Interview with Alexander Iskandaryan, Director of the Caucasus
Institute

Sociologists in Armenia have been frequently voicing the chances of
political forces recently. Does it testify to the high level of the
Armenian sociology considering that their forecasts usually come true?

Sociology in Armenia is at a good level. We have a good school that
prepares material for professionals. Sociologists become especially
active on the threshold of elections. But public opinion polls do not
present the general image of forthcoming elections. At present the
results of several surveys have been published. They presented the list
of the parties which will allegedly enter the new parliament. But I
don’t agree with it. I think that if the election were held not on 6
May but tomorrow, the following parties would find themselves in the
parliament: Republican Party of Armenia, Prosperous Armenia Party,
Armenian National Congress and ARF Dashnaktiutyun. But this does not
at all mean that other parties will be out of parliament. At the same
time, I doubt very much that Orinats Yerkir party will

manage to overcome the 5% threshold to the parliament.

Is it possible to establish a People’s Front in Armenia? Why don’t
our political forces adopt the similar experience of Russia?

No, it is not possible. We are in quite a different situation and
at quite a different stage of political development. The difference
between Armenia and Russia is that there is actually no political
opposition in Russia, and people like Levon Ter-Petrosyan are either
in prison or abroad or they are not alive at all. And those who call
themselves opposition do not attend rallies, as they are not true
oppositionists. Russia has to create what has been in Armenia for
20 years. So, Armenia needn’t create a People’s Front, like the one
recently created in Russia.

Opposition forces in Armenia have stated beforehand that the upcoming
elections are fraud. Nevertheless, they still intend to run for the
parliament. What is the reason of such paradox?

It also means that there are still political traditions in Armenia.

Since 1995 all the political forces of Armenia have been using radical
rhetoric over the election period. Armenia has a huge demand for system
rhetoric, not the political one. As a rule, after every election some
forces appear that do not acknowledge the results of the election.

The authorities say that the opposition’s proposal to switch to a 100%
proportional electoral system is part of its PR campaign…

An active political fight is going on, in which all the parties
simply must use PR methods, which will draw the attention of the
voters. Certainly, such kind of proposals is part of election campaign
and the oppositionists are not so naive to propose such changes on
the threshold of the election.

Has the Arab Spring of 2011 had any impact on the situation in Armenia?

The world policy does not directly affect domestic political situation
in Armenia, but the world financial crisis directly affects financial
flows and the western programs being implemented in Armenia.

This affects the social situation which naturally affects

the political situation in the country. But the global policy does not
affect the results of the parliamentary and presidential elections in
Armenia. The people which believe that Armenian political candidates
represent interests of any superpower, are naive, as in this context
there is no single Russia or America. We are linked with the world
and cannot stay in isolation. 2011 was the year of turbulence in the
Middle East and the Arab world, as the American-Iranian confrontation
was developing, which directly affects implementation of the projects
linked with Russian and Iranian capital. But this cannot directly
affect political field of Armenia either.

Confrontation around Iran is continued and there is an impression
that the situation is becoming increasingly tense…

Overland war in Iran is impossible. One should be mad to unleash
war against Iran. It will be irrational for the U.S. authorities on
the threshold of elections. There may be bombing or missile blows
that will not settle the Iranian problem, but what is happening in
reality is a tough bargaining with use of pressure and rhetoric of
threats. Military actions against Iran will plunge the entire world
into a crisis. In case the Persian Gulf is paralyzed through closing
the Strait of Hormuz, the global economy will prove in the situation
similar to those of 90s in Armenia. A real war against Iran would
stop oil currents from Iran, Saudi Arabia, Iraq, Qatar, Bahrain and
Oman. Speaking of such war is unnecessary at the given moment.

