With respect to the resolution adopted by the European Parliament on
October 23, which includes unfavorable clauses about Armenia, which
although are not binding legally, but however creating a field,
orientalist and conflict analyst Arsen Kharatyan expressed his opinion
that this document has received its content by influence of lobbying
of Azerbaijani parliamentary diplomacy in the PACE. To the question of
`Aravot’ what the bases of his assumptions are, Mr. Kharatyan said,
`This is evidenced particularly by the reference to the UN Security
Council resolutions, the fact that there is no word about the Kazan
failed meeting, as well as the absence of details about other states
(Georgia, Moldova) in conflict involved in the Eastern Partnership
project. However, an attempt was made characteristic to this European
structure to preserve the principle of parity. Parallel to UN security
resolutions, L’Aquila’s statement is mentioned, which basically are
`updated’ Madrid principles, where it speaks about fundamental
principle of self-determination of nations considered favorable to the
Armenian side, and about the interim status of Artsakh. However, in my
view, regardless of the nature of the document being consultative, it
may have dangerous consequences, because this, accordingly, provides
for that the settlement of the conflict for signing the Association
Agreement within the framework of the Eastern Partnership may become a
precondition. The truthfulness of the last thesis, perhaps, would
become clear after the meeting in Vilnius, where, at least at this
point, it is envisaged to sign an Association Agreement with Georgia
and Moldova, after which it would be extremely difficult to link
signing of similar agreement with Armenia and Azerbaijan to Nagorno
Karabakh conflict, since it would be an obvious manifestation of
double standards.’
