RULE OF LAW PARTY VICE-CHAIRPERSON SPEAKS OF PARTY’S FURTHER STEPS

In an interview with Tert.am, Vice-Chairperson of the Rule of Law
party Heghine Bisharyan spoke of the party’s further steps as an
opposition force.

According to her, it is “raising urgent problems, pointing to the
government’s failures and proposing solutions.”

“Throughout the world, being an opposition force means raising
urgent problems, pointing to the government’s failures and proposing
solutions. Of course, I am not speaking of the format of involvement
in political processes because these are issues of tactics, which are
present-day imperatives. We are going to act as we consider right,
without any hesitation. We’ll also participate in different public
activities, if necessary.

With respect to the movement against funded pensions and the
Constitutional Court’s relevant ruling, Ms Bisharyan said:

“We should admit the fact that the Constitutional Court issued
its ruling, which changed the essence of the matter. Much earlier,
both the Rule of Law party chairman and our MPs clearly stated the
party’s stance on compulsory contributions. If you remember, in our
election program, as well as in our speeches, we said that pensioners
must receive pensions of two types – one paid by the government the
other accumulated by the individual. We considered pension reforms a
political necessity. However, with respect to compulsory contributions,
we said there was a need for further legal guarantees.

But there were no guarantees and people had grounds not to trust the
government. We raised all the issues in question at our meeting with
the then premier Tigran Sargsyan. I would also like to remind you that
at his press conference three months ago Rule of Law party Chairman
Artur Baghdasaryan said that the party saw problems behind the law on
funded pensions and instructed the Rule of Law parliamentary group to
draft amendments to the law. That was followed by the Constitutional
Court’s ruling.

“As to our supporting the movement against funded pensions, I can
say that a parliamentary political force we’ll support the sides
concerned over the problem to get a law that would meet our interests.”
