L’ancien ministre des Affaires Etrangères Vartan Oskanian a ete
formellement accepte au sein du parti Armenie Prospère (BHK) et
pourrait figurer parmi les candidats assures d’avoir un siège lors
des prochaines elections parlementaires a affirme un haut representant
du BHK.

Naira Zohrabian, assistante du leader du BHK Gagik Tsarukian, a dit au
service armenien de RFE/RL (Azatutyun.am) que la direction du parti
a accepte la demande d’adhesion de Vartan Oskanian. ” Naturellement,
la position de Gagik Tsarukian etait aussi positive et dorenavant
Vartan Oskanian est membre du parti Armenie Prospère ” a-t-elle dit.

Naira Zohrabian n’a pas exclu la possibilite aue le nom d’Oskanian
figure en haut de la liste electorale du BHK. Elle a aussi dit que la
liste sera devoilee lors d’un congrès du parti prevu pour le 17 mars.

Naira Zohrabian a ajoute qu’elle comprendra aussi ” des figures
experimentees connues du public ” mais a refuse de donner le moindre
nom. Elle a affirme pour que Robert Kocharian ne figure pas parmi
les candidats du BHK. Questionne sur la presence ou non de membres de
l’entourage de Kocharian dans la liste des candidats elle a repondu
” je n’ai aucune information “.

165 Pays signent le Traite fixant les domaines de frequence et les
orbites de satellites

La Conference Mondiale sur la Radiocommunication 2012 (WRC-12) s’est
tenue aujourd’hui pour mettre la dernière main a ses deliberations,
avec la signature des Actes Finals qui modifient les Règlements
Radio, le traite international regissant l’usage du spectre des
radiofrequences et les orbites de satellites.

Plus de 300 participants, representant 165 pays sur 193 etats membres
de l’ITU [UIT, institution specialisee des Nations-Unies pour les
technologies de l’information et de la communication] ont participe a
la conference de quatre semaines, bravant les conditions hivernales
extremes prevalant a Genève. Plus de 100 observateurs issus des
700 membres du secteur prive de l’UIT et d’autres organisations
internationales ont egalement assiste a WRC-12.

La conference s’est deroulee sous la presidence de M. Tariq Al Awadi
des Emirats Arabes Unis, assiste de six vice-presidents : M. Decker
Anstrom (Etats-Unis), M. Eric Fournier (France), M. Albert Nalbandian
(Armenie), M. Mahiddine OUhadj (Algerie), M. Habeed Al-Shankiti
(Arabie Saoudite), et M. Alan Jamieson (Nouvelle-Zelande).

La conference IUT fait naître un consensus mondial

“La Conference”, a dit le President de WRC-A2 Tariq Al Awadi,
“a ete decidee pour resoudre des problèmes très complexes lies aux
radiocommunications et je suis très heureux qu’après quatre semaines
de negociations quelques fois difficiles, nous soyons arrives a un
consensus qui tracera la route a nos communications dans le futur”.

Le Secretaire-General de l’UIT Hamadoun Toure a exprime sa satisfaction
pour le resultat auquel est arrivee la Conference.

“WRC-12 a contribue a la definition de methodes nouvelles et
meilleures de reguler les services et applications radio, et apporte
une contribution importante a menager pour tous, dans le monde, une
meilleure place”, a dit le Docteur Toure. “Le travail accompli ici fera
du monde un meilleur lieu de communication – et donc un lieu meilleur
pour y vivre”. Il a souligne les resultats de WRC-12, allouant les
ressources de la gamme de frequence pour le haut-debit mobile et pour
aborder la question du Digital Dividend [frequences rendues libres par
le passagecde la television analogique a la television numerique] qui
“rend possible, a present, une grande harmonisation dans l’emploi de la
bande 700 MHz pour toutes les regions et pour les services qui en ont
le plus besoin”. Il a aussi demande aux delegations de porter attention
aux applications des radiocommunications a la surveillance terrestre
: s’agissant des changements climatiques, elles sont cruciales pour
la veille, pour la lutte contre leurs effets, et pour la prevision
des desastres.

