GORIS CITY SELECTED AS A PILOT FOR “SMART CITY” CONCEPT APPLICATION

Goris City in Syunik Region, Armenia, has been selected as a pilot
for “Smart City” concept application in the frames of UNECE project
“United Smart Cities”. The launching of Smart City initiative in Goris
will start from the initial assessment mission to be implemented by
UNECE experts (international and local) who will elaborate the main
indicators for Smart City of Goris, in co-operation with project main
partners Ministry of Urban Development of Armenia, Municipality of
Goris, UNECE, UNDP, and Regional Environmental Center for Caucasus,
Armenia National Office. Mission and subsequent national workshop
will take place on February 9-12, in the city of Goris. Workshop
participants will discuss the Smart City concept, challenges,
initiatives, activities, objectives and outcomes.

Project experts in cooperation with the local authorities and other
local partners will collect data and prepare city profiles for
Goris City. Activities within the project frames are planned to be
held in Goris City with the active involvement of national, local
(authorities) and international units. International organizations;
EAA, UNECE, UN-habitat, ISOCARP will prepare city profile for the
city in certain time frames, during February of 2015. Seminars and
presentations will be organized for awareness increase and capacity
building on the innovative concept of “Smart City” for Goris City.

The “Smart city” is a concept with a broad meaning. A “Smart City” is
for us a city that is dynamic in implementing sustainable initiatives.

It is a city, which is able to grant affordable and healthy housing,
and reduce its consumption of energy and emission of pollutants. It
is a city which supports green, inclusive, healthy, compact, smart
and resilient human settlements; promotes investments in its different
sectors; and effectively manages its financial resources. It presents
an integrated approach to planning and building, while supporting
environmentally clean, affordable public transport, higher air
and water quality and efficient waste management. It supports a
sustainable management of urban land as well as transparent land
and property registration. Its efficiency is improved by the use of
innovative technologies and ICT within the different sectors.

Furthermore, it encourages the cooperation of different stakeholders
operating in public and private sector, academia, NGOs, regulators,
authorities, citizens.

A strategic goal of the proposed project is to promote sustainable
urban development, especially in countries with transition economies
and developing countries, through analysis of practices and policies,
pilot activities, exchange of experiences and best practices,
networking and capacity building. The project will help to scale up the
European experiences of smart cities to countries outside of the EU.

The project objective is to strengthen the capacities of national
and local authorities in the project region for the development and
implementation of national and local policies for sustainable urban
development.

One of the core elements is the catalytic knowledge transfer within
the network to identify best practices and lessons learned from
previous projects and exchange of experience between advanced cities
and ambitious transition cities.

The comprehensive “smart cities” initiative aims at improving key
dimensions of cities:

(a) urban environment (buildings, transportation, water, waste,
energy services, and information and communications technology);

(b) governance (inter-sectorial cooperation, cooperation between
national, regional and local authorities, other stakeholders;
establishment of multi-stakeholder platforms); support to networking
with other cities;

(c) social capital (education, social and gender equality);

(d) economic conditions (poverty reduction and employment generation);

The Armenian Genocide Centennial Committee presents Grammy
Award-nominated Armenian Canadian soprano Isabel Bayrakdarian in
concert with her husband, pianist Serouj Kradjian, and the Henrik
Karapetyan String Quartet in My Songs, My Heritage at 7 p.m. March 7 at
the Ford Community & Performing Arts Center, the Press & Guide reports.

Concert selections include Armenian sacred hymns, folk songs, chamber
music and 20th century songs, with English surtitles.

Bayrakdarian, a Canadian of Armenian heritage, immigrated to Canada as
a teen. She graduated from the University of Toronto cum laude with
a degree in biomedical engineering science in 1997, the same year
she was a winner of the Metropolitan Opera National Council auditions.

Her opera career, now in its second decade, makes her an eagerly
anticipated artist at opera houses and concert halls worldwide.

Celebrated for her multi-hued voice as well as her beauty, presence
and style, Bayrakdarian’s career expands beyond opera.

She is a featured vocalist on the Grammy-award winning soundtrack of
Lord of the Rings: the Two Towers, and topped Billboard charts as a
guest soloist with the Canadian band Delerium on their 2007 Grammy
nominated dance remix Angelicus.

Bayrakdarian won four consecutive Juno Awards, presented to
Canadian musical artists for outstanding achievement in the recording
industry, from 2004 to 2007, for classical album of the year, vocal or
instrumental, for Azulao, Cleopatra, Viardot-Garcia: Lieder Chansons
Canzone Mazurkas, and Mozart: Arie e Duetti.

