DDK REPORT’S CENSORED PAGES CALL FOR PROBE OF STATE OFFICIALS IN DINK CASE

The undisclosed sections of a report prepared by the State Audit
Institution (DDK) regarding the murder of Turkish-Armenian journalist
Hrant Dink openly accuse police and intelligence officials of
negligence in the murder and call for the investigation of certain
individuals, the Haberturk daily reported on Friday.

The presidential watchdog announced its report earlier this week on
the Office of the President’s website. The report said mistakes were
made in the investigation of public officials who were suspected
of having acted negligently in preventing the murder, adding that
a sequence of negligent acts by public officials was not examined
as a whole and that no investigation was launched separately into
different state institutions.

However, six pages of the long-expected report were censored,
reportedly due to state secrecy concerns, arousing curiosity among
the public over what information they contained. Haberturk, claiming
to have obtained the full report, said on Friday that the censored
sections level serious and explicit accusations against police and
gendarmerie officers and the İstanbul Governor’s Office.

The six pages also reportedly say there is sufficient evidence to file
charges of negligence against certain officials in the İstanbul and
Trabzon police departments. The report adds that prosecutors failed to
file charges against members of the National Intelligence Organization
(MİT) who reportedly “warned” Dink to be careful when writing his
articles prior to his assassination in 2007.

According to Dink’s own account published in Agos, of which he
was editor-in-chief, on Jan. 12, 2007, MİT Marmara Regional Deputy
Director Ozel Yılmaz and another agent summoned Dink to the İstanbul
Governor’s Office and warned him, telling him to “be careful” about
what he wrote. The meeting took place on Feb. 4, 2004, shortly after
Dink wrote an article asserting that Mustafa Kemal Ataturk’s daughter,
Sabiha Gökcen, was of Armenian descent.

After Dink’s assassination, one of the MİT agents who had spoken with
him at the governor’s office that day was revealed to be Yılmaz,
who is currently a suspect in the investigation into Ergenekon — a
clandestine gang charged with plotting to overthrow the government —
which prosecutors say might also be responsible for Dink’s murder.

Furthermore, in response to a query about the meeting from the
İstanbul 14th High Criminal Court, MİT said the organization was
aware of the “meeting” with Dink and its agents at the time.

Haberturk also reported that the full DDK report underlines that
the Trabzon Police Department sent a notice to the İstanbul Police
Department on Feb. 17, 2006, warning them about an assassination plot
against Dink based on intelligence received from Erhan Tuncel — a
police informant in Trabzon. The report also said this information
was not shared with the Trabzon Gendarmerie Command, although the
plot concerned individuals in the town of Pelitli, which fell under
the gendarmerie command’s jurisdiction. Despite this information no
action was taken to prevent the murder, and a fake report was prepared
following Dink’s assassination, the report said.

The DDK also reportedly discovered that information about a possible
assassination plot against Dink was received by the Trabzon Gendarmerie
Command from other sources. Although there was clear intelligence that
those plotting to kill Dink were obtaining arms, the gendarmerie did
not give any importance to this information and did not share it with
any judicial body, the report puts forth.

Dink, the late editor-in-chief of Agos, was shot dead by an
ultranationalist teenager outside the offices of his newspaper in
broad daylight in İstanbul on Jan. 19, 2007.

Gul ordered the DDK to investigate the Dink murder last year, following
growing calls from the public and a European Court of Human Rights
(ECtHR) ruling that found Turkey guilty of failing to protect Dink’s
right to life and of carrying out a thorough investigation into the
officers who failed to take the necessary measures in light of early
warnings and tips about the plot to kill Dink. The investigation that
followed Dink’s death revealed that police had been tipped off about
plans to murder the journalist; however, police failed to intervene.

Deputy PM: Court’s reasoned decision adds to ‘darkness’ surrounding
Dink case In a related development, Deputy Prime Minister Bekir Bozdag
commented on the reasoned decision announced by an İstanbul court on
Thursday on the killing of Dink. The İstanbul 14th High Criminal Court
said in its 216-page-long reasoned decision, distributed to lawyers
involved in the case on Thursday, that the court could not establish
that the journalist was killed by an organized criminal network.

Bozdag said by acknowledging that there is wider involvement in the
murder but failing to prove it, the court added more to the “darkness”
of the case. “I am not sure whether it is logical for the court to
accept the involvement of an organization in the murder but to say
that it cannot see it. The reasoned decision has been yet another dark
curtain. … The decision failed to light a candle to shed light in
this darkness,” he said.

