“I think pre-electoral processes are normal in Artsakh. Candidates use
the possibility of presenting their programs and principles to voters,”
NKR National Assembly Deputy Speaker Arthur Tovmasyan told Panorama.am,
when asked to comment on the pre-electoral processes in Artsakh.

Electoral process is free, fair and competitive in Artsakh, he said.