Bayrakdarian received a Grammy nomination for the BBC-produced short
film HOLOCAUST – A Music Memorial Film from Auschwitz. She was also
the focus of a Canadian television Gemini-nominated film, A Long
Journey Home, documenting her first trip to Armenia.

A century ago, the Armenian Genocide, planned by the leaders of the
Ottoman Empire, systematically exterminated 1.5 million Armenians
in what is now Turkey. The genocide had two phases: the wholesale
killing of able-bodied men through massacre and forced army labor,
followed by the deportation of women, children, the elderly, and
the infirm on death marches to the Syrian Desert. Military escorts,
driving the deportees forward, deprived them of food and water,
and subjected them to periodic robbery, rape and massacre.

In Michigan, the Armenian Genocide Centennial Committee of Metro
Detroit, comprised of 15 of the area’s leading Armenian-American
organizations, has organized commemorative events throughout 2015
to honor the genocide victims, demand recognition and reparations,
and increase public awareness of all genocides.

At a speech Sunday in Istanbul, Turkish Prime Minister Ahmet Davutoglu
told the provincial congress “I announce it from here: we have not
and will not succumb to the Jewish lobby, the Armenian lobby or the
Turkish-Greek minority’s lobbies,” the Turkish dailyHurriyet reported.

His comments were said in response to President Recep Tayyip Erdogan’s
statements last month linking his opponents, the Gulenists or,
“parallel structure,” to the Mossad.

“I call out to the parallel lobby that sent them a message: We will
stand before you with dignity no matter where you are; you will be
despicable for the treason you have done to this nation,” theHurriyet
recorded Davutoglu saying.

Erdogan came under fire for his claim that allies of his arch-foe, the
US-based Muslim cleric Fethullah Gulen, are linked to Israel’s Mossad.

“The sincere people backing this parallel structure should see with
whom this structure is cooperating with…shame on them if they
still cannot see that this structure is cooperating with the Mossad,”
Erdogan charged.

He accused Gulen of setting up a “parallel state” within the Turkish
administration and trying to topple him, blaming his supporters within
the police and judiciary for a corruption inquiry that rocked the
government late in 2013.

“If this is not treason then what is it?” Erdogan posed, adding that
the Gulen movement wiretapped top secret Turkish state meetings,
feeding the information to foreign intelligence services.

On Sunday, a Turkish court ordered the arrest of 21 police officers as
part of the investigation into the illegal wiretapping of politicians,
civil servants and businessmen, according to the Dogan News Agency.

Raids began in several cities as prosecutors enforced the court order,
part of Erdogan’s campaign against supporters of Gulen.

Erdogan’s political rivals criticized him for making his claims
without providing any evidence of their truth.

Turkish newspaper Today’s Zaman quoted Oktay EkÃ…~_i, a deputy from
the Republican People’s Party, as saying that Erdogan “has always
said a claimant needs to prove his claim, but it is he who has never
bothered to prove his claims.”

Tunca Toskay of the Nationalist Movement Party (MHP) accused Erdogan of
“irresponsible behavior.”

Although Erdogan claimed in the past that the Gulen movement was a
pawn of “foreign imperial powers,” he had not before made allegations
that the Mossad was connected to the movement and to the graft probe
against him.

His investigation led to the resignation of three ministers as a “coup
attempt,” and thousands of police officers, judges and prosecutors
were removed from their posts.

Last month, a Turkish court issued an arrest warrant against Gulen
on suspicion of heading up a criminal organization.

Gulen, who lives in self-imposed exile in the US, denies any
involvement in plots against the government.

Aliyev refuses to commit to principle of non use of force and threat of
force for the Nagorno Karabakh conflict resolution. The Spokesperson
of the Minister of Foreign Affairs of the Republic of Armenia Tigran
Balayan made a note in his twitter account about it, responding to
the speech of Aliyev at the Munich Security Council.

“At the Munich Security Council the president of Azerbaijan presented
his own distorted perceptions on the self-determination principle.

Ilham Aliyev refuses to commit to 3 principles of non use of force and
threat of force for the Nagorno Karabakh conflict resolution, proposed
by the OSCE Minsk Group co-chairs,” wrote Balayan, Armenpress reports.

In Munich Aliyev again tried to mislead the international community,
presenting his own approaches on the Nagorno Karabakh conflict, which
do not correspond to the reality, stating that the Armenian side is
to blame for the tension on the border and for the conflict settlement
delay and stated that Armenia ignores the mediators’ efforts.

The annual International Security Conference, which this year was
almost entirely devoted to the Ukrainian problem, ended in Munich,
Germany.

