Tsarukyan Beats Retreat: PAP leader advocates “political way” of
solving problems

The opposition Armenian National Congress (ANC) treats the decision
of its embattled ally to call off its participation in the February
20 rally with “understanding”, the party said in a statement.

The ANC again condemned the government crackdown against the Prosperous
Armenia Party (PAP), saying that it will use all methods of political
struggle to end violence against its partner.

After days of internal political tensions following an offensive
launched against him by President Serzh Sargsyan and his ruling
Republican Party of Armenia (RPA), PAP leader Gagik Tsarukyan on
Wednesday essentially signaled a retreat from his intentions to seek
Sargsyan’s ouster with sustained street protests.

After a reported meeting with Sargsyan, Tsarukyan issued a statement
saying that he wanted to settle problems “through peaceful, lawful and
political means”. The PAP, at the same time, said it will not take
part in the rally called by three opposition parties, including the
ANC and Heritage, in response to the RPA campaign against Tsarukyan.

In its latest statement the party led by first president Levon
Ter-Petrosyan vowed to continue “resolute struggle” to remove the
“illegal regime” and establish democracy in Armenia. It called on
opposition supporters to gather in Yerevan’s Liberty Square for an
“all-national rally” on March 1.

“At the rally, the current situation will be analyzed and further
plans of the popular movement will be presented,” the ANC said.

Heritage leader Raffi Hovannisian told reporters on Wednesday that his
party will make a decision on further actions later this week. He
invited everyone, including media, to Yerevan’s Liberty Square
where he plans to present the decision on Friday. Hovannisian again
criticized President Sargsyan’s policies and reiterated his demand
for his resignation.

The Swiss embassy in Baku has been sheltering Emin Huseynov on
humanitarian grounds

He appeared at the Swiss embassy in Azerbaijan’s capital, Baku,
in full disguise: his dark hair dyed blond to look more European.

It worked. He managed to walk pass the Azeri police that guard the
embassy and was admitted onto foreign soil.

For over six months, the whereabouts of Emin Huseynov, a prominent
human rights campaigner, were unknown, until the Swiss broadcaster
SRF broke the news last week that the country’s embassy in Baku had
been sheltering him since August 2014.

The Swiss foreign ministry has confirmed that an Azeri national has
been allowed to stay at the embassy on humanitarian grounds and in
a statement said that Switzerland was negotiating with the Azeri
authorities to resolve the issue “in the interest of the individual”.

Mr Huseynov, the founder of the Institute for Reporters’ Freedom
and Safety (IRFS), a non-governmental organisation monitoring rights
violations against journalists, is accused by the Azeri government
of tax evasion and abuse of power.

Similar charges have been brought against a number of other civil
society activists – charges that rights groups describe as “bogus”.

Like most pro-democracy NGOs, Mr Huseynov’s IRFS was under surveillance
by the Azeri security services.

Branded ‘traitors’

Activists like Mr Huseynov and others currently in detention – such
as Rasul Jafarov, human rights lawyer Intigam Aliyev, Leyla and Arif
Yunus, and Anar Mammadli – have for years openly criticised their
government, raising awareness of human rights abuses in the oil and
gas-rich country.

have been held since mid-2013

They have earned recognition for their work from the international
community. But Azeri officials, such as President Ilham Aliyev’s
chief adviser Ramiz Mehdiyev, have branded them “traitors”.

The most recent victim of the government’s campaign to silence its
critics is the investigative reporter Khadija Ismaylova, known for her
corruption investigations into the financial schemes of Azerbaijan’s
president and his family.

In December 2014, she was charged with inciting a man to commit
suicide. Last week, she was additionally charged with embezzlement,
tax evasion and abuse of power.

Her colleagues, whom I met in December in Baku, described her detention
as an attempt to silence her.

“By arresting Khadija, the government is sending a message to
journalists and to the public in general that those who fight for
truth and free speech, those who fight for their rights, will be
arrested.” said Kamran Mahmudov, who briefly stood in for Ms Ismaylova
on her popular radio talk-show on US-funded Radio Liberty.

