Armenian community of Turkey has won a legal battle for the ownership
of a historic cemetery in Istanbul in the latest success story for
the return of properties seized from minorities in the wake of legal
amendments,Daily Sabah reports.

The Prime Ministry’s Directorate General of Foundations, which
oversees properties belonging to religious and ethnic minorities,
has handed over the title deed for an ancient Armenian cemetery in
Istanbul’s central Ã…~^iÃ…~_li district to an Armenian church foundation.

Following new laws allowing the return of properties to their
rightful owners, Beyoglu Uc Horan (Yerrortutyun or Trinity) Church
Foundation had applied to the Directorate in 2011 for the ownership
of the cemetery. After four years and a settlement of legal matters,
the Directorate granted ownership to the foundation for the cemetery,
which covers some 41,950 square meters in the heart of Istanbul.

The cemetery’s history dates back to the 19th century in which a
Sultan’s decree ordered its handover to the Armenian community. In
the 1930s, its ownership was transferred to the Istanbul Municipality.

Yet, Armenian families were allowed to bury their deceased next of kin
in the cemetery even though they had no official deeds for the plots.

Among the cemetery’s notable occupants are Arman Manukyan, a notable
professor of economy from Bogazici University, opera singer Toto
Karaca, composer Onno Tunc, Armenian patriarchs, and Armenian lawmaker
Berc Keresteciyan Turker, who is known for his contributions to the
Turkish War of Independence.

The place is the latest property that the Armenian community has
obtained back after their confiscation by the state. In 2012, the
Directorate General of Foundations had returned the title deed of
the Armenian Catholic Cemetery in Ã…~^iÃ…~_li to the community and
a valuable plot in Zeytinburnu district to Yedikule Surp Pırgic
Hospital Foundation.

Foundations set up by non-Muslim minorities were granted the right
to acquire properties in 1912 but a new law in 1935 ordered them to
declare the properties they owned and register their title deeds. In
1936, a list of entire properties owned by minorities was handed to
the Directorate General of Foundations and minorities were prevented
from acquiring any property other than those in the list, thanks to
an unofficial ban that was viewed as the state’s hostility towards
minorities who were treated as “second-class” citizens. In 1976, the
Turkish Supreme Court of Appeals had effectively enforced the ban and
also ordered the return of properties minorities had acquired until
that year. Soon, countless plots and buildings, especially in upscale
districts of Istanbul, were handed to the Treasury after their seizure
from Greek and Armenian communities.

Markar Esayan, a columnist for Daily Sabah, says minorities have
suffered from “illegal policies” of the state-run foundations authority
that exploited legal loopholes. “Until [2008], they suffered at the
hands of fascistic measures,” he says, referring to the year that
an amendment in the relevant laws “helped the state to repair its
past mistakes.”

“Laws in the past dealt a blow to the self-sustainability of the
churches whose survival solely depended on schools, hospitals and
other sources of revenues,” Esayan says. He noted that a series of
decrees helped minorities to regain their rights in terms of return
of properties. “Currently, properties returned constitute 10 percent
of the total properties supposed to be returned. Nevertheless, it
is a very important, democratic step that the state stopped seeing
minorities as enemies,” Esayan says. He said that minorities complain
of several technical shortcomings in laws regarding church foundations
that sometimes complicate the procedure of returning the properties.

“The rate of returns is not sufficient. Yet, what matters more now
is a change in the mindset, a very radical change (in the view of
minorities by the state),” he says.

Associate Professor Toros Alcan, chairman of Armenian community’s Surp
Hac Tibrevank Foundation and board member of Directorate General of
Foundations, says the return of properties was “what the minorities
yearned for decades.” “I can safely say on behalf of minorities
that we are very happy with decisions to return the properties,”
Alcan says. He said what then prime minister and incumbent president
Recep Tayyip Erdogan once said, “It is not a blessing by the state
for minorities but rather a resumption of their rights.”

Obama Budget Calls For Record Low Level Of Aid To Armenia

OBAMA BUDGET CALLS FOR RECORD LOW LEVEL OF AID TO ARMENIA

The Obama-Biden Administration budget released today calls for a yet
another reduction in U.S. economic assistance to both Armenia and
Azerbaijan, while maintaining parity in military aid to these two
countries, reported the Armenian National Committee of America (ANCA).

