identity based grave and massive violations of human rights.”

The foreign ministry called on the international community to take “effective steps aimed at halting this military invasion, prevent mass atrocities and protect the population of Syria on the borders of Turkey.”

“Armenia supports the unity and sovereignty of Syria and urges Turkey to refrain from military offensive against Syria and its people,” said the foreign ministry. “Armenia will continue to provide humanitarian assistance to the friendly people of Syria on the ground.”

The Armenia’s National Security Council director Armen Grigoryan told reporters that his body will discuss the matter of ensuring the security of Armenians living in Syria.

“At the moment there is a need to discuss and identify how we can ensure the security of Armenians living in Syria, as well as to understand what kind of assistance we can provide. We will develop the discussions in a more detailed way in the Office of the Security Council and will hold more thorough discussions at the end of the day,” Grigoryan told reporters on Thursday after the cabinet meeting.

“Turkey’s military operations in Syria launched on October 9 are not only illegal and should be condemned as a gross violation of the international law, but they also directly affect the security of the Armenian communities in several areas,” Armenia’s High Commissioner on Diaspora Affairs Zareh Sinanyan said in an statement on Thursday.

“Due to the bombings and land offensive the existence of the Armenian communities in Syria’s north-eastern Hasakah district is in danger. The Armenian government is engaged in the efforts to ensure the safety of Armenians and Armenian communities in Syria. Armenia and its people stand together with their compatriots and will do the utmost to ensure their security,” added Sinanyan.

The High Commissioner of Diaspora Affairs told Armenpress that he was in contact with both Armenian community leaders and Armenia’s diplomatic representatives in Syria and is being updated as events unfold.

“I have updates that the Armenian residents of the town of Tell Abyad have left and are moving toward Aleppo. Our compatriots in Qamishli are still in their region. Let me note that unlike Qamishli, where only bombardments are taking place, ground operations are already taking place around Tell Abyad,” Sinanyan told Armenpress.

“Sixteen Armenian families from Tell Abyad are approaching Aleppo. We will contact them individually as soon as they reach Aleppo. There are around 430 Armenian families in Qamishli, with whom we maintain contact through our diplomatic representatives,” explained Sinanyan.

“The Office of the High Commission of Diaspora Affairs is cooperating and will cooperate with other [governmental] agencies in order to create the safest conditions for our compatriots and, most important, in order not to have human losses,” added Sinanyan.

Nazerli Elbakyan, the spokesperson for Armenia’s humanitarian mission in Syria, told news.am that operations of the group have not been halted due to the Turkish attacks and Armenian medical professionals and demining experts continue their daily activities in Aleppo.

ARF Bureau Condemns Turkey’s Attack on Syria

Armenian Revolutionary Federation

In a statement issued on Thursday, the Bureau of the Armenian Revolutionary Federation strongly condemned Turkey’s brutal attack on Syria, calling on the international community to combat Ankara’s destructive efforts that threaten the security of the region.

Below is the English translation of the announcement.

Once again, with complete disregard to internationally guaranteed rights of states and individuals, Turkey overtly has launched a military attack on northeastern Syria. The Turkish plan to establish a so-called security zone threatens not only Syria’s territorial integrity, but also the security of the Kurdish majority that lives in the area, as well as other national and religious minorities, among them Armenians, and aims to create a new demographic order in the area.

By sponsoring extremists groups in Syria for a long time, Turkey, under the guise of fighting terrorism, has opened the door to new dangers for the escalation of massacres, deportation, reactivation of terrorist groups and the beginning of a new humanitarian crisis.

It is of concern that all of this is taking place at a time that international efforts are underway to address domestic challenges and create an atmosphere of reconciliation and peace in Syria. A further cause for alarm is the incongruous reaction toward the genocidal government’s new criminal activities the by forces and organizations engaged in mediating the peace effort.

Thus, the Armenian Revolutionary Federation Bureau:

  • Condemns the actions of the criminal Turkish regime which has declared war on sovereign nation with genocidal intentions toward the majority Kurdish population and national minorities in the area;
  • Pledges to contribute to efforts in securing the safety of our brethren who are in the immediate areas of the military operation and assist in relief efforts;
  • Expresses its solidarity with the friendly people of Syria and finds it imperative that nations engaged in the regional processes and the international community take resolute steps to halt the Turkish regime with the aim of securing stable peace in the region.

