HAYKAKAN ZHAMANAK: ARMENIA’S CONSUMER CONFIDENCE INDEX FALLS

The Central Bank of Armenia has calculated the consumer confidence
index in the country, based on a survey of 1,811 households, Haykakan
Zhamanak writes.

According to the respondents, the current conditions in the country
have never been so bad.

“The consumer confidence index is published quarterly, since 2005. In
the fourth quarter of 2014 the index of current conditions was 30.5,
whereas even during the 2008-2009 economic crisis, that index did
not drop below 35,” the newspaper writes.

CHORRORD ISHKHANUTYUN: ERNEKIAN ABANDONS PLANS TO BUY MFA BUILDING

Eduardo Ernekian, the Argentine-Armenian businessman who was earlier
reported to be planning to purchase the Foreign Ministry’s building,
is said to have given up the idea.

Citing its “well-informed sources”, the paper says that the owners of
other companies which share part of the premises (Ararat Restauran
and Noyan Tapan Bookstore) have offered a very high price to which
the businessman didn’t agree.

The paper notes that Ernekyan has only recently changed his mind
despite the fact that the problem was on the agenda for over a year.

The first President of Armenia, leader of the Armenian National
Congress (ANC) Levon Ter-Petrosyan has addressed an open letter to
Armenian President Serzh Sargsyan.

Ter-Petrosyan points out that the text of the letter was prepared on
Feb 12, but it was not published because of Serzh Sargsyan’s harsh
criticism against Prosperous Armenia Party (PAP) Gagik Tsarukyan. A
few days later, however, the ANC leader arrived at the conclusion that
he has no right to conceal the problem related to the interests of
Armenia, Nagorno-Karabakh and Armenians worldwide. So, Ter-Petrosyan
has finally decided to make his letter public. Ter-Petrosyan says that
one of the reasons that made him address an open letter to Sargsyan
is the serious political discrepancies between him and Sargsyan. A
confidential letter would cause a lot of idle talk and rumors in
the public. The next reason is the nationwide problem – presenting
the Armenian Genocide problem to the international community at a
proper level is a priority and it matters more than all political
discrepancies.

Ter-Petrosyan displays his negative attitude to the Pan-Armenian
Declaration on the Armenian Genocide Centenary, which he thinks not
only fails to foster the process of international recognition of the
Armenian Genocide but also turns even the friendly countries against
Armenia. The first president of Armenia even suggests meeting with
Serzh Sargsyan to discuss creation of an advisory commission that will
finally clarify Armenia’s stand on the Armenian genocide problem. He
stresses the need to prepare a new statement on the centenary of
the Armenian Genocide, which should be addressed to the UN Secretary
General, OSCE Chairman-in-Office, President of the …uropean Union
and the heads of all states.

“The address 1) should fully meet the UN Charter, Declaration of
Helsinki and Armenia’s commitments to international conventions; 2)
should not run counter to the Constitution of Armenia; 3) should not
reflect the old approaches typical to the people having no statehood;
4) should by no means damage settlement of important problems of
Armenia, specifically, the resolution of the Karabakh conflict and
normalization of the Armenian- Turkish relations”, the letter says.

According to Ter-Petrosyan, the new commission should include persons
who have proved their capability of being above stereotypes and looking
at things through the prism of Armenia’s interests and principles of
the contemporary world. He names such as persons as Babken Ararktsyan,
Vazgen Manukyan, Gagik Harutyunyan, Vano Siradeghyan, Vartan Oskanian,
Stepan Demirchyan, Arman Grigoryan, Ruben Shugaryan, Alexander
Arzumanyan, Ashot Voskanyan, Ara Sahakyan, Ruben Vardanyan, Ashot
Sargsyan, Hrant Ter-Abrahamyan, Ktrich Sardaryan. He also suggests
including Zhirayr Liparityan, Khachik Tololyan, Ruben Adalyan, Ara
Sanjyan, Hambik Sarafyan, Raffi Urfalyan from the United States;
Arman Saryan, Zhirayr Malkhasyan, Michel Maryan, Raffi Galfayan from
France; Levon Zekiyan from Turkey and Ruben Mozyan from Argentina.

Ter-Petrosyan points out that Serzh Sargsyan can suggest new names.

The ANC leader also expresses willingness to personally take part in
the commission’s work despite the opinions of the “frienemies”.

“Next time I may give you such a surprise in case of complication of
the Karabakh peace talks. When the future of my people and the state
is in danger, I cannot sit on my hands”, says Ter-Petrosyan.