Baku is trying to gain from the situation around Iran, and the
Azerbaijani politicians have suddenly remembered about the so-called
Southern Azerbaijan…

Some Azerbaijani politicians were allowed to voice this theory,
which finds room in the game between the USA and Russia and the West
and Iran. In this way Baku is trying to demonstrate certain loyalty
towards the West. Azerbaijan has been simultaneously working for Russia
as well as for the West. It is a value for Russia in the energy and
communication context. It is not an important energy and communication
corridor for the West. For this reason, Azerbaijan is forced to express
loyalty to the West as well. But it has not succeeded much in this
way taking into consideration the fact that many countries of the
West treat Azerbaijan with disgust. Azerbaijan is like Uzbekistan,
Tajikistan and Kazakhstan which have an absolutely different
political reality and their loyalty is displayed by the principle –
“I am against your enemy”. Stemming from it, Armenia has a great
opportunity to speak about its complementary policy and cooperation
with Iran, Russia as well as the West. And Azerbaijan has nothing
else to do but to demonstrate its pro-Western orientation. Hence,
there is no threat that northern and southern Azerbaijan will unite.

THE FILM “KARABAKH-A HIDDEN TREASURE” IS A NEW VIEW AT THE SECOND ARMENIAN STATE

Last year the Tourism Department under the NKR Government had announced
a competition of a film telling about Artsakh. Yerkir Media Company won
the competition. A year later, the film “Karabakh-a Hidden Treasure”
is ready, which presents Artsakh with its colours, with monuments,
which are unique in the world, with a culture having a history of
thousands of years and with traditions.

During the twenty years of the independence, much has changed in
Artsakh, a lot of things have been lost, a lot of things have been
reconstructed and constructed. But Artsakh still has many not revealed
treasures for a not familiar tourist, for a guest that loves Artsakh
and even for the residents of Artsakh themselves. The film is a new
view to the second Armenian state.

The film is firstly directed to the visitor who hasn’t seen Artsakh.

Azerbaijan presents Artsakh as a poor country which hasn’t recovered
after the war. The film tells about Artsakh, where one can stay at
a high quality hotel, see monuments that are unique in the world,
enjoy the nature and the cuisine of Artsakh. The authors of the film
say they have focused on all which is unique and which can only be
found in Artsakh.

Director Jivan Avetisyan says it is not directly spoken about the
Karabakh conflict in the film. But it is not possible to show a shot
about Karabakh, where the conflict is not present.

The authors of the film say they are ready for any kind of response
from Azerbaijan. The film is not just reproducing emotions but presents
a reality with accurate facts.

The film was also translated into Russian and English.

The film’s presentation will take place today at 8:00pm at Narekatsi
Art Centre. You can also watch the film on air of Yerkir Media TV
channel at 9:20pm, tomorrow.

During the next, today’s session of former police head Margar Ohanyan,
the documents available in the case were examined. Prosecutor Harutyun
Hautyunyan read the minutes on the confrontations of the defendants.

They made former police co-worker Ara Levonyan’s assertions obvious
against whom a charge is brought in the same petrol case. He asserted
that Margar Ohanyan has orally ordered him to provide less petrol to
the first and second battalions and to give the cheques of the not
provided petrol to him. According to the minutes, the latter has also
stated that Margar Ohanyan has repeated the order in the presence of
another defendant, their coworker Stepan Karakhanyan and has said it
is necessary to do so.

Commander of the second police battalion Aresn Arshakyan, who has given
the only evidence against Ohanyan has stressed in the confrontations
that Margar Ohanyan has ordered him to “limit himself with the
available petrol”.

S. Karakhanyan had denied Levonyan’s evidence that Ohanyan has ordered
in his presence to provide less petrol than mentioned.

The defense lodged a motion to annul this confrontation and after
the long disputation between the accusing party and the defense,
the court decided to discuss the issue of allowing the motion before
delivering the judgment.

In the next session, which will take place in the court of general
jurisdiction of Kentron and Nork-Marash administrative districts on
March 1, the phase of judicial disputes will start.

