Representatives of International Committee of the Red Cross (ICRC)
have visited Azerbaijani prisoner of war kept in Nagorno-Karabakh
Mammadbagir Akhundzade, ICRC Baku Office Spokesperson Shahla
Gahramanova told Trend.

The POW has been delivered a letter from parents and handed in a
letter to ICRC representatives.

Junior sergeant of Azerbaijani Armed Forces Mammadbagir Akhundzade
was captivated near the Yukhary Chayli village on the contact line.

Azerbaijan’s Defense Ministry also confirmed the fact.

YEREVAN, February 6. /ARKA/. President Serzh Sargsyan declined comments
on the arrest of an opposition journalist, deputy editor of “Haykakan
Zhamanak” daily Hayk Gevorgyan saying he would refrain form doing so
until a court’s ruling.

Hayk Gevorgyan, 45, a veteran correspondent and deputy editor of the
daily, was taken into custody for running over a man and speeding
away in the car last month. He was formally charged with serious
injuries caused in traffic accidents. Gevorgyan was taken to the police
headquarters in the city’s central administrative district and several
hours later was transferred to the Nubarashen prison in Yerevan.

The alleged car incident occurred on January 13. Nikol Pashinian, the
Haykakan Zhamanak’s editor-in-chief, speaking at a news conference
last Friday said the charge was fabricated and demanded Gevorgyan’s
immediate release.

PashinIan said the accident was provoked and no “physical contact”
between the car and the man, recognized as the victims, occurred. The
deadline for appealing the arrest is February 6.

“Concerning the arrest of Hayk Gevorgyan, I will refrain from
expressing an opinion until the decision of the court, which I hope
will happen as soon as possible”, Sargsyan said on Saturday during
a meeting with representatives of the Council of Women of the ruling
Republican Party of Armenia.

According to him, the law-enforcement authorities fight against crimes
and identify persons allegedly committing crimes on a daily basis
and this activity implies restrictions on the rights of an individual.

He said there are courts that are vested with authority to decide
whether the police activity is not in violation of the law. He said
such problems in any country with rule of law must be resolved in
this way.

The largest extra-parliamentary opposition alliance, the Armenian
National Congress, led by ex-president Levon Ter-Petrosian, issued
a statement demanding the immediate release of Hayk Gevorgyan. The
statement says the criminal case against Gevorgyan is fabricated,
and he was imprisoned solely for his professional activities.

On Saturday, in an interview with Armenia Novosti news agency UN
Resident Coordinator in Armenia Dafina Gercheva said that the Armenian
media community should monitor the progress of this case to provide
an unbiased coverage.

Turkish nationalist Erhan Tuncel, a suspect in Turkish-Armenian
journalist Hrant Dink’s murder case, has unveiled new details of the
plot after being detained and subsequently released by a court ruling.

He has recommended studying the list of those who visited the
perpetrator, Yasin Hayal, in prison. According to the Turkish
newspaper Radikal, Tuncel suspected Hayal of having connections with
the ultra-nationalist organization Ergenekon.

Tuncel, who was released from jail 19 days ago, was quoted as telling
Star newspaper on Sunday that Hayal did not have any intent to kill
Dink before being detained over a bomb plot in a Trabzon McDonalds. He
was reportedly taken to a psychiatric hospital from prison cell,
but the court never had any access to the list of people who visit
him in that period.

According to the Turkish paper, the plaintiffs in the Dink
assassination trial demanded that retired General Veli Kucuk, who is
now in detention over the Ergenekon plot, visited Hayal in prison.

Tuncel further claimed that Yasin often visited the Trabzon police.

If the then chief of police, Rechad Altay, fails to give any
explanation in court, Dink’s murder will be never resolved because
he followed Hayal together with the local intelligence officers for
seven months running, says the paper.

Armenia will be complied within the framework of 500th anniversary
of Armenia’s Typography, Minister of Culture Hasmik Poghosyan told
a new conference February 6. The minister convinced that this year
the restoration of the main building of Matenadaran will be finished
and new exposition will be organized. The restoration of the Tamanyan
building of Armenia’s National Library will also be completed and a
book museum will be established.

