President of the Nagorno-Karabakh Republic (NKR) Republic Bako
Sahakyan held a meeting on Friday with members of the Democracy group,
NKR Parliament.

The sides discussed a wide range of domestic and foreign policy issues.

The NKR leader pointed out positive and useful political consultations
and their contribution to constructive exchange of opinions on
different issues problems.

NKR Parliament Speaker Ashot Ghoulyan participated the meeting.

Crimes against individuals grew by 2% in Armenia last year, making
up 21% of the total number of crimes committed, according to reports
by the General Prosecutor’s Office.

Meeting in a board session earlier on Friday, the top prosecutors
summed up their 2011 accomplishments, noting that crimes like murders,
intentional infliction of (serious) health damage and battery had
particularly high rates.

The records suggest that among the persons who committed crimes last
year, 182 were minors, 679 – women, 68 – foreign nationals and 100 –
individuals with previous convictions.

Deputy General Prosecutor Aram Tamazyan said in his report that the
disclosure of murders and attempted murder has decreased to 71.6%,
which is 2% less compared to the previous year.

The hearings in the high-profile case of former RA Traffic Police
Chief Margar Ohanyan wrapped up in a Yerevan administrative court
today. The closing statements of the prosecution and the defense,
as well as the ruling, will be heard at the next court sittings.

Ohanyan, speaking to members of the press prior to the court session
beginning today, said that the other three accused (former battalion
commander Stepan Karakhanyan and traffic police employees Ara Levonyan
and Samvel Makhmuryan) were being pressured. According to Ohanyan,
Karakhanyan, who has diabetes, prior to testifying in court was in
hospital, while law enforcement officials continuously supervised
him from the adjacent hospital room. The police official on trial
said it was under such pressure that Karakhanyan testified against
him in court.

“I have said no lies here, and my remarks fully correspond to the
truth. I’m not even mentioning Arayik Levonyan, what pressure they
applied on him – let them say. If they’re not talking, I’m not
preparing to defend them; let them defend themselves – a colonel,
a lieutenant colonel… they’re over the age of 50. I said that which
happened,” he said.

Recall, all four men are being charged with embezzling large quantities
of gasoline that was set aside for traffic police vehicles.

Note, as well, the other three, as well as witness in the case,
traffic police battalion commander Arsen Arshakyan, have testified
against Ohanyan.

The evidence in the case was examined in court today: these are the
pre-trial testimonies of the four accused and witness Arsen Arshakyan,
and papers seized from the Traffic Police office related to gasoline
receipts, accounts and other documents.

In their pre-trial testimonies, Levonyan, Karakhanyan, Makhmuryan,
and Arshakyan insisted that it was under Ohanyan’s direction that less
patrol than expected was alloted to the first and second officers’
battalion, and that when they took up the issue with him, Ohanyan said
this is how it is, after which they didn’t object. Ohanyan, however,
during his testimony refuted this, saying no one ever approached him
about this issue and the matter of divvying up the petrol was dealt
with by the finance division, the head of which is Ara Levonyan.

The next court date is set for Mar. 1 at 11:30 am, at which time
prosecutor Harutyun Harutyunyan will give his closing statement.

Candidate for Russian president, LDPR leader Vladimir Zhirinovski
stated that in the summer, the World War III will start. “As soon as
they crush Syria, Iran will be stroke. Azerbaijan will take advantage
and will try to recapture Karabakh. Armenia will perform against this.

Turkey will support Azerbaijan. Here’s how our country can be drawn
into the war in the summer of 2012”, he said.

Besides, there are already opinions of experts, mainly from Armenia
and Russia saying that the U.S. “agreed” with Azerbaijan to “give”
it Karabakh in exchange of support to operations in Iraq.

Despite of a really big possibility of a blow in the region, it is
evident that the situation is under control and there are at least
two factors which evidence that war in Karabakh is not inevitable.

The first factor is that so far no conflict or war, with the
participation of the U.S. or controlled by it, spilled over the
neighbor countries. The feeling is that special mechanisms were used
to localize the military actions in the separate country – let it be
Serbia, Iraq, Afghanistan, Libya and any other one. They said that the
war in Libya (or Iraq) would become a detonator of the World War III,
that the whole Middle East will be involved, but the war started and
ended in one country.

The point is surely not about the fact that the U.S. is right or wrong
in invading in different countries, but about the mechanism which
keeps neighbor countries far from the military-political adventures
in the period of hostilities. The current events in Syria are also
a proof: despite all the predictions, the conflict has not spilled
over neighbor countries.

The only exception has so far been the Russian-Georgian war, when
the war happened on the territories of two countries, but this is a
different story with different goals.

In this connection it seems that even if a conflict between Iran
and the West or Israel starts, it will hardly spill over neighbor
countries of the region. Though, experts hope it will be possible to
avoid the conflict.

The second factor is the U.S. position on Karabakh. If the belonging
of certain territories to the Armenian side and the presence of the
Karabakh military-political unit is a bargaining chip of the U.S. just
with Azerbaijan, so what is meaning of this auction for the last 20
years? Why should the U.S. which has done much to preserve the status
quo in Nagorno-Karabakh should change its attitude towards Azerbaijan,
for which it has a lot of other levers of influence?

Nevertheless, the play of muscles continues in the region. The CSTO
Secretary General Nikolay Bordyuzha said that in case of escalation of
conflict in Karabakh, Armenia will receive all the necessary support.

The third field army of Turkey, the headquarters of which is situated
in Erzrum, is holding massive maneuvers near the Armenian border in
the Kars province. The president and the prime minister of Turkey
are following the exercises.

