Les agriculteurs arméniens devraient récolter 310000 tonnes de blé

Hrachya Tsnepsyan, un haut fonctionnaire du ministère arménien de
l’agriculture, a déclaré que les agriculteurs devraient récolter au
moins 310000 tonnes de blé cette année soit 7,4 pour cent de plus qu’
en 2012, quand ils ont recueilli environ 240000 tonnes.

Il dit que la prévision est que la production céréalière totale du
pays sera d’environ 530000 tonnes soit 25 pour cent de plus qu’en
2012.

Il a également dit que la projection pour la production des pommes de
terre est de 665000 tonnes, pour les légumes de 860000 tonnes et les
prévisions pour les fruits et les baies sont 340000 tonnes métriques.
Il a dit que la production de blé ne couvre seulement que 35 à 36% des
besoins de l’Arménie.

douanière devra être fini pour mai 2014

Le travail administratif pour l’adhésion de l’Arménie dans l’Union
douanière sera achevée d’ici mai 2014 lors de la convention
d’établissement de l’Union économique eurasiatique est prévu d’être
signée a déclaré Igor Chouvalov, le premier vice-premier ministre de
la Fédération de Russie lors d’une réunion du Premier ministre russe
Dmitri Medvedev avec ses adjoints.

« Les experts disent que tout en formant l’accord d’union économique
eurasiatique nous pouvons organiser avec les candidats voulant
rejoindre l’Union douanière les principales dispositions de ce premier
niveau d’intégration qui peut être réglé d’ici mai 2014 » a-t-il dit
en rappelant aux participants à la réunion que le Kirghizistan avait
demandé son adhésion à l’Union douanière aussi.

La BERD nomme un nouveau chef pour son bureau d’Erevan

La Banque européenne pour la reconstruction et le développement (BERD)
a nommé Mark Davis comme nouveau chef du bureau d’Erevan.

Mark Davis remplace Valeriu Razlog, qui a été nommé Senior Banker dans
l’équipe des ressources humaines au siège de la BERD à Londres.

Avant de prendre un poste à la BERD, Mark Davis a été directeur
général de Goldman Sachs (2010-12) et Morgan Stanley (2007-10), en se
concentrant sur les marchés de capitaux des dettes, des produits
dérivés et des matières premières structurées.

La BERD est présente en Arménie depuis l’indépendance du pays en 1991.
Son objectif est d’aider à diversifier l’économie en soutenant
l’investissement dans différents secteurs, ainsi que de soutenir le
développement du secteur financier et les petites et moyennes
entreprises.

À ce jour, la Banque a investi plus de 656 millions d’euros dans 120
projets dans le pays

Haykakan Jamanak : Carrefour va s’installer au Centre du shopping d’Erevan

La Construction d’un centre de shopping et de divertissement à Erevan
est en cours sur l’avenue Arshakuniants à Erevan. L’ouverture du
centre est prévue pour octobre. Les noms des propriétaires du centre
ne sont pas officiellement annoncé, mais les rumeurs circulant est que
le centre est détenu par le président du Comité des recettes d’Etat
d’Arménie (SRC) Gagik Khachatrian et du directeur de Keramika OJSC
Norayr Khachatrian selon le quotidien « Haykakan Zhamanak ».

« Le service de presse du SRC a réfuté hier cette information, disant
que le chef du SRC et ses parents n’ont rien à voir avec le Centre. En
Arménie, ces réfutations ne veulent rien dire » écrit le journal.

L’hypermarché Carrefour devrait s’installer dans ce Centre.

Malgré le fait que jusqu’à présent il n’y a eu aucune information
officielle sur l’entrée de Carrefour sur le marché arménien, les
rumeurs persistent dans les milieux d’affaires que la célèbre chaîne
d’hypermarchés entrera sur le marché arménien et s’installera dans ce
centre.

Selon le journal une superficie de 6000 mètres carrés a été allouée pour cela.

L’Arménie devant tous ses voisins régionaux pour certaines armes selon
le ministre de la Défense

Au niveau de certains types d’armes l’Arménie est en avance sur tous
ses voisins régionaux a déclaré le ministre de la Défense Seyran
Ohanian.

À titre d’exemple, il a cité les S-300 systèmes de défense aérienne de
fabrication russe en disant qu’aucun pays de la région ne peut se
vanter d’avoir ce système. S’exprimant lors d’une rencontre avec des
étudiants de l’Université d’Etat d’Erevan le ministre a minimisé les
précédents rapports que la Russie a livré 1 milliard de dollars de
matériel militaire à l’Azerbaïdjan. Selon des informations parues dans
les médias russes, les militaires azerbaïdjanais auraient reçu plus de
90 chars T-90C, environ 100 transporteurs et des dizaines de systèmes
multi-roquettes et des canons d’artillerie.

