Davutoglu’s ‘New Beginning’ at a Dead End

The literacy rate is not high in Egypt, but the people there are
endowed with an innate sense of humor. Sometimes, they can encapsulate
major political developments in simple anecdotes. One such anecdote
began circulating when Anwar Sadat succeeded Gamal Abdel Nasser
as president. The story goes that on the first day that the new
president is driven to his office, the presidential limousine comes to
a crossroad and the driver asks the new president which way he prefers
to be driven, since Nasser preferred to go to the left. Sadat answers:
“Signal left and turn right.”

Today, we are confronted with the same kind of politics with Turkey.

While blockading Armenia, helping the murderous Azeri regime to
continue its bellicose posture and denying the Armenian Genocide,
Turkey’s Prime Minister Ahmed Davutoglu calls for “a new beginning
with Armenia.”

Mr. Davutoglu himself orchestrated the charade of organizing the
centennial celebrations marking the Gallipoli campaign, specifically
stating that the purpose of it was to counter the centennial
commemoration of the Armenian Genocide.

Adding insult to injury, President Recep Tayyip Erdogan sent a cynical
invitation to President Serge Sargisian to attend the Gallipoli
celebration, creating a theater of the absurd in his foreign policy.

President Sargisian sent a powerfully-worded response outlining the
hypocrisy of Turkish policy toward Armenia.

Many critical commentaries were published in the world press and some
even in the Turkish press. But one article which appeared on January 19
in the Independent newspaper published in England hit the nail on the
head. It was written by the most erudite Middle East correspondent of
the paper, Robert Fisk. Any Armenian group that is interested in acting
in a significant way to counter the Turkish propaganda machine must
deliver Fisk’s article to all 102 heads of states who have been invited
by the Turkish government to attend this fictitious celebration.

Besides being an awkward attempt by Turkey to silence the centennial
commemoration of the Armenian Genocide, it is an insult to the forces
of the invited guests, because Turkey lost the entire war in 1918.

What is the significance of one battle? It is more significant to
celebrate the little known Battle of Arara, in Palestine, on September
19, 1918, when the Allies crushed the Ottoman and German forces,
causing them to retreat to their ultimate defeat. In that one battle,
5,000 Armenian volunteers from the US and elsewhere fought in the
Armenian Legion.

Returning to Mr. Fisk’s article, the headline tells all: “Gallipoli
Centenary Is a Shameful Attempt to Hide the Armenian Holocaust.”

“This is not just diplomatic mischief. The Turks are well aware
that the Allied landings at Gallipoli began on April 25 — the day
after Armenians mark the start of their genocide, which was ordered
by the Turkish government of the time — and that Australia and New
Zealand mark Anzac Day on April 25. Only two years ago, then-president
Abdullah Gul of Turkey marked the 98th anniversary of the Great War
battle on March 2013 — the day on which the British naval bombardment
of the Dardanelles Peninsula began on the instructions of British
First Lord of Admiralty Winston Churchill. At the time, no one in
Turkey suggested that Gallipoli — Canakkale in Turkish — should be
remembered on April 24. The Turks, of course, are fearful that 1915
should be remembered as the anniversary of their country’s frightful
crimes against humanity committed during the Armenian extermination.”

Gallipoli being marked as a battle in a lost war has its own
mysteries yet to be uncovered. While fighting the Ottoman Army,
the British government was overly concerned that its erstwhile
enemy-turned-war-ally Russia was moving closer to the warm waters
of the Mediterranean, having already occupied some territory on the
eastern border of the Ottoman Empire. Previously, the British policy
was to deny that access to the Russians and now they were delivering
the Russian dream on a silver platter. Therefore, at the expense of
intimidating Churchill they “lost” the Gallipoli campaign after a
face-saving effort vis-a-vis their Russian allies.

The other anomaly is that Australians and New Zealanders converge
every year in Istanbul to celebrate the Gallipoli campaign as if
thanking the murderers of their grandparents. This is the perverse
reading of history.

Turkey’s “magnanimous” leaders, in celebrating the centennial of the
Gallipoli campaign, have refused to extend an invitation to Australia’s
New South Wales legislature, which has passed a resolution to recognize
the Armenian Genocide, injecting a drama within another drama.