168: Aleppo will do everything possible to assist those affected by Turkish operations in Syria – MP

Turkey’s military operations are unacceptable for the people of Syria: this is an encroachment against Syria’s territorial integrity, Ethnic Armenian lawmaker of the Syrian Parliament Jirair Reisian told Armenpress.

“Syria considers this encroachment unacceptable. Syria is undoubtedly determined to liberate its territories. It’s obvious that there are threats, but we are ready to provide our support to all those affected, be they Armenians or other nationalities”, the MP said.

He noted that Turkey’s operations will lead to instability, and actually Ankara is seeking for this.

“This is Turkey’s desire. During this whole period it has been involved in a very open anti-Syrian policy. The people of Syria are determined to restore their right”, he said.

Asked whether he knows concrete numbers of Armenians living in the territories where Turkish military operation is underway, the lawmaker said he couldn’t say for sure because Armenians have almost fled these territories, few Armenian families stayed there.

“I am concerned that the Qamishli region is also targeted where there are injured people. Undoubtedly, Aleppo will do everything possible not only for Armenians, but also the representatives of other nations to overcome the difficulties”, he said.

Armenia Condemns ‘Illegal’ Turkish Offensive In Syria

SYRIA -- Syrians flee shelling by Turkish forces in Ras al Ayn, northeast
Syria, Wednesday, Oct. 9, 2019.
Armenia’s government on Thursday condemned Turkey’s military offensive in
northeastern Syria as “illegal” and discussed it at an emergency meeting
chaired by Prime Minister Nikol Pashinian.
“We are concerned about the situation because we believe that action will
further deepen the humanitarian crisis in Syria,” Pashinian said at the start
of the cabinet meeting in Yerevan.
“We are calling on the international community to take meaningful measures to
stop that illegal action and protect Syrian citizens, including ethnic
minorities, along the Turkish border,” he added before discussing the matter
with government members in closed session.
Pashinian also made clear that the Armenian military will continue its
small-scale “humanitarian mission” in Syria closely coordinated with Russia.
Yerevan deployed more than 80 demining experts, army medics and other
non-combat military personnel in and around the northern Syrian city of Aleppo
in February.

Turkish border
In a statement issued earlier in the day, the Armenian Foreign Ministry said
the Turkish “invasion” will further destabilize the region and result in
civilian casualties. It called on the international community to stop the
offensive and “prevent mass atrocities.”
“The situation is becoming particularly alarming for ethnic and religious
minorities,” said the statement.
Those minorities include several thousand ethnic Armenians who are thought to
live in northeastern Syrian regions largely controlled by Kurdish-led forces.
They are part of Syria’s broader Armenian community that has shrunk
dramatically since the start of the bloody conflict in the Middle Eastern
nation.
According to a senior Armenian Foreign Ministry official, Armen Melkonian,
around 3,000 Syrian Armenians currently live in the northeastern city of
Qamishli close to the Turkish border.
“Qamishli was shelled yesterday but most of the city is under Syrian government
control,” Melkonian told RFE/RL’s Armenian service (Azatutyun.am). “I don’t
think that the Turkish invasion will reach areas controlled by the Syrian
authorities.”
“Our embassy in Damascus is in constant touch with the leadership of the [local
Armenian] community and they do not want to be evacuated yet because they don’t
see a danger at the moment,” said Melkonian. Nevertheless, he added, the
embassy and the Armenian consulate in Aleppo are making contingency plans for a
mass evacuation of local Syrian Armenians.
In Melkonian’s words, on Thursday morning 13 Armenian families fled their homes
in the town of Tel Abyad, one of the reportedly four points of Turkish troops’
entry into Syria. Tel Abyad had 16 Armenian families before the Turkish
incursion, said the diplomat.
SYRIA -- Smoke rises from the Syrian town of Tel Abyad after Turkish bombings,