In what many said was a shocking and frustrating ruling in the
five-year-long trial of the Dink case, the İstanbul court last
month cleared all suspects of charges of membership in a criminal
organization, angering lawyers and many others who say the trial
failed to clarify alleged connections between the suspects and state
officials. The court convicted Yasin Hayal, a major suspect in the
killing of Turkish-Armenian journalist Dink, of instigating a murder
and sentenced him to life in prison. Another suspected instigator,
Tuncel, was acquitted by the court.

France has opposed the opening of Turkish consulates in the French
cities of Bordeaux and Nantes as Turkey has suspended political and
military ties with France in the face of the approval of a bill by
the French Parliament penalizing the denial of the “Armenian genocide.”

Republican People’s Party (CHP) İstanbul Deputy Osman Koruturk
submitted a motion concerning the establishment of Turkish consulates
in Bordeaux and Nantes to the Parliamentary Speaker’s Office to be
answered by Foreign Affairs Minister Ahmet Davutoglu on Wednesday.

Koruturk recalled that in addition to Turkish consulates in Paris,
Lyon, Marseille and Strasbourg, Turkey decided to open two consulates
in Nantes and Bordeaux cities to facilitate transactions for Turkish
citizens, and the talks between Turkish and French officials were
almost completed.

“Is it true that Turkey officially applied to France for the
establishment of the consulates in Bordeaux and Nantes before the
French Constitutional Council announces its decision on the denial
bill, and it has been rejected by the French government?” Koruturk
asked “Why has the government applied to France for the establishment
of consulates that means improvement of bilateral relations after
announcing that Turkey will impose political sanctions on France?”

Underlining that this stance contradicts statements coming from the
government, Koruturk claimed that this situation proves that the
government’s sanctions on France are just claptrap.

Turkish Armed Forces held large-scale military exercises near border
with Armenia – in Kars province.

APA reports that President and Commander-in-Chief of Turkish Armed
Forces Abdullah Gul, Deputy Prime Minister Bulent Arinc and Beshir
Atalay, Defense Minister Ismet Yilmaz, Chief of the General Staff
Necdet Ozel participated at the last day of exercises which aim to
increase the combat skills of the army in winter days.

The tanks, warplanes and combat helicopters were involved in the
exercises. The fires were opened from combat bullets, shells and
missiles. The training was held in 1900 m height under -20 C. Gul said
that he was proud of capability of the Turkish Army: “We desire the
existence of peace and stability in the region. But as our fathers
said, if you want peace, prepare for war. It is needed to have the
powerful army in order to prevent the wrong step of someone. It is
necessary to pass the good exercise in order to be ready to any threat,
as well as to the protection of our country and nation”.

Gul also reminded that 90000 Turkish soldiers were frozen to death
in 1915 in Sarikamish peak of Kars in 1915 during the World War I:
“It is impossible to forget Sarikamish tragedy and our martyrs. I read
the memoirs of the commanders of that period. I was very sad. But I
saw that we drew a lesson from the history by following the movements
of Turkish soldier in 1.5m snow. ”

“The Armenian side attempted to create obstacles for our visit to
Armenia. At Yerevan airport the border guards took us to the detention
facility of the airport,” Azerbaijani parliamentarian Faraj Guliyev,
who returned from Armenia, told journalists, APA reports.

He said “Nagorno Karabakh” poster was placed at the meeting of
Euronest, the posters were removed due to the insistence of the
Azerbaijani delegation.

“Though it was the meeting of Euronest’s social committee, the
delegations of most countries took interest in Nagorno Karabakh
problem. At the meeting with Armenian President Serzh Sargsyan there
was no need for the Azerbaijani delegation to raise the Nagorno
Karabakh issue, the European parliamentarians raised that issue,”
he said.

Faraj Guliyev said the Azerbaijani parliamentarians told Sargsyan that
it is impossible to visit the graves of the Azerbaijanis buried in the
occupied territories, and underlined the importance of organizing the
meeting of Azerbaijani and Armenian communities of Nagorno Karabakh.

Sargsyan said Nagorno Karabakh is not a part of Azerbaijan, the
Azerbaijani parliamentarians mentioned the four resolutions of the UN.

A position, which in some form would bring nearer to the peace or would
be in a constructive way, was not observed at a meeting with Armenian
President Serzh Sargsyan, MP Azay Guliyev said at a meeting held in
the Azerbaijani Parliament today following the visit to Armenia.

During the meeting between the “Euronest” PA delegation and Armenian
President Serzh Sargsyan, Lithuanian MP raised the issue how the
rights of people who were expelled from Azerbaijani territories
will be protected, Guliyev said. President Sargsyan did not answer
this question.

“We stressed in Yerevan that the Azerbaijan gives a full guarantee
of Armenians’ and Azerbaijanis’ safe living in Nagorno-Karabakh. The
question was raised whether the Armenian President can define any
framework for the conflict settlement. Unfortunately, he did not
answer this question.”