The President’s proposal of $18,360,000 in Economic Support Funds
for Armenia in Fiscal Year (FY) 2016 would, if approved by Congress,
represent a record low in such aid since Armenia’s independence. The
White House’s proposal for Armenia is over $2 million less than FY
2014’s actual economic aid allocation, and less than half of the $40
million requested in a Congressional Armenian Caucus letter and ANCA
Congressional testimony submitted last year.

“The White House must match its relentless reductions in aid to
Armenia with an equally energetic effort to substantially increase
bilateral trade and investment between our two nations,” stated ANCA
Executive Director Aram Hamparian. “It’s not too late for President
Obama, who came into office promising to grow U.S.-Armenia economic
relations, to negotiate a Trade and Investment Framework Agreement,
put in place a badly-needed new Tax Treaty, and organize targeted
trade missions promoting cooperation in IT, health care, education,
tourism and other key sectors of Armenia’s economy.”

The White House’s proposal did, however, maintain parity in terms of
appropriated military aid, with International Military Education and
Training (IMET) assistance set at $600,000 and Foreign Military Finance
(FMF) at $1,700,000. “While we remain deeply troubled that the Obama
Administration – in the wake yet another wave of fatal cross-border
Azerbaijani aggression – would propose any military aid at all to
Ilham Aliyev’s armed forces, we do appreciate that, in this context,
the principle of military aid parity has been maintained to both
Armenia and Azerbaijan,” added Hamparian.

The Administration’s budget does not include any figures for aid to
Nagorno Karabakh, although, over the past several years USAID has
allocated $2,000,000 annually for this purpose.

In the coming months, the ANCA will be working with the Congressional
Armenian Caucus and Senate and House Appropriators to increase
assistance to Armenia and Nagorno Karabakh and zero-out all military
assistance to Azerbaijan. “We urge Congress, during their consideration
of the foreign aid bill, to increase aid to Armenia and Artsakh,
cut all military aid to Azerbaijan, and support our other foreign
aid policy priorities,” noted Hamparian.

Interfax: Serviceman Charged With Gyumri Murders To Be Tried By Russ

INTERFAX: SERVICEMAN CHARGED WITH GYUMRI MURDERS TO BE TRIED BY RUSSIAN COURT

The trial of Russian serviceman Valery Permyakov, who is charged
with murdering a seven-member Armenian family in Gyumri last month,
will be held in the Garrison Military Court in the territory of the
Russian military base, reports the Russian Interfax news agency,
quoting “sources familiar with the situation”.

The source says the decision has been made on the basis of a bilateral
agreement on the status of the military base situated in the north
of Armenia.

According to another Interfax source, the sides are also coordinating
a joint bill of indictment on the basis of the Russian legislation.

Permyakov, 19, is being prosecuted under the criminal laws of Armenia
and Russia. In Armenia he is charged with murders, while by Russian
laws he is also charged with desertion.

Protests took place in Gyumri following the January 12 brutal murders
of an entire seven-member family of the Avetisyans, with residents
demanding that the Russian serviceman charged with the crimes be
prosecuted and tried in Armenia and by Armenian laws.

Armenian Prosecutor-General Gevorg Kostanyan promised to angry
demonstrators on January 15 that he would make such a request to his
Russian counterpart.

Many lawyers in Armenia, however, believe that the Russian side has
no jurisdiction over Permyakov even if he was detained by Russian
border-guards. They say that Armenia has all grounds to demand the
transfer of the accused to Armenian justice.

While the Armenian government introduces Armenia’s membership to
the Eurasian Economic Union (EEU) from the positive sides only, the
EEU initiator member Russia’s economic problems are felt in Armenia
already today.

Last year 200,000 Armenian migrant workers in Russia earned less money,
which is why incoming private remittances from that country decreased
by 10 percent. At the same time, Armenians earning their families’
living in Russia are facing hardships starting from the border,
however, even this factor does not prevent Armenians from leaving
the country.

