YEREVAN, FEBRUARY 20, ARMENPRESS: All the preconditions defined for
launch of negotiations over creation of European Union-Armenia deep
and comprehensive free trade area (DCFTA) have been fulfilled.

European Union has adopted a unanimous decision on launch of
negotiations for creation of deep and comprehensive free trade area
with Armenia, press service of Economy Ministry of Armenia told
Armenpress.

The affirmative decision of the European Commission on launch of the
negotiations is a response to Armenia’s steps implemented during the
past year in the direction of preparation for the talks. For the launch
of the negotiations the European Commission had set preconditions
for legislative changes and improvement of relevant structures in a
number of spheres concerning foreign trade.

During 2011 Armenia registered vital and tangible progress in the
aforementioned spheres in the line of fulfillment of obligations and
priorities. EU structures took into consideration the implemented
work to adopt a decision on the launch for negotiations.

By creation of deep and comprehensive free trade area Armenia will
have an opportunity to diversify and orientate its export capacity
and enter into the European big market with more favorable conditions.

At the moment Armenia makes use of Generalised System of Preferences
(GSP+) granted by the European Union.

STEPANAKERT.- Acting Foreign Minister of the Nagorno-Karabakh Republic
Vassily Atajanian received on Monday Head of the International
Committee of the Red Cross (ICRC) Stepanakert Office Roman Paramonov

Paramonov stressed that the ICRC office would continue implementation
of humanitarian programs in the NKR. In particular, he presented the
programs of support for the families of missing persons and those
suffered from mines in the Martakert and Hadrut Regions.

Vassily Atajanian expressed his gratitude to Roman Paramonov for the
efficient work and his readiness to support the leadership of the
ICRC Stepanakert Office in implementing the programs.

21 and publish the results of studies conducted in the medicine market.

An official from the Commission told Armenpress the activities of 134
health establishments engaged in the state purchasing sphere and 314
companies dealing with sale of medicine have been studied.

PanARMENIAN.Net – Turkey’s State Audit Board (DDK) completed a report
into the murder of Turkish-Armenian journalist Hrant Dink today,
Feb 20 saying it found mistakes in the questioning of government
personnel which adversely affected the efficiency of the overall
investigation into the murder.

President Abdullah Gul had ordered DDK to look into the case of Dink’s
murder after lawyers for the murdered journalist’s family said the
trial was not being properly conducted.

The report said the trial was hampered by structural and procedural
difficulties even though the culprits were swiftly apprehended.

The DDK also said “gendarmerie and police intelligence units did not
work toward the protection of Hrant Dink even though they had learned
of a … threat.”

The report added that the Turkish state failed to fulfill its
obligation to protect human life as pointed out by Article 17 of the
Turkish Constitution, as well as the second article of the European
Convention on Human Rights, to which Turkey is a signatory, Hurriyet
reported.

The Istanbul 14th High Criminal Court issued its ruling on Jan 17
in the 25th hearing of the case. Hayal and Erhan Tuncel, the main
suspects, who were accused of being instigators, and all other
suspects, were cleared of charges of membership in a terrorist
organization. The prosecutor and the Dink family’s lawyers accused
them of acting under the orders of a clandestine criminal network
suspected of having ties with senior state officials and military
and police officers.

The court handed down a life sentence to Hayal, while Tuncel was given
10 years and six months in prison for his involvement in the bombing
of a McDonald’s restaurant in 2004. Gunman Ogun Samast was sentenced
last July to nearly 23 years in prison by a separate juvenile court.

Tuncel was released.

Aram Sargsyan Not Invited To YKM Session

session of the Yerkrapah Volunteer Union (YKM).

“It was the first time the YKM had not invited me to its meeting. But
I am not offended,” said Mr Sargsyan.

The curtains at churches will stay closed throughout the Great Lent.

The Great Lent period began Sunday evening in Armenia to last for 48
days, till Easter, April 8.

In the period of the Great Lent, pious followers of the Armenian
Apostolic Church vow to focus on spiritual matters through abstinence
and repentance. Observers of Lent refrain from eating meat and dairy
products among other foods, and are encourage to refrain from carnal
pleasures.

The Great Lent symbolizes the fast of Jesus Christ after he was
baptized that lasted for 40 days.

The 40-day lent is followed by a one week-lent, the Passover,
accounting for the 48-day period.

During the period of the Great Lent curtains in the churches are closed
in commemoration of the fact that after sinning Adam was exiled from
Eden and the doors were closed before him.

The Hrayr Maroukhian Foundation Is Actively Pursuing Its Aims

THE HRAYR MAROUKHIAN FOUNDATION IS ACTIVELY PURSUING ITS AIMS

In its continuous efforts to disseminate information about social
democracy in Armenia, the Hrayr Maroukhian Foundation, in cooperation
with the Friedrich-Ebert-Stiftung, has begun translating the FES
Academy of Social Democracy’s “Economics and Social Democracy,”
(Simon Vaut et al.).

Last year the Hrayr Maroukhian Foundation, in cooperation with the
Friedrich-Ebert-Stiftung, launched this series of translations with the
first reader titled “Foundations of Social Democracy,” which discussed
the basic values, goals and meanings of social democracy. A thousand
copies of the book were printed and passed out to academicians,
economists, politicians, youth groups, and students.

