Armenian former FM Vartan Oskanian joining the Prosperous Armenia Party
(PAP) and his statements to this effect caused a real confusion within
the Republican Party of Armenia (RPA).

According to the information at the newspaper’s disposal, the RPA views
Mr Oskanian’s frequent statements as a violation of the “ceasefire”
between the RPA and PAP and is going to retaliate.

Of interest is a comment by Armen Ashotyan on his Facebook page.

“Oskanian has joined the PAP in compliance with the coalition
memorandum, which envisages re-alignment of forces during the
forthcoming elections. It is no secret that the PAP’s ratings are
rising, so Oskanian joined the party to ensure the implementation
of the relevant point in the memorandum. Now the memorandum has
‘regained its strength’.”

So the squabbles within the coalition will take on a new form.

The 1st contest of young Russian-language writers of the South Caucasus
was held in Tbilisi, Georgia.

The contest was organized by the Russian Club education union, which
was founded nine years ago, newsgeorgia.ru reports.

“In 2011, in cooperation with the Union of Writers we held the
first contest of young Russian-language writers in Georgia. Now,
upholding this tradition, Russian Club, with the sponsorship of the
CIS Humanitarian Cooperation Fund, has organized a contest of young
Russian-language writers in the South Caucasus – the first contest
in the region’s history,” the union reports.

The final stage of the contest took place in Tbilisi, Feb. 19 to 21.

Among the winners are Saida Subkhi (Azerbaijan), Ruben Ishkhanyan
(Armenia), Mindia Arabuli (Georgia). Georgy Harutyunov (Georgia)
was awarded a “Special View” diploma.

The main aim of the contest is reviving traditional literary
contacts between the South Caucasus states, promotion of talented
Riussian-speaking young people.

Following the French Senate’s passing of the bill that criminalizes
the denial of genocides-including the Armenian Genocide-, Turkey’s
Department of Food Control does not give permission to those companies
wishing to import meat from France.

Even though Turkey is not formally announcing that it has stopped the
import of meat from France, since that would be contrary to the World
Trade Organization rules, it internally refuses to give permission
to those wishing to import French meat, and on the grounds of the
absence of an inspecting veterinary, Haberturk of Turkey informs.

One meat importer noted that meat can easily be imported to Turkey
from any other country, but there are artificial argumentations in
the case of France.

Those in charge at Turkey’s Department of Food Control denied that
there are difficulties in connection with importing meat from France.

It is noted that in line with 2011 data, Turkey imported 6,000 tons
of meat from France every month.

PanARMENIAN.Net – In recognition of their efforts in raising awareness
of the Arab culture around the world, UNESCO is to honor Lebanese
author, Elias Khoury, and Brazilian publisher, João Baptista de
Medeiros Vargens, at a ceremony on February 27 at its headquarters
in Paris, France.

In a press release, UNESCO said its Director-General, Irina Bokova,
would honor the two with the 2011 UNESCO-Sharjah Prize for Arab
Culture.

Elias Khoury, born in Beirut in 1948, is a novelist, playwright,
critic and academic. He is the author of a dozen novels, including
‘The Little Mountain, White Masks and Gate of the Sun’. His books
have been translated into more than 10 languages, including Hebrew. As
Editor-in-Chief of the literary supplement of the An Nahar newspaper
between 1992 and 2009, he played a pivotal role in the promotion of
Arab culture.

The Brazilian, João Baptista de Medeiros Vargens, born in Río de
Janeiro in 1952, is a publisher, writer, translator, lexicographer
and professor of Arab language and culture.

The UNESCO-Sharjah Prize for Arab Culture was established at the
initiative of the United Arab Emirates to reward the efforts of a
national of an Arab country and a national of any other country who
have contributed, through artistic, intellectual or promotional work,
towards the development and dissemination of Arab culture in the world.

Each laureate will receive US$30,000.