After orchestrating the Gallipoli carnival, Mr. Davutoglu turns to the
Armenians and, with a straight face, offers a “new beginning.” Here is
what he states: “Having already underscored the inhumane consequence
of the relocation policies essentially enforced under wartime
circumstances, including that of 1915, Turkey shares the suffering
of Armenians and with patience, and resolve, is endeavoring to
reestablish empathy between the two peoples. Our April 23, 2014
message of condolences, which included elements of how, primarily
through dialog, we may together bring an end to the enmity that has
kept our relations captive, was a testament to this determination.

Only by breaking taboos, can we hope to begin addressing the great
trauma that froze time in 1915. For its part, Turkey has transcended
this critical threshold and relinquished the generalizations and
stereotypical assertions of the past.”

Of course, there is tremendous improvement in the veneer of the Turkish
message to the Armenians. It is a message very different that the
one delivered by former Turkish President Turgut Ozal, who threatened
Yerevan with a few bombs, because “they had not learned their lesson
in 1915.” It is a much more positive one that the one delivered
by the dictator Kenan Evran who challenged Armenians by saying,
“If you want land, come and take it. Land can only be taken by blood.”

But in essence, the Turkish message does not change much. Rather than
admitting the undeniable fact of the premeditated genocide, Mr.

Davutoglu plants a time bomb in his message when he characterizes the
genocide as “relocation policies enforced under wartime circumstances.”

Far from being rejectionists, Armenians have to give some credit to
the AK Party’s policies, which introduced a measure of tolerance in the
country. After being embarrassed and ridiculed worldwide, the Turkish
government stopped enforcing Article 310 in the penal code against
“insulting Turkishness.” Then prime minister, Mr. Erdogan apologized to
the Kurds for the Dersim massacres and began to negotiate with Kurdish
separatist leader Abdullah Ocalan to resolve the Kurdish issue. During
the presidential election, he was able to lull the restive Kurdish
minority and may continue that way, until the parliamentary elections,
when the Kurds can contribute to his success.

This may lead to changes in the constitution to extend his presidential
powers. But the patience of the Kurds is running out, because most
of the promises have not been delivered yet.

Armenians can embarrass Turkey, at best, in its foreign policy, but
the Kurds have a knife at the throat of the Turkish government. Any
insurrection may lead to Turkey’s territorial disintegration, and we
know that Kurdistan is thriving in Iraq and Kurds are fighting for
their turf in Kobani, Syria.

In modern history, Turkish policy has suffered relapses and another
return to the days of September 6 remains a possibility.

When the Protocols collapsed, Mr. Davutoglu blamed Armenian
intransigence. He stated that had Armenia taken a symbolic step by
returning one or two regions in Karabagh, an agreement could have been
reached. However, the Armenian leadership knew that at that moment,
it was as if Talaat in his heinous mind was brooding to devour an
entire nation.

Devoid of any concrete action, Mr. Davutoglu’s message contains a drop
of Talaat’s tears. Talaat Pasha is still alive in Turkey with his
remains reverently resting in Hurriyet-i Ebediye Tepesi, Istanbul,
with 15 other streets and boulevards named after him in Ankara and
Istanbul, and especially with the Talaat Pasha Organization still
active with its virulent leader, Dogu Perincek.

With all these perils on their way, Davutoglu’s “new beginning”
has already met its dead end

Construction Of Community Center In Karin Tak Village Nears Completi

CONSTRUCTION OF COMMUNITY CENTER IN KARIN TAK VILLAGE NEARS COMPLETION

The Hayastan All-Armenian Fund will soon complete the construction
of a multifunctional community center in Karin Tak, a village in
Artsakh’s Shushi Region. The project is co-sponsored by the fund’s
Argentinean affiliate — with a donation from the Devejian family —
and the government of Artsakh.

Located in a canyon 2.5 kilometers below Shushi, Karin Tak is built on
steep terrain, with sheer vertical cliffs towering above it. Despite
many difficulties, including a sloping geographical position, this is
a vibrant village, with a population of 660. The two-story community
center being built here is slated to open its doors within a few
months. Consisting of a health clinic, an events hall, a library,
a computer room, and the mayor’s office, the center will be a boon
to the everyday life of the community.

The community-center project will complement other development projects
carried out by the Hayastan All-Armenian Fund in Karin Tak, including
a water network and a renovated school gym.

“The community center, which is being constructed in a neighborhood
at the entryway of Karin Tak, will soon welcome the residents of the
village and visitors,” said Ara Vardanyan, executive director of the
Hayastan All-Armenian Fund.

