February 25 marks the 150th birth anniversary of Andranik Ozanyan,
a legendary Armenian commander and champion of freedom, and a national
liberation hero of Armenia and Bulgaria.

Taking the lead of the Armenian Feedayi troops after the murder
of Aghbur Serob (military leader; 1864 – 1899), Andranik decades
later became the symbol of the new Armenian statehood’s champions of
independence and freedom, says Gagik Ginosyan, an Armenian ethnographic
dance master and a veteran of the Nagorno-Karabakh liberation war.

“As [great Armenian novelist] Khachik Dashtents stated years later
(in his novel “Call of the Ploughmen” dedicated to the early 20th
century Armenian liberation struggle), we all should one day kiss
their rebellious foreheads,” he told Tert.am, sharing his thoughts
on the great hero’s heritage and feats.

According to Vardan Devrikyan, a deputy head of the Manuk Abeghyan
Institute of Literature and a member of the Karabakh war veterans’
volunteer union Yerkrapah (Defender of Land), Andranik and all the
Armenian feedayis of the early 1900’s are central images for all
those who appreciate the country’s independence and the value of the
liberation campaign.

Andranik Ozanyan (aka Andranik or Zoravar /commander/ Andranik) was
born in 1865 in Shabin-Karahisar, a town now situated in northeastern
Turkey, and died at age 62 in the United States (Sacramento area).

First buried in Fresno (the Soviet authorities banned the hero’s
funeral in Armenia), his body was a year later moved to the Pere
Lachaise cemetery of Paris. In 2000, the Andranik was reinterred in
Yerevan’s Yerablur Pantheon.

Engaged in carpentry in his teens, Andranik had to later replace
the craftsman’s adze with rifle, dedicating himself to the fight for
his homeland’s liberation. Jailed by Turkish Janissaries but later
managing to escape from prison, he soon joined Aghbyur Serob’s troops,
committing himself to the delivery of arms supplies to the Armenian
Feedayis.

In 1904, Andranik led the rebellion of Sasun. He also twice
demonstrated his striking talent in the Second Balkan War (in which
he took part as a military leader of a voluntary command formed
jointly with Garegin Nzhdeh, a prominent Armenian statesman public
figure and military strategist; 1886 -1955). Destroying the Turkish
army on the river Maritsa, he was later honored with Golden Cross,
the highest award by the Bulgarian Government.

Andranik brought a great a glory to tÕ°e Arakelots (Holy Apostles)
Monastery in Mush with his invincible heroes who managed to break
through and later escape from the enemy’s circle.

“As a carpenter, he initially repaired Fedayis’ gun butts but the
God’s providence, as they say, is unpreventable. So he was to later
become the key figure and the symbol of the Feedayi campaign,” Mr
Ginosyan noted.

In the war veteran’s words, the Nagorno-Karabakh liberation struggle
would have been impossible without the inspiration drawn from the
legendary commander’s image. For him, Andranik was the very symbol
of the hero warriors in the early 1990’s.

“He took part in the Balkan war when the Bulgarians were waging a
battle against the Turks to liberate themselves from the Turkish yoke.

During World War One, he commanded the first of the seven Armenian
regiments; it is a unique example for a movement leader to later also
head a regular army, attaining the general’s title,” he added.

Mr Ginosyan said he very much wishes to see the understanding that
Andranik’s 150th birthday is not just a regular anniversary. “Such a
serious jubilee year should not be insignificant,” he said, noting
that Armenia this year had the first ever chance to celebrate the
legendary hero’s birthday on a state level.

Mr Devrikyan more focused on Andranik’s smartness and wit as a
military leader.

“His first Feedayi operations were something that ran counter to
common sense, but they had a brilliant result,” he said, noting that
the hero’s plans were often treated with skepticism by his warriors.

Literary critic David Gasparyan says Andranik’s dedication and
efforts in the early 20th century’s national liberation campaign were
tantamount to Commander Vardan Mamikonyan’s great contribution to
the Armenians’ success in the Battle of Avarayr in the fifth century.