Selon Ohanian, la partie arménienne avait été informé de la livraison
2-3 mois auparavant.

« Chaque pays décide lui-même de la voie de la coopération
militaro-technique avec d’autres pays et l’Arménie n’a pas le droit
d’interférer ou tenter d’entraver les ventes d’armes, cependant, nous
envoyons des messages par certaines organisations quand il s’agit de
l’Azerbaïdjan, car cela est inacceptable, surtout que L’Azerbaïdjan
fait tourner ses capacités défensives en offensives », a-t-il dit.

Il a souligné que la livraison d’armes aux pays de la région et la
coopération avec eux leur apporte un certain degré de contrôle.

Armenian Foreign Minister Edward Nalbandian made a statement at the
General Debate of the sixty-eighth session of the United Nations
General Assembly in New York.

`Mr. President,

I would like to join the previous speakers in congratulating John Ashe
on his election as the President of the 68th session of the United
Nations General Assembly and to thank the outgoing President Mr. Vuk
Jeremic.

Mr. President,

During the past two decades the international community has been
making great strides towards development of a cohesive approach to
address the political, social and economic challenges the world
community is facing nowadays.

We need to analyze our commitments with a view of the difficulties
that arose while implementing the Millennium Development Goals. The
world economic and financial crises had its share in detracting from
the charted path. However, it revealed some of the underlying issues
that were either overlooked or underestimated, which were important in
the overall success. It became clear once again that no country can
achieve in isolation the MDGs in the world of growing interdependence
and interconnectedness.

The UN Conference on Sustainable Development -RIO+20, enriched our
understanding of the ways of achieving the overall progress towards
the political, social and economic development.

Armenia welcomes the inclusion of `Post-2015 Development Agenda:
Setting the Stage’ as the theme and main focus of our deliberations.

Mr. President,

Despite the fact that most of us share the understanding that
elimination of violence and terror is essential for building peaceful,
sustainable and prosperous societies, peace seems to remain an elusive
phenomenon in many parts of the world.

Armenia remains alarmed by the worsening of the humanitarian situation
in Syria. The number of refugees Armenia continues to receive already
exceeds ten thousand, but tens of thousands of Syrian-Armenians still
remain in that country that has become their second home after the
Genocide of 1915, and they are struggling for their survival in
unbearable conditions together with their Syrian countrymen.

Armenia welcomes the resolution of the Security Council 2118 adopted
unanimously yesterday based on the agreement reached in Geneva between
Russian Foreign Minister Lavrov and US Secretary of State Kerry, which
could lead to the elimination of chemical weapons and exclusion of
their use in Syria and could pave the way to a political solution of
the Syrian crisis, putting an end to the sufferings of the Syrian
people.

Mr. President,

To our strong belief, there is no alternative to the peaceful solution
of the conflicts. Resolution of conflicts requires political will and
determination.

Three months ago, on June 18th the Presidents of the three Co-Chair
countries of the OSCE Minsk Group – Russia, United States and France,
made a new statement on Nagorno-Karabakh in the framework of G8 Summit
in Enniskillen.

In Armenia we welcomed this statement saying that, as the Co-Chairs,
we continue to believe that the elements outlined in the statements of
the heads of the Co-Chair countries over the last five years can be
the basis for reaching a fair and lasting settlement of the conflict.
We share the position of the Co-Chair countries, that those elements
should be seen as an integrated whole and that any attempt to select
some elements over others would make it impossible to achieve a
solution. We absolutely agree that peoples should be prepared for
peace, not war. Unfortunately until now the Azerbaijani leadership is
doing just the opposite and is increasing warmongering and
anti-Armenian hate-speech on a daily basis using even the highest
podium of the United Nations.

We absolutely agree with the heads of the three Co-Chair countries, of
the three permanent members of the Security Council, that the use of
force will not resolve the conflict, and that only a negotiated
settlement can lead to peace and stability. However, by the
unprecedented accumulation of offensive weaponry in massive scale
Azerbaijan seriously endangers regional and international security,
despite its membership in the UN Security Council.

Unlike Azerbaijan, Armenia has on several occasions reiterated and in
response to the Enniskillen appeal of the Presidents of USA, Russian
Federation and France, once again re-affirmed its commitment to the
principles of international law, particularly the non-use of force or
the threat of force, equal rights and self-determination of peoples,
and territorial integrity.

