France-Turquie : Nous ne voulons pas croire à des rétorsions

Après l’adoption de la loi réprimant la négation des génocides et les
menaces d’Ankara, le secrétaire d’Etat au Commerce extérieur
s’explique sur les relations franco-turques.

Après le vote de la loi pénalisant la négation du génocide arménien,
faut-il s’attendre à de réelles rétorsions de la part de la Turquie ?

La Turquie est pour la France un partenaire majeur à la fois sur le
plan commercial et au niveau stratégique et diplomatique. C’est notre
troisième client hors Union européenne, après les Etats-Unis et la
Chine : nos échanges ont connu une progression de 11% en 2011, ce qui
représente près de 13 milliards d’euros, dont 6,8 milliards
d’exportations françaises. J’ajoute qu’avec 8% de croissance en
moyenne la Turquie fait figure de pays émergent sur le continent
européen et qu’elle sera la nation la plus peuplée du continent dans
un horizon très proche. Enfin, l’économie turque a besoin
d’infrastructures – ce qui est l’un des points forts de la France – et
est fortement importatrice de produits alimentaires, notamment de
viande bovine française.

Il n’est donc pas de l’intérêt de la Turquie de détériorer ces échanges…

Si l’on entrait dans un processus de rétorsions, auquel nous ne
voulons pas croire, il pourrait y avoir des conséquences très
négatives. Renault, par exemple, qui emploie 12 000 personnes à Bursa,
est la première entreprise exportatrice turque ; la France a procédé à
10 milliards d’euros d’investissements en Turquie. Nous avons aussi
des liens culturels très forts. Il existe en Turquie une dizaine de
lycées français et une université francophone, Galatasaray, où j’ai
moi-même enseigné en français. Je crois que tout cela est bien compris
des deux côtés, même si nous nous préparons à des difficultés. Il faut
rappeler que la Turquie est liée à l’Union européenne par un accord
d’association et qu’elle est membre de l’Organisation mondiale du
commerce (OMC) ; s’en prendre à des entreprises françaises pour des
raisons politiques est interdit par ces engagements et donnerait lieu
à des recours légaux. Je ne peux pas imaginer qu’on en arrive là.

La Turquie ne se livre-t-elle pas encore à des gesticulations à but interne ?

Il existe indiscutablement des préoccupations de politique intérieure.
Recep Tayyip Erdogan est un leader perçu comme charismatique en
Turquie, qui cherche à incarner et à exporter un modèle que
j’appellerai national-ottoman-islamique. Il a su réaliser une OPA sur
la rue arabe en offrant l’image d’une certaine modernité islamique. Et
il s’est débarrassé de l’armée en utilisant habilement contre elle
l’argumentaire démocratique de la candidature à l’Union européenne. Il
joue sur les réflexes de fierté et de vexation nationale,
particulièrement sensibles en Turquie.

Dans votre dernier livre, Mondialisez-vous ! Manifeste pour une France
conquérante (Ed. du Moment), vous placez au premier plan la dimension
exportatrice…

Aujourd’hui, un commerce extérieur dynamique est le critère premier de
la souveraineté nationale. Les Etats-Unis connaissent 10% de chômeurs,
situation qui explique la radicalisation politique dans ce pays. Le
Japon vient d’annoncer son premier déficit commercial depuis trente
ans. Les pays d’Europe du Sud sont en crise. Le point commun entre
toutes ces nations, c’est qu’elles ont recours à la dette pour
maintenir leurs équilibres sociaux face à de nouveaux concurrents qui
ont comprimé leurs parts du marché mondial.

On est passé d’une économie mondiale eurocentrée à une économie dans
laquelle les émergents veulent leur place. Plutôt que de `s’indigner`
ou de se claquemurer derrière un soi-disant `protectionnisme moderne`,
il faut se réformer d’urgence en s’inspirant de l’exemple compétitif
et rigoureux de l’Europe du Nord. Le pire service que l’on puisse
rendre aux Français est de les diriger vers une fausse piste. Quand
François Hollande reprend l’argumentaire d’Arnaud Montebourg- qui, au
passage, est aussi celui de Marine Le Pen – pour désigner la finance
internationale comme son ennemi, je considère qu’il s’agisse d’un
charlatanisme dangereux pour notre pays.