“Andranik is among those heroes who cleared the Armenian nationhood
of strange, hostile elements to give the migrant Armenian a space to
live. Andranik’s image was evaluated differently in different periods;
from the 1920s until the 1960s, the attitude to him was negative. But
later everything was settled down,” he added.

The US State Department’s calls to set free the Azeri raiders
prosecuted in Nagorno-Karabakh will receive no response, such an
opinion was expressed by the Deputy Director of the Caucasus Institute
Sergey Minasyan, answering the question of Arminfo correspondent
during press conference in Yerevan.

“Since there have been no direct messages addressed to the
Nagorno-Karabakh authorities, there will be no response. Those people
are not ordinary civilians or servicemen, they have committed a brutal
crime far from war sites in the territory of Nagorno-Karabakh and
must be punished according to the law of that country,” Minasyan said.

He said that the Azeris have distorted Nuland’s words about the
raiders. “In Yerevan she was no longer able to change the statements
she had made in Baku but she did not specify who her call was addressed
to. So, there will be no response,” Minasyan said.

On Feb 23 Spokesperson of the US State Department Jen Psaki called
on Armenia to give back the Azeri raiders.

The Nagorno-Karabakh authorities consider these calls unacceptable.

Spokesman of the NKR President David Babayan said that Guliyev
and Askerov have committed terrorist acts in the territory of
Nagorno-Karabakh. “Their trial was transparent and open for mass
media and NGOs. So, we must respect the court’s verdict,” Babayan said.

To recall, the Stepanakert General Court sentenced Askerov and Gulyev
to life imprisonment and 20 years in prison for illegal crossing of
the state border and committing sabotage attacks and vicious murders,
respectively.

The agreement of cooperation with Russia in import of natural gas,
oil products, and rough diamonds in Armenia on preferential terms was
to ensure additional growth in the field of lapidary industry. Russia
has canceled the 6.5% customs duty on the rough diamonds exported to
Armenia, at the same time imposing strict re-export restrictions.

What has changed in the lapidary industry of Armenia?

The agreement has had a positive effect on the field. Actually, 90%
of the rough diamonds imported from Russia were cut in Armenia unlike
previous years, when the country re-exported 80% of the imported rough
diamonds to third countries. Nevertheless, the agreement coincided
with stagnation in the market of diamonds.

Re-export is a speculative sale of stones, though it was banned
in all the agreements made with Russia previously. In this light,
our enterprises engaged in diamond production faced quite an unusual
situation, as the agreement restricts re-export and the government is
responsible for it. The country gains nothing from such deals. The
lapidary industry has been exempted of taxes. What government seeks
is to settle the employment problems through development of the sector.

After Armenia’s accession with the Eurasian Economic Union, the
situation has changed. The agreement mismatches many provisions
dictated by the EEU. The point is that for the EEU countries there
is no such idea as re-export. There is only export. We have no border.

What re-export you are talking about, if we work in the same customs
area. No customs document contains such concept as re-export, and
supplies to third countries is also export. On the other hand, all
the stones that are imported from other countries, not Russia, are
processed as customer-supplied raw materials and the new legislation
applies to such products.

What countries Armenia had re-exported the rough-diamonds imported
from Russia previously?

Belgium, Thailand, India, Canada and other countries.

ALROSA offered 380,000 carats of diamonds in 2014. How much did the
local lapidary enterprises buy?

They bought some 5% of the total volume. It is around 10,000-12,000
carats of Russian rough diamonds. This is business and the private
enterprises buy as much as they need. The parties to the agreement
are ALROSA, the Government Treasury and lapidary companies of Armenia.

ALROSA’s permanent customers – big companies have priority access
to the lots and are bound to buy, but our companies have no such
capacities to join that club of 47 enterprises from various countries.

Actually, a year ago Armenia’s lapidary companies complained that
Alrosa offered them small-size stones, while last year they complained
of being offered too big and expensive ones.