At the moment, however, the ANC leader regrets over the fact that
it is impossible to bring the specified idea to life amid the wild
persecution against Gagik Tsarukyan, the Prosperous Armenia Party
and the opposition in general.

said today that they shouldn’t fight against each other but work
peacefully without offending each other to settle the problems
in Armenia.

Gagik Tsarukyan’s statement released by his spokesperson Iveta
Tonoyan’s reads this.

Below is the text of the statement.

“Dear compatriots. As I have said many times, I think everyone’s and
my own task is to be useful to our people and country. To settle the
problems in Armenia, we shouldn’t wage a war against each other,
but rather, work peacefully, without offending each other, reveal
all the gaps, find solutions and put them into practice. Only this
way can we eliminate the situation we currently face in our country.

I am sorry to mention that processes have been shifting their direction
over the past days. It’s a direction which leads to no good place. It’s
not hard to imagine that what the current processes will entail within
a few weeks. No one will benefit from it, and our people in the first
place. We can’t go on this way. Afterwards, we will accuse ourselves
of it.

The life and dignity of each of our citizens are dear to me. Not a
single goal can justify the blood of any innocent man. The authorities
and opposition shouldn’t step outside the reasonable borders. All
the issues should be addressed in a peaceful, legal and political way”.

The Armenian National Congress (HAK) Party press office has released
the first president of Armenia and HAK leader Levon Ter-Petrosyan’s
article, “The Missed Opportunity for Rehabilitating Armenia’s Political
Atmosphere.”

The English translation of Levon Ter-Petrosyan’s article in its
entirety:

In the noon of February 12 of this year, I had sent an article to the
iLur website and to the Chorrord Ishkhanutyun (Fourth Estate) daily,
with the objective of having it published the following morning.

However, when Serzh Sargsyan had come out against Gagik Tsarukyan
in his infamous speech in the evening of February 12, I immediately
recalled my article from the latter two publishers because its
publication would have been perceived in an entirely differentl way
in this new situation. However, after long evaluation, I came to the
conclusion that regardless of domestic political developments, I did
not have the right to conceal a paramount issue, which relates to the
vital interest of all Armenians, Armenia, as well as Nagorno-Karabakh.

Thus, although delayed, nevertheless, I want to present to the public
the article, which I had entitled “Open Letter to Serzh Sargsyan.”

Here is the entire original content of that letter:

“First and foremost, I apologize that I am not approaching You
confidentially, but instead through an open letter, which is due to
two obvious factors:

a. In the event of communicating with You in another manner, taking
into consideration our serious political differences, my move, the
essence of which I will clarify below, would cause various suspicions
and rumors.

b. The motivation behind the letter is related to an important
issue of National and Republican significance, which is the issue of
the appropriate presentation of the 100th anniversary of Armenian
Genocide issue on the international arena, which, as I imagine,
should be above any domestic political issues.

Yesterday, I expressed my concerns about the content of “Pan-Armenian
Declaration on the Centennial Anniversary of Armenian Genocide” through
the media (iLur.am, Chorrort Ishkhanutyun, 11/02/2015), stressing the
necessity for its revised in compliance with the norms of international
law and the rules of the coexistence between peoples and states,
because, I believe that because of that disgraceful document Armenia
would not only not garner the sympathy of the international community,
but would also lose the support of the states its friendly with.

Thereby, considering that only my expressing concern is insufficient,
I want to also make a practical proposal, in which we would meet face
to face to Your convenience and under Your conditions, in order to
exchange ideas about the issue. In order for that meeting to prove
beneficial and be effective, I also think that it is worth creating
an advisory commission, whose goal would be to clarify the Republic
of Armenia’s final stance on the issue of the Genocide. The result
of that commission’s work, thus, should be a newly issued circular
message based on the transcript of the original declaration on the
centennial anniversary of the Genocide, which should be addressed to
the Secretary General of the United Nations, the Acting President of
OSCE, the President of the European Union, as well as to all the state
leaders in the world, in the name of the President of the Republic
of Armenia.

Therefore:

1. The declaration must fully comply with the UN charter, Helsinki
Declaration and with Armenia’s obligations under international
conventions; 2. It should not contradict the Constitution of the
Republic of Armenia; 2. It should not pay tribute to the traditional
approaches of a once stateless nation, 4. It should in no way harm
the solutions of Armenia’s main issues – Armenian-Turkish relations
and the resolution of Karabakh conflict.