Last year, for instance, the number of Armenian citizens who left and
never returned was more than 21,000, moreover, besides Yerevan, in all
10 provinces of Armenia a decrease in the population was registered,
National Statistical Service Census and Demography Department head
Karine Kuyumjyan told reporters.

“Minus 21,800 – this is the difference of those who left and returned,
i.e. more people left than returned, but because the natural growth of
the population formed 15,300, the number of the population decreased
by 6,500,” Kuyumjyan said.

One of those citizens who left last year and returned this year
is a resident of Yeghegnadzor Hakob Sargsyan who worked at a road
construction company in Moscow, however, because he did not get paid
he could not return.

“They have not paid yet. I found another job for two months, barely
earned the ticket price and the amount of the loan I had and returned,”
Sargsyan told ArmeniaNow, addding that, nevertheless, he cannot find
an alternative equivalent of his Russia job in Armenia.

“I have so many debts that whatever work I do will not make enough to
pay both my debts and my family’s living, and my elder son is in the
army, he cannot help me, and now there are five members in my family
to be fed,” he explained.

Nevertheless, demographers and migration experts advise migrant
workers in Russia if possible to avoid leaving for Russia in 2015,
because, besides legal problems, with economic problems and ruble’s
drastic devaluation economic profits are also under suspicion.

Last year, for instance, individuals transferred $1.5 billion from
Russia to Armenia – $200 million less than in 2013.

“We must wait before Russia’s migration policy and economic state
stabilize, however, if people have to leave and they have no
alternative, they must make sure where, what kind of job and under
what conditions they will be doing it,” demographer Ruben Yeganyan said
last Friday at a discussion organized by Media Center on the topic of
“the consequences of restrictions of Russian migration legislation
on Armenia.”

As a result of changes in the Russian migration legislation in 2014
the entry of 50,000 Armenian citizens to Russia was forbidden for
3-5 years, according to Russia’s migration service, another 150,000
Armenian citizens currently residing in Russia are in the ‘risk zone’.

Founding Parliament organization on Saturday in Nagorno-Karabakh
Republic were absolutely not understandable, Aram Sargsyan, leader
of the Democratic Party of Armenia, told journalists on Tuesday.

The organization staged the rally under the slogan ‘The 100th
Anniversary without Regime’ demanding the Armenian authorities to
resign. Members of the organization say some participants of the rally
were bitten by the police as they entered Nagorno Karabakh’s territory.

Sargsyan wonders why the rally was staged in Nagorno Karabakh, not
in Armenia, especially given that the republic is in state of war,
Novosti-Armenia reports. He also didn’t understand why the police
resorted to violence against the rally participants.

body dealing with the investigation, says the report.

On January 12 a local family of seven was killed near the Russian

has been charged with the crime, as per article 104 of Armenia’s

Armenia, Belarus To Create Working Groups For Cooperation In Medicin

ARMENIA, BELARUS TO CREATE WORKING GROUPS FOR COOPERATION IN MEDICINE

YEREVAN, February 3. /ARKA/. Armenia and Belarus will set up special
working groups for development of their cooperation in medicine, the
press office of Armenia’s ministry of health reported, following the
meeting of the minister Armen Muradyan with his Belarusian counterpart
Vasily Zharko in Minsk.

The groups will be headed by the deputy ministers of health of the
countries, according to the report. The sides discussed pharmaceutical
policy related issues and said Belarus achieved commendable success
in transplantology.

The ministers also considered the possibility of an Armenian-Belarusian
healthcare forum. Muradyan invited his Belarusian colleague to Yerevan.

As part of their visit to Minsk, the Armenian delegation has been
to the Transplantation Center and discussed issues related to the
large -scale government program for development of the field, says

The Pan-Armenian Declaration on the 100th Anniversary of the Armenian
Genocide sent a clear message to Turkey – to confront history, and to
the world – to acknowledge this crime, Turkish studies expert Ruben
Melkonyan told reporters on Tuesday.

He noted that the Declaration clearly refers to international law,
historical scientific and political scientific sources. “It also
mentions work towards the elimination of the consequences of the
Armenian Genocide, which also implies our demand.”

