5 ARMENIANS INJURED IN VOLGOGRAD BLAST

PanARMENIAN.Net – Russian media outlets report that a blast and fire
in Bellagio cafe in 13 Mir Street in the center of Volgograd, Russia,
left 20 people with different burn injuries

Reports about the fire in the cafe came at 9:57pm. Four minutes later
the first fire brigade arrived at the site, to confirm a second degree
fire and ask for an urgent reinforcement. The fire quickly spread
all over the cafe premises and the apartments on the second floor. A
total of 8 tank truck arrived to extinguish the fire; ambulances and
police were also called for immediately.

Eye-witnesses say the fire was preceded by blasts in the cafe hall
following which both the cafe itself and the adjacent premises were
on fire. Visitors and the staff fled out of the burning building
through windows.

There are five Armenians among those injured: Svetlana Ghazaryan,
Agnessa Ghazaryan, Arthur Abrahamyan, Anna Shahbazyan, and Yelena
Sahakyan; no information is available so far on whether they are
Armenian citizens or not.

On February 14 Armenian Minister of Defense Seyran Ohanyan hosted
Mark Montgomery, deputy director of the US European commanding on
Planning, politics and strategic directorate, pres service of Armenian
Ministry of Defense informs. Welcoming the guest Armenian Minister of
Defense rated highly the cooperation between US European Commanding
and Armenian Ministry of Defense. M. Montgomery thanked Armenian side
for the assistance in Kosovo and Afghanistan missions.

During the meeting the sides discussed the organization of Armenian-US
joint exercises, military-educational programs and some other issues
of bilateral interest.

During the visit US official also had a meeting with deputy Chief of
the General Staff of the Armed Forces of RA, General-lieutenant S.

Galstyan. Some issues concerning Armenian peacekeepers’ international
missions were discussed during the meeting. M. Montgomery also visited
Armenian peacekeeping brigade.

Levon Zurabyan, Coordinator of the Armenian National Congress
stated during the parliamentary hearings on the 100% proportional
representation that the current catastrophic situation is determined
by the criminal-oligarchic and cleptocratic political system.

According to him, the development of the country is in danger because
of the vicious election system and election frauds. And the most
dangerous thing is that people have been isolated from the power.

People leave the country mostly because they are isolated from the
management and construction of the country rather than because of the
social economic hard situation. The power is perceived as a gang of
occupants, said Zurabyan.

Zurabyan recalled that the Armenian National Congress presented in
2010 an election package one of the key provisions of which is the
100% proportional representation which united political forces and
the society.

The majoritarian system has become the greatest evil in Armenia. It is
a symbiosis of local oligarchs or authorities and the ruling parties,
said Zurabyan. He also noted that the removal of the majoritarian
system will destroy the most serious circle of the election. “Today,
we have an exceptional chance to agree. Don’t take the country to
confrontation. Do a step towards the opposition and the society. Today
we only warn and you decide. Make a right choice until you have the
opportunity”, he said.

In a conference organized by organization of Circassians and Lazes of
Turkey a report has been adopted on the rights of minorities in Turkey.

According to Turkish “Haber3” news site Federation of Caucasus Unions
(KAFED) and Union of Laz Culture have organized since June a range
of conferences on maintenance of cultural diversity, discrimination
challenges which were attended by Armenians, Assyrians, Kurds and
Zaza representatives.

A report adopted in the conference calls on Turkey to have that courage
and to face with historic events and to apologize for displacement
of Armenians in 1915, deportation of Circassians in 1922, slaughter
of Trakia in 1934.

President of Armenia Serzh Sargsyan who has already made a deal with
the United States to enlist Washington’s support at the parliamentary
and presidential elections will go on certain concessions that
will seriously damage Armenia and the entire region. Aram Manukyan,
Leader of the Armenian Pan-National Movement, a member of the Armenian
National Congress, told media in Yerevan, Wednesday.

“The first election rigger in the country is the incumbent president
and all the violations are done by his order. He has failed his
mission and did not keep his promise given to the international
structure to conduct free and fair elections. And the support by John
Heffern, U.S. Ambassador to Armenia, is the evidence of that deal,”
the oppositionist said.

To recall, on Feb 14 Ambassador John Heffern said that there was
real competition and no rigging during the elections of Hrazan mayor
on February 12. In the meantime, the supporter of the oppositionist
candidate for the post of Hrazdan Mayor Sasun Mikaelyan alarmed of
numerous cases of election fraud and voter bribery.

