Armenian Regulator Raises Refinancing Rate One Point To 10.5%

ARMENIAN REGULATOR RAISES REFINANCING RATE ONE POINT TO 10.5%

YEREVAN, February 10. /ARKA/. The board of the Central Bank of Armenia
raised Tuesday the refinancing rate by one percentage points to 10.5%,
the regulator’s press office reports.

According to the press release, at its session the board also placed
it in record that inflation stood at 2.5% in January 2015, and 12-month
inflation reached 4.3% in late January coming close the projected rate.

The board predicted that 12-month inflation would go up in the next
months, compared with the previous year’s low general indicator,
but after that it will return to the targeted rate.

It also said that certain speedup was seen in the U.S. economy in 2015
along with outlooks for increase in interest rates that contributed
to the U.S. dollar’s revaluation and price falls at the world’s food
and raw materials markets.

This drove investment risks in developing countries up, which, in
turn, enhanced volatility at developing countries’ forex markets,
increased interest rates and slowed down economic growth.

The board says the consequences of these developments and geopolitical
things that affected Armenia’s financial and trade markets by the
end of 2014 will gradually smooth over.

The central bank’s board also says that the mentioned measures will
narrow the difference between the regulator’s policy and short-term
market rates, which will create favorable environment for stabilization
at financial market and will ensure achievement of the projected
inflation rate over the medium term.

The central bank’s previous refinancing rate change was on January 22,
2014. The regulator then raise it from 8.5% to 9.5%. —0—–

Did the recent voting at PACE – where it was decided not to restore
Russia’s voting rights until April- show perturbations that may result
in a new geopolitical situation in the South Caucasus?

The voting was demonstrative and paradoxical. Three of the countries
that voted ‘against’ the resolution supporting the territorial
integrity of Ukraine have territorial problems. Those countries
were Azerbaijan, Serbia and Cyprus. That voting demonstrated that
there is no full consensus in the situation around Ukraine and
its interpretation by the global actors. Those three countries
sought to show their stance on all the international principles of
decision-making concerning the territorial integrity. In other words,
Azerbaijan, Serbia and Cyprus demonstrated that they anticipate
similar actions concerning their own problems. Since, nothing of
the kind has happened, they were reluctant to vote ‘against’ the
resolution to show their protest.

Nagorny Karabakh conflict also deals with the principles of
self-determination and territorial integrity…

These issues are raised during the settlement process, of course. On
the other hand, the political configuration in the South Caucasus is
changing, given the policy of the leading actors and the current
distribution of forces. Officially mediating in the Karabakh
conflict, Russia keeps developing its relations with both Armenia
and Azerbaijan. However, one can see that Russia’s benefits from the
partner relations with Armenia and Azerbaijan are quite different.

Armenia unlike Azerbaijan is a recipient of Russia’s military and
economic assistance. Meanwhile, Baku is a good trade and economic,
and, which is the most important, military-technical partner of
Russia. In 2014 alone, Sergey Shoiu made a $5 million arms deal
during his visit to Baku. Given the current problems of the JSC
Rosoboronexport – Russia’s major company engaged in arms export –
Russia cannot undervalue such a big order by Azerbaijan. Therefore,
if Baku supported the anti-Russian resolution, it would negatively
affect its partnership with Russia. Furthermore, Azervbaijan not only
would fail to settle its territorial problems, but also would face
confrontation with Russia – something it does not need at all.

Consequently, Azerbaijan’s vote was rather pragmatic and justified,
like the voting of Cyprus and Serbia, I think. It is untimely
anticipating any drastic changes in the region from the PACE voting,

Many believe that Russia has lost the confrontation with Ukraine. Do
you share these views? Will this change the distribution of forces
in the region and the balance around Nagorny Karabakh?

There are categorical assertions that Russia has failed to manage
the Ukraine crisis, but these assertions belong mostly to the media
outlets that interpret the situation in conformity with their editorial
line. That is why, one should not draw any far-reaching conclusions
from this so far. Nothing is that simple in the Ukrainian crisis. What
we are witnessing now is an extremely painful transformation of the
international and regional relations with predominance of destructive
elements. It is not likely that a new ‘construction’ will emerge from
the ongoing transformation.

Destabilizing processes continue getting new geopolitical accents,
additional negative and dramatic nature. Actually, not only Russia
and Ukraine, but also all the neighbors of Russia suffer from those
processes, particularly, the EEU member Kazakhstan that even has no
border with Ukraine.

What about Armenia and Azerbaijan?