“The restoration works of 13 state libraries, their upgrading will
be wrapped up during this year. Besides, librarians will be trained,”
Hasmik Poghosyan said.

singled out four priorities for this year, Minister Hasmik Poghosyan
told a news conference today. As a priority the minister stressed
the organization and implementation of events dedicated to the 500th
anniversary of Armenian typography, restoration of libraries, steps
directed toward development of book art and letter art. The second
direction is insuring contemporary electronic society in different
spheres – placing samples on websites, opening of virtual museums
of book and carpet, electronic service of concert halls which will
include electronic sell of tickets, information about events in all
the cultural centers of Armenia. Another priority is restoration of
cultural centers and opening of exhibitions.

YEREVAN, FEBRUARY 6, ARMENPRESS: Very often an opinion is being voiced
that the age of opera and ballet has already passed and the growing
generation is not interested in it. To find out the real picture,
Armenpress spoke with the director of the Al. Spendiaryan Opera and
Ballet National Academic Theatre Kamo Hovhannissyan.

– Mr Hovhannissyan, what kind of interest does exist in the Opera
and Ballet Theatre today?

– Each century has its peculiar, firm forms of art loved by the
people and during the past twenty years the Armenian people have been
attracted by the easily perceived arts. Of course it is difficult
to name them art. I prefer saying perceivable forms reaching to
preference to restaurant music. But thank’s God the situation is
controllable as there is big difference since 2006.

– There is a concrete mass visiting the opera theatre. Who are they?

– Yes, we have a clear mass visiting the theatre, but when young
people come it is more pleasant to work. For bringing people here,
we applied different measures, like organization of concerts that
raised big interest among the audience. It already proves that the
interest in these arts has increased.

– What steps are you going to undertake to attract school age children
and young people?

– During each performance we invite more than 30 schoolchildren both
from Yerevan and the provinces. We are also cooperating with the
Yerevan City Hall as a result of which a number of schoolchildren
come to see our performances. Students from Yerevan State Institute
of Theatre and Cinema, Teachers’ Training University, etc are also
our expected guests.

– What problems do you see connected with the level of education of
contemporary Armenian audience?

– I see no issues in our permanent audience. The problems are connected
with the upbringing of the newly growing generation. I mean aesthetic
upbringing. The solution of this issue is connected with time. I am
an optimist in this issue.

– Which is our place in the world culture? What do we have to show
the world?

– With “Aida”, “Spartak,” “Gayane” ballets we not once proved the whole
world our right of existence. But we must not ignore the circumstance
that we had great losses in this area and cannot be compared with
other countries. It is agreed with a number of financial difficulties,
issue of continuation of traditions that still must be solved. In
separate cases we do not concede.

In an interview with NBC News, the U.S. President Barrack Obama
announced: ‘We’re going to do everything we can to prevent Iran from
getting a nuclear weapon and creating an arms race – a nuclear arms
race – in a volatile region,’ Obama said.

Indeed, if the international community allows Iran to have nuclear
weapon, and as soon as it is an established fact, if certainly it
has not been established yet, the countries of the region will have
to think about the nuclear arsenal.

In this case, the international community will not have the “moral”
right to veto the nuclear programs of any country of the region.

Moreover, it will be interested in having Iran surrounded with a
chain of nuclear countries, serving as a shield.

The region is a rather complicated region with crossing interests,
hence if a nuclear power emerges, a nuclear program becomes a national
security must. Moreover, in most countries, it must be one of the
important issues of the national security agenda.

So is the case of Armenia. Certainly, the body dealing with our
national security seems to be concerned mainly with marketing for the
export of brandy and the import of tractors but perhaps it is high
time to deal with the security issues more seriously and predict the
possible challenges, including the scenarios of preparations of the
nuclear program.

The point is that if suddenly the international community makes a
blunder regarding Iran and allows Iran to have nuclear weapon, Turkey
and Azerbaijan may declare about their nuclear program considering
that Iran’s nuclear program obliges them to have nuclear weapon for
the purpose of security.

In this regard, perhaps the best option for Armenia would be to rely
on its own nuclear program rather than the Russian nuclear shield. The
point is that in the case of Armenia this shield will work the same
way as the contingent of the Russian border guards on the Armenian
border, which is the penal battalion of the Russian army.

The same could be in the case of the nuclear shield when the nuclear
weapon will blast in our territory instead of protecting us. After all,
the stories of the Russian atomic submarines are very eloquent in the
context of comments on the modernization of Russia’s nuclear arsenal.

Armenia must rely on its own nuclear arsenal if suddenly Iran declares
to launch a nuclear program. Afterwards, Armenia must keep up with
Turkey and Azerbaijan or it may be fatal.

