PanARMENIAN.Net – Slovak politician, member of the National Council
of the Slovak Republic František Mikloško urged main actors of
the European Union to change the principles and tools of shaping
future Europe.

“EU doesn’t conceive yet that the Armenian Genocide denial led to such
disasters as Nazism, Holocaust and later communist repressions,” Mr.

Mikloško told a press conference, noting Slovakia as the first
European country to adopt the bill criminalizing the Armenian Genocide
denial.

“The French Constitutional Council is likely to pass its decision
on February 28. However, in light of recent developments there are
no real chances for passage of the bill,” Slovak politician said,
adding that each human life is more valuable that freedom of speech.

On January 23, the French Senate passed the bill criminalizing the
Armenian Genocide. If signed into law, the bill will impose a 45,000
euro fine and a year in prison for anyone in France who denies this
crime against humanity committed by the Ottoman Empire.

Expert: Prosperous Armenia, ANC May Become Allies After Elections

EXPERT: PROSPEROUS ARMENIA, ANC MAY BECOME ALLIES AFTER ELECTIONS

PanARMENIAN.Net – Expert on political and electoral technologies
Armen Badalyan does not rule out the possible alliance between the
coalition Prosperous Armenia (PA) party and the opposition Armenian
National Congress (ANC) after the parliamentary elections.

He says if PA and ANC work properly, the ruling Republican Party of
Armenia will not manage to forge the figures after voting, and all
the three forces will get roughly equal number of seats. “The next
parliament will also have a coalition, yet we cannot say which forces
will form it,” he noted.

In particular, Badalyan urged the Prosperous Armenia and ANC to
cooperate in majority constituencies to avoid competing with each
other, and make a more efficient use of their resources in fighting
against the RPA.

The expert also said that Prosperous Armenia will benefit more from
this alliance, because ANC will continue as opposition after the
elections while Prosperous Armenia may vanish if the Republican Party
of Armenia gets the majority of votes.

Activists Allow Contractors To Work On Kiosks In Park But Hope Mayor

ACTIVISTS ALLOW CONTRACTORS TO WORK ON KIOSKS IN PARK BUT HOPE MAYOR WILL ANNUL EARLIER DECISION

Environmentalists who for four days straight have been protesting the
construction of kiosks in the park next to the maternity hospital on
Mashtots Ave. in Yerevan this morning were disappointed to see work
carried out by construction workers.

“We heard construction noises; we came to see what was happening,”
one protestor, Yeghia Nersisyan, told Epress.am.

Several activists had blocked the entrance to the kiosk, prohibiting
contractors from entering. Their supervisor for a long time tried to
persuade activists to allow his workers to go inside and install a
few water pipes. In his opinion, what are the contractors, who are
assigned to come and continue their partially finished work, guilty of?

“These men have come from Hoktemberyan [the present-day city of
Armavir] and Abovyan – they’ve come such a long way to earn a few
wages. The other one has come to get paid for work – he has a patient
[most likely a family member] in the hospital and several issues for
which these people need money,” said the supervisor.

Despite the various arguments, the environmentalists spoke with the
workers and expressed fear that anyone could come and present such
arguments.

“If every day, someone comes and gets permission to do one or two jobs,
then what’s the point of our struggle of these past few days?

Let them wait till evening, until we see what the mayor decides,
then it will be clear what we’ll do,” said activist Arman Yaralyan.

The supervisor urged activists to allow the contractors to work today,
then after the meeting with the mayor, if necessary, he personally
will come and remove the water pipes.

“We will allow it, but only today. If they violate this condition,
I personally will come and break this kiosk’s glass; I myself will
dismantle those pipes,” said Yeghia Nersisyan.

Contractors then began installing the water pipes, while activists
continued their protest on the grounds, hoping that by this evening,
the issue will be resolved.

“The mayor’s position will be clear from our meeting with him (though
it’s already obvious that he’s in favor of the kiosks remaining here;
he’s already said so). In any case, we will stay until this issue
is resolved. I personally am not preparing to surrender and leave,”
said Arman Yaralyan.

According to him, many of the activists are bed ridden after standing
outside in freezing temperatures, since police didn’t allow them to
light a fire to keep warm.

“All of us know very well if they allow us to have a means of
heating here, none of us would leave. This is one of the authorities’
shrewd moves, which aims to break us and expel us from the park,”
said Yaralyan.

US Ambassador to Armenia John Heffern personally followed the mayoral
elections in Hrazdan on Sunday.