Azerbaijani parliamentarians at a meeting with Armenian President
also raised the question of creating conditions for a dialogue with
the Armenian community of Nagorno-Karabakh.

The Azerbaijani delegation refused from visiting a monument dedicated
to the fictitious “Armenian genocide”, which was scheduled on the
protocol, Guliyev said.

“The remark were made that we are engaged in propaganda,” Guliyev said.

Azerbaijani MPs Rovshan Rzayev, Faraj Guliyev and Azay Guliyev took
part in the meeting of the “Euronest” PA social committee, held in
Armenia on Feb. 21-23.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 per cent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and seven surrounding districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group – Russia, France and the U.S. –
are currently holding peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s four
resolutions on the liberation of the Nagorno-Karabakh and the
surrounding regions.

Euronest Parliamentary Assembly members raised the issue of Nagorno
Karabakh at a meeting with Armenian President Serzh Sargsyan,
Azerbaijani MP Faraj Guliyev told Trend in an interview following
his visit to Armenia today.

“At a meeting with the Armenian president, the MPs raised the
Nagorno-Karabakh problem,” he said. “In particular, Azerbaijani MPs
told Sargsyan they cannot visit the graves of Azerbaijanis, who were
buried in the occupied territories. The importance of organizing a
meeting between the Azerbaijani and Armenian communities in Nagorno
Karabakh was stressed.”

When Sargsyan said Nagorno Karabakh is not part of Azerbaijan, the
Azerbaijani MPs reminded him of the four adopted UN resolutions on
the need for the unconditional liberation of the territories.

Despite the fact that it was proposed to discuss the ways to resolve
the Nagorno-Karabakh conflict, with the assistance of the EU, Sargsyan
opposed this, saying he prefers that the OSCE Minsk Group plays the
chief role in the conflict settlement.

Guliyev said when the Azerbaijani MPs arrived in Yerevan, the Armenian
border guards at the airport escorted them to a detention center.

Azerbaijani MPs Rovshan Rzayev, Faraj Guliyev and Azay Guliyev visited
Armenia to attend the meeting on Feb. 21-23.

Euronest includes Azerbaijan, Armenia, Georgia, Moldova and Ukraine.

Il presidente del consiglio comunale, Gianni Turina, ha presentato
un ordine del giorno per il riconoscimento, da parte della citta di
Rieti, del genocidio armeno. L’iniziativa tende a sottolineare la
sensibilita e la vicinanza nei confronti della popolazione armena
vittima delle deportazioni e delle uccisioni, che in più periodi
storici, sono state perpetrate in Turchia.

La presentazione dell’ordine del giorno è collegata anche alle
iniziative portate avanti sul territorio dall’associazione “Armenia
da riscoprire” e dalla sua rappresentante Metaksya Vanoyan, cittadina
armena residente a Rieti.

“Diversi consigli comunali italiani – dichiara il presidente Turina -,
tra cui quelli di Roma, Milano, Genova, Venezia e Firenze e la Camera
dei deputati hanno gia approvato mozioni per il riconoscimento del
genocidio degli armeni. Tale sterminio è stato riconosciuto anche
dalla commissione Onu per i Diritti umani”.

L’ordine del giorno impegna a esprimere piena solidarieta al popolo
armeno nella sua lotta per il riconoscimento della verita storica e
per la difesa dei suoi diritti inviolabili e a intervenire, presso
gli organismi preposti, per la salvaguardia del patrimonio artistico
cristiano presente in Turchia, attualmente in stato di grave degrado.

Il presidente Turina ha manifestato la propria disponibilita nel
sostenere un ampio programma di sensibilizzazione sulle vicende
storiche e politiche che produssero e accompagnarono il genocidio
armeno, mettendo in atto azioni di informazione rivolte ai giovani,

The information which had appeared in the media that Washington,
London, Paris, Rome and Ankara are preparing a secret invasion to
Syria is nothing more than an action of information war, Arabist David
Hovhannisyan told the reporter of Armenian News-NEWS.am explaining
that currently the West does not have any real cause.

According to Hovhannisyan, an information war is taking place currently
and the media leaks especially that of the Israeli media are part of
that war.

Comparing the situations in Syria and Lebanon, Hovhannisyan pointed
out that in Lebanon the government did not control the situation in
the country whereas in Syria the situation is different.

“The Lebanese Government in Tripoli ruled only a few cities, whereas
in Syria the government rules over the whole country. Thus, there
are no real plans but only reasons to invade Syria,” he added.

As Armenian News-NEWS.am informed earlier, according to the DEBKafile
military research agency, Washington, London, Paris, Rome and Ankara
are planning a secret invasion to Syria.