Aram Manukyan said the authorities and the Central Electoral
Commission will never publish the electoral registers and will not
agree to seal the passports of those who have already voted. “False
electoral registers for the upcoming parliamentary elections are being
prepared in the administrative regions of Yerevan. Representatives of
condominiums visit residents informing them of the decisions adopted
by the Elders’ Council of Yerevan. In reality, they make the lists
of potential bribe-takers,” he said.

He thinks that the elections in Hrazdan proved that the fraud is
based on the poverty and mass migration in the country. In addition,
electoral registers are filled up by voters 6 months ahead of
elections, which is a good opportunity for election fraud. “The
authorities intentionally lead the country to the brink of collapse
to easier falsify the voting result.”

The parliamentary elections in Armenia are scheduled for May 6 2012,
with the presidential election to be held in February 2012.

ArmInfo’s interview with Vahan Hovhannisyan, Head of ARF Dashnaktsutyun

Mr. Hovhannisyan, Azerbaijani parliamentarians have come out with an
idea of renaming the country into Northern Azerbaijan. How far may
they go in their intrigues? Can they rely on the U.S. support given
the latter’s efforts to weaken Iran?

The attempts to speculate on the geographical name of northern Iran
were made yet in 40s of the last century when the Red Army entered
Northern Iran that was called Azerbaijan in the Soviet historiography.

Then the Soviet leadership intended to rename the Azerbaijani SSR into
“Northern Azerbaijan” taking into account the fact that “Southern
Azerbaijan” already existed as the northern part of Iran. It was
inherently an imperialistic and invasive plan of the USSR against Iran,
which was prevented thanks to the efforts of the Iranian people and
Britain. Will the U.S. try to enforce that idea now? No, I think.

But Turkey may do that.

It obvious that the ruling Justice and Development Party of Turkey
is departing from the idea of Kemalism to Neo-Ottomanism relying on
many political currents and organizations in that country. We can see
that the political doctrine of the ruling regime “zero problems with
neighbors” implies weakening of these neighbors and bringing them to
naught, and not good-neighbored relations with them. The key threat
to Turkey’s plans is Iran and not Greece or Cyprus. Hence, Iran’s
splitting is the cherished dream of Turkey’s incumbent authorities. As
for the U.S., it should not allow Turkey’s hegemony in the region. One
should not confuse democratization inside Iran and splitting of Iran.

The last scenario is very dangerous for Iran and the region.

Actually, West’s efforts to democratize Iran may have a boomerang
effect?

Well, it is quite possible. I don’t think that the European democracy
schemes based on the Christian world perception are applicable to
of Syria, Iran and other Muslim countries. The developments in the
Arab world, taken by the Europeans like the process of democracy
establishment, actually are too far from it. The democracy by the
Western receipt in Libya resulted in the situation when the rebels
first violated the half dead leader of the country Muammar Caddafi and
the women allegedly protecting his regime and then killed them. We
also see that the situation in Egypt has not been stabilized. The
“revolutionary” forces, which came to the power thanks to mediation of
the Christian West, by their first decree obliged Christians to pay
jizya, started robbing and firing Christian churches just the same
way as it happened , for instance, in the “democratic” Iraq. The
democratic election in Afghanistan led to the power of Talibs,
and this dangerous tendency of democratizing has been developing. I
think that in the Muslim countries processes should develop on quite
another scenario and other rules. Progress is possible there, but this
progress should not be artificial or inculcated by external forces.

Probably, Moscow that has traditional influence on Iran is not going
to stay aside of the processes there…

Frankly speaking, Russia’s stance is not clear to me. In its actions
Moscow runs to extremes, there is no logic in its actions. On the
one hand, Moscow is in the wake of the western policy and refuses to
deliver the air defense missiles “C-300” to Iran. But on the other
hand, it directs military ships and weapon to Syria and shows political
and diplomatic aid to President Bashar Asad. Moreover, Russia risked
much when in UN Security Council along with China it set a veto upon
the resolution directed against Asad’s regime. Russia’s policy in
the South Caucasus including in the relations with Armenia is also
contradictory.

Should one pin hopes with revision of that policy with Vladimir
Putin’s possible return to the Kremlin?

I suppose that some if not profound but at least partial changes
may happen in the actions of Moscow if Vladimir Putin comes back
to the Kremlin. In particular, the pragmatic policy regarding the
neighbors may be drawn out. The Russians will perhaps stress their
attention to the idea of creation of the EurAsian Union suggested by
Putin. They will try to give impulse to the integration processes at
the post-Soviet territory. One should not lose the fact that there
are still forces in Russia, which watch the former Soviet republics
not like independent states but like part of their country, which
is temporarily out of their control. I think that in this context we
shall take certain efforts to come closer to them.