It is understandable, that the proposed advisory commission should be
composed of people, who have already proven that they are capable of
rising above traditional notions and can work from the perspective of
Armenian state interests and principles adopted by the contemporary
world. I would suggest the following names, who comply with the
latter criteria: from Armenia – Babken Araktsyan, Vazgen Manukyan,
Gagik Harutyunyan, Vano Siradeghyan, Vartan Oskanian, Stepan
Demirchyan, Arman Grigoryan, Ruben Shugaryan, Alexander Arzumanyan,
Ashot Voskanyan, Ara Sahakyan, Ruben Vardanyan, Ashot Sargsyan,
Hrand Ter-Abrahamyan, Ktrij Sardaryan. From the United States –
Jirair Libaridian, Khachig Tololyan, Ruben Atalian, Ara Sanjian,
Hampig Sarafian, Raffi Urfalian; from France – Arman Sarian, Jirayr
Malkhasian, Michel Marian, Raffi Kalfayian. From Turkey – Levon
Zekiyan; From Argentina – Rupen Mozian. These are people I know. You
can add your own names.

As the person who came up with the idea, I am willing to
personally participate in the commission’s work, now matter how my
“hostile-friends” will interpret my unexpected move. It’s more
important to not allow a mistake on a national and state level.

Everything else is negligible and secondary.

One more thing, it is possible that I may offer you a similar surprise
when complex developments arise during the resolution process of the
Karabakh issue. When the future of the nation and state are in danger,
I can not sit on my hands and am ready to knock on every door.

It upsets me, that hat my suggested idea, based solely on the
interests of the nation, is not possible to implement due to the
current political retribution and ferocious violence against Gagik
Tsarukyan, Prosperous Armenia and the general opposition. Let me also
add that it does not interest me at all what kind of bewailing will
be raised about my publication, whose urgency is conditioned by the
approaching centennial of the Genocide and the imminence of April 24.”

Rencontre Entre Sarkissian Et Tsarukian

RENCONTRE ENTRE SARKISSIAN ET TSARUKIAN

Le president armenien Serge Sarkissian aurait rencontre son
principal opposant, Gagik Tsarukian, moins d’une semaine après s’etre
“complètement brouille” avec son ancien partenaire de la coalition sur
“des questions de politiques internes”.

La tenue de cette reunion entre les deux hommes politiques a ete
confirmee par Aghvan Vartanian, un membre eminent du FRA, qui semble
avoir joue le rôle de mediateur.

Un autre leader du FRA, Armen Rustamian, at exprime un optimisme
prudent, en disant que “la glace est en train de fondre”.

“Nous avons toujours dit que les differences doivent etre aplanies”,
a declare Rustamian. “Nous sommes heureux que la reunion ait finalement
eu lieu, qu’il y ait eu ce contact.”

Les tensions entre Sarkissian, le chef du Parti republicain, et
Tsarukian, un magnat qui dirige le deuxième parti parlementaire, le
BHK, se sont aggravees le 12 fevrier lorsque le chef de l’Etat s’en
est pris directement a son adversaire, en ordonnant son exclusion du
processus politique du pays.

Tsarukian et ses allies de l’opposition, du HAK et du Patrimoine,
ont repondu en programmant un rassemblement pour le 20 fevrier et
ont exige la demission de Sarkissian.

Commentant le possible > entre Sarkissian et
Tsarukian, le chef de la faction parlementaire du HHK, Vahram
Baghdassarian, a declare que si un > pourrait etre
conclu, ce ne serait qu’une >. Il a laisse
entendre qu’aucune solution definitive n’est possible tant que des
gens comme Tsarukian restent en politique.

Etant donne le degre d’antagonisme existant entre les camps du
gouvernement et de l’opposition, certains observateurs en Armenie
n’excluent pas la possibilite de bouleversements politiques si le
gouvernement, d’une part, poursuit sa repression de l’opposition et
l’opposition, d’autre part, maintient ses manifestations.

La FRA et d’autres forces > sur les deux côtes de
la barrière politique ont souligne les risques pour l’Armenie
en cas d’instabilite politique interne, notamment la probabilite
d’une multiplication des hostilites avec l’Azerbaïdjan au sujet du
Haut-Karabagh.

Pendant ce temps, il est egalement apparu hier que le leader du
HAK, Levon Ter-Petrosian, l’un des plus proches allies de Tsarukian,
avait prevu de demander une reunion avec le president Sarkissian pour
discuter d’un sujet tout autre : la declaration pan-armenienne sur
le 100e anniversaire du genocide armenien qu’il a critique dans un
article la semaine dernière.

LES MEDIATEURS INTERNATIONAUX EN ARMENIE ET EN AZERBAIDJAN

Les mediateurs internationaux de l’Organisation pour la securite et
la cooperation en Europe (OSCE) poursuivent leurs efforts visant a
promouvoir une solution pacifique au conflit du Haut-Karabagh. Cette
semaine, ils effectuent une nouvelle serie de visites en Azerbaïdjan
et en Armenie.