“A heated battle took place there. There were two powerful candidates,”
he said, speaking to journalists in Yerevan on Tuesday and mentioning
that he personally visited the northern Armenian city on election day.

“It was really interesting for me to see real political competition
here, which, in my opinion, is very important also for the upcoming
[parliamentary] elections,” he said.

Heffern described how he met with the two parties, members of the
local electoral commission, and election observers.

“I was happy to see that everything was in order at the polling
stations. Both sides assured me that the elections are being held in
a transparent and proper manner,” said the US ambassador.

To a RFE/RL’s Armenian service (Azatutyun) correspondent’s remark
that the opposition insists that there was electoral fraud in Hrazdan,
Ambassador Heffern said: “I have seen in the press, as well as heard
of some incidents of electoral fraud, and I hope that all those who
have information about electoral fraud come forward and inform the
authorities, and I expect that the authorities will take measures in
connection with these.”

Recall, Republican Party of Armenia candidate, incumbent Aram Danielyan
gathered 1,573 more votes than Armenian National Congress (opposition)
candidate Sasun Mikaelyan and was re-elected as mayor of Hrazdan.

RUSSIAN EXPERT: UNLIKE MEDVEDEV, PUTIN HAS NO ILLUSIONS REGARDING KARABAKH CONFLICT

PanARMENIAN.Net

PanARMENIAN.Net – Russian political scientist Andrey Ryabov believes
Russia does not need escalation of the Nagorno Karabakh conflict.

AZE.az reports that leading specialist of the Institute of World
Economy and International Relations, editor-in-chief of the World
Economy and International Relations magazine of the Russian Academy
of Sciences, expert of “Gorbachyov Fundation” and Moscow Carnegie
Foundation Andrey Ryabov said that with Vladimir Putin back to the
president’s post, Russia’s stance to Karabakh conflict settlement
will not undergo principle changes.

“Maybe, the three presidents will hold fewer meetings. Maybe,
optimistic rhetoric will be cut. Medveded honestly believed that
a bit more efforts will secure a breakthrough. I think Putin has
no illusions in this regard. The process will be continued simply
because it has only one alternative, and it is a very bad one, namely,
the resumption of hostilities. Russia does not need such a conflict,
be it either Medvedev or Putin,” Ryabov said.

In response to the question whether the expert sees any alternative
to France as a Minsk Group co-chair country, Andrey Ryabov said the
member state of the peace process no longer enjoys trust of a conflict
party, and this cannot but be considered. “I do not see a solution
yet able to reconcile the two parties. Given the situation, I think
France should become more active and propose some new initiatives or
at least measures to continue the peace process.”

PanARMENIAN.Net – Military intervention into Iran can affect Karabakh
conflict resolution, said Guner Ozkan, expert on security issues
in the Caucasus and Caspian regions with Ankara-based International
Strategic Research Organization.

He said NATO’s possible intervention into Iran is much spoken of
recently. “In case there is a military intervention into Iran, it
will definitely affect the current developments in South Caucasus,”
Ozkan noted.

In any case, Russia has its interest in Karabakh conflict settlement,
he said. “If new conflicts emerge in this region, and they are
directly linked to Russia, there will be progress in Karabakh conflict
resolution; Russia does not want Karabakh conflict to be settled now
because it wants to maintain control over South Caucasus,” Salamnews
quoted the expert as saying.

PanARMENIAN.Net – Armenian political analyst rules out the possibility
of gross violations during forthcoming parliamentary race.

“There will be no reoccurrence of election frauds of the 90s such
as ballot stuffing and stealing of ballot boxes. There will be only
purchase of votes,” Karen Kocharyan told a press conference, citing
mayoral elections of northeast town of Hrazdan as a proof.

“Electoral bribery will be the dominant force,” the expert said.

Mr. Kocharyan further forecast corruption to be the key tool of all
political forces, including the Armenian National Congress (ANC)
opposition bloc.

of the Slovak Republic František Mikloško describes Nagorno Karabakh
Republic as a normal democratic country.

education and religion,” the official said, calling on the West to
extend assistance to foster strengthening of Karabakh’s statehood
and economy.

Mr. Mikloško further hailed maintenance of Christian values in NKR,
in contrast to Europe, that has already forgotten them.

Dwelling on programs implemented in Karabakh through assistance of
Slovak enterprises, the politician dubbed the situation in the region
rather unfavorable for investors “in face of possible war with Iran.”

“However we will keep initiating project, hoping for appropriate
perception of human values by the international community,” he