The 10th anniversary of the Prize will be celebrated this year with
a thematic debate about Art and culture, instruments of Peace. The
programme includes two roundtable debates, one about perspectives on
new forms of artistic expression by young Arabs and the other on Arab
heritage and cultural Diversity.

The ceremony will feature a concert of classical Arab music by Lena
Chamamyan, who is the Syrian-Armenian laureate of the 2006 Radio
Monte-Carlo Moyen Orient music prize.

To mark International Mother Language Day 2012, the Turkish website
bianet published articles in 20 different languages spoken in Turkey
today. Many of them are on the verge of disappearing and have been
included in the UNESCO World Atlas of Languages in Danger. What is interesting is that both Western Armenian and Homshestma,
a dialect of Western Armenian spoke by the Hopa Hamshentsis, are

World Bank Supports Water Supply Improvement For 133,000 Residents I

WORLD BANK SUPPORTS WATER SUPPLY IMPROVEMENT FOR 133,000 RESIDENTS IN ARMENIA

YEREVAN, FEBRUARY 22, ARMENPRESS: The World Bank’s Board of Executive
Directors today approved a US$15 million loan for the Municipal Water
Project for Armenia. The Project will support improvement of the
quality and availability of water supply in selected service areas
of the Armenian Water and Sewerage Company (AWSC).

The activities proposed under the Project will directly benefit over
133,000 residents in the cities of Ashtarak (Aragatsotn region), Masis
(Ararat region) and Echmiadzin (Armavir region) and 15 neighboring
rural settlements. The investments will increase average daily supply
of drinking water service from 12 hours to 17 hours, improve water
quality, decrease water pollution risks and improve customer service.

About 21,000 residents will also benefit from installation of new
meters. The Project will generate multiple benefits for the public
and private sectors by creating a more conducive environment for
service delivery to users and stimulating economic activities.

“This Project supports the Government’s strategy aiming at promoting
access to quality potable water across the country, including in
small and medium-size towns and rural areas. This is an important
part of the World Bank’s Country Partnership Strategy for Armenia,”
said Asad Alam, World Bank Regional Director for the South Caucasus.

The proposed Project is a repeater operation, building on the success
of the Municipal Water and Wastewater Project (MWWP) and its Additional
Financing, and expanding it to new towns and rural settlements. Over
the project implementation period of 2004-2011, the MWWP achieved
good results benefiting 264,000 households: the average daily supply
of drinking water increased from 6 hours to 15 hours/day, cities with
minimal daily hours of water supply increased from 68 percent to 94
percent; revenue collection increased from 47.9 percent to almost 94
percent; billing on the basis of metered consumption increased from
40 percent to 81.2 percent, and bacteriological safety compliance
increased from 93 to 98.2 percent.

“We are particularly pleased to continue supporting improved access
to sustainable water supply services in rural Armenia given its
strong linkages to health and environment,” said Jean-Michel Happi,
World Bank Country Manager for Armenia. “The goals of the proposed
investments are to drastically improve physical infrastructure in a
technically sound, cost effective, and reliable manner.”

The project includes three components. The first component (Investments
in water supply systems) finances the design, construction, and
supervision of priority reconstruction and rehabilitation works; the
second component (AWSC investments) will fund water metering program,
and facility automation; and the third component ((AWSC management
strengthening) finances the enhanced management contract and technical
studies, as well as the financial and technical audits.

“Over the past decade, the Government has succeeded in improving
access, reliability and quality of drinking water with increased use
of public-private partnerships (PPP), which have brought about higher
efficiency and improvements in quality of service to customers,”
said Ahmed Eiweida, head of the World Bank team designing the project.

“With the World Bank support, the Government also competitively
selected an international water operator to manage the AWSC under
a Management Contract. Significant amount of investments are still
needed to reduce the high level of commercial and technical losses,
and to rehabilitate the water and wastewater infrastructure.”