On January 26, the village celebrated Battle of Karin Tak Day. On that
day in 1992, Azerbaijani troops surrounded and attacked the village,
intent on annihilating the Armenian population and moving on to other
targets. Yet the residents of Karin Tak, despite being outnumbered
and outgunned, mounted a fierce resistance and emerged victorious.

Lernik Alexanyan, a member of the ruling Republican Party of Armenia
(HHK), cannot understand the logic of last week’s automobile march
launched by the Founding Parliament, a successor of the Pre-Parliament
pressure group.

He believes that the police in Karabakh did not exercise violence
against the participants of the automobile march ‘with special aim.’

“You can always blame the authorities. I am against violence, but we
should not draw conclusions until we know the details. I also cannot
understand the Founding Parliament’s intention to go to Artsakh with
that slogan – “100th Anniversary Without this Regime” he said.

The weekend events near Berdzor, did not surprise the chairman of
the Democratic Fatherland Party, Petros Makeyan. It is already a year
hazardous processes have been occurring in Armenia, he says.

“The authorities took revenge on Zhirayr Sefilyan for the motto he
chose and drove another wedge into the relations between Armenia and
Karabakh. We are witnessing the continuation of separatist politics
which began during the years of Robert Kocharyan’s presidency,”
he said.

On January 31, members of the Founding Parliament, a radical opposition
initiative seeking a regime change in Armenia, tried to enter Karabakh
in order to carry out a protest demonstration there.

Near Berdzor, they were stopped by local police who forcefully
blocked access to the territory of Karabakh. Some of the participants,
including Zhirayr Sefilyan, a former commander of the Shushi special
detachment, political analyst Igor Muradyan and other freedom fighters
were beaten.

Is there any hope that the authorities in the Nagorno Karabakh Republic
will give an adequate response to the violence exercised by the local
police against the participants of an automobile rally organized by
the Founding Parliament on Saturday?

Gegham Baghdasaryan does not hope that the investigation wills produce
results, given the fact that the chief of police has been tasked with
the internal investigation.

Police in Nagorno-Karabakh stopped on Saturday members of the Founding
Parliament, a successor of the Pre-Parliament pressure group, who were
holding an automobile rally to Karabakh. Among the participants were
also Jirayr Sefilian, a former commander of Shushi special battalion,
and other veterans of the Karabakh war, who are said to have beaten up
by the Karabakh police and young men wearing special police task force
uniforms. The Founding Parliament says more than a dozen participants
of the automobile rally were injured in the incident that happened
on the Goris-Stepanakert highway near Berdzor. Journalist Anushavan
Shahnazaryan was also hospitalized with injuries in Goris.

Bako Sahakian, president du Haut-Karabagh, a ordonne hier a la police
locale d’enqueter sur leur reaction violente face aux dizaines de
militants de l’opposition d’Armenie qui ont tente d’entrer au Karabagh
le week-end dernier.

S’exprimant lors d’une reunion d’urgence avec les hauts fonctionnaires
de Stepanakert, Sahakian a en meme temps defendu l’usage de cette
force, alors que cela a attire de fortes condamnations de l’opposition
armenienne, de medias et de militants des droits de l’homme.

Samedi, un cortège de quelques 30 voitures transportant des dirigeants
et membres de l’opposition du Parlement fondateur (anciennement
pre-Parlement) a ete arrete par la police du Karabagh a la frontière
avec l’Armenie. Une video sur Internet de l’incident montre que
certains des opposants ont ete battus. La plupart des voitures ont
ete vandalisees par des policiers en uniforme et des hommes en civil
alors meme qu’elles faisaient demi-tour.

Sahakian a declare que ses forces de securite “ont dû prendre des
mesures appropriees” afin d’eviter des affrontements.

“Malheureusement, nous avons echoue a prevenir les emeutes et les
affrontements qui ont eu une resonance publique”, a t-il dit.

Selon la declaration, Sahakian a demande a son chef de la police, Kamo
Aghajanian, de lancer une “enquete interne minutieuse” sur l’incident.

Sahakian tirera par la suite les “conclusions necessaires”.

Les assurances de Sahakian ont ete rejetees par les opposants du
gouvernement a Erevan. Zaruhi Postanjian, un parlementaire du parti
Zharangutyun, a declare que les autorites de Stepanakert doivent
“presenter des excuses au peuple armenien” et punir les responsables
de ce qu’elle considère comme une repression illegale.