A few weeks after this interview, the authorities raided the offices
of Radio Liberty and took the station off air.

Still in his pyjamas, Kamran Mahmudov was dragged out of his home by
the police and taken for questioning.

The closure of one of the few remaining independent voices in Azeri
media was criticised by the US State Department, the EU and several
human rights organisations.

According to the New-York based Committee to Protect Journalists,
Azerbaijan is the leading jailer of journalists in Europe and
Central Asia.

However, the government insists that all the charges against
journalists and civil society activists are legitimate.

Azerbaijan chaired the Council of Europe last year, a decision that
angered the country’s critics

“No one is prosecuted in Azerbaijan based on his or her professional
activities or political beliefs,” said Hikmat Hajiyev, a spokesman
for Azerbaijan’s foreign affairs ministry.

“Khadija Ismaylovas has been engaged in journalistic activities for
more than 10 years and could write different stories. Now there is a
real criminal case based on the criminal code of Azerbaijan,” he added.

“It is so unfortunate that the human rights issue is being politicised,
and certain groups and circles under the pretext of human rights are
trying to interfere in the internal affairs of Azerbaijan.”

Bright minds behind bars

President Aliyev pardoned 87 prisoners shortly before the new year,
among them two journalists and two members of a pro-democracy youth
movement.

But most of the activists, journalists and lawyers detained remain
behind bars. They face long prison terms if found guilty of their
charges.

been held for several months

Human rights lawyer Intigam Aliyev, who has taken several hundred
cases – ranging from violating rights to freedom of speech and the
right to a fair trial – to the European Court of Human Rights, is
now on trial himself, with his hearing set to resume on February 17.

The Kurdakhany detention facility on the outskirts of Baku, where he
is being held, has been dubbed “the university” because most of the
bright minds deemed a threat to the state are being held there.

Shortly after visiting him in December, his son, Necmin, wanted to
deliver a message from his father to the outside world.

“In today’s Azerbaijan defending human rights is a crime,” he said.

“He and his friends are paying the price for doing just that.”

Although on February 16 the Armenian president turned to the National
Assembly in order to withdraw the Armenia-Turkey Protocols, official
Ankara announced that as before they remain committed to the Protocols
signed in October 2009 in Zurich between the two nations with the
aim of normalizing their bilateral relations.

Nevertheless, in his letter to Parliament Speaker Galust Sahakyan,
President Serzh Sargsyan points out the absence of the political will
of Turkish officials, their attempt to distort the “letter and spirit”
of the Protocols with preconditions.

“Parallel to that, toward the centennial of the Armenian Genocide
their policy of denial and editing the history takes another wave. I
have many times spoken of time being limited, including in September
2014 from the UN General Assembly rostrum. Unfortunately, Armenia’s
calls were not heard by the Turkish government,” the letter said.

Turkish Foreign Ministry spokesperson Tanju Bilgic described Armenia’s
decision of withdrawing the Protocols as “wrong and unfortunate,”
and Yerevan’s stance as “incoherent and insincere”.

“Yerevan has decided to withdraw the Protocol on Establishing of
Diplomatic Relations and the Protocol on Developing Relations in order
“to create a reason to accuse Turkey” ahead of the 100th anniversary
of the massacres of Ottoman Armenians. Turkey disagrees with the
attitude taken by the Armenian side and will remain loyal to regional
normalization process,” Bilgic said.

In an interview with the Armenian Public TV Armenia’s Deputy Foreign
Minister Shavarsh Kocharyan said that “the ball is in the Turkish
court”, and it is obvious that interested states, the international
community would be waiting for Turkey’s steps.

“We can cancel the signatures at all, and we can also ratify them, I
mean, everything depends on further developments. How will the events
develop, what attitude will Turkey have, whether it will change or
not, and if yes, toward which side? Thus, we have moves in different
directions,” he said.

The chairman of the Armenian Institute of International and Security
Issues, political analyst Styopa Safaryan said that President
Sargsyan’s step was belated, because of which “we witnessed Turkey’s
“cynical policy”” – in the sense of planning the celebration of the
100th anniversary of the Battle of Gallipoli, which according to him,
is more directed toward the very problem of the Genocide.

