EXPRESSION OF HATRED: HOW AZERBAIJANIS SPEAK ABOUT ARMENIANS IN THE BLOGOSPHERE

International Alert, an NGO based inLondonworking on conflict
resolution, did a study on how people on opposite sides of the
conflicts in theSouth Caucasusperceived each other. Balcanicaucaso.org
presents an article which focuses on how Armenians were depicted in
online discourse inBaku. This is an insiders’ look into the dark side
of the Azerbaijani blogosphere.

A group of scholars, researchers, and specialists was selected to
examine a range of sources, from history textbooks, to the media and
blogosphere, as well as speeches made by politicians to understand
better the dynamics behind the conflicts in theSouth Caucasus. The
aim of this research, “Myths and conflict”, was to identify key words,
narratives, and other innuendos that reference the concept of “us vs.

them” or “friend vs. enemy”. I was part of the research team. In my
research, I looked at the Azerbaijani blogosphere in order to identify
systemically-used stereotypes and propaganda to dehumanize Armenians
andArmenia. The results of this research will be released in early
2012 and should be available through International Alert’s website.

Dehumanizing the ‘other’ The tone used to talk about Armenians in
the online media – possibly even more than in traditional media – is
clearly one of hate. This is part of a process of dehumanization of the
enemy that is characteristic of conflicts in general. Communication
and media analyst Karim Karim suggests that “hate-mongers can then
‘justify’ acts of violence and degradation because they have denied
the humanity of their victims”.

This definition fits the rhetoric of hate-oriented blogs inAzerbaijan.

In fact, dehumanization is at times combined with belittling,
name-calling and other degrading comparisons in the majority of posts
targetingArmeniaand Armenians. As a result one can clearly see the
extent of bitterness, anger, and adverse attitudes that exist between
the two countries not only in traditional outlets but also in the
parallel world of online content. In this parallel world, hate 2.0
is taken to a completely different level with no strings attached
and no responsibility taken for what is said, illustrated, and written.

Azerbaijani blogosphere Though the Azerbaijani blogosphere is barely a
decade old, blogging has become more popular inAzerbaijanonly in the
last two to three years. According to the most recent Freedom House
report, there are in total about 27,000 blogs operating on various
blogging platforms.

Topics vary extensively with authors writing about art, movies, food,
society, tradition, politics, social issues, and more. Of course,
among the most widely-discussed themes in blogs and popular blogs
are the Karabakh conflict, relations betweenArmeniaandAzerbaijan,
and negative perceptions of Armenians. Let us call them “hate blogs”.

The most common theme for hate blogs is mutual perceptions. It is
also the most explicit and acute theme in terms of the language used,
analogies made, and the overall attitude. Being a blogger myself
who works in the conflict resolution field, reading these blogs
was unpleasant to say the least. The appalling descriptions used in
reference to the “other” – such as descriptions portraying “them” as
thieves, liars, drunks, prostitutes, and cave propagandists – later
appeared to be “kind” when compared to some of the analogies that
were simply beyond my ability to comprehend. It was almost as if the
authors were reassuring themselves and their readers that the “other”
was no longer a human and that it was ok to humiliate them, belittle
them, kill them, let them die, and get rid of them all together.

In a post about the shooting death of an Armenian civilian – a shepherd
– by the Azerbaijani military forces on the border, an Azerbaijani
blogger concluded “In any case, there is one less Armenian and this
is the happiest part of this news story” [Post originally written in
Azerbaijani]. The post expressed no regret about the actual death,
and even championed the incident.

In another post, the author comparedArmeniato a disease that should
be eradicated. “Yeah, almost forgot, the worst flu I am referring to
have a similar name to that of bird flu and swine flu, in our language,
we call it “Armenian flu”. The symptoms of this flu include hypocrisy,
fraud, and double standards” [Post originally written in Azerbaijani].

In an additional spin to the post, the author proudly added: “We are
sick with this Armenian trash! […] Hypocrisy they have, terror they
have it […] Now I think, will we even find a vaccine against this
dangerous flu? Let’s not forget: to find a vaccine is written only
in our destiny.”