Azerbaijan keeps misinterpreting the 1993 Security Council
resolutions, the core requirement of which was the immediate cessation
of all hostilities and hostile acts and the establishment of a durable
cease-fire. Azerbaijan not only failed to comply with this
requirement, but further intensified its aggression and the military
operations against Nagorno-Karabakh and Armenia using mercenaries
closely linked to notorious terrorist organizations. It is not
surprising that after the ceasefire agreement signed in 1994, the
mediators, the three permanent members of the Security Council never
made any reference to those resolutions.

Azerbaijan is pretending that the international community shares its
approaches and it shares the approaches of the international
community. In reality, Azerbaijan is continuously rejecting all
proposals of the internationally mandated OSCE Minsk Group Co-Chair
countries. Baku rejected all versions of the Basic Principles of the
settlement of the Nagorno-Karabakh conflict proposed by the Co-Chairs
of the Minsk Group, including those presented at the Kazan (June
2011), Sochi (March 2011), Astrakhan (October 2011) and Saint
Petersburg (June 2010) summits.

Baku refused not only the Basic Principles, but also
confidence-building measures proposed by the Co-Chairs on
consolidation of ceasefire, withdrawal of the snipers from the line of
contact and the establishment of a mechanism for investigation of the
ceasefire violations.

Azerbaijan not only obstructs confidence-building measures, but also
periodically organizes provocations on the line of contact with
Nagorno-Karabakh and on the border with Armenia, which result in new
casualties.

During the previous session of the General Assembly I spoke about the
release and glorification of an axe-murderer Safarov by the
Azerbaijani leadership, which was strongly condemned by the entire
international community, by the United Nations’ and other
international organizations’ human rights commissions. Even today,
more than a year after it, Azerbaijani leadership continues to declare
that what they did `is just very good’ and dares to criticize the
stance of the international community. This clearly demonstrates the
deepening gap of perceptions between the Azerbaijani leadership and
the international community about what is good and what is bad.

Most recently Azerbaijani authorities on national level have
ostracized the eminent Azerbaijani writer Aylisli for publishing a
novel, where he talks about the pogroms against Armenians in Baku,
Sumgait and other parts of Azerbaijan. His books were publicly burnt
and the writer had to leave the country facing threats to his life.

Just last week the President of Azerbaijan once again came up with new
threats against Armenia and Nagorno-Karabakh and claimed Armenian
territories, including almost three thousand years old capital city
Yerevan.

Regardless of Azerbaijan’s destructive stance, Armenia will continue
its efforts towards the settlement of the Nagorno-Karabakh conflict
exclusively through peaceful means and on the basis of the purposes,
principles and norms reflected in the UN Charter and the provisions of
L’Aquila, Muskoka, Deauville, Los Cabos and Enniskillen statements of
the three Co-Chair countries’ Presidents.

Mr. President,

This March, the Human Rights Council adopted by consensus a resolution
`On Prevention of Genocide,’ initiated by Armenia and co-sponsored by
over 60 countries. The recognition, condemnation and prevention of
genocide remains a priority for Armenia and we will take necessary
actions to prevent new occurrences of the crime of genocide, while
keeping high on the agenda the issue of responsibility for the crime
against humanity and its denial.

As a nation that has survived the first genocide of the twentieth
century, Armenia unequivocally welcomes the clear position adopted by
the UN member states in precluding any possibility of immunity or
pardon for perpetrators of crimes against humanity.

Mr. President,

Since May of this year Armenia has assumed the Chairmanship of the
Council of Europe – a regional organization that remains a key partner
of the United Nations in our shared global quest united behind the
principles of fundamental freedoms, defense and promotion of human
rights and continuous efforts for peace and security.

The cooperation between these two organizations is also well
established in the fields of the fight against racism, xenophobia,
hate-speech and intolerance. These issues are also among Armenia’s
chairmanship priorities that were defined in response to the
challenges that member states of both the United Nations and the
Council of Europe are facing today.

Mr. President,

Armenia has committed itself to the strengthening of the institutional
capacities of the United Nations. We support the United Nations reform
process and are ready to bring our feasible contribution to it. We
believe that the reforms provide an opportunity to enhance the role of
this organization in addressing the crucial issues facing the world.

PanARMENIAN.Net – 250 ceasefire violations by the Azeri armed forces
were reported at the line of contact between Nagorno Karabakh and
Azerbaijan from Sept 22-29.

Azerbaijan fired over 1800 shots from various caliber weapons towards
Karabakh positions, NKR defense army’s press service said. The defense
army continued with their military duty in line with ceasefire
principles, taking necessary measures to protect the frontline.