Le changement, adopte par 165 etats membres du WRC (sur 193 membres de
l’UIT), concerne l’article 15-21 des règlements, qui est a present
redige comme suit : “Si une administration a connaissance d’une
infraction a la Constitution, a la Convention ou aux Règlements
Radio (en particulier l’article 45 de la Constitution et le N° 15.1
des Règlements Radio) commis par une station sous sa juridiction,
l’administration etablira les faits et prendra les mesures necessaires”
.

Ingrid Delterre, Directrice Generale d’EBU [European Broadcasting
Union, Union Europeenne de Radio-Television] a dit : “Du point de vue
de l’UBE, la decision prise par les participants a WRC-12 d’un nombre
aussi important de pays constitue un pas de première importance dans
la bonne direction. Nous esperons a present que les services de l’UIT
seront vigilants et prets a reagir a des atteintes deliberees tendant
a faire obstacle a la libre circulation des informations”.

De nombreuses plaintes ont ete deposees auprès de l’UIT concernant
des programmes TV en persan et en arabe, portees essentiellement sur
les satellites Eutelsat et Arabsat. La pratique d’interferences,
qui s’est accrue depuis septembre 2011, empechait l’audition de
programmes TV et radio de la British Broadcasting Corporation (BBC),
Radio France Internationale, Deutsche Welle (Allemagne), et RFE/RL,
Inc’s Radio Farda. Radio Netherlands Worlwide (RNW), Voice of America
(VOA), et l’EBU ont joint leur voix aux demandes pour des mesures
plus strictes contre le brouillage.

Quoi de neuf bientôt en Armenie ? Reponse : neuf jeunes de 20 a 24
ans engages dans une mission humanitaire orchestree par l’association
Tourisme Solidaire Armenie (TSA), presidee par Daniel Arabian.

Ce dernier travaille sur ce projet en lien etroit avec la Mission
locale et la Ligue de l’enseignement du Lot. Destination des neuf
jeunes en avril prochain : la ville de Gumri durement touchee par
le tremblement de terre de 1988, qui garde des plaies beantes et des
bleus a l’âme.

Les neufs jeunes, quant a eux, vont mettre leur bleu de travail pour
panser les plaies de cette ville en participant activement, du 11
avril au 28 juin, a la renovation d’une ecole, entre autres bâtiments
publics detruits. Les associations locales a vocation humanitaire,
SPFA et KASA, apportent egalement leur pierre a l’edifice de ce projet
qui s’appuie sur le savoir-faire et les competences de ce groupe de
volontaires. Competences qui se nourrissent de formations dans le
domaine du bâtiment, au sein de l’AFPA de Cahors, sans omettre un
apprentissage linguistique et culturel qui permettra a ces ” macons
du c~ur ” d’evoluer dans une parfaite harmonie avec l’Armenie qui
leur tend les bras pour partager des pans de vie pas toujours faciles.

Le partage d’une vie, des emotions, c’est justement ce qui
booste Ingrid Joubert : ” C’est une première experience, mais dès
l’ete prochain j’ai envie de transmettre ce partage, ce vecu et de
restituer ces emotions dans le Lot où nous proposerons des expositions
itinerantes et un concert “, s’enthousiasme la jeune femme.

Meme motivation chez Mickaël Corre qui voit en cette aventure ”
une occasion unique decouvrir, d’agir et de s’ouvrir l’esprit “,
lâche-t-il. Hier, Ingrid, Mickaël et les autres jeunes issus de
differentes regions de France etaient presents sur le marche de
Cahors pour une vente de pâtisseries. ” Le benefice est destine a un
soutien materiel auprès des jeunes armeniens qui exprimeront differents
besoins “, explique Anna Laheurte, très motivee… au point d’insister
pour annoncer un prochain rendez-vous qui lui tient a c~ur : ” une
nouvelle vente, sur le parvis de la mairie de Cahors samedi prochain
“, dit-elle, en reprenant son souffle, après avoir couru pour nous
confirmer cette information. Du souffle et du c~ur pour l’Armenie,
Anna et les autres en ont plein leurs valises.

