CONGRATULATORY ADDRESS OF PRESIDENT DEDICATED TO THE DAY OF NKR STATE INDEPENDENCE REFERENDUM AND CONSTITUTION

Dear compatriots,

On behalf of the Artsakh Republic authorities and myself I
congratulate you cordially on the day of the referendum on the NKR
State Independence and the Constitution Day.

The December 10, 1991 referendum was a historic event in the life
of the Artsakh people, which preconditioned the whole course of our
country’s future development.

15 years later on the same day in 2006 we again held a nationwide
referendum and adopted the basic law of our state and society – the
Nagorno Karabagh Republic Constitution. Our nation thus reaffirmed its
commitment to the fundamental principles of democracy and universal
values, once again proving that the chosen path is unshakeable and
right, its course is indivertible and firm.

Our goal is to implement the centuries-old dream of our ancestors to
have a strong, developed and powerful state, secure prosperous life for
the people, create a bright and brilliant future for the generations. I
am confident that we will be able to realize our national goals and
objectives together and united, shoulder to shoulder overcoming all
the difficulties and steadily approaching to our final victory.

Once again I congratulate all of us on this important occasion and
wish new success and achievements in building the Artsakh independent
statehood.