By data of the Customs Service of Armenia, in 2014, the country
exported 160.1 thousand carats of diamonds versus 202.7 thousand carats
in 2013, and imported 345.7 thousand carats versus 406.4 thousand
carats in 2013. Did Armenia re-export Russian diamonds last year?

Part of the imported rough diamonds undergoes cutting and polishing
and falls under quite different category and different customs code.

Part of the rough diamonds – unfit for cutting – is re-exported.

We buy rough diamonds not only from Russia. The turnover with Russia
is very low, much lower than it could be. I cannot bring specific
figures for the last year, but in 2013, Russia accounted for 25% of
the total import of rough diamonds in Armenia. We did not anticipate
that everyone would rush to Russia for diamonds, but those who really
benefits from it – the operating lapidary companies – took advantage
of that opportunity. Lifting of the 6.5% custom duty does not settle
all the problems in the sector. It is just an impulse to development,
but much depends on the enterprises, not the government.

Do you mean that local lapidary companies operate insufficiently
effective?

That’s not the point. Our labor force is not cheap and there is
deficit of human resources. Many have left the country for earning.

This industry requires highly qualified specialists, and it is not that
easy to find and prepare such human resources. The cutting price in
the country averages about $17-$22 per carat. For instance, in India
and China, the price is lower. In Russia this price is much higher,
while in Belarus there is one state lapidary enterprise. In Kazakhstan
they do not cut diamonds, actually. Therefore, new opportunities are
available there.

It turns out that it is still favorable for Russian companies to open
enterprises in Armenia, isn’t it?

Everything depends on the terms. Even Indians may benefit from it.

Shoghakn Company – once the flagship company in the sector – had
been idling for a long time already. In January 2015, it announced
re-launch of the production. Do you have any information about it?

I have no information that they launched procurement of raw materials
for production. As far as I know, the enterprise was under repair.

Once Shoghakn employed 1,500 people. Now, it will have to hire
specialists again. This is the problem. We have deficit of lapidaries.

Relevant training takes, at least 6, months.

What is happening to the lapidary business in the country? Once,
it was one of the most developed ones in Armenia.

Besides the stagnation and falling demand in the world, there are
also other reasons, such as the currency rate fluctuation and more
expensive labor force. The lapidaries that migrated to Russia, Africa
and other countries easily found jobs as highly qualified specialists.

About 1,000 Armenian lapidaries work abroad now.

What is diamond? I think it is a product the value of which is
comparable with a work of art. In India there is a many-million
middle class that can afford jewelry. India is the gold consumer
number one in the world due to big domestic demand and market. After
all, that country has a population of 1 billion people. Meanwhile,
we do not work for the internal market, in actual fact. Armenia has
entered the 170 million market of the EEU, which will significantly
increase our domestic market.

Do you anticipate any activation in the market in 2015?

Everything will depend on how actively, seamlessly and effectively we
will integrate into the new system of relations in the EEU area. We
are not a country-supplier of raw materials. We do not recover our
own diamonds. Much depends on our partners, particularly, Russia –
theworld’s top producer of rough diamonds.

Baku may change its mind at the last moment and attend the Euronest
PA session in Yerevan, Artak Zakaryan, Head of the Armenian Parliament
Committee for Foreign Affairs, said at a conference on the Armenia-EU
relations.

Yet in early February, Head of the Azerbaijani Delegation to Euronest
Elkhan Suleymanov said Azerbaijan would boycott the Fourth Ordinary
Session of the Euronest Parliamentary Assembly due to take place in
Armenia from March 16 to 20. Azerbaijan protested the decision to allow
Armenia to host the event, accusing Europe of “shielding Armenia.”

Zakaryan believes that the session in Yerevan will not be affected
by Baku’s decision either to attend or boycott it. He recalled that
four reports on the European Neighborhood and EaP cooperation for
2014-2020 will be approved at the plenary meeting in Yerevan. “The
reports will cover such issues as communications in the EaP countries,
cultural dialogue, energy security, including new and alternative
sources of energy,” Zakaryan said.