“The Battle of Gallipoli battle becomes an event which is organized
to show to the world that these Armenians who only remember their pain
at the Tsitsernakaberd memorial on April 24, they actually forget and
ignore, and offend others’ grief, not remembering about them, because
the British, Canadians, New Zealanders and Australians died here,”
Safaryan said, presenting the way Turkey wants it to be seen. “Had
we withdrawn the Protocols much earlier, there would have started an
international process, giving more time to work with world leaders,
to convince them.”

Member of the Armenian National Congress (ANC) parliamentary
faction Lyudmila Sargsyan does not exclude that the NA withdraws the
Armenian-Turkish Protocols in order to bring the Armenian Revolutionary
Federation (ARF) into the coalition.

“Their step of withdrawing the Protocols speaks of the fact that
they want to please the ARF. That step is ridiculous, because once
Serzh Sargsyan did everything to ratify them, in order to put the
fact of Genocide under suspicion, to prevent the Genocide from
recognition. I cannot say whether he did it purposefully, he is not
a mature statesman,” Sargsyan said.

Armenian officials and members of the ruling Republican Party have
denied that the protocols signed with Turkey in any way call into
doubt the fact of the Genocide or undermine the international process
of Genocide recognition. On the contrary, they have praised Sargsyan’s
policies on normalization with Turkey, saying that Armenia has shown
itself as a credible international partner.

There are no diplomatic relations between Armenia and Turkey. Turkey
closed its border with Armenia in 1993 in response to the victories
of ethnic Armenian forces in the Nagorno-Karabakh war against Ankara’s
regional ally, Azerbaijan. In 2008 President Serzh Sargsyan initiated
the process of rapprochement with Turkey that resulted in the signing
of two diplomatic protocols in 2009.

Yerevan /Mediamax/. Georgian Foreign Ministry assigned Ambassador to
Turkey Irakli Koplatadze deliver to Ankara Tbilisi’s discontent over
Abkhazian Foreign Minister Vyacheslav Chirikba’s visit to Turkey.

The Ambassador will hold meetings at the Turkish Foreign Ministry
and with the leadership of Justice and Development ruling party,
the Georgian Foreign Ministry reports.

During the 5-day visit to Turkey, Vyacheslav Chirikba met with
representatives of the ruling party and Chamber of Commerce and
Industry of Turkey. He also met with businessmen and local authorities.

“The Georgian Ambassador will adequately respond to it”, the Foreign
Ministry noted.

Vyacheslav Chirikba offered Turkey to recognize validity of Abkhazian
passports in the country which alongside with South Ossetia is
considered by Georgia as territories occupied by Russia.

sources say the candidacies of Vartan Oskanian and Naira Zohrabyan
are unacceptable for President Serzh Sargsyan.

“It is rumored that MP from Prosperous Armenia faction Stepan
Margaryan, who is not a PAP member, may be appointed to that post.

Control Chamber head Ishkhan Zakaryan is also considered a candidate,”
the newspaper notes.

February 19, which marks great Armenian poet Hovhannes Tumanyan’s
birthday, is also traditionally celebrated as a day of book gifting
in the country.

Literary critic David Gasparyan describes the day’s message as an
attempt to bring a human being closer to the book. According to him,
learning to buy books is even much more important than spreading the
culture of gifting them to people.

“We must speak about the book’s value today to attract people to
gift books to one another not only on this day but also on private
occasions. There are really wonderful books. So why don’t they buy
them? Because everything has its era, and books now seem to have fallen
out of fashion. Yes, not everybody reads, and books even used to be
considered part of the house furniture. But people knew the books’
value; they knew children must read,” Gasparyan said.

Asked whether he agrees that people do not spend money on books because
they are considered too expensive in a socially insecure country like
Armenia, the literary critic admitted the problem to an extent. “Social
problems do certainly exist because [a book] is not a cheap pleasure,
but anyway they are possible to overcome if one is dedicated to books,”
he added.

Commenting on readers’ preferences, Harutyunyan said most people now
tend to read historical-biographic literature.

“They prefer the books that contain a real history and human
biography,” he said.