The total financing of the project is USD18 million, of which the
Government of Armenia will finance USD3 million. The IBRD loan in
the amount of USD15 million carries a maturity of 25 years including
a grace period of 10 years.

Since joining the World Bank in 1992 and IDA in 1993, the total IDA
and IBRD commitments to Armenia amount to US$1, 612 million.

consisting of Armenian and Azerbaijani intellectuals will take place
February 22 after a four-year pause. The information was written by
the special representative of the Russian president on international
cultural cooperation affairs Mikhail Shvidkoy in the “Second Attempt”
article in Rossiyskaya gazetta newspaper.

“Of course during this period meetings on different levels have been
conducted, starting from the meetings of presidents, and ending with
the meetings of athletes of the two countries within the framework of
different international championships in Baku and Yerevan,” Shvidkoy
pointed out.

In his words the four-year pause was not accidental. “Though the
meetings on diplomatic levels were not interrupted for a long time,
this humanitarian dialogue initiated by the ambassadors of Armenia
and Azerbaijan to Russia Armen Smbatyan and Polad Bulbuloglu failed
to continue for different reasons – starting from personal, ending
with orders from above,” Shvidkoy said.

He said during such meetings intellectuals of the two countries learn
to speak with each other, at the same time understanding that they
are not speaking about the solution of complicated Nagorno Karabakh
issue but creation of an atmosphere as a result of which the two
neighbors will try to listen to each other.

He voiced hope that in near future it will be possible to reach
implementation of the goal.

Karabakh conflict demands unprecedented public reconciliation,
director of Mkhitar Sebastatsi educational complex Ashot Bleyan told
the reporters February 22. In his opinion we, as citizens, are not
well-informed what is going on in Azerbaijan.

Political Analyst Alexander Manasyan said Azerbaijani and Armenian
societies were engaged in the conflict in different ways starting
from 1988. “In international forums we many times have to show
that Azerbaijanis participated in the blockade in mass. The crowd
category is singled out for Azerbaijan – the managed crowd. It is
a participation format,” the political analyst said. In his opinion
after the establishment of peace, Armenians revealed their feature:
in the battle field we are lions, in peaceful conditions we think
the war is over.

“We wrote and have written about Khojalu but only for us. Azerbaijan
spreads false information throughout the world. With the realization
that the truth is on our side, we have not made any step,” the
analyst stressed. He said the Armenian side should sue Azerbaijan
for what happened in Khojalu. The facts are enough: massacres took
place in the territory controlled by Azerbaijan. The reporter who
told the truth was made silent, killed, besides, there are a lot of
testimonies of witnesses.

Manasyan said the more active Azerbaijanis work, the more difficult
will be for us to present the truth. Bleyan said he is sure that
it is not only necessary to unite, but act. The work must be the
uniting force.

Geoteam CJSC, which is exploiting the Amulsar gold mine in southern
Armenia, in a statement issued today said it doesn’t agree with the
assessment of the Armenian National Congress (HAK) Environmental
Affairs Committee.

“On Feb. 21, the Armenian National Congress Environmental Affairs
Committee, not providing any justification, called Amulsar mine
exploitation ‘unacceptable’. It is surprising that a political group
makes such a statement, adopting the stance of a judge. We believe
that HAK’s Environmental Affairs Committee at least had to examine the
research and conclusions of local and foreign environmental experts,
which are available on our site

“If after becoming acquainted with these materials, HAK’s experts
continue to consider our project ‘unacceptable’, we are prepared to
invite them to a public debate – with the participation of the public
and the media,” reads the statement.

The mining company notes that the Amulsar Gold Project is carried out
in strict accordance to and consistent with the norms of environmental
legislation of the Republic of Armenia. Geoteam stresses that since
2006, it has invested $30 million USD into Armenia and will invest
an additional $52 million USD this year. In addition, Geoteam has
provided jobs to the residents of the communities surrounding Amulsar
and implemented several social programs, “changing people’s mindset
and attitude toward life.”