According to him, it will be the first serious event as part of the
EaP since the election of the new European Parliament. “We anticipate
a more active dialogue at the level of parliaments and political
parties. I think, it is time to move forward from the relatively
passive point,” he said.

The success of the talks with Brussels and an effective dialogue
between Armenia and the EU much depends on reliability and ability
of the Armenian government, political expert Richard Giragossian said
at today’s conference in Yerevan dedicated to this topic.

He said that once Armenia lost its chance when abandoning the
Association Agreement with the EU and deciding to join the Customs
Union. Now Yerevan has been given the second chance which must not
been lost, as it will not have the third one, Giragossian is sure.

‘At the present conditions the Eastern Partnership Programme is gaining
special importance. So, we need to fill its agenda with a specific
content. The Riga summit of the Eastern Partnership, that will be
held in May, should not be similar to the Vilnius one. Besides the
active participation of civil society in the process for enhancing the
dialogue with the EU, I think that the serious approach of the Armenian
leadership is also very much important. They have to understand that
the decisions adopted today much determine the future of our children”,

Russia completes supply of T-90C tanks to Azerbaijan, TASS reported,
referring to the representative of the Azerbaijani delegation attending
IDEX-2015.

Earlier, the advisor to the CEO of Rosoboronexport Esen Topoyev had
announced that in 2015 Moscow will complete supply of arms under the
agreement signed in 2010.

It is about 100 units of T-90C tanks, 18 units of IFV-3, Smerch and
other weapons.

Armenian Parliament Votes Down Government-Crisis Bill

ARMENIAN PARLIAMENT VOTES DOWN GOVERNMENT-CRISIS BILL

YEREVAN, February 25. /ARKA/. On Wednesday, the Armenian National
Assembly voted down a government crisis bill proposed by factions of
Prosperous Armenia and Heritage political parties and the Armenian
National congress bloc yet in October 2014.

The parties then insisted on urgent discussion, but the bill was not
discussed because the parliament was busy.

On Monday, the bill was eventually put on the National Assembly’s floor
and sparked hot debates between the authorities and the opposition
and inside the opposition as well.

As a result, only 16 MPs supported the bill, while 67 voted against
it and six abstained. Prosperous Armenia, the second biggest faction,
missed the discussion and vote saying it was boycotting the session
because of the complicated and tense political situation inside
the country.

Levon Zurabyan, head of Armenian National Congress faction, presenting
the bill at the session, said that the country leadership’s activity
resulted in failure everywhere – in economy, social sector, foreign
and domestic policies etc.

Problem Of Armenian Refugees From Azerbaijan Requires Political Solu

PROBLEM OF ARMENIAN REFUGEES FROM AZERBAIJAN REQUIRES POLITICAL SOLUTION – EX FOREIGN MINISTER OF KARABAKH

YEREVAN, February 25. /ARKA/. Armenia’s authorities should solve the
problem of the Armenian refugees from Azerbaijan at a political level,
former foreign minister of Nagorno-Karabakh Republic Arman Melikyan
said on the air on Sputnik-Armenia radio channel.

“The refugees’ problem is not a consequence of Artsakh problem, but a
key to settlement. Hence, all the sides try to level it out and show
that no problems of Armenian refugees exist,” Melikyan said.

According to Melikyan, it is the Armenian authorities who should
take the first step and commit themselves to protection of the rights
of the Armenian refugees from Azerbaijan, but at a political level,
which implies certain legal steps, Novosti-Armenia reported.

Previous legal measures, particularly the granting of the Armenian
citizenship to all refugees retroactively, contained violations of
the law, he said. In fact, they obtained citizenship without knowing
it and without having agreed to it, he added.

Melikyan said he has been dealing with refugees’ problems for ten
years now and they demand material and moral compensation. These
demands were formulated and put across, but the authorities seem to
have agreed to skip the problem after the Madrid principles.

“Armenia’s authorities did their best to show the problem of Armenian
refugees from Azerbaijan is solved in Armenia through integration, and
it does not exist anymore. This, softly speaking, is a crime against
refugees who experienced the grossest violation of their rights,”
Melikyan said.