Sanliurfa province on October 9, 2019.
Armenia has no diplomatic relations with Turkey and the land border between the
two countries has long been closed. Yerevan maintains a far more cordial
relationship with Syrian President Bashar al-Assad’s regime.
Turkey's ground offensive began on Wednesday after hours of shelling by
warplanes and artillery over territory held by the Kurdish-led Syrian
Democratic Forces (SDF). Ankara had long threatened an attack on the Kurdish
fighters whom it considers terrorists.
World governments have reacted to the Turkish operation with concern. U.S.
President Donald Trump, who three days earlier said he will not interfere with
the offensive, called Turkey's actions a "bad idea," while France, Germany and
Britain were due issue a joint statement condemning them. Earlier this week,
Russian President Vladimir Putin urged his Turkish counterpart Recep Tayyip
Erdogan to "think carefully" before launching the assault.
Former Head Of Diaspora-Funded Charity Arrested Again
        • Artak Khulian
Armenia - A screenshot of an official video of the arrest of Ara Vartanian,
executive director of the Hayastan All-Armenian Fund, Yerevan, 2 July 2018.
The former executive director of a pan-Armenian charity headquartered in
Yerevan was arrested late on Wednesday on fresh corruption charges rejected by
his lawyers as politically motivated.
A court in Yerevan allowed the National Security Service (NSS) to hold Ara
Vartanian in detention pending investigation into an alleged embezzlement of
money donated to the Hayastan All-Armenian Fund. The NSS did not publicize
details of the criminal case.
One of Vartanian’s lawyers, Lusine Sahakian, described called the accusation
“very odd” on Thursday. “He could not have had anything to do with that
embezzlement because it is connected with supplies from one of the fund’s
contractors,” she told RFE/RL’s Armenian service.
The NSS already detained Vartanian in July 2018, saying that he used large
amounts of money mostly donated by the Armenian Diaspora for online gambling
and other “personal purposes.” He was released on bail and resigned as
Hayastan’s director a few days later.
Sahakian and the other defense lawyer, Yervand Varosian, said that Vartanian
was arrested again because of his increasingly harsh criticism of the current
Armenian government voiced in recent months. The court’s refusal to grant him
bail this time around is further proof that the case is politically motivated,
Varosian wrote on his Facebook page. According to Sahakian, the court also
ignored the former Hayastan chief’s “very serious” health problems.
The NSS did not immediately comment on the lawyers’ claims.
Hayastan has implemented over $350 million worth of projects in Armenia and
Nagorno-Karabakh since being set up in 1992. The fund’s current Board of
Trustees is headed by President Armen Sarkissian and comprises Prime Minister
Nikol Pashinian, other senior Armenian state officials, Catholicos Garegin II
as well as prominent members of Armenian communities around the world.
In recent years the fund has partly financed, among other things, the
construction of a second highway connecting Nagorno-Karabakh to Armenia.
Government Plans To Amend Armenian Constitution
        • Naira Nalbandian
Armenia -- A cabinet meeting in Yerevan, .
The government officially announced plans to amend Armenia’s constitution as
part of its strategy of reforming the national judicial and electoral systems
approved on Thursday.
The strategy drafted by the Armenian Justice Ministry calls for constitutional
amendments relating to the work of judicial bodies and conduct of elections.
“The constitution contains a number of contentious provisions which we believe
the constitutional commission should examine,” Deputy Justice Minister Rafik
Grigorian said during a cabinet meeting in Yerevan.
In particular, Grigorian said, the constitution does not allow judges to appeal
against decisions made by the Supreme Judicial Council, a state body overseeing
courts. He said the government also wants to lower the vote threshold for
winning seats in Armenia’s parliament and to make sure that Armenians vote only
for parties and blocs, rather than individual candidates, in future general
elections.
The constitutional amendments will be drafted by an ad hoc government
commission that will be set up in the first quarter of next year. Members of
the opposition parties represented in the National Assembly will be invited to
join it.
The current Armenian constitution underwent sweeping changes as a result of a
disputed referendum held in 2015. They led to the country’s transition from a
presidential to parliamentary system of government.
Former President Serzh Sarkisian engineered that constitutional reform in an
effort to hold on to power after completing his second and final presidential
term in April 2018. He was toppled in the ensuing “Velvet Revolution.”
Government officials gave no indications that the planned commission could
propose a return to the presidential system.
The government strategy also envisages the creation of a “fact-finding
commission” that will document electoral fraud and human rights abuses
committed since Armenia’s won independence in 1991 and recommend ways of
redressing them. The commission is due to present its “advisory conclusions” to
the government and the parliament.
“The fact-finding commission will collect cases of systematic and mass human
rights violations in at least the following areas: electoral processes that
have taken place since 1991, political persecutions during post-election
processes that have taken place since 1991, forced confiscations of property
for public or state needs and other manifestations of dispossession, and
soldiers killed in non-combat conditions,” explained Grigorian.
Press Review
“Haykakan Zhamanak” dismisses “aggressive” reactions from members and
supporters of Armenia’s former leadership to law-enforcement authorities’
efforts to “solve crimes committed in the past.” The pro-government paper says
those who now accuse the current authorities of plotting conspiracies against
Armenia and Nagorno-Karabakh are the ones who had caused many Armenians to
emigrate from their country and helped to “concentrate the national wealth in
the hands of several dozen families.” “Why is that all current ‘defenders’ of
Artsakh are millionaires?” it says.
“Aravot” says that Nagorno-Karabakh’s forthcoming presidential and
parliamentary elections “promise to be dramatic” because it is now practically
impossible for the current authorities in Stepanakert to “reproduce
themselves.” “Whatever we say about non-interference in Artsakh’s internal
affairs the government to be formed there in 2020 will have to closely and
effectively cooperate with Armenia’s leadership,” editorializes the paper.
“Generals Samvel Babayan and Vitaly Balasanian can hardly be in harmony with
our current [Armenian] authorities. [Foreign Minister] Masis Mayilian’s
nomination has left many people happy. He is not a field commander or
businessman but is at the same time from the state apparatus, a diplomat, a
foreign minister. That is a guarantee that Mr. Mayilian will not blurt out
unnecessary, so to speak, things during the pre-election tumult, unlike those
generals.”
“Zhamanak” comments on Deputy Prime Minister Mher Grigorian’s assurances that
Armenian and Russian officials are not considering ending Russian management of
Armenia’s railway network. The paper is critical of that management, saying
that the Russians have not made substantial investments in the network promised
by them in 2008. It says they promised additional investments in 2013 when
Armenia agreed to join the Russian-led Eurasian Economic Union.