YEREVAN. – Armenia’s ruling Republican Party (RPA) is not going to
include any businessmen in its proportional election lists, Armenian
PM Tigran Sargsyan told the U.S. Ambassador in Armenia John Heffern.

As the press service of the Armenian Government informed Armenian
News-NEWS.am, the sides discussed the upcoming parliamentary elections
in Armenia, the possibility of businessmen participation and the bill
on ‘Legal regime of emergency’ in the state.

“We welcome all the actions of the government for providing the
opposition with serious tools which are directed towards conducting
legal and fair elections,” the Ambassador stressed.

Talking about the bill on ‘Legal regime of emergency’, Tigran Sargsyan
mentioned that the bill has been improved, proposals by the opposition
have been taken into account, after which the bill is presented to
the parliament.

Vardanyan and World Bank Armenia Country Manager Jean-Michel Happi
visited an interstate road leading to Aghveran on Friday.

The Ministry offered to reconstruct the road this year based on
Lifeline Roads Improvement Project (LRIP) of the WB, ministry’s
spokesperson Susanna Tonoyan told Armenian News-NEWS.am.

Manukyan and Happi touched upon the preparation process of the new WB
investment project (amounting to $40 million). Both sides discussed
the issue of concluding road reconstruction, their further operation
and maintenance of works.

“Armenian Genocide: From Recognition to Compensation” international
conference was held February 23 in Antelias Mother Cathedral with
participation of Armenia and foreign lawyers, political scientists,
genocide research specialists and representatives of different
structures.

As an official from the Catholicostate of the Great House of Cilicia
told Armenpress, Nora Bayrakdaryan, lecturer of international law
during the conference, said it is already 100 years justice has not
been restored in the issue of Armenian Genocide, and discussed the
issue from judicial, legal viewpoints and human rights forwarding
the idea of claimant.

Catholicos of the Great House of Cilicia Aram I, stressing the
wording “genocide”, cited from U.N. Convention on the Prevention and
Punishment of the Crime of Genocide. He said the church-owned estates
and community properties seized by the Ottoman authorities must be
returned by Turkey to its real owner – Catholicostate of the Great
House of Cilicia.

Judge of international judicial institution Joe Verhov noted he
has read numerous studies and books about Armenian Genocide and is
surprised at the denial position of Turkey.

False Bomb Alert In Yerevan

At 6:15 p.m. the police received a report that a bomb was placed at
56 Pushkin in Yerevan.

A task force of the police, National Security Service, Ministry of
Emergency Situations and fire brigade arrived at the scene on receiving
the bomb alert. However, no bomb was found in the given address.

In the meantime, the police controlled the Office of the Human Rights
Defender.

The director of a nearby pharmacy learnt about the bomb alert from
police officers.

“We have neither rivals nor enemies,” said the perplexed director.

The number of crimes increased in Armenia by 7% as compared to 2010.

Sixty murder cases were recorded in the country in 2011 against the
41 cases of 2010. Most of them occurred in Yerevan’s Erebuni and
Nubarashen communities.

Summing up the results of 2011 during today’s plenary sitting of the
Board of the Prosecutor’s Office Prosecutor General Aghvan Hovsepyan
said the criminal situation in Armenia is comparatively stable if
compared with other CIS countries.

“Thanks God, we are able to control the crime rate. However, we still
have much to do in this direction,” Mr Hovsepyan said.

The Prosecutor General also expressed dissatisfaction over the work
of investigators.

“They frequently assign expertise which is not required or ask
questions which have nothing to do with the criminal case,” he said.

Armenian GM Arman Pashikian scored 9 points out of 11 and solely took
the first prize at the open that was held in Mashhad, Iran.

GM Levon Babujian took the 8th place with 8 points, armchess.am
reported.

139 chess players took part in the tournament.

At the same time, Armenian woman champion WGM Maria Kursova scored
6,5 points out of 9 and took the 4th place among 46 participants at
the woman tournament in Mashhad.

WGM Sopiko Khukhashvili (Georgia) took the first prize with 7,5 points.