Dans son edition datee du 18 au 24 fevrier 2012 le magazine Marianne
a publie une interview de Francois Hollande.

Voici un extrait concernant le genocide armenien

” En ce qui concerne la reconnaissance du genocide armenien, je ne me
determine pas par rapport au nombre de personnes qui relèvent d’une
origine ou d’une histoire. La cause armenienne est defendue par les
socialistes francais depuis Jean Jaurès et les Armeniens venus en
france ont ete accueillis par des municipalites plutôt de gauche.

Francois Mitterand s’etait battu pour la reconnaissance du genocide
et c’est sous Lionel Jospin, Premier ministre, qu’une loi a ete
votee. Il fallait la completer d’une penalisation de la negation
du genocide armenien. Après s’y etre opposee en 2006, la droite l’a
fait resurgir la, a un moment qui, a mon avis, n’etait pas forcement
le meilleur, mais moi, j’ai une coherence, j’ai vote le texte, je le
revote aujourd’hui”.

LA DETERIORATION DES RELATIONS FRANCO-TURQUES RISQUE D’ECLABOUSSER LE TRAFIC MARITIME

Après le vote par le Senat d’une proposition de loi penalisant la
negation du genocide armenien, les acteurs economiques francais
redoutent que des represailles impactent les relations commerciales
et donc le trafic maritime.

La proposition de loi, votee le 23 janvier 2012, sanctionnant d’un
an de prison et de 45 000 euros d’amende la negation des genocides
reconnus par la France, dont le genocide armenien (perpetre entre 1915
et 1917), pourrait avoir des repercussions sur l’activite economique
entre la France et la Turquie.

Deux jours après le vote de la loi, Herve Balladur, president de
l’Union maritime et fluviale de Marseille-Fos, a fustige la politique
du gouvernement : “Cette decision a ete prise sans concertation
avec le monde economique et ne peut qu’impacter notre activite. Nous
risquons d’etre ecartes des appels d’offres internationaux. La Turquie
represente un trafic d’un million de tonnes pour le grand port de
Marseille. Elle est la cinquième destination du GPMM.”

L’automobile a delocalise en Turquie

Ces dernières annees, la Turquie a ete le point de chute d’une vague
de delocalisations. Proche des bassins de consommation occidentaux et
beneficiant d’une main-d’~uvre a prix raisonnables, le pays a attire
les plus grands constructeurs automobiles. Ford possède une usine a
Yenikoy, Renault est installe depuis de nombreuses annees a Gemlik.

semaine près de 700 voitures neuves et appareillent de Borusan pour
inonder le marche francais et l’Europe de l’Est via Koper. “Neptune
Line, notre armateur, est grec mais nous craignons pour les produits.

ce ne peut qu’etre que de courte duree car ces usines emploient en

Marseille des Clio et la Fluence Z.E, la nouvelle voiture electrique
de Renault.

Turkon Line dans l’expectative

Worms, representant l’armement turc Turkon Line a Marseille-Fos,
n’a pour l’instant pas note de baisse des volumes charges sur les
porte-conteneurs. Dans les boîtes, des pièces detachees automobiles,
de l’acier, des materiaux de construction, des produits chimiques…

Mais depuis son siège a Istanbul, l’armement Turkon Line est dans
l’expectative.

ARS TO PARTICIPATE IN UN COMMISSION ON THE STATUS OF WOMEN

UN Commission on the Status of Women ARS, Inc. organizes two parallel
events on February 29 and March 2

WATERTOWN, Mass.-The Armenian Relief Society, Inc. will participate
in the United Nations’ 56th Commission on the Status of Women (CSW)
in New York from Monday, February 27 to Friday, March 9.

The CSW is “the principal global policy-making body dedicated
exclusively to gender equality and advancement of women.” The global
community including member states, civil society and the private
sector meet annually at the United Nations to discuss critical
problems affecting women across the world. This year’s priority
theme is “the empowerment of rural women and their role in poverty
and hunger eradication, development and current challenges.”