Armenian Minister of Foreign Affairs Edward Nalbandian, who last year
found it unnecessary to attend the conference, did take part in it
this year.

During the forum, Nalbandian met with the OSCE Minsk Group Co-Chairs
(Igor Popov, of Russia, James Warlick, of the United States, and Pierre
Andrieu, of France). In addition, he met with his counterparts from
Croatia, Romania, Qatar and other countries.

The Karabakh issue was discussed at the margins of the conference, and
the Armenian minister did not make any special speech. The Minsk Group
co-chairs issued a joint statement in which they called on the parties
to return to talks on a framework agreement on long-term peace. Also,
statements were made by the chairman-in-office and secretary general
of the OSCE.

The Minsk Group statement contains a remarkable appeal to the parties
to avoid steps that could lead to a repeat of the incident of November
12, 2014 when during military exercises an Armenian helicopter was
shot down by Azerbaijani troops. Armenian experts in this regard said
that the appeal was addressed to Azerbaijan, which was conducting
large-scale military exercises near the Line of Contact last week.

The situation on the borders of Armenia and Karabakh with Azerbaijan
has significantly deteriorated since the beginning of the year.

Azerbaijani troops use the tactic of small sabotage activities and
inflicting “drip” damage. At the same time, the Armenian army announced
transition to the tactics of punitive and preventive actions. Since
the beginning of the year the Armenian side alone has had more than
a dozen victims.

Armenia is in search of a more “diversified” security. Russia is
considered to be the guarantor of Armenia’s security, but Armenia
also has cooperation with NATO, even though Moscow prevents closer
contacts with the North-Atlantic alliance and supply of arms.

Between Russia and the greater part of the leading countries of the
world there is an ongoing strong opposition on Ukraine. One of the main
reproaches that are made to Russia is its interference in the affairs
of neighboring states and influencing their foreign-policy orientation.

Armenia is among such countries – on September 3, 2013 the president
of Armenian, after three years of negotiations with the European
Union on association, suddenly declared about Armenia’s joining the
Russian-led trade bloc.

The same thing all but happened in Ukraine, and the current war there
is a continuation of Russia’s opposition to Ukraine’s integration
into Western structures – NATO and the EU.

The West is clearly supporting Ukraine, but many wonder if the same
support would be given to Armenia if its leadership pressed ahead with
association with the EU. Armenia too clearly yielded its security
to Russia. Now there are some unsuccessful attempts to establish
relations with NATO and, perhaps, get weapons.

On February 6, Armenian Defense Minister Seyran Ohanyan received
UK Ambassador to Armenia Katherine Leach. During the meeting issues
related to the trial relations of Armenia-UK-NATO and regional security
were discussed. Great Britain would like to become a provider of
closer relations between Armenia and NATO. But it is not known whether
Armenia agreed to establish such a relationship.

A day before that, February 5, Minister Ohanyan met with Collective
Security Treaty Organization (CSTO) Secretary General Nikolai
Bordyuzha. Discussed were issues related to the implementation of the
decisions of the December summit of the CSTO aimed at the development
of the military unit and the components related to regional and
international security.

This time there were more specifics – the CSTO is going to increase
the military component. In autumn the organization intends to
conduct large-scale exercises in Armenia codenamed “Indestructible
Brotherhood”. As for NATO, there are still no specifics in this issue.

“All along the Armenian-Azerbaijani border the opponent, violating
the ceasefire regime, kept Armenian villages under open fire.” It
may be cynical to say, but this sentence has become so common in
recent years. But now the news is more and more about casualties among
civilians… Although, if we look at the fact that since the beginning
of the year – within around 40 days, ceasefire regime violations by
Azerbaijan claimed 13 Armenian lives, two civilians among them, this
‘news’ becomes common as well, considering the fact that before we
had that many deaths within a whole year.

At hearing another victim’s name each of us starts searching in mind
for relative-acquaintances and when we do not find anyone, we breathe
with ease, then coming to senses we realize that among two and a half
million or even less, there is no mine or yours. On a small piece of
land, on a point that can barely be seen on the Planet there should
not be mine or yours, as we are so few that the boundaries of ‘mine
and yours’ always intersect.

We, or some others, have convinced ourselves/us that we live in a
peaceful country… however that ‘peaceful’ is felt differently on
every section of the 300-400 km road stretching from the capital
toward north-south.