As for Armenia, it is suffering also because its external borders are,
actually, the borders of the EEU. I cannot say how the real situation
in the case of Armenia will extrapolate, but Yerevan will inevitably
face difficulties, given that special laws that would facilitate its
special state can be adopted only in cooperation with the EEU members.

Further protraction of the Ukrainian crisis will negatively affect the
countries like Armenia, first of all. The situation is developing so
rapidly now that any decision on Ukraine influences the development
of the Ukrainian crisis. Therefore, no one can make any forecasts. As
for Azerbaijan, it has already displayed its choice in favor of Russia
by the voting at the PACE. Nevertheless, the issue of Azerbaijan’s
strategic choice is still open, because no global super actors present
Baku with a dilemma. The reason is that the EU, U.S., and Russia
are now satisfied with what they receive from Azerbaijan: Moscow –
arms deals, Brussels and Washington – energy resources.

And how does Karabakh fit into this configuration?

Unfortunately, Karabakh does not at all fit into the current
geopolitical configuration because no real ties between Karabakh
and Azerbaijan are observed. In the meantime, serious geopolitical
decisions affect the conflict. At the moment, one should not expect
any radical changes in the situation around the Karabakh conflict. Nor
should one expect Azerbaijan to make a real geopolitical choice.

Russia is not interested in the change of the status quo, because
in that case it will lose control over the conflict, especially
amid the conflict with Ukraine. So, at the moment the conflicting
parties are left to their own devices. What we see today on the
Armenian-Azerbaijani border confirms that the parties are trying
to force benefits out of the general geopolitical context. Further
protraction of the Karabakh conflict is unacceptable. Specific facts
and figures also prove that. A few years ago, the ceasefire regime
was annually breached no more than for 2-3 thsd times, and now the
number of ceasefire violations has increased dozens of times, which
demonstrates a latent war.

So, do you see an impulse for resolution of the conflict?

Certainly, I do. And that impulse is natural. The escalation of the
arms race in the region, where mountains of weapons are stockpiled,
sooner or later raises the need to use these weapons. This is what we
see today. Despite numerous calls for peace, foreign actors make no
real management of the conflict. Naturally, Azerbaijan is not happy
with the current situation and tries to give relevant signals to the
world. That is, they try to say that protraction of the situation
will not lead to durable peace in the region. External actors and
Armenia, naturally, interpret these signals in their own way, which
just makes Azerbaijan use force. Therefore, as Karabakh peace talks
are stagnating, shelling appears to be the only method of political
dialogue.

What are the prospects of that dialogue?

This dialogue has two potential outcomes: either a short-term
small-scale war or even more ceasefire breaches. This perspective is
constantly growing. Such latent conflict is not likely to spiral into
a large-scale war, as it is not within the interests of big actors.

Russia and the West will not keep calm amid growing threats to
their national interests, for instance, explosions of oil pipelines
or new problems in the Caspian Sea region. Nevertheless, they need
to manage the situation carefully enough not to spark a large-scale
destructive war. This is what explains the calls for settlement of the
conflict by means of the ‘Madrid Principles.’ To resolve the conflict,
implementation of those principles, not political rhetoric is required.

Leader of Prosperous Armenia Party Gagik Tsarukyan is the legal
successor of the government in place. Consequently, all the reasonable
political and public forces must prevent his coming to power, Tigran
Khzmalyan, former member of Pre-Parliament NGO, film director, told
reporters, on February 10.

“Tsarukyan does not conceal that his party is not in the opposition.

He may lose his restaurants, casinos, TV channel, all his property
overnight. However, he openly speaks against the system as he belongs
to it and has a permission to do so,” Khzmalyan said. According to
him, Tsarukyan is just a reserve player who does not conceal his
ties with the second president Robert Kocharyan, whose interests,
as Khzmalyan believes, he protects. The film director is sure that
both Kocharyan and the ruling Republic Party of Armenia represent

Russia’s interests at the expense of the national interests of
Armenia. “They have re- launched the process of power retention
against the public will,” he said.

Garnik Isagoulyan, Leader of the National Security Party, in turn,
blamed the citizens for not fighting for their rights, which has
resulted in the current situation in the country. In this light, he
recommended Khzmalyan not to look for plots. Isagoulyan is sure that
Tsarukyan is not part of the ruling regime and really seeks radical
changes in the country. In this light, he recalled the February 5
meeting of the political forces and public organizations organized
by Tsarukyan.

It is noteworthy that the relations of the PAP and RPA have grown
tense recently. At the least meeting of the political forces and public
organizations, Tsarukyan promised large-scale rallies in Yerevan and
in the regions and blamed the authorities for the attack on Artak
Khachatryan, a member of the PAP political council.