These and other examples that were used for the purpose of this
research indicated an important factor: youth are also becoming deeply
affected by the negative relations between the two countries that
are reflected in the media, general political statements, and the
overall attitude of the government. The clear annihilation messages,
the overall tone of the posts, and the bloggers’ hostile attitudes
were in no way creations of these bloggers but rather the results
of decades-long policy and measures taken by the local government to
further embed anger and hatred.

Future of hate 2.0 No doubt, this research only reveals the tip of
the iceberg. This is just another example of the fact that in spite
of its extremely powerful liberating potential, the Internet is not
intrinsically good.

It can be used to strengthen stereotypes and can contribute to shaping
public opinion in the favour of conflict.

As the research shows, many young people inAzerbaijanhave very strong
positions regarding the conflict that are unsupportive of the peace
process to say the least. It also indicated the amount of work that
needs to be done as well as the pressing need to take concrete steps
in gradually shifting these negative attitudes, building positive
relationships, fostering dialogue and creating space for mutual
understanding rather than hatred betweenArmeniaandAzerbaijan. More
importantly, the research underscores the need to start this work to
promote mutual understanding among youth in particular.

Perhaps, hate 2.0 inAzerbaijanis here to stay. But there is a chance
that online communities with access to first-hand accounts of the
‘other’ will instead mostly contribute to changing attitudes for the
positive in the region as a new, tech-savvy generation grows. Sure
enough, alternatives to “hate 2.0” exist and are possible. The online
world is the world of opportunities, after all…

On February 4 Armenian Minister of Foreign Affairs Edward Nalbandyan
met Egyptian Minister of Foreign Affairs Mohammed Qaml Amr, Press
and Information Department of MFA RA informs. Armenian Minister of
Foreign Affairs expressed his condolences to his Egyptian counterpart
on the victims of soccer accident which took place in Egypt.

Both Ministers rated traditionally friendly relations between
Armenia and Egypt. Both diplomats also referred to the development
of economical, cultural relations and cooperation in frame of the
international organizations.

Ed. Nalbandyan underlined that Armenia has always had good relations
with Egypt and the Arabic World in general and the good relations
would be continued in future as well.

Tourism development was also touched upon. Both sides agreed that
the direct flight between countries would assist to strengthen ties
mostly and agreed to study its possibilities.

Egyptian Minister presented the last developments and current situation
in Egypt. Ed. Nalbandyan answered: “Current transitional level is
just a part for Egyptian history and I am sure that Egyptian will
overcome it a sit was done for many times in Egyptian history”.

Armenian Minister of Foreign Affairs Edward Nalbandyan also met his
Serbian counterpart Vuk Yeremich in Munich. Armenian and Serbian
diplomats discussed bilateral relations and cooperation in frame of
the international organizations.

The strict public control over the law-enforcement agencies is
necessary for fair development of the judicial trial and taking fair
verdict to the opposition journalist Hayk Gevorkyan, a member of the
parliament from the opposition “Heritage” faction, Larisa Alaverdyan,
told Arminfo correspondent.

“I am sure that the arrest of a journalist from the opposition
“Haykakan Zhamanak” daily is a result of the asymmetric activity
of the Armenian authorities. The people which are dangerous for the
society or hide away from investigation should be arrested. But one
cannot say it about Gevorkyan. Such a step of the law-enforcement
agencies is evidence of the fact that the authorities go on dealing
what they should not deal with”, – Alaverdyan said.

The measure of restraint against Hayk Geovrkyan, a journalist of
the Haykakan Zhamanak opposition daily has been just changed by the
prosecutor. The journalist has been released on recognizance.

The prosecutor explained the given decision with the fact that
Gevorgyan is accused of not heavy crime; he has no previous conviction
and has permanent residence. In such conditions, the prosecutor said,
there is no need of keeping him in custody.