For instance, in the town of Sevan, 60 km from Yerevan, where I
moved three months ago after my 25-year-long life in the capital,
peaceful, as I see it, is when the wind is calm, salaries are not
late, the exchange rate of the ruble (most labor migrants wire
money back home from Russia in rubles) is high, shopkeepers watch
less TV and serve the customers more, and the culmination of shop
peace – when the shop-keeper greedily crosses out names from his
book of debts. People know very little about border shootings here,
they surely heard that there is a neighboring country that regularly
shoots, but very few imagine how harsh those shootings appear to be,
making the bravest and the most indifferent shiver out of helplessness.

This is the ‘peaceful’ in mostly all provinces and communities
of Armenia, maybe a bit different, though, in Yerevan, where the
luxurious buildings, magical lights cast shadow on the reality.

Nevertheless, in 31 communities of Armenia, more specifically in 10
villages, this daily problems of ‘peaceful’ are added up by daily
increasing shootings that have nothing to do with peaceful.

And right here, on the edge of the border between two countries the
small piece of land in deep misery gives away the weakness of the two
countries’ and specifically their governments’ strategy, the work done,
human treatment and the borderline of ‘mine and yours’ in general.

The northern province of Tavush, that has the longest, 300-km border
with neighboring but un-neighborly Azerbaijan and is in direct contact
with this country (I mean the intensity of shootings), with its 24
border communities and roads winding there demonstrate the connivance
of the government. The country that still two years ago promised 7
percent economic growth, but hardly provided half of it, could not
provide border community residents with jobs during 20 years, to be
able to earn their families’ daily food.

On the contrary, President Serzh Sargsyan, with promises, as part
of his pre-elections campaign for his second term, visited border
village of Movses and blamed the residents for being lazys saying
that they had to do farming and animal breeding, not knowing, or
maybe having forgotten that professions, so typical of farmer, here
would mean suicide: the arable lands are right within the range of the
opponent’s fire and people working in the field become easy targets,
increasing the number of sniper victims.

All throughout 20 years no strategic structures were built for the
villages living in constant danger of war.

Only during recent years, when an upcoming war can be ‘smelt’ even
stronger, private companies, individuals are trying to implement some
projects, but even they do not always end in success. And the worst
part is that most of the money allocated for border projects either
does not achieve its goals or simply does not reach there. Thus,
even the border, where our country starts and ends, where they were
supposed to provide all means for the residents to stay, has become
a best place for money laundry.

So much could have been done during 20 years that was not and that
weakened even more the border guard living by caprices of two country
governments.

Only during the 2014 August escalation, when the whole country was
focused on the border, and only the Armenian armed forces provided
unreserved defense, after official visits and long discussions,
despite opposition MP Nikol Pashinyan’s suggestion on a 50-percent
compensation of utility payments for border community residents, the
National Assembly in October approved the bill about tax privileges
for 31 villages situated closest to the border, according to which
only two types of taxes – employees’ income tax and social payments
were left to be paid. Earlier there was also a decision to realize
tax exemption for the land that is under fire, although this was not
as effective, because these lands are not used because of shootings.

Recently many military experts predict a possibility of renewed
hostilities and say that we must get ready for it, prepare the people
psychologically. They say we must get ready for it during peace, and
during 20 years after signing the ceasefire agreement, which we never
actually enjoyed, but the situation was not as tense as it has been
during the last two-four years and there was time to act. However,
our national arrogance might have made us once again change the rules
of the game and be sure that we will not see a wide-scale war anymore.

And let there be no wars, but then what is it that is happening on
our border now, if not war. Some experts call it situational warfare,
others – snipers’ warfare, some others – a slow one, many others simply
prefer calling it a war of nerves. Nevertheless, the fact is that as
a result of all of this each day we lose people, and if sometimes we
manage to avoid physical victims, it has become impossible to avoid
catching psychological traumas and many other diseases. And it is
shameful to realize that we lose people not only from the opponent’s
bullets, but also because of our government’s work.

PAP Condemns Kidnapping Of Its Member, Suggests Considering Boycott

Tycoon Gagik Tsarukyan’s Prosperous Armenia Party has condemned
the kidnapping and beating of member of its political council Artak
Khachatryan, considering it as “an arrogant and cynical challenge to
political forces and society.”

The incident took place near the Tashir shopping center in Yerevan
on Saturday afternoon as three armed men wearing masks forced Artak
Khachatryan into a car and took him to an unknown direction. The
man, who was also beaten up, was later found near his home in an
unconscious state.

Khachatryan is known as an active participant in recent protests
against the new law on the sales tax. Remarkably, the attack on the PAP
member took place two days after a large conference of non-governing
forces invited by the party’s leader Tsarukyan to discuss the current
state of affairs in Armenia.