By the way, the pronouncement of the U.S. president is evidence that
it is impossible to stop Iran’s nuclear program, the U.S. may approve
the possible future programs in other countries of the region. In other
words, supporting these programs may be considered as counterbalance to
Iran which may use its nuclear program first of all to reach absolute
dominance and influence in the region.

In this regard, the possession of nuclear weapon by Armenia becomes a
crucial issue for the South Caucasian part of the region in terms of
preserving regional balance because if Turkey and Azerbaijan expressed
such ambitions, the West may not curb these programs to use them
as counterbalance to Iran but in this case it must be interested in
encouraging Armenia to develop nuclear weapon in Armenia considering
that by becoming the godfather of this weapon it will weaken the
military and political dominance of Russia in Armenia and the region.

Members of Congress and the Armenian Assembly expressed strong
concerns regarding Secretary of State Hillary Clinton’s remarks on
the Armenian Genocide at a town hall meeting last week, reported the
Armenian Assembly of America (Assembly).

In a dear colleague letter circulated today, Congressmen Adam
Schiff (D-CA) and Robert Dold (R-IL), sponsors of the Armenian
Genocide resolution, urged Members to join them in sending a letter
to Secretary of State Hillary Clinton calling on the Secretary to
“disavow her ill-considered statement.” The letter also urges the Obama
Administration to unequivocally affirm the Armenian Genocide this April
24th and firmly recognize “genocide wherever and whenever it occurs.”

Speaking at a town hall meeting last week at the State Department,
Secretary Clinton, in response to a question about the Armenian
Genocide and the recent developments in France surrounding the
adoption of new legislation criminalizing its denial, stated: “I
think it’s fair to say that this has always been viewed, and I think
properly so, as a matter of historical debate and conclusions rather
than political. And I think that is the right posture for the United
States Government to be in, because whatever the terrible event might
be or the high emotions that it represents, to try to use government
power to resolve historical issues, I think, opens a door that is a
very dangerous one to go through.”

Expressing surprise and dismay, the Assembly sent a letter to President
Barack Obama requesting swift action. “Secretary Clinton’s response
is untenable and requires immediate remedy. Mr. President now is the
time to fulfill your campaign promise and unequivocally affirm the
Armenian Genocide,” the Assembly wrote in its letter.

“There is no debate about the historical fact of the Armenian
Genocide,” Reps. Schiff and Dold told the Assembly. “Raphael Lemkin,
a Holocaust survivor who coined the term genocide and worked tirelessly
toward the adoption of the United Nations Convention on the Prevention
and Punishment of the Crime of Genocide, invoked the Armenian
experience as a prime example of genocide,” continued Schiff and Dold.

“We welcome this bi-partisan initiative to set the record straight,”
stated Assembly Executive Director Bryan Ardouny. “We urge human
rights activists from across the country to make sure that their
Member of Congress signs this important letter to Secretary Clinton,”
added Ardouny.

Report from France: “Legal experts have confirmed that the law is
perfectly legal and constitutional”

Times.am received a letter and a photo of map from Armenian-French
journalist Jean Eckian.

“This map shows the French departments. The numbers shown are those
MPs who have requested referral to the Constitutional Council in
goal to repeal Armenian law adopted on January 23, 2012 by the French
Senate. The areas in orange are those where a large Turkish community
living”, the letter says.

“About the possible unconstitutionality, several legal experts have
confirmed that the law is perfectly legal and constitutional. Armenian
community is awaiting the verdict by the Sages of the Council. Probably
on beginning of March”, the message concludes.

On December 22, 2011, the bill on criminalization of Armenian Genocide
denial was adopted by the French National Assembly. The bill will
impose a 45,000 euro fine and a year in prison for anyone in France
who denies this crime against humanity. France has recognized Armenian
Genocide and Jewish Holocaust. Jewish Holocaust is never tried to be
denied so the bill is about Armenian Genocide which was committed by
the Ottoman Empire on 1915.

After the bill was accepted in French National Assembly on December
22 Turkish Ambassador to France Tahsin Burcuoglu was called back.

But after some time he was sent back and he was ordered to prevent
the bill acceptance at the Senate. He did not manage to do it and
French Senate adopted the bill on January 23 as well and now he had an
order to gather signatures for application. Now some French Senators
consider that the bill is anti constitutional and they appealed it
at the Constitutional Court of the country.