Meanwhile, Armenia’s Prime Minister Hovik Abrahamyan – who is
Tsarukyan’s affiance – laid the responsibility for possible escalation
of the domestic political situation in Armenia on the PAP leader
Gagik Tsarukyan.

vocal and instrumental songs dedicated to the 100thanniversary of
the Armenian Genocide have been summed up. As the Union of Composers
of Armenia reports to “Armenpress”, 11 composers had applied to
participate in the competition. The president of the jury was Merited
Art Figure of the Republic of Armenia, composer Vahram Babayan.

By the jury’s decision, there were two winners, including young
composers Edmond Makaryan and Jirair Shahrimanyan. and no composer

called “In memory…” and is for vocals, a string quartet and the

Vanadzor held a rally near Lori regional administration. They demanded
to see Governor Arthur Nalbandyan in order to remind once more of the
poor conditions of the community, especially the absence of transport
and bad roads, which are a big barrier to reach the city. In order
to go to the city the residents of this district first have to go to
Darpas community on foot.

Yazidis Want To Have A Representative At The Regional Administration

YAZIDIS WANT TO HAVE A REPRESENTATIVE AT THE REGIONAL ADMINISTRATION (VIDEO)

The Yazidi community is the biggest of the ethnic minorities living
in Armenia- more than 35.000 people. A decade ago their number was
about 10.000 more. “The main reason for migration is social-economic
conditions, there is no political problem, noted Siaband Bakoyan, the
representative of the Yazidi community of Council for Coordination
of Activities of National-Cultural Organizations of the National
Minorities of Armenia.

At present Yazidis have 20 homogeneous villages in our country, where
the main problem is the lack of medical centers or their incomplete
condition. There are problems also in the sphere of education. “We
would like to have a representative at the Ministry of Science and
Education,”- highlighted Mr. Bakoyan. At present 562 Yazidi children
study in the capital.

They have 20 villages in Aragatsotn region, “Isn’t it possible to
have a representative at that regional administration?,”- noted the
representative of the Yazidi community.

The Greek community in Armenia has 2800 members, the majority lives in
Lori region. “In the course of time they leave for their homeland or
Russia,”- noted Chairman of “Ilios” NGO, representative of the Greek
community Slava Rafaelidis. He hopes that the statement intended by
the National Assembly condemning their and Assyrians’ genocide will
be adopted until April 24.

According to the official data, the Assyrian community consists of 3000
people. “But according to our calculations there are 6000 Assyrians
in Armenia,”- highlighted Arsen Mikhailov, Chairman of the “Atur”
Assyrian union. He also claims that they have no political problems,
the main difficulties are the social conditions.

We should have seriously thought about the national security and the
development of the country, director Tigran Khzmalyan said, speaking
at a news conference today.

“I am not speaking about the simple North-West contradiction but of
course it has its core significance and our political and economic
election will show whether we will enter the 21st century as a country
or as a nation as till now we had not done it,” Khzmalyan said.

The other speaker of the news conference, leader of National Security
party Garnik Isagulyan agreed that unfortunately Armenia does not
have the place and the role it could really have.

“I have many times stated my opinion, I had been thinking that after
the collapse of the Soviet Union Armenia was to appear in the most
difficult and desperate situation. But our people and our generation
having left the disastrous earthquake behind managed to overcome
this tragedy and win in the imposed Karabakh war. It seemed that
after all it the Republic of Armenia and Nagorno-Karabakh Republic
cannot only say what they want but have a serious role in the region
and the world,” he said, stressing that best example for Armenia is
Israel which being smaller country and having less potential declared
its independence in 1948 and in 1967 in 6-day war won five Arab state
surrounding it and enlarged its territory more than thrice. “We too
had such opportunity, Armenia could have bigger chances than Israel.

But after 19 years of our independence in 2013 we signed the agreement
on accession to the Eurasian Economic Union, which of course is a
tragedy,” he said.

The party’s leader said that it was very important for Armenia to be
able to keep balanced stance with the West, East, North, South and
have same level relations with all.

“Unfortunately, in all times, the Armenian authorities have not viewed
the national and state interest as a prior issue,” Isagulyan stressed,
adding that unfortunately Armenia’s national security issue is in
desperate situation and if it continues in this way it is a big
question whether we will be able to keep our state or not.

Armenia in Aleppo Tigran Gevorgyan paid visits to Lattakia and Kessab.

As the Department of Press, Information and Public Relations of the
Ministry of Foreign Affairs of the Republic of Armenia reports to

of the local national authorities on February 7-8 and discussed a
broad range of issues related to the living conditions of Armenians

perspectives for solutions to those issues. During the two-day visit