The voting of January 23 was the epilogue of the Armenians’ long
struggle against denying the Armenian Genocide of 1915. Nikolas
Sarkozy decided upon the law criminalizing denial of Armenian Genocide
during his visit to Armenia in October 2011, the French journal
L`Express informs.

Under the impressions of his official visit to Armenia in October
2011, Nikolas Sarkozy made a final decision about the law
criminalizing denial of Armenian Genocide, a government member told.
More accurately, the president came upon the decision after visiting
the Memorial in Yerevan dedicated to the memory of the 1915 Genocide
victims. The members of the Armenian Associations in France, who were
represented in his delegation, asked the president to do what he
intended to.

`If Turkey does not acknowledge his responsibility until the end of
this year, France will adopt a law,’ Sarkozy had warned.

YEREVAN. – Armenian Parliament Chief of Staff Gegham Gharibjanian who
was on holiday, will not return to parliament anymore. As reliable
sources inform Armenian News-NEWS.am on Friday he moved to the MFA and
will work as the adviser of Armenian FM Edward Nalbandyan.

After that Gegham Gharibjanian will be appointed as an Ambassador but
it is not known yet in which country.

To note, information appeared in the media about Gegham Gharibjanian’s
appointment as an Ambassador. It has been mentioned that he is to be
appointed as an Ambassador in the United Arab Emirates.

He did not make any comments on his appointment to the UAE when asked
by our reporter.

Margaryan’s assignment organizing the registration of trees in the
capital, head of the city hall PR department Arthur Gevorgyan told
Armenian News-NEWS.am.

Yerevan will have the map of green zones in the frameworks of the
works. Besides, Grigoryan said that construction works will not be
conducted in those green zones.

Election officials report a high voter turnout midway through a
continuing mayoral poll in Hrazdan where supporters of the two rival
candidates have alleged only few separate irregularities in the
process so far.

The Election Commission in District 25 says more than a third of
Hrazdan’s nearly 44,000 eligible voters cast their ballots by 2 pm – a
fairly high voter activity for a local election, especially
considering the cold weather conditions and icy roads in most parts of
the town.

At least the early figures from Hrazdan appear to favorably compare to
those reported from some other communities where local elections are
being held today.

This situation, perhaps, reflects the keen competition in the town,
some 50 kilometers to the north-east of capital Yerevan, where the
incumbent mayor, Aram Danielyan, who has the ruling Republican Party
of Armenia behind him, is being challenged by Sasun Mikayelyan, a
charismatic Karabakh war veteran, former Hrazdan mayor and ex-lawmaker
now affiliated with the main opposition Armenian National Congress.

ArmeniaNow’s reporter spent some time at polling station 25/15 where
Mikayelyan’s proxy Myasnik Malkhasyan spoke about some irregularities
during the vote, but acknowledged that at least until early afternoon
the voting was proceeding calmly.

He, in particular, mentioned an incident in which some of the unused
ballot papers had to be canceled after certain marks were noticed on
them. In another case an election official `assisted’ a voter in
marking a ballot after the latter claimed to be experiencing some
sight problems. That ballot was canceled, however, and the voter was
allowed to vote again, this time marking the ballot paper and casting
it by himself. Malkhasyan also repeated the earlier complaints
connected with some of the ink pads and stamps that appeared to have
been used before (but should be new, according to what the law says).
The opposition candidate’s proxy was not satisfied with the replaced
ink pads, either.

Hrach Husikyan, the head of the polling precinct commission in
question, explained that the problem with some of the ink pads was
connected with low air temperature rather than their being used
before. On the whole, he said, the voting in his station was
proceeding well, without any extraordinary incidents.

Meanwhile, Kotayk governor Kovalenko Shahgeldyan, who has openly
backed the incumbent mayor in the race, claimed that a man attempted
to vote with someone else’s passport at polling station 25/19 and that
this man was a Mikayelyan supporter. The head of the election
commission in the mentioned precinct denied any such incident, as did
the representative of Mikayelyan at the precinct.