In its statement on Sunday the PAP, in particular, said: “It is clear
that the responsibility for what happened lies with the political
authorities. We consider the supreme political power of the country
to be the main party that is responsible for the gangster atmosphere
and the arbitrariness that have been formed in the country and this
power also bears personal responsibility for everything.”

“Instead of solving the accumulated problems, tackle the serious
challenges facing the state and the people, ensuring the internal
atmosphere of solidarity in the country, the political power chooses
cowardly methods of kidnapping, stabbing in the back, beating,”
the Political Council of the PAP said.

The party that has the second largest parliamentary faction and is
a key member of the “non-governing” coalition of forces along with
the Armenian National Congress (ANC) and Heritage demanded that
law-enforcement agencies immediately disclose the latest crime as
well as the other “ordered attacks on political and public figures
and activists.”

“Let no one think that violence against Artak Khachatryan and other
political and public figures will go unpunished,” the PAP said,
warning that “if the law-enforcement system cannot punish those
responsible for violence, the people will.”

The PAP Political Council suggested to the party’s faction “before
the full punishment of those responsible for the crime to discuss the
issue of a boycott of the parliament’s work and to begin consultations
with other factions on the next steps.”

Other opposition groups also denounced the attack on the PAP member.

The ANC described it as “another link in the chain of mean terrorist
activities” unleashed by the authorities against the opposition.

As unknown men in masks abduct Artak Khachatryan, a member of the
Prosperous Armenian Party (PAP) on February 7, PAP mulls an action of
protest. Vahe Enfiajyan, a parliamentarian (PAP), calls on everyone
who fights for free and democratic public to join the protests that
will be held outside the Government building at 1:00pm on February 9.

Artak Khachatryan, a member of the PAP Political Council, was abducted
by the three unknown in masks on February 7 in the evening. Several
hours later, he was found near his apartment severely beaten up.

PAP has disseminated a statement over the incident, wherein it
strongly condemned the violence against Khachatryan. The Party
blames the political leadership of Armenia for the incident that
happened shortly after Khachatryan took an active part in the protests
against the Law on Turnover Tax. The Party slams the authorities for
restoring to violence against their own citizens instead of settling
the social-economic problems accumulated in the country and recovering
the political atmosphere. The authorities are losing touch with reality
and acting in agony, the PAP says in the statement. The PAP informs
that it has received numerous offers from the regional headquarters
and territorial offices to organize a large-scale rally in Yerevan.

However, the PAP Political Council so far calls for restraint and
suggests its parliamentary faction to boycott the parliament sittings
until those who attacked and beaten up the activist are found and
punished.

YEREVAN, FEBRUARY 9, ARMENPRESS. During the Munich Security Annual
conference the President of Azerbaijan Ilham Aliyev had a speech
during the Panel Discussion “Beyond Ukraine- Unresolved conflicts in
Europe.” The President of Azerbaijan in essence repeated the boring
statements which are being made over the last two decades.

As reports “Armenpress”, during this section of the conference, where
a number of high-ranking officials were present, not everything went
smoothly for Ilham Aliyev. After the latter’s speech a question was
addressed by a member of the Armenian delegation Andranik Hovhannisyan
that “it is well-known that the OSCE Minsk Co-Chairs have on numerous
occasions appealed to the both countries to accept the Basic Principles
of the Madrid document, i.e. non-use of force or threat of force, right
to self-determination and territorial integrity. The Armenian side has
several times noted that it is accepting those proposals. Azerbaijan
has never clearly stated about this. Can you here unequivocally state
that you are accepting those principles as a basis for the conflict
settlement.”

Putting the question flatly perplexed Ilham Aliyev and he spoke
about his vision of the conflict settlement. Then he made a distorted

panelists, where he asked what the first step on the way to progress in
the peaceful settlement of the conflicts. You wandered around, but did

Deux soldats, un Armenien et un Azerbaïdjanais, ainsi qu’un civil
armenien ont ete tues dans la zone de “ligne de contact” autour du
Haut-Karabagh.

Vanik Ghukasian, un resident de 60 ans de Nerkin Karmir Aghbyur, a ete
abattu jeudi soir après que son village, frontalier dans la province
de Tavush, ait ete attaque par l’armee de l’Azerbaïdjan. Beaucoup de
residents auraient passe la nuit dans leur sous-sol.

Le ministère armenien de la Defense a declare que les forces
azerbaïdjanaises avait aussi ouvert le feu dans la nuit sur
pratiquement tous les autres villages du Tavush proches de la frontière
azerbaïdjanaise. Artsrun Hovannisian, le porte-parole du ministère,
a declare vendredi que les troupes armeniennes stationnees dans la
region ont replique a l’arrière.