As the premier international platform for women’s issues and rights,
ARS’s participation at CSW 56 pervades throughout several levels of
activities and events. This year, ARS initiated its involvement by
partnering with Women’s World Banking on a written statement regarding
the priority theme that was submitted and approved by UN Women. The
statement is part of the official record of the Commission and appears
on the CSW 56 website.

Additionally, the ARS has sponsored and organized two parallel events
and co-sponsored a third during the first week of the Commission. On
Wednesday, February 29 from 2:30 to 4:30 p.m., again with Women’s World
Banking, ARS has sponsored and organized a workshop on “Financing
Powerful Women: Integrating Microfinancing and Women’s Health.” The
workshop will take place at the Church Center Hardin Room, 11th Floor,
777 First Avenue at 44th Street. Discussion participants include
Myrna Cunningham-Kain, this year’s recipient of the NGO Commission
on the Status of Women NY’s Woman of Distinction Award; Inez Murray,
Executive VP Program and Network Engagement of Women’s World Banking,
and Judith Bruce, Senior Associate Policy analyst of Population
Council. The workshop will be moderated by Stephanie Killian.

Immediately following at 4:30 p.m., the ARS has co-sponsored a workshop
with The Virginia Gildersleeve International Fund, Soroptimist
International, The American Association of University Women, Soka
Gakkai International, Women Graduates-USA and The International
Federation of University Women entitled, “Rural Women and Girls:
Issues in Reproductive Health.” This workshop also takes place at
the Church Center, however in the Boss Room, 8th Floor. Both events
on Wednesday are open to the public.

On Friday, March 2 from 11:30 a.m. to 12:45 p.m., the ARS has organized
a high-level panel event with the Armenia’s Permanent Mission to
the UN and Ambassador Garen Nazarian. Ambassador Nazarian, along
with Mary Ellen Iskenderian, CEO of Women’s World Banking, and Meryl
Frank, President and CEO of Makeda Global, International Leadership
Development Consultant and former Ambassador/US Representative for
UN CSW will discuss “From Empowerment to Sustainability: Financing,
Health and Participation for Rural Women.”

Stephanie Killian will represent the ARS and present the organization’s
decades-long efforts in advancing rural women in Armenia and the
Diaspora. The panel will take place on UN grounds in the North Lawn
Building Conference Room B and will be moderated by Soon-Young Yoon,
Chair of NGO CSW, also a co-sponsor. Because of this secure location,
the event remains closed to the general public.

“NGO participation is critical to the success of the CSW. Along with
the sponsored side events, ARS members will be attending meetings
and plenary sessions dedicated to the priority theme of the Commission.

Ultimately, ARS participation at CSW 56 will contribute to evaluating
progress on gender equality, and identifying challenges, setting global
standards and formulating concrete policies to promote gender equality
and women’s empowerment worldwide through the UN’s Economic and Social
Council”, said Vicky Marashlian, Chairperson of the Armenian Relief
Society, Inc., who will be heading the ARS, Inc.

The ARS message in Times Square

Taking advantage of a special opportunity and to coincide the CSW 56,
the ARS Central Executive Board placed a special promotion on one of
the huge screens on New York’s Times Square.

The 30 seconds promo started running on February 18 and will continue
to run until April 18 once every hour. The giant screen showing
the promo is located on Manhattan’s 42nd street between the 7th and
8th avenues.

Two gold and a silver medal is the tally with which “Armenia Wine”
Company returned home from the Prodexpo 2012 International Exhibition
held in Moscow.

In 2011, the Company began exporting “Armenia” wines to US and the
Baltic states. And this year the Company aims to introduce its product
to Russia. And the first results have come in. Participating for the
first time in the Prodexpo 2012 International Exhibition, which was
held in Moscow from February 13 to 17, “Armenia Wine” Company was
awarded with two gold and a silver medal plus certificates.