The current local elections and, in particular, the mayoral vote in
Hrazdan are viewed by many as a litmus test for the Armenian political
leadership’s commitment to hold a clean vote in the parliamentary
elections due in May.

While the process monitored by several observer groups and held amid
close media attention in Hrazdan appears to be going well so far, some
in the opposition and also among ordinary people in the street fear
lest the fairness of the vote be jeopardized by the vote counting that
is due to start after polling stations close at 8:00 pm.

The preliminary results in the vote are expected to become available
on Monday morning.

Israel is using Azerbaijan, a former soviet republic bordering Iran,
as a base to spy on the regime in Tehran, the London Times reported
Saturday.

The newspaper cited testimony from an anonymous Mossad agent, referred
to only as Shimon.

`This is ground zero for intelligence work,’ Shimon told The
Times. `Our presence here is quiet, but substantial. We have increased
our presence in the past year, and it gets us very close to Iran. This
is a wonderfully porous country.’

According to Shimon the Azerbaijan-Iran border, just a few hours south
of the capital Baku, is prime territory for the Israeli intelligence
service to gather information on Tehran’s activities.

However, there are even more members of Iran’s elite Revolutionary
Guards operating in Azerbaijan than Israeli agents, but their methods
are different than those used by Mossad.

`There is a great deal of information there from people who regularly
and freely travel across the borders. It is unregulated –
almost. Except for the Iranians who are watching us watch them,’ said
Shimon.

Azerbaijan, a secular Muslim country with a Shiite majority, is home
to more than 9,000 Jews and has friendly ties with Israel and the
United States. The country is a major energy producer, and exports oil
to Israel and imports weapons and military hardware in return from the
Jewish state

Israel has also been able to capitalize on a decline in relations
between Azerbaijan and Iran.

There are several possible reasons for the strained relations between
the two neighbors. Baku has often complained of an institutionalized
discrimination against ethnic Azeris by the Persian majority in the
Islamic republic.

In a move likely to irk Tehran, a group of Azerbaijani lawmakers have
recently proposed the country changes its name to Northern Azerbaijan,
to emphasize the fact that the Azeri nation is split between an
independent state, the Republic of Azerbaijan, and a province in
northern Iran, known to many Azerbaijanis as Southern Azerbaijan.

Iran has also recently strengthened its ties with Azerbaijan’s
regional rival, Armenia. Baku and Yerevan have been locked in conflict
of the disputed Nagorno-Karabakh territory since the early 1990s.

Sixteen years after a truce was signed, more than 20,000 Armenian and
Azerbaijani continue troops stare at each other from trenches on
either side of the cease-fire line.

However, not all Azerbaijanis have a positive view of improving ties
with Israel.

In January authorities arrested two men suspected of plotting to
attack targets including Israel’s ambassador and a local rabbi.

Azerbaijan’s National Security Ministry said the men were connected to
an Iranian citizen who had links with his country’s intelligence.

`Citizens of Azerbaijan – Rasim Aliyev and Ali Huseynov – were
preparing an attack on public figures, who are foreign citizens,’ the
National Security Ministry said at the time in a statement.

The ministry said the Iranian citizen, identified as Balagardash
Dadashev, had helped the two buy weapons Iran and smuggle them to
Azerbaijan.

The announcement came after several state websites in Azerbaijan were
rendered inaccessible for hours by hackers who posted images of the
devil over photographs of the Azeri and Israeli presidents, alongside
messages saying `Servants of Jews’ and `Enemies of Islam.’

Despite the cooling of ties between Iran and Azerbaijan, Iranian
companies continue to operate and have stakes in oil contracts in the
Caspian Sea state, which exports around 1 million barrels of crude a
day (bpd) westward through a pipeline operated by a consortium led by
British Petroleum.

April 2012. The numbers 2 and 3 of the World ranking will meet in
the time-honored Hotel Savoy Baur en Ville at Paradeplatz, the venue
of many a famous chess event in the past, the World Chess Federation
(FIDE) reports.