This year, the second volume will provide a more detailed analysis
of how economic systems and policies can work to espouse social
democratic principles. The translation of “Economics and Social
Democracy” will be available in April, 2012.

The Hrayr Maroukhian Foundation has begun the second phase of “Social
Reforms in Armenia” policy papers. Last year, the HMF successfully
prepared and presented recommendations to improve the healthcare,
housing and employment sectors in Armenia. This year, the Hrayr
Maroukhian Foundation’s new working groups are undertaking three new
sectors in need of reforms; Agriculture, Mining and Education. Experts
will be examining the current state of these areas and recommending
alternative, original and applicable solutions from a social democratic
perspective. The final studies will be published by mid-June.

Late last year, in cooperation with Yerkir Media, and funded by the
Norwegian Foreign Ministry, the Hrayr Maroukhian Foundation produced
six television episodes about the challenges and achievements of women
in Armenia. The segments highlighted the difficulties encountered
by women in private and public life, while showcasing the positive
impact they have had in the development of Armenian society.

Through this documentary, HMF was able to recognize some of the most
resilient and influential women of Armenia who have broken barriers
and who are charting a new course for future generations.

Former Foreign Minister Vartan Oskanian insisted over the weekend
that former President Robert Kocharian was not behind his decision to
join the Prosperous Armenia Party (BHK) and thus enter the unfolding
parliamentary race.

Oskanian also said that President Serzh Sarkisian and his Republican
Party of Armenia (HHK) will lose their majority in parliament if
the parliamentary elections slated for May are free and fair. “I am
convinced that if we have normal, fair elections, the situation in the
parliament will definitely change,” he told RFE/RL’s Armenian service
(Azatutyun.am) in an interview.

“In the existing severe socioeconomic situation — and naturally the
ruling party is mainly responsible for that because it controls the
government and has such results — I think it’s not quite realistic
to expect that the people of Armenia will want the same government
or party to continue to govern them,” he said. “In my view, that’s
simply impossible.”

“The people want change. The question is which political forces can
present a convincing alternative to the people.”

Oskanian announced his decision to return to the political arena by
joining the BHK, the HHK’s main partner in the ruling coalition, in
a statement issued last Tuesday. The move fuelled more speculation
that Kocharian is keen to pave the way for his own political comeback.

Oskanian served as foreign minister while BHK leader Gagik
Tsarukian became one of Armenia’s wealthiest businessmen during the
ex-president’s 1998-2008 tenure.

“I made my decision on my own … and Kocharian had no part in this,”
insisted Oskanian. “Our people probably know Kocharian well. I don’t
think he would hide behind anybody’s back … If Kocharian decides
to return to politics I think he won’t need anybody.”

The former minister, who was a U.S. citizen until 1998, did
acknowledge, though, that he keeps in touch with Kocharian. “In the
last four years we have periodically met, talked about the country’s
problems and analyzed the situation,” he said. “And I will continue
meeting him. But we haven’t devised any programs together.”

Membership in the BHK, continued Oskanian, is simply “the most
effective way of returning to politics.” He described Tsarukian’s
party, which has four ministerial portfolios in the Sarkisian
government, as a “platform uniting individuals interested in Armenia’s
development.”

Oskanian further claimed that he is not primarily motivated by a desire
to regain a high-level position in government. “The main objective of
my joining Prosperous Armenia is to contribute to the party’s success
and try to change the situation in the parliament by means of free
and fair elections,” he said, adding that the election outcome will
determine his “role in further developments.”

Senior HHK figures have already made clear that the presidential
party intends to retain its solid majority in the National Assembly.

Opposition leaders portray such statements as a clear indication that
the authorities are not serious about their pledges to ensure the
proper conduct of the vote. Oskanian chided the HHK late last month
for “the utilization of administrative resources this early in the
pre-electoral period.”

The Syrian-born politician sounded more upbeat about the election
conduct in the RFE/RL interview. “I am optimistic or I want to be
optimistic that there will be fewer vote irregularities this time
around,” he said.

In a joint declaration signed in February 2011, Sarkisian and Tsarukian
said their parties will not “strive to increase their political weight
through contesting against each other or changing correlation of forces
within the [governing] Coalition” in the 2012 elections. The two men
last week reportedly agreed to contest the polls in “an atmosphere
of mutual tolerance.”

Still, Oskanian spoke of “real competition” between the HHK and the
BHK. “Each side will be guided by its own interests and will not cede
its positions,” he said.

Major Companies Reduce Import Volume Ahead Of 2012

YEREVAN. – Over 440 Armenian major companies exported goods amounting
to $82.5 million and imported amounting to $219 million over last
year, State Revenue Committee at the Government informs Armenian
News-NEWS.am.

A total of 67% of the entire export and 54.5 % of the import fell on
440 major companies last December.

According to the Committee’s report, import volume of major companies
decreased by 6.5% last December as compared to the same period in
2010, which may be conditioned by increase in the share of medium
and small-sized business.