Government starts discussing budget funding bids for 2020

YEREVAN, OCTOBER 9, ARMENPRESS. Chaired by Prime Minister of Armenia Nikol Pashinyan, the Government proceeded to the discussion of public agencies’ funding bids under the 2020 State budget bill.

As ARMENPRESS was informed from the Office of the Prime Minister of Armenia, the Premier noted that the discussion should result in a more efficient and better targeted State budget bill for 2020.

“Considering our last year’s experience and the experience of past years, in general, we need to specify our primary task in the budget plan. The biggest challenge is the effective implementation of capital costs. The point is that this year and last year we had a situation several times when the State had money, but there were difficulties with using effective tools in terms of spending this money. This year, unfortunately, we may face the risk of under-fulfillment in terms of spending, but I want to stress that I consider this process to be quite normal. Why? Because budget spending, as we all know, has changed significantly since last year’s political changes. At least, the political authorities and the Armenian leadership consider the principle task to be the efficient spending of budget funds and the elimination of corruption and abuse. And in this regard, we see the need to make institutional decisions so that money is not merely spent, but is translated into political and economic realities that will improve our citizens’ living standards and the quality of economic growth, in general,” Nikol Pashinyan said.

According to the Prime Minister, within the framework of these institutional decisions, specific changes are foreseen, in particular, in the procurement system. “And I want to remind that it is extremely important that ministries and government agencies complete the tendering processes before the new year in parallel with the budget discussions, so that the relevant contracts could have been signed by January 1 in order to move forward with a clear-cut timetable,” the Head of Government said, noting that the next principle is the ability to review quarterly spending data.

“After seeing which of our expenses proved effective, we will have the opportunity to carry out budget redistribution on a quarterly basis. And in those areas where expenditure will turn out to be efficient and progressive, we will perhaps change and increase funding for these areas to ensure that spending is more effective in terms of economic impact,” Prime Minister Pashinyan emphasized.

The 2020 budget allocation for the Ministry of the Environment was the first to be discussed. In this context, the meeting reviewed the relevant departments’ assessments.