Over 14000 ceasefire violations by Azeri armed forces were reported at
the contact line in 2012. Azerbaijan fired over 68700 shots from
various caliber weapons towards Karabakh positions, with intensified
instances of ceasefire violations reported during state holidays and
special events.

914 ceasefire violations were registered in December 2012 when
Azerbaijan fired over 170 shots from sniper weapons, with 6 shots
fired from large-caliber sniper weapons.

About 1000 ceasefire violations by Azerbaijan were reported in
November, with 210 shots fired from sniper weapons.

The number of ceasefire violations by Azeris in October totaled 1050,
in September – 1185, in August – 1161 and over 1300 and 3750 in July
and June respectively.

TEHRAN – Iran’s northwestern town of Khoy in West Azarbaijan Province
is playing host to an Iran-Armenia joint cultural exhibit, which
opened on Saturday.

Over 400 artworks including a variety of handicrafts and hand-woven
carpets created by 50 Iranian and Armenian artisans have been put on
display, the Persian service of IRNA reported on Sunday.

Speaking at the opening ceremony, Iran’s ambassador in Armenia
Mohammad Raisi said that these events can help broaden cultural
relations between the two countries. `Iran and Armenia have joint
commonalties that can provide the ground for further collaborations,’
he said.

Edgar Ghazaryan, the Governor of Vayots Dzor and also attending the
ceremony, said that the exhibit can help reinforce bilateral
relations.

Several workshops introducing different processes of producing the
handicrafts have also been set up on the side section of the three-day
exhibit.

Vayots Dzor hosted the first joint exhibit last winter.

Prominent Armenian actor Sos Sargsyan dies at 84

YEREVAN, September 27. /ARKA/. Prominent Armenian actor Sos Sargsyan
died at 84, Novosti-Armenia reported referring to a theatre source.
The actor was seriously ill recently and was transferred to hospital.

Sos Sargsyan starred in more than 30 films, including `Solyaris’ of
Andrey Tarkovsky, `Mikhaylo Lomonosov’, `Triangle’, `We and our
mountains’ and others.

Sargsyan took active part in Armenia’s social and political life. He
was elected to the parliament of USSR in 1998, ran for president in
1991. He founded and headed Hamazgayin theatre. Sargsyan was rector of
Yerevan Institute of Theatre and Cinema in 1997-2005.-0–

Renowned Armenian actor, playwright, and political activist Sos
Sargsyan passed away today. He was 84. Below, The Armenian Weekly
features filmmaker Eric Nazarian’s tribute to the legendary artist.

Beloved maestro Sos,

I am on the freeway in Los Angeles facing the northern mountains.
Yesterday, I was looking into a storyboard of your eyes for `Land of
Plenty,’ the film we were going to make together years ago. I just
learned of your final rite of passage. You are 11 hours away from Los
Angeles. The flood of memory overtakes me now. I remember when I was
seven years old in Glendale. My late father Haik would bring home
video cassettes from the old country. Nahapet. Autumn Sun. Menk Enk
Mer Sarere. You were a mentor, a grandfather, a raconteur, a legend,
but always the common man. You were the living embodiment of Saroyan’s
title, `My Heart is in the Highlands.’ You were the old warrior and
quiet survivor who could sing like a hurricane. You were the face of
Armenian cinema for us. You are now entering the home where Frunzik’s
smile greets you. Where Parajanov taps out another screenplay on an
old Soviet-era typewriter surrounded by puppets made of torn old
carpets… where Aram Khatchadourian is tuning up his piano next to a
quiet room echoing Komitas Vartabed’s voice. Komitas was born 144
years ago today.

Yesterday, I was looking into a storyboard of your eyes for `Land of
Plenty,’ the film we were going to make together years ago.

Today you crossed the finish line from this realm. They say there is
no such a thing as coincidences, just the fate carved on our
foreheads; the same forehead holding your droopy eyes that saw way
past a thousand miles; eyes that spoke the grace and beauty of life in
all its pathos, joy, heartache, glory, and quiet beauty. You were our
last pillar of Armenia’s Golden Age of Cinema. You greeted all with
the peace of a grandfather. I remember open arms when I was still a
student. You were ready to return to the battleground of cinema and
stage, the always hungry artist and mentor to dreamers young and old.
I will miss walking into your office and seeing you smoking at your
desk, quietly reminiscing about Tarkovsky, Malian, and Shakespeare.
I’m sorry we didn’t get a chance to reach the lights of the movie we
were going to make together. The final curtain fell but your light
shines eternal. Rest in peace Hayrig jan. With love and gratitude.
