Self-proclaimed governor Serzh Sargsyan must leave, says Leader of
Heritage Party in his official statement. He harshly criticizes the
decision to join the Customs Union that was adopted t in Moscow,
Tuesday.

After the well-known anti-state protocols (between Armenia and Turkey
-ed.), stolen election results, total repression of civic movements,
and now the lonely decision against our sovereignty, the only way
out is still Sargsyan’s ouster, Hovannisian says.

He calls for combined efforts of the concerned citizens in Armenia
and Diaspora to form a united nation-wide front.

“He (Sargsyan) must leave the president’s post for our future, our
independence, justice and national security,” Hovannisian says.

The decision of Armenia to join the Customs Union was a turning as well
as responsible solution, the statement by the ARFD says. It also says
that one could suppose that at a certain moment Armenia would join
the integration project initiated by our strategic partner. But the
point is that the Armenian community and political forces were not
informed about the current processes in time. Moreover, for a long
period of time they used to say about the impossibility of joining
the Customs Union because of absence of the common border, and they
were negotiating only for joining DCFTA with the EU.

“We may suppose that the reason of such a sudden decision by president
of Armenia were security problems of Armenia and Nagornyy Karabakh.
Any integration project should give strict guarantees to security
of Armenia and Nagornyy Karabakh and their development. The problem
of joining Customs Union should be also watched in this context”, –
the statement says.

At the same time, ARFD thinks that the decision on joining the
Customs Union should not become an obstacle on the way of the European
integration. Moreover, the decision adopted in Moscow cannot remove
from the agenda the necessity of making system reforms in Armenia.

met in compromising, not confrontational atmosphere, and I don’t
think something like that will happen.”

Armenia’s president Sezrh Sargsyan said Tuesday after talks
with Russian counterpart Vladimir Putin in Moscow that Yerevan
had decided to join the Customs Union of Russia, Kazakhstan and
Belarus, as well as the proposed Eurasian Economic Union strongly

GEODESY AND CARTOGRAPHY ORGANIZATION TO TRAIN REAL ESTATE MEASURING SPECIALISTS FOR ARMENIA’S PROVINCES

YEREVAN, September 4. / ARKA /. Armenian Geodesy and Cartography
non-commercial government organization, overseen by the State Committee
of Real Estate Cadastre, will train property measuring specialists
from all provincial centers and large communities of Armenia, Ashot
Musayan, deputy head of the State Committee of Real Estate Cadastre,
said Tuesday. He said the decision was prompted by high prices set
outside the capital city by private companies “Our goal is to prevent
unjustified rise in prices for property measurements, imposed often
by private firms. We are receiving many complaints, especially from
the regions of Armenia that private companies demand unreasonably
high payment for their services,” Musayan reporters Tuesday.

He said the State Cadastre is ready to provide appropriate licenses
and recruit experts nominated by regional authorities and train them.

“When they are named, we will conduct special training courses for
them and after the exams they will be able to get to work,” he added.

Musayan said the prices of services provided by specialists from
Geodesy and Cartography are well below the prices demanded by private
companies.

He said for example private companies charge 15,000-20,000 drams for
measuring an apartment in a residential buildings, while experts from
Geodesy and Cartography charge only 100 drams per one square meter.

He said in January 2012the agency closed its territorial subdivisions
replacing them with service offices, reducing the red tape,

Musayan said persons with electronic signatures now have the
opportunity to submit documents on-line through the official
website of the State Committee of Real Estate Cadastre

Despite Armenia’s decision to join the Customs Union, Chief of the
Armenian Presidential Staff Vigen Sargsyan has re-affirmed Armenia’s
commitment to the initialing of an association agreement with the
European Union at the Eastern Partnership Summit to be held in Vilnius,
Estonia, this November.

  In an interview with RFE/RL, Mr Sargsyan noted that the decision
Armenian President Serzh Sargsyan announced following his meeting with
his Russian counterpart Vladimir Putin did not at all mean refusal
from an association agreement with the EU. 

“At his joint press conference with the Russian president, the
president [of Armenia] re-stated that the political reforms we were
implementing with our European partners’ support were of paramount
importance for Armenia. We are deeply committed to continuing the
reforms and reaching the political goals envisaged by our cooperation
with the European Union,” Mr Sargsyan said. 

As regards the opinion that membership in the Customs Union may prove
to be an obstacle to the creation of a deep and comprehensive free
trade area, he said:

“Armenia’s position is well known. We have always tried to combine
the commitments and cooperate with both partners. If we are told it is
impossible, we remain committed to the most important component of our
dialogue with European structures. In our opinion, it is a political
dialogue and promotion of reforms in the country to modernize social
and political culture and create stable government institutions. With
this end in view, we will do our best to be prepared to initial the
association agreement at the Vilnius Summit.”

Mr Sargsyan refuted the claims that Armenia’s decision to join the
Customs Union was made under pressure.

“Armenia has no partners that would talk to it by means of pressure,
blackmail or ultimatums,” he said.

Armenia expressed its interest in the Customs Union as soon as the
process got under way. Armenia pointed out the absence of a common
border with the Customs Union. A number of expert meetings were held,
and experts drafted solutions to ensure Armenia’s efficient membership
in the Customs Union, even with common borders lacking.

So the decision was made in Armenia’s interests, with the country’s
economic pattern and economic development prospects considered. The
goal of Armenia’s dialogue with the EU has always been modernizing
the government system and promoting democratic reforms.

“We remain committed to the goals and we want to continue a full-scale
dialogue,” Mr Sargsyan said.