In the expert’s words, the Armenian-Turkish Protocols should be
abolished de jure by April 24. He expressed confidence that some
steps will be taken in that direction.

The newspaper notes that the checks conducted in the penitentiary

Peace of Art Commemorates the Centennial of the Armenian Genocide

Boston, MA – In commemoration of the centennial of the Armenian
Genocide, beginning January 2015 and through the end of the year,
Peace of Art, Inc., will be displaying large electronic panels in
the United States. Peace of Art, Inc., will begin such electronic
displays in Massachusetts; the first of which will be located on
Route 1 in Foxboro, about 1/4 mile from Gillette Stadium and Patriot
Place. The images and the messages on the electronic displays pay
tribute to the victims, refer to the Armenian Genocide, as well as
all other genocides that took place during the past one hundred years
following the Armenian Genocide.

Peace of Art, Inc., president Daniel Varoujan Hejinian said that “We
are sending a message of peace to the world, to condemn the past crimes
of genocide, and resolve that no other nation be the next target of
genocide.” With the electronic billboards, Peace of Art’s message is
that genocide continues to be a threat to humanity, it urges viewers
to condemn the crime of genocide, be alert, “don’t be the next victim,”
and put an end to this crime against humanity once and for all.

The first of the electronic billboards will read “CONDEMN THE PAST,
DON’T BE THE NEXT VICTIM. REMEMBER 1915 THE ARMENIAN GENOCIDE.” Within
the word “Genocide” the letter “O” is a target.

The second of the electronic billboards will read ” IN REMEMBRANCE
OF ALL GENOCIDE VICTIMS 1915-2015. THE CENTENNIAL OF THE ARMENIAN
GENOCIDE.” Within the word “Genocide” the letter “O” is a circle with
the flags of countries that have recognized the Armenian Genocide
and within the circle is a dove, a symbol of peace.

Since 1996, the artist Daniel Varoujan Hejinian has been displaying
large billboards in Massachusetts to inform the community at large to
the reality of the Armenian Genocide. In 2003, Hejinian founded Peace
of Art, Inc. a non-profit organization, that uses art as an educational
tool to bring awareness to the universal human condition, and promote
peaceful solutions to conflict. The organization is not associated with
political or religious organizations, and its focus is on the global
human condition. Since then, Peace of Art, Inc.,
has sponsored the billboards to commemorate the Armenian Genocide.

In the last one hundred years, since the Armenian Genocide took
place, millions of people have been the target of genocide, torture,
rape, removed from their homes, or killed. Refugee camps are just a
footnote on this ongoing tragedy. The indifference of the international
community has been shown to be dangerous, allowing the crimes to be
repeated without impunity. These are only some of the genocides and
mass atrocities that followed the Armenian Genocide of 1915:

1933-1945 the Holocaust. Six million Jews were exterminated in
concentration camps.

1975-1979 Cambodia. “Death Valley” 1.7- 2.2 million Cambodians
were killed.

1992-1995 ethnic cleansing in Bosnia about 97,000 people were killed.

1994 Rwandan Tutu extremists within 100 days killed 800,000 to 1
million people.

2003 Ethnic-political conflicts in Darfur killed some 300,000 Africans.

A century ago in the Ottoman Empire, genocide was carried out
against the Armenians, while reporters and foreign dignitaries,
ambassadors and consuls, alerted the leadership of their countries
of the ongoing slaughter of Armenians. Henry Morgenthau, the United
States ambassador to the Ottoman Empire, sent countless letters to
the Ottoman executioners as well as to the State Department. In
1915, The New York Times published 150 articles, one just about
every other day, reporting on the on going atrocities. Governments
remained indifferent, and proceeded with non-action according to their
political interests. The German imperial adviser Bethmann Hollweg said
“Our only goal is to keep Turkey by our side until the end of the war,
regardless of whether Armenians perish in the process or not.”

One hundred years have passed but many nations remain still today
as they did a century ago when Armenians were being slaughtered,
and continue to ignore the crime of genocide taking place around the
world. The international community has the power to put an end to
these crimes against humanity, and it should begin by recognizing
and condemning the Armenian Genocide.