Earlier, Gevorgyan was accused of hitting a man and driving away from
the spot. He was arrested on February 3. If found guilty, he may face
two years in prison and a $22,000 fine (250 minimum salaries).

Previously the press service of the Armenian Police told ArmInfo that
Gevorgyan had been on the wanted list after the road accident that
took place on January 13. He is charged with the violation of the
rules of vehicle use and traffic rules (Article 242, Part 1 of the
Armenian Criminal Code), as well as with abandonment of the accident
site (Article 244 of the Armenian Criminal Code).

It is noteworthy that previously Haykakan Zhamanak Daily was judicially
forced to pay millions drams of fines on the claims of oligarchs and
the family of ex-president Robert Kocharyan.

Azerbaijan is responsible for impeding the Karabakh peace process,
Armen Rustamyan, ARFD parliamentarian, said in the parliament on
Monday.

Rustamyan said that over the last three session of the parliament ARFD
had been trying to organize discussion on the draft decision condemning
Azerbaijan’s stance on the Karabakh conflict. “The statement is a
political necessity, for Azerbaijan organizes large-scale anti-Armenian
propaganda and distorts the essence of the Karabakh conflict. Mexico
recognized the incidents on Khojalu as “genocide committed by
Armenians,” while we do nothing to put an end to that policy,” he said.

For his part, Parliament Speaker Samvel Nikoyan said: “I welcome the
provisions in the text of the given statement and I am sure all the
members of the parliament agree with them. We can use it as a useful
foreign political instrument. But, I think it should be adopted in more
convenient time. It is not the very moment for that.” Nikoyan suggested
operating in cooperation with the foreign political department and
taking more efficient steps in this given direction.

The draft decision “On Azerbaijan’s responsibility for transformation
of the Karabakh problem into an armed conflict, distortion of its
essence and impeding the peaceful negotiations” provides for declaring
official Baku responsible for aggressive statements, anti-Armenian
calls and actions, refusal from the crimes committed. This is what
impedes the negotiation process, the draft decision reads.

Sabine Freizer, the Istanbul-based director of the International
Crisis Group’s Europe Program, in an interview with Sunday’s Zaman
commented on the chances of any changes in co-chairs, saying it is
unlikely that Turkey will get France replaced. “I don’t believe that
Turkey will get much support from the OSCE states when it tries to
link the problems of the Minsk Group with the passage of legislation
in France that penalizes persons denying the genocide,” she said.

“Turkey needs to get the support of all 56 participating states —
or at least of the country that chairs the organization at that
time. It will also need the support of Armenia, Azerbaijan and the
other three current co-chairing countries, the US, France and Russia,”
Freizer added.

The OSCE, the world’s largest security-oriented intergovernmental
organization, works on the basis of consensus, so if Armenia, as a
member of the OSCE, vetoes Turkey’s co- chairmanship of the Minsk
Group, Turkey cannot become the Mink Group’s co-chair.

Freizer also stated that when the issue of replacing France as co-chair
by another EU country was on the table, her team was in favor,
saying that “the EU would be responsible for much of the technical
[nation building] and financial support if there is ever a peace
agreement.” Hence, the expert thinks that any kind of change in the
leadership of the Minsk Group will be difficult to pass.

Considering the Minsk Group format in many ways outdated, Freizer
thinks that a serious discussion is needed on the value and
effectiveness of the Minsk Group format.

Armenian parliamentarians killed the Bill of amendments to the Law
on restriction of cash operations and a number of accompanying laws,
including amendments to the Civil Code and the Code of Administrative
Offences, Monday. The parliament speaker had twice put the bill on
voting and the parliamentarians killed it.

Vahan Hovhannisyan, parliamentarian from ARFD party faction in
the parliament, says the idea of the bill is welcomed for it is
progressive. However, he thinks that various issues and problems
emerge in the real life and there is no solution to these problems
yet. The faction made a number of suggestions and will its stance on
the bill will depend on the response to the above suggestions.

Therefore, the party abstained from voting.