Kramnik and Aronian are the winners of the two most prestigious
tournaments of the last months. While the 36-year-old Kramnik has
gained a convincing victory at the London Chess Classic in December,
the 29-year-old Aronian has just won the famous tournament in Wijk
aan Zee with an outstanding score.

Both players belong to the hottest candidates in the World championship
qualifier later this year. The Zurich Chess Challenge will be the
first encounter in the history of chess between two players with a
rating above the magical 2800 limit and it is the first ever friendly
match at the top level.

At the NKR Government Session

Today a regular session of the NKR Government chaired by Prime Minister
Ara Haroutyunyan has been held.

By the first question of the agenda the executive approved the project
of measurements dedicated to the economic development of NKR that
will be realized by the state budget means of 2012. From the state
budget means 50 million AMD is foreseen for this project.

One of the most important projects asserted by the Government is the
list of objects within the frameworks of capital construction in 2012.

Total sum of capital construction and repairing works made up 8
milliard 985 million 750 thousand AMD. For construction and repairing
works in the city Stepanakert is foreseen 2 milliard 300 million AMD.

577 million 848 thousand AMD was allocated for the development and
running of irrigation and water system. The reconstruction of Artsakh
state dramatic theatre will start during the current year, construction
of Stepanakert’s sport complex will be continued, new school buildings
will be built in Astghashen (Askeran region), Tsovategh (Martouni
region), Azokh ,Ukhtadzor (Hadrout region) and so on.

At the same time Prime Minister informed that capital construction
will be fulfilled not only by state means but also by charitable: by
means of all-armenian fund “Hayastan” will be restored water systems
and preschool institutions.

At the session the government approved annual programs to be realized
in the sphere of agriculture, education and science, culture and youth,
sport, real estate cadastre, tourism and nature protection.

These documents will be fully put up in the website of the NKR
government ().

In connection with the above mentioned programs Prime Minister Ara
Haroutunyan noted that additional measures will be realized by means
that are expected from other sources.

This year it is foreseen to import grain harvester combines, tractors
and other agricultural equipments at the cost of AMD 3 billion. They
will be let to private farmers by leasing on favourable terms,-said
the Prime Minister.

In a number of interim programs the executive confirms state order of
purchasing services of social welfare ministry’s “Stepanakert nursing
home” SNO. In 2012 it will amount AMD 105 million. State service will
be carried out in hospital and at home for 225 persons.

The executive approved new regulations for the employees of healthcare
service: the previous one was recognized invalid. It was defined as
well that normal working time duration for healthcare employees will
be not more than 39 hours per a week.

The executive endorsed state order of purchasing TV and radio
broadcasting services.

Charter of real estate cadastre’s geodesy and land state agency was
approved as well.

This year the state will allocate means for realizing control over
livestock of predators. It is provided to spend AMD 18 million to
lessen livestock of wolves and jackals that threaten the population
and agriculture.

During the session the executive came out with 4 initiatives. First,
it was approved draft of the NKR “Family code”. According to the
draft only the marriages registered in the registry office are valid.

Changes were proposed to the NKR law “On state nonprofit
organization”. According to it state organization in the way of
reorganization may be reorganized to fully state participation
organization or fund.

Significant amendments were made in the NKR law “On general
education”. They mainly concern to a teacher, his retraining,
qualification and conferring a degree.

The last initiative of the executive refers to the NKR rescue service.

They were mainly of editorial character-a number of changes and
certain additions, which concern rights and duties of rescue service’s
employees.

These four initiatives will be submitted to the NKR NA’s discussion.

It is hard to imagine the 20-year-old chronology of the Artsakh
national-liberation struggle and the Armenian Army without
the films of Bulgarian producer, screenwriter, and camerawoman
Tsvetana Paskaleva. She studied in Moscow when she heard about the
Azerbaijani-Karabakh conflict, and she came to the region to make a
commentary on the deportation of the Getashen and Martunashen Armenian
population. She came and started her long-term creative activity on
true reflection of the epochal events taking place in Artsakh.

Paskaleva’s mission on introducing the truth about the Karabakh
people’s struggle to the international community is still underway.