Hier, a Erevan, les co-presidents americain, francais et russe
du Groupe de Minsk de l’OSCE ont rencontre la direction du pays,
y compris le president Serge Sarkissian et le ministre des Affaires
etrangères, Edouard Nalbandian.

Alors que les mediateurs semblent avoir apporte avec eux aucune
nouvelle proposition, l’ambassadeur James Warlick, le representant
americain au sein du groupe, a dit que cette visite etait “une nouvelle
occasion de parler”.

Un communique publie par le ministère armenien des Affaires etrangères
a declare que, lors de la reunion avec les mediateurs, le ministre
Edouard Nalbandian a attire leur attention sur “la poursuite des
violations flagrantes du regime de cessez-le-feu par l’Azerbaïdjan”.

Il a egalement accuse Bakou de torpiller le processus de paix.

“Lorsqu’un accord sera signe sur les principes fondamentaux de
la colonisation alors, a ce moment, il sera possible d’entamer des
negociations entre l’Azerbaïdjan, l’Artsakh et l’Armenie sur un accord
de paix global”, a declare Nalbandian.

Le ministre armenien a egalement insiste sur la culpabilite des deux
citoyens azerbaïdjanais qui ont essaye l’an dernier de penetrer dans
le Haut-Karabagh et qui ont condamne par un tribunal local, accuses
d’avoir voulu commettre des assassinats.

L’Azerbaïdjan ne reconnaît pas la legalite du procès dans lequel
ses citoyens, Dilham Askerov et Shahbaz Quliyev, ont ete condamnes
respectivement a la detention a perpetuite et a 22 ans de prison.

L’affaire a egalement ete abordee a Bakou lors de la visite du
Secretaire d’Etat adjoint americain pour les affaires europeennes
et eurasiennes, Victoria Nuland. Lors d’une conference de presse
hier, elle a dit qu’elle allait parler de la liberation des deux
Azerbaïdjanais detenus dans le Haut-Karabagh lors de ses rencontres
avec des responsables armeniens a Erevan aujourd’hui.

Assassinat des Chretiens en Libye

Le 16 Fevrier, sa Saintete Karekine II, Patriarche supreme et
Catholicos de tous les Armeniens a adresse une lettre de condoleances
a sa Saintete Thewadros II, Pape d’Alexandrie et de toute l’Afrique,
Primat de l’Eglise orthodoxe copte a l’occasion de l’assassinat de
vingt et un chretiens coptes en Libye.

Dans sa lettre, le Catholicos exprime a sa Saintete la compassion du
Conseil Spirituel Supreme (saint Synode) de l’Eglise armenienne et de
la fraternite monastique de saint Etchmiadzine a l’egard des familles
des personnes assassinees, des Chretiens d’Egypte, de l’ensemble
du peuple egyptien. Condamnant ce crime, le Catholicos de tous les
Armeniens demande a la communaute internationale de redoubler d’effort
pour retablir la paix et la concorde au Moyen-Orient, afin de rejeter
toutes les formes d’oppression dans une region où des siècles durant
Chretiens et Musulmans ont vecu en paix et de manière harmonieuse.

Exposition D’oeuvres Sur Komitas A La Galerie Nationale D’Armenie A

EXPOSITION D’OEUVRES SUR KOMITAS A LA GALERIE NATIONALE D’ARMENIE A L’OCCASION DU 145EME ANNIVERSAIRE DU MUSICOLOGUE ARMENIEN

La Galerie nationale d’Armenie a Erevan exposera du 6 mars au 15
mars des oeuvres (peintures, sculptures) dediees au grand musicologue
armenien, le père Komitas (1869-1935) a l’occasion du 145e anniversaire
de sa naissance. Cette exposition vient egalement en cette annee
du 100ème anniversaire du genocide armenien dont Komitas fut l’une
des premières victimes de la deportation du 24 avril 1915 et en fut
marque a jamais jusqu’a sa disparition vingt ans plus tard.

Anoush Hagopian, la directrice par interim de la Galerie nationale
d’Armenie a affirme que de nombreuses oeuvres representant Komitas
seront exposees a cette occasion. Les organisateurs de cette exposition
est l’Union des peintres d’Armenie. A. Hagopian a egalement affirme
que ces oeuvres dediees a Komitas seront transferees a la fin de
l’exposition vers le Musee-Institut Komitas qui vient d’etre inaugure
au centre d’Erevan.