BRUSSELS, September 4 (RIA Novosti) – The European Union is waiting
for Armenia to provide clarification of its decision to enter
the Moscow-led Customs Union of Russia, Belarus and Kazakhstan,
a spokeswoman for the EU foreign policy chief said Wednesday.

Yerevan is currently choosing between EU and Eurasian integration. The
country is to preliminarily sign an association agreement and a
free-trade deal with the European Union during the November 2013 EU
and Eastern Partnership summit in Vilnius. The deals with Russia and
Europe are mutually exclusive.

Maja Kocijancic, a spokeswoman for EU High Representative for Foreign
Affairs and Security Catherine Ashton, told journalists that Brussels
needed clarification from Yerevan in order to evaluate potential
consequences of Armenia joining the Customs Union.

The presidents of Armenia and Russia, Serzh Sargsyan and Vladimir
Putin, announced after bilateral talks on Tuesday that Armenia was
ready to join the union, expected to be developed into a broader
economic community uniting post-Soviet states.

Urges Congress to Oppose Legislation Authorizing Escalation of
Violence; Launches ANCA SmartMail Campaign to Share Armenian American

WASHINGTON-The Armenian National Committee of America, citing the
Armenian American community’s profound concern for the fate of Syria’s
Armenian population and the welfare of all of Syria’s citizens,
circulated letters Wednesday across Capitol Hill calling on Members
of the U.S. House and Senate to oppose legislation authorizing U.S.

strikes against Syria.

“As our nation’s elected representatives gather this week to consider
potential U.S. actions against Syrian targets, we wish to add our
voice, as Americans of Armenian heritage, to those of our fellow
citizens who oppose American military strikes and are against any
escalation of violence. Such an escalation would very likely create
further challenges and lead to serious additional harm to Christian
communities, including Syria’s Armenian minority,” said ANCA Chairman
Ken Hachikian in letters to U.S. legislators. “We take this stand
mindful of the horrific human suffering that armed conflict has
already visited across Syria, including the death and destruction
being endured, to this day, by Armenians and other Christian
communities. There has already been too much bloodshed, too much
brutality, and too much suffering. An escalation in aggression can
neither save lives nor help bring about peace.”

The ANCA message went on to stress that, “We believe that the
advancement of our national interests, the enhancement of U.S.

standing, the strengthening of the international rule-of-law system,
and the promotion of stability and humanitarian and democratic
values in this vital region, will not be facilitated by American
attacks. We look to our government to seek a diplomatic settlement,
and to reinforce our nation’s call upon all parties to cease any
attacks on civilians, to limit armed operations to military targets,
and to refrain from violence, intimidation, and discrimination against
Christians and other vulnerable minorities.”

As a follow up to longstanding ANCA advocacy for effective, needs-based
delivery of humanitarian aid to Armenian and all at-risk populations,
Hachikian noted that Armenian Americans “remain troubled that,
despite the expenditure of hundreds of millions of dollars, serious
gaps remain in terms of U.S.-supplied and funded relief aid actually
reaching at-risk Armenian and other minority populations, in Aleppo
and throughout Syria.”

He added that ” Equally troubling has been the very limited U.S.

support for landlocked and blockaded Armenia’s efforts to support
and resettle thousands fleeing the Syria crisis. We urge you, in
cooperation with your colleagues and our community (which is very
actively engaged in relief efforts), to work with the Administration
to urgently address these shortcomings.”

An action alert, based on the ANCA website, provides an opportunity
for community members to send a similar message to their U.S.

Armenian Language Textbook Published In Baku

studies “Armenian for beginners” is being prepared to be published
in Baku. As reported by Armenpress, azadlig.info was informed about
it from its source.

According to the source, the textbook will be published by the end of
September and be distributed to the educational institutions, mainly
to the Baku State University, where an Armenian Studies Department
has been recently established.

New Classroom Opens In Sardarapat Community School

NEW CLASSROOM OPENS IN SARDARAPAT COMMUNITY SCHOOL

PanARMENIAN.Net – A modern classroom opened in a school in Sardarapat
community of Armenia’s Armavir province, with the support of
VivaCell-MTS.

The creation of the classroom with innovative solutions became possible
due to the cooperation between VivaCell-MTS, Children of Armenia Fund
and Sardarapat school.

With an electronic smart board as well as 6 new computers, the
classroom is designed for 30 students, where special mobile furniture
allows students to perform individually, in pairs, as well as in
small and large groups. Such an environment provides an opportunity
to complete different types of activities – lessons with the use of
modern technologies, class discussions and lectures, reading sessions
and games.

“If we manage to make the learning environment more attractive, we will
get the expected results within the shortest terms. Our nation’s unique
approach towards education should be targeted at preparing skilled
professionals,” VivaCell- MTS General Manager Ralph Yirikian said.

Also this year, with the support of VivaCell-MTS, the Children of
Armenia Fund will put into operation another classroom in the Arteni
community of Aragatsotn province.

Serge Avedikian’s Film ‘Parajanov’ May Nominated For Oscar

The Oscar Committee of Ukraine has selected three films that
will compete for Oscar nomination from Ukraine – Kira Muratova’s
‘Ever-lasting return’, Ahmet Seitablayev’s ‘Khaitarma’ and ‘Parajanov’
by Serge Avedikian and Yelena Fetisova.

The film ‘Parajanov’ received the Grand Prix of the Odessa film
festival. It tells about the great filmmaker’s life after he turned 40.

On September 12 the Committee is to announce the nominee from Ukraine.

The 86th Oscar Award ceremony is to be held in Los Angeles, on
September 2, 2014.