According to official information, some 32 Armenians were killed and
14,000 fled the town of Sumgait in Azerbaijan after the massacres, in
fact supported by the Azerbaijani authorities and with the connivance
of the Soviet government, in the period from February 6 to February
29, 1988. Killings of Armenians and ethnical cleansing continued later
in other Azerbaijani towns, particularly in Baku in January 1990. As
a result, some 500,000 Armenian refugees left Azerbaijan. -0–

Disagreement Between Ruling RPA And PAP Caused By Constitutional Ref

DISAGREEMENT BETWEEN RULING RPA AND PAP CAUSED BY CONSTITUTIONAL REFORM, POLITICAL TECHNOLOGIST SAYS

YEREVAN, February 25. /ARKA/. The disagreement between the ruling
Republican Party of Armenia (RPA) and the Prosperous Armenia Party
(PAP) were caused by the constitutional reform, political technologist
Karen Kocharyan said on the air on Sputnik-Armenia radio channel.

The reform has been the visible part of the iceberg, he said.

Kocharyan also said the authorities felt a threat from PAP after
the latter gathered lots of people in the last rallies in autumn,
fearing it may develop into a critical mass growing itself.

Speaking on February 12 at a meeting of the ruling Republican Party
of Armenia, president Serzh Sargsyan criticized harshly the leader of
Prosperous Armenia party tycoon Gagik Tsarukian and said Tsarukian,
as a political actor, is an evil for the country. The president signed
a decree withdrawing Tsarukian from the national security council
due to his systematic failure to attend the council meetings. The
president also instructed to look into cases of the tycoon’s absence
in the parliament sessions and the rumors about his tax evasion.

The leader of the Prosperous Armenia, in turn, said the reason for the
president’s statements is his refusal to contribute to the reproduction
of the political power through a constitutional reform.

In particular, the tycoon said he refused to become a president
after the country turns to parliamentary form through constitutional
amendments.

According to the expert, invisible processes started when PAP refused
to enter the coalition after the 2012 parliamentary elections.

Yet, the expert said PAP has not been withdrawn from active political
life.

“Time will show whether the authorities or the people themselves will
bring up a new opposition force,” Kocharyan said.

The expert has not ruled out new political forces may occur during
the next months.

PAP was going to hold a rally on February 20, together with two other
opposition parties, Armenian national Congress and the Heritage, but
cancelled the rally later. PAP leader Gagik Tsarukian urged people
to solve problems only through peaceful, legal and political means.

PAP parliament faction, has been boycotting the regular parliamentary
session as from Monday. The secretary of the faction Naira Zohrabyan
said they will discuss the situation in the next days and make a
statement about further steps.

Armenian IT Companies To Showcase Their Products At Cebit 2015

ARMENIAN IT COMPANIES TO SHOWCASE THEIR PRODUCTS AT CEBIT 2015

YEREVAN, February 24. / ARKA /. Several Armenian IT companies will
showcase their products at the largest technology exhibition CeBIT
2015, scheduled for March 16-20 in Hanover, Germany, the Union of
Information Technology Enterprises (UITE) of Armenia said.

These companies are Volo, Altacode, E-Works, IU Networks, Technology
and Science Dynamics, Web, Locator, Instigate and VTG Software.

“Armenia has traditionally participated in this largest European
exhibition, but this year is different. This year Armenia participates
with a separate pavilion called Surprising Engineering and Why
Armenia”, UITE deputy director Hayk Chobanyan is quoted as saying in
a press release.

The participation of Armenian companies is being coordinated by UITE
with the assistance of the specialized agency of the Netherlands
ministry of foreign affairs for promotion of developing countries
(CBI).

CeBIT is an international platform for discovering the latest IT
trends, establishment of business relations and showcasing own
products.

CeBIT attracts annually more than 4000 companies from 70 countries,
while the number of visitors exceeded 310,000 from about 110
