SERGEY MINASYAN: DRAFT RESOLUTION OF THE EUROPEAN PARLIAMENT ON NAGORNYY KARABAKH WILL SERIOUSLY AFFECT THE KARABAKH SETTLEMENT

The draft resolution of the European Parliament on Nagornyy Karabakh
will seriously affect the Karabakh conflict settlement process,
Deputy director of the Caucasus Institute, Sergey Minasyan, said at
today’s press-conference.

“Armenia’s Foreign Ministry was right when saying that the given
challenge contradicts to the principles mentioned by the OSCE Minsk
Group. It is obvious that the resolution was drawn out by a group
of the pro-Azerbaijani deputies of the European Parliament”, – the
expert said.

He also added that in this case the actions of European structures
is rather predictable. Minasyan said that Armenia should understand
that there are several levels of power in the European structures,
the approaches of which regarding this or that issue differ.

Minasyan said that the second part of the resolution regarding
Armenia-EU relations was positively assessed and one should pay
attention just to this part.

To recall, a draft resolution on the European Neighbourhood Policy
was adopted in the plenary session of the European Parliament
on Wednesday. On paragraph 16 of the resolution, the European
Parliament mentioned that the occupation of one state’s territories
that is a participant of the “Eastern Partnership” program, by another
state which also participates in this program, is a violation of the
fundamental principles and objectives of the “Eastern Partnership”.It
was emphasized that the Nagorno-Karabakh conflict should be resolved
on the basis of the UN Security Council Resolutions adopted in 1993 and
the basic principles of the OSCE Minsk Group reflected in the L’Aquila
Joint Statement of July 10, 2009. In the resolution adopted by the
European Parliament it is emphasized that the Armenian-Azerbaijani
conflict should be resolved in accordance with UN Security Council
resolutions demanding an immediate, unconditional and complete
withdrawal of the occupying forces from the occupied Azerbaijani
territories and ensuring of Azerbaijan’s territorial integrity,
sovereignty and inviolability of its borders.