And talks have commenced on the possibilities for exporting “Armenia”
wines to Russia.

ILLEGAL TREE-CUTTING IN ARMENIA REACHES RECORD HIGH IN 2011 – STATISTICS

YEREVAN. – In 2011, 1,690 trees were illegally cut down in Armenia,
the National Statistical Service informs. And this is the greatest
amount in recent years, as 1,200-1,300 trees were illegally cut down,
on an annual basis, in the past several years.

In addition, 472 hectares of forest were destroyed by fire in 2011,
and this likewise is a considerable amount yielding only to 2010,
when 810 hectares of forest were burnt down. To note, the 53 forest
fires in the year past also has no equal.

At the same time, 2011 was distinguished by the least tree planting,
with a mere 28.4 hectares. In 2010 and 2009, for example, this was
157 and 453 hectares respectively.

COMMITTEE TO PROTECT JOURNALISTS CONDEMNS AZERBAIJAN

The annual report by the Committee to Protect Journalists (CPJ)
has been released titled “Attacks on the Press in 2011”.

The report notes mass violations of the rights of journalists in Syria,
Belarus, Azerbaijan.

According to CPJ official website four years after Eynulla Fatullayev
was imprisoned on a series of fabricated charges, and more than a
year after the European Court of Human Rights ordered his immediate
release, the editor finally walked free. In an interview with CPJ,
Fatullayev praised the international community for its sustained
support. Attacks against domestic journalists covering sensitive
subjects continued with impunity. Freelance reporter Rafiq Tagi, who
wrote critically about Islamist politics and government policies,
died after being stabbed on a Baku street. Two reporters for the
pro-opposition newspaper Azadlyg were beaten in reprisal for their
work, while the editor of the independent newspaper Khuralwas jailed
in late year on retaliatory charges. Hostility toward international
reporters was on the rise: Members of a Swedish television crew working
on a human rights documentary were deported; a U.S. freelancer and a
British researcher were assaulted; and a photojournalist was denied
entry based on her Armenian ethnicity.

The fatal stabbing of Tagi in November underscored a year of heightened
violence against local and international journalists.

Amanda Erickson, a U.S. freelance contributor to The Washington Post
and The New York Times, and Celia Davies, a British staffer at the
Institute for Reporters’ Freedom and Safety, were attacked outside
their Baku apartment building in June. Ramin Deko and Seimur Khaziyev,
reporters for the pro-opposition Azadlyg, were beaten 10 days apart
in early spring. And assailants targeted the home of Idrak Abbasov,
a journalist with the Institute for Reporters’ Freedom and Safety,
in September. The attacks are unsolved.

OBAMA ADMINISTRATION IS UNDER CRITICISM OVER ITS RELATIONS WITH UNDEMOCRATIC GOVERNMENTS

ArmInfo-TURAN. Washington-DC based global think-tank Carnegie Endowment
for International Peace, has criticized the Obama Administration’s
democracy policy, due to its relations with the undemocratic
governments of Central Asia and Caucasus.

According to Turan’s Washington DC correspondent, in his recent
report on “Democracy Policy Under Obama Revitalization or Retreat?”,
Carnegie’s vice president Thomas Carothers, mentioned that in Central
Asia and the Caucasus, the Obama administration “maintains friendly or
at least mutually productive relations with undemocratic governments
in Kazakhstan, Uzbekistan, Azerbaijan, Armenia, and Kyrgyzstan. It is
for the sake of various benefits, especially logistical cooperation
relating to the war in Afghanistan and access to oil and gas”.

Does this larger reality of Obama’s foreign policy-democracy being only
a secondary emphasis overall and downplayed in many places for the sake
of other interests-represent a relative retreat to US democracy policy
of the last several decades? He said, “answering this question requires
stepping very carefully through the confusing thicket of rhetoric
and reality that perennially surrounds US democracy promotion”.

At the same time, he adds, the administration downplays democracy
and human rights in a number of non-democratic countries for the sake
of other interests. This inconsistency represents a familiar pattern
rather than a change in US policy.