Earlier in his speech, Vice Chairman of the Armenian Central Bank
Nerses Yeritsyan said that the bill regulates non-cash operation, in
particular, the transfers to the name of a recipient. The bill provides
for non-cash operations for the operations exceeding 300,000 AMD at
medical establishments, 100,000 AMD at educational establishments. In
addition, the bill sets a specific term for the non-cash operation
to avoid delay of financial receipts. Realty deals of individual’s
exceeding 3 mln drams should also be non-cash.

Earlier, such law applied to legal entities only. The bill stipulated
that starting 2014 Post-terminals will be installed at all the public
catering, trade facilities and medical establishments with an area
exceeding 200sq.m in Yerevan.

Prosperous Armenia Party conducts consultations with political
experts and specialists in the electoral right, but it hasn’t held
any discussions inside the party on the party’s official position on
transition to the 100% proportional electoral system, Aram Safaryan,
Secretary of Prosperous Armenia faction in the parliament, told media
on Monday.

“Our party will announce its official stance on the issue during the
Feb 16 discussions in the parliament. We are ready to suggest our
experts as a third party to the discussions on the given issue.

Prosperous Armenia highlights the importance of discussing the issue
in the parliament, for this issue has aroused wide public response and
created tension in the pre-election fight of the political forces in
Armenia. At the same time, I’d like to say that the party’s electoral
program of 2007 comprised a point on the necessity of transition to
the 100% proportional electoral system,” he said.

As a compromise Safaryan suggested reducing the number of the
majoritarian seats in the parliament and providing every region with a
representative in the parliament and the capital city with a certain
number of mandates. Safaryan thinks that such approach will allow
controlling over the elections, and presenting all the regions in
the parliament, at the same time ensuring the necessary competition
between the parties.

The Armenian National Assembly consists of 131 parliamentarians:
41 majoritiarian and 90 proportional seats. The next parliamentary
elections will be held in May 2012.

ISTANBUL. – Erhan Tuncel, justified for the Armenian Agos newspaper
chief editor Hrant Dink murder case, has disclosed new details about
the assassination.

In an interview with Turkish Star newspaper Tuncel insisted Ergenekon
has connection to the murder.

Tuncel claimed that Ergenekon defendants visited Yasin Hayal, organizer
of Dink’s murder, who was at that time in prison for the McDonald’s
explosion. Moreover, the idea of killing Dink came to Hayal’s head
when he was in jail.

“Why didn’t the six police agents of the Trabzon gendarmerie stand a
trial? Dink murder case will not be disclosed until Resat Altay, former
gendarmerie head sheds light on everything,” Tuncel said stressing
that many police officers must reveal the facts of the murder case.

To note, Erhan Tuncel was found not guilty on Dink case and instead
was sentenced to 10,5 years’ imprisonment for an explosion in
McDonald’s. However, the court has set him free taking into account
that he had already served his term being in custody.

“Orinats Yerkir Party has participated in all general elections over
the past 15 years and is going to run for Parliament this time,”
head of the Orinats Yerkir faction Heghine Bisharyan told a press
conference today. “We aim to build a country of law and our slogan
will be developed based on this principle,” she said.

The party will hold its sitting on March 3 to determine the platform
and clarify the issues connected with the party list, Bisharyan added.

According to her, the proposal of the opposition to pass to a 100%
proportional system is untimely.

“Orinats Yerkir does not claim to hold many seats at the National
Assembly,” Heghine Bisharyan said, adding that the Party will not
enter into alliance with any political force.

She considers that the Armenian National Congress, the Heritage and
the Armenian Revolutionary Federation will form a strong opposition
in the new Parliament.

The rival violated the ceasefire regime at the line of contact between
the armed forces of Nagorno Karabakh and Azerbaijan about 150 times
between January 29 and February 4.

Divisions of the Azerbaijani army fired more than 600 shots from
weapons of different caliber in the direction of the Armenian
positions, Information and Propaganda Department of the NKR Defense
Army repots.

The NKR forces responded to the shots only in case of extreme
necessity, confidently fulfilling their military duty and protecting
the military positions all along the line of contact.