“Ils ont eu recours a la violence contre des citoyens qui tentaient
d’organiser une marche pacifique vers Stepanakert, la deuxième capitale
armenienne”, a dit Postanjian.

Yervand Varosian, un avocat bien connu, a declare que cette initiative

L’ARMENIE DEMANDE L’EXTRADICTION DU SOLDAT RUSSE

L’Armenie a officiellement demande a la Russie l’extradition du soldat
russe accuse du meurtre de sept membres d’une famille armenienne
de Gumri.

Le bureau du procureur general Gevorg Kostanian a annonce hier
qu’il avait envoye une lettre a son homologue russe, Iouri Tchaïka,
disant que l’affaire très mediatisee devrait etre transferee a la
juridiction armenienne.

Kostanian a invoque un traite russo-armenien de 1997 reglementant la
presence de base militaire russe en Armenie.

Le Bureau du Procureur general a revele l’existence de cette lettre
de Kostanian quelques heures après qu’un rapport russe a declare
que Valery Permyakov, le conscrit russe accuse du massacre, sera
juge par un tribunal militaire russe en Armenie. Citant une source
anonyme proche de l’enquete, l’agence de presse Interfax a declare
que le tribunal examinera les preuves recueillies non seulement par
les enqueteurs russes, mais aussi par leurs collègues armeniens.

Permyakov est maintenu en detention au siège de la base russe de Gumri
depuis son arrestation 12 heures après qu’une famille armenienne ait
ete trouvee morte dans leur maison.

La lettre de Kostanian signifie que les autorites armeniennes veulent
que Permyakov comparaisse devant un tribunal armenien et soit juge
par la loi armenienne – ce qui a ete pendant des semaines exige par
de nombreux habitants de Gumri.

Des manifestants ont exhorte Moscou a acceder a la demande de
Kostanian. “Une rebuffade russe pourrait aggraver encore la situation”,
a dit l’un deux, Karen Petrossian. “Il serait très prudent que des
autorites russes repondent a nos demandes legitimes et remettent
cette personne aux organes repressifs armeniens.”

Un autre militant, Armen Nersisian, a meme averti que les
manifestations reprendront de plus belles si les Russes restent
inflexibles.

Nersisian a ajoute que le transfert du soldat est une question non
seulement de justice mais aussi de “dignite nationale.”

Le regime du president islamo-conservateur turc Recep Tayyip Erdogan
conduit la Turquie vers le “totalitarisme” en assimilant toute forme
de critique a une “trahison”, a deplore mardi celui qui est devenu
sa bete noire, le predicateur Fethullah Gulen.

“Les dirigeants de l’AKP (le Parti de la justice et du developpement
au pouvoir) considèrent desormais toute critique democratique comme
une attaque contre l’Etat”, ecrit M. Gulen dans une colonne publiee
dans le New York Times.

“En considerant que la moindre voix critique est celle d’un ennemi,
ou pire d’un traître, ils mènent le pays vers le totalitarisme”,
poursuit le predicateur, qui vit en Pennsylvanie (est des Etats-Unis)
depuis 1999 et s’exprime rarement dans les medias .

Longtemps son allie, M. Gulen, 73 ans, est devenu il y a plus d’un an
l’ennemi numero 1 de M. Erdogan. Ce dernier, qui règne sans partage
sur la Turquie depuis 2003, l’accuse d’avoir constitue un “Etat dans
l’Etat” pour faire tomber son regime.

Dans son article, l’imam deplore que “l’occasion historique” de faire
de la Turquie un pays democratique membre de l’Union europeenne
(UE) ait ete “gâchee” a cause d’un regime qui a, ecrit-il, “fait
marche arrière et s’en est pris a la societe civile, aux medias,
a la justice et a la libre entreprise”.

“La Turquie a atteint un point où la democratie et les droits de
l’Homme ont presque disparu”, deplore Fethullah Gulen. “J’espère qu’ils
(les electeurs turcs) exerceront leurs droits legaux et democratiques
pour reprendre en main l’avenir de leur pays”, ajoute-t-il en prevision
des elections legislatives de juin prochain.

A la suite d’un scandale de corruption qui l’a eclabousse il y a un
an, M. Erdogan a declenche des purges massives visant des milliers de
policiers, magistrats, hauts fonctionnaires ou journalistes soupconnes
d’etre proches de M. Gulen.