Literary critic Meruzhan Ter-Gulanyan said he disagrees that the
advent of advanced technologies is likely to diminish books’ value.

Noting that such fears always existed after every new invention
(radio, television, computers), Ter-Gulanyan said he knows that life
has always proven the contrary.

“People reading books exist also today. It is simply important to
write well; an interesting book must be written. It is impossible
for a human being to be isolated from reading; as long as the human
being exists, book will keep living. Books are eternal. So our task
now is to revitalize the culture of reading books,” he added.

Ter-Gulanyan said he really expects the book gifting culture to gain
more attraction. “People will learn it. Everything new starts from
something little, so we are required to kind of infect each other,”
he added.

demonstration against the Qaghtsrashen Gravity Irrigation Construction
Project near Garni Rural Municipality at 12:00 p.m. Under the
information that residents have, “Hayhydroenerganakhagits” CJSC
representatives are going to have a meeting with the village head at
12:00 p.m. and to exercise pressure on him to get his consent for
project implementation. The residents are calling for everybody,
including journalists and environmentalists, who like Garni Gorge
and want to preserve it, join them in their fight against this
anti-environmental initiative.

“Being one of the most famous historical residential areas in Armenia
Garnia is famous for its beautiful climate and cool climate, and is
one of the most favourite and famous centers of tourism.

Today Garni Gorge faces desertification. In September-October 2014
the population of Garni Village beat an alarm signal on taking the
water of Azat River to another community, which is the main source
of water for Garni Village. The fact that Garni village with its
population of 8000 people and over does have drastic need of drinking
and irrigation water is not taken into consideration. Azat reservoir
doesn’t get full with its all capacity and doesn’t even meet the need
of irrigation water demand.

This phenomenon is anti-environmental, which will lead to the
elimination of the magnificent nature of Azat Gorge, it’s massacre
of nature. It will also undermine development of tourism spoken so
much about,” Garni Villagers’ call says.

Right now the public hearings on the construction of Qaghtsrashen
gravity irrigation project are being held in very tense
environment at Garni Rural Municipality with the participation of
“Hayhydroenerganakhagits” CJSC representatives, Garni Village Head
Ashot Vardanyan and Garni villagers.

Under EcoLur’s source, Garni villagers oppose to the implementation
of this project, while “Hayhydroenerganakhagits” CJSC representatives
are trying to convince them. Garni Village Head also opposes to this
project, as Garni Gorge will get dry in case this project comes true.

In parallel with the discussion, a group of villagers are holding
a protest demonstration with posters near the building of the rural
municipality.

Reminder: The project plans to lay a pipieline of 27,685 meters
length to take water from the Azat River to Aygestan, Berdik, Getazat,
Deghzout, Hnaberd, Mrganush, Narek, Nerqin Dvin, Norashen, Vardashen,
Verin Dvin, and Qaghtsrashen communities in Ararat Region.

The Azat River is the main factor in forming the ecosystem of
the Azat Gorge. Khosrov state reserve, Symphony of Stones and the
communities using the water of the Azat River an Azat Reservoir are in
the project affected zone. In case project implementation, the risk
of Azat River to get dry becomes higher, as well as risks on Garni
Gorge desertification, elimination of the local rich biodiversity
and non-fullness of Azat Reservoir.

In 2014 the quality of Lake Sevan water was not favourable for the
fish. Uner the annual certificate of “Environmental Impact Monitoring
Center” of Nature Protection Ministry for 2014, the concentrations of
ammonium ion, nitrite ion, vanadum, chromium and selenium exceeded the
maximum permissible concentrations, “Ammonium ion exceeded the MPC by
1.2-1.5 times, nitrte ion – 1.2-2.3 times, chromium – 1.2-3.4 times,
vanadium – 3.8-5.6 times. Based on long-year studies of the chemical
quality of the lake, such amount of vanadium is considered to be the
lake feature and isn’t considered as pollution. In separate parts
of Lake Sevan the maximum concentration of selenium was exceeeded
(1.2-1.9 times). The concentrations of other indicators were considered
to be within ranges,” the certificate says.