The Bulgarian annalist summarized the war chronology in a film entitled
‘The Wounds of Karabakh’.

On February 7, the presentation of the videodisk with the film ‘The
Wounds of Karabakh’ took place at the Stepanakert Culture and Youth
Palace. It was attended by NKR President Bako Sahakian, NKR NA Chairman
Ashot Ghulian, Chief of Staff of the NKR President’s Office, Security
Council Secretary Marat Mussaelian, leader of the Artsakh Diocese
of the Armenian Apostolic Church, Archbishop Pargev Martirossian,
Government members, and NA deputies.

The ceremony was opened by NKR Minister of Culture and Youth Issues
Narine Aghabalian. “This ceremony is an opportunity to appreciate
the mission realized by Tsvetana Paskaleva during the Artsakh was
and later. She came in the fateful moment for us, when a handful of
people arose for freedom struggle; as a journalist, she could consider
her job done and leave, but she remained to introduce our issue to
the world. Her presence in the hard war-days was encouraging”, said
the minister. The speaker emphasized the great love, dedication and
consistency, with which the journalist deposited to the generations
the historical events taking place in this part of the Armenian land.

NKR Deputy Defense Army Commander on the work with the staff,
General-Major Andranik Makarian greeted Tsvetana Paskaleva on behalf
of the DA staff, expressing their gratitude to her for properly
reflecting the just war of the Artsakh people in her films.

While the Armenians fought to defend their right to live in dignity,
the journalist stood by our side, making films to introduce the truth
to the international community today. In a sign of gratitude, Mr.

Makarian handed Tsvetana Paskaleva a medal of the NKR DA.

Then, a fragment of the interview made with Paskaleva in 1992 by
Vardges Baghrian was shown.

“Karabakh’s wounds are also mine. Karabakh passed through the hell.

You are strong, as you are struggling for your own land. I believe
that your struggle will finish with your victory. I believe that the
world will recognize your independence. I saw your belief, heroism,
optimism, and I’m proud of you. I saw destroyed villages, refugees,
wounded, and brave soldiers, I saw an encircled detachment and its
breakthrough of a fire ring; on the hot scenes, I made frames about
the small nation’s struggle, I made films to introduce to the world the
true events taking place here”, said Tsvetana Paskaleva in her speech.
NKR President Bako Sahakian expressed his gratitude to the journalist
for true coverage of the Karabakh national-liberation struggle;
he was personally familiar with the journalist’s activity.

“This documentary will introduce our struggle to the world”, said
the NKR President, advising to continue covering our life in the
peace years.

In his greeting speech, Archbishop Pargev Martirossian noted that
he had seen the journalist’s bravery in the war years, admiring her
strong will to reveal the truth.

Paskaleva handed the NKR President and leader of the Artsakh Diocese
her videodisks.

‘The Wounds of Karabakh’ film reflects the Karabakh conflict
chronologically: its first part – ‘The Heights of Hope’ – is about
citizen-soldiers’ battles in the mountains of Shahumian. Then come
the severe blockade and the deportation of the Shahumian and Martakert
population. The part ‘My Dear People Living and Deceased’ reflects the
severe image of the war, without military activities. The author also
tells about the formation of the Armenian Army, then shows Bekor –
Ashot Ghulian, Samvel Karapetian, Norayr Danielian, Shahen Meghrian,
Sergey Chalian… The film covers also the liberation of Shushi,
the cease-fire period, and the economic rehabilitation.

The attendants were watching the film emotionally, noting loudly the
familiar names.

Long and warm applauses were the evaluation of the documentary.

Touching was Paskaleva’s meeting with a student in the hall, whose
parents named her after Paskaleva in the severe war days.

The film is translated into six languages.

It was noted at the presentation that the Karabakh issue wouldn’t
have been fully introduced to the world without Paskaleva’s films.

The presentation of the videodisk of ‘The Wounds of Karabakh’
documentary took place in Yerevan in 2011. Beginning from this
February, it will be shown in a series of states in the world. The
demonstration will start in the author’s country, then it will be
continued in a series of states – Greece, Cyprus, Lebanon, Russia,
and France.