The Azerbaijani military forces also started large-scale maneuvers
along the Nagorno Karabakh border on February 22. In Yerevan, on
February 21-23, were held Armenian-Georgian joint command-staff
exercises on the “detection and prevention of the spread of weapons
of mass destruction”.

The Prosperous Armenia Party (BHK) today declared that it would be
willing to cooperate with the political opposition in Armenia to ensure
that the upcoming parliamentary elections are free of electoral fraud.

The proposal for a united campaign against voter fraud was made by
Armenian National Congress representative Samvel Abrahamyan at a
press conference earlier today.

The BHK was represented by Vahe Enfiadjyan, president of the party’s
youth wing.

Enfiadjyan also stated that former RA Foreign Minister Vardan Oskanian
would appear on teh party’s ballot but that it was still too early
to say at what spot.

Also on hand was Anoush Sedrakyan from the recently formed Free
Democrats Party. She said it was high time that the country move away
from personality-based politics to issue-based elections.

a news conference in Yerevan.

Heated processes in country’s domestic life are normal in the
pre-election phase, said the MP.

In return, member of Heritage parliamentary faction Larisa Alaverdyan
described the situation in the country as “superficial.”

The processes in the ruling camp are invisible to society, according
to her.

YEREVAN. – Armenian Prosecutor’s Office is unsatisfied with the
activities of the country’s judicial system, Deputy Prosecutor General
Aram Tamazyan said during the Office’s session on Friday.

Tamazyan recalled that it should not be forgotten that the law’s
status is maintained and protected owing to the restoration of social
justice and determining of the corresponding penalty.

In his turn, Deputy Prosecutor General Mnatsakan Sargsyan proposed
that changes should be made in the existing practice in connection
with the regional prosecutors’ mandatory participation in the high
courts, and thus they would not have to come to the capital, Yerevan,
to attend the court sessions, and therefore representatives of the
Prosecutor’s Office could defend the charges made with the cases.

YEREVAN.- Iranian Ambassador to Armenia said it is wrong to give
religious overtones to political conflicts.

“Each nation has the right not to forget tragedies of the past. I do
not consider the Iranian community a part of the Diaspora.

The Diaspora centers are formed by means of migration, while the
Armenian community has been a part of Iran for thousand years. It
is free in its traditions,” Seyed Ali Saqqaiyan said commenting on
Armenian community’s involvement in genocide recognition campaign.

The Ambassador stressed that Iran’s position is simple and clear.

“Each year I visit the April 24 events to honor the memory of victims
and lay wreath at the memorial. We do not want such a tragedy to
repeat in the history of any nation,” he added.

PanARMENIAN.Net – The undisclosed sections of a report prepared by the
State Audit Institution (DDK) regarding the murder of Turkish-Armenian
journalist Hrant Dink openly accuse police and intelligence officials
of negligence in the murder and call for the investigation of certain
individuals, Today’s Zaman reported, citing Haberturk daily.

The presidential watchdog announced its report earlier this week on
the Office of the President’s website. The report said mistakes were
made in the investigation of public officials who were suspected
of having acted negligently in preventing the murder, adding that
a sequence of negligent acts by public officials was not examined
as a whole and that no investigation was launched separately into
different state institutions.

However, six pages of the long-expected report were censored,
reportedly due to state secrecy concerns, arousing curiosity among
the public over what information they contained. Haberturk, claiming
to have obtained the full report, said on Friday, Feb 24 that the
censored sections level serious and explicit accusations against
police and gendarmerie officers and the Istanbul Governor’s Office.

The six pages also reportedly say there is sufficient evidence to file
charges of negligence against certain officials in the İstanbul and
Trabzon police departments. The report adds that prosecutors failed to
file charges against members of the National Intelligence Organization
(MİT) who reportedly “warned” Dink to be careful when writing his
articles prior to his assassination in 2007.

Haberturk also reported that the full DDK report underlines that
the Trabzon Police Department sent a notice to the Istanbul Police
Department on Feb. 17, 2006, warning them about an assassination
plot against Dink based on intelligence received from Erhan Tuncel –
a police informant in Trabzon. The report also said this information
was not shared with the Trabzon Gendarmerie Command, although the
plot concerned individuals in the town of Pelitli, which fell under
the gendarmerie command’s jurisdiction. Despite this information no
action was taken to prevent the murder, and a fake report was prepared
following Dink’s assassination, the report said.

The DDK also reportedly discovered that information about a possible
assassination plot against Dink was received by the Trabzon Gendarmerie
Command from other sources. Although there was clear intelligence that
those plotting to kill Dink were obtaining arms, the gendarmerie did
not give any importance to this information and did not share it with
any judicial body, the report puts forth.

YEREVAN.- An Iranian diplomat advised Azerbaijani partners that they
should be wary of ” the enemies wearing the clothes of friends”.

Commenting on the recent reports about a terrorist group discovered
by the Azerbaijani intelligence, Iranian Ambassador to Armenia Seyed
Ali Saqqaiyan said Iran is a peace-loving country.

Earlier Azerbaijani state-run Aztv channel reported that the group
allegedly working for the Iranian secret services was planning
terrorist attacks against foreign citizens.

In response Esmail Kusari, deputy chairman of Iranian parliament’s
security committee, said the Muslims of Azerbaijan are accused of
cooperation with special services but it is well known that the
country is cooperating with Mossad and CIA.

“We advise that our Azerbaijani partners should be wary of the enemies
wearing the clothes of friends. Iran is a peace-loving country and
we also suffered from terrorist attacks. The Zionist regime cannot
be friendly to any country,” he said addressing the Armenian students.