Armenia’s reaction at such a policy will depend on those who will
come to the power after the parliamentary elections.

The National Seismic Protection Agency is set to launch joint
discussions with the Ministry of Emergency Situations and foreign
experts to find out the causes of the recent earthquakes on the
territory of Armenia.

Speaking to Tert.am, the head of the Agency, Hrachya Petrosyan,
expressed concerns over the frequently repeating seismic instabilities
in different parts of the country.

It comes after earthquakes measuring 2.4, 2.8, and 2.7 magnitudes
shook the towns of Artashat, Masis, Aparan recently.

The Seismic Protection Service earlier said that the light quakes
are conditioned by the seismic background and do not pose any threat.

But Mane Hakobyan, a geo-physicist, told Tert.am that the possibility
of threat cannot be absolutely ruled out.

“To say that nothing is happening now would not be right. To understand
the seismic situation properly it is necessary to be informed. But
I have no information, absolutely,” she said, refraining to give
further details on the troublesome situation in the region.

The expert pointed out to two causes – the so-called Arabian Plate,
and the extraction of natural gas and oil from the Azerbaijani mines
(which has been carried out for more than 150 years).

“It is time to voice concerns over the hazardous situation in the
Azerbaijani section of the Caspian Sea and the neighboring regions.

They pose disastrous threats not only to Azerbaijan, but also the
entire region. If continued, they will soon lead to regional, and
very probably, global ecological disasters,” she added.

Citing the Azerbaijani news agencies 1news.az, ANS Press and APA,
Hakobyan had earlier said in an article that a 15-km-deep tectonic
shift on Azerbaijan’s territory had caused a major crack on the
earth’s surface, dislodging the lithosphere on the eastern part to
the Caspian Sea.

Speaking to Tert.am, Hakobyan pointed out to Turkey as another hotbed
for seismic activity, adding that the hazards from there are not so
troublesome as those from Azerbaijan.

proportional electoral system, deputy chairman of Heritage party
Ruben Hakobyan called attention to passivity of MPs elected through
majority system, noting that 29 out of 41 majority MPs in 2007 never
addressed the parliament.

According to Mr. Hakobyan, there is an agreement reached between
authorities and MPs elected through majority system speculating
provision of all conditions for the latter by authorities and turning
a blind eye to violations. Meanwhile MPs are set to secure certain
percentage of votes for the party during elections by proportional
system.

Heritage member further refuted accusations as to constitutional
contradictions regarding the full shift to proportional system, whilst
urging to benefit from the expertise of such democratic countries as
Sweden and Denmark with exceptionally proportional electoral system.

On December 27, Heritage and ARF Dashnaktsutyun opposition parties
issued a joint statement urging for a full shift to proportional
electoral system.

On January 26, Prosperous Armenia coalition party jointly with Heritage
and ARF Dashnaktsutyun opposition parties requested parliament speaker
Samvel Nikoyan and the chairman of NA standing committee on state and
legal affairs David Harutyunyan to organize parliamentary hearings
on full shift to proportional electoral system.

When Barack Obama paid his first visit to Turkey after coming to power,
he urged Turkey to restore relations with Armenia.

Head of the Caucasus Strategic Studies Centre, political scientist
Hasan Oktay told the statement to Gun.Az from Ankara while commenting
on Obama’s decreasing assistance to Armenia and increasing support
to Turkey.

‘We should take into account that Armenia rejected this call of Obama
and he decided to reduce his aid to Armenia as long as this country
does not justify his expectations. Maybe Armenia sees these reductions
as symbolic figures and their consequences will be more than expected.

Today, Washington is well aware about the political course of the
Armenian government in the region. The course does not satisfy the
Obama administration. For now, the main priority for Washington
it to restore peace and stability in the region,’ the political
scientist said.

Eduard Sharmazanov received German journalists Richard Kisler and Knut
Teske, who have arrived in Armenia to get acquainted with the position
of the Armenian party on Nagorno Karabakh (NK) conflict settlement,
the causes of the conflict, the possible ways of its solution, the
social and economic and political situation of the country.

As press service of National Assembly of Armenia told Armenpress,
Sharmazanov expressed gratification that for understanding and covering
the current issues, the German journalists have visited the region
personally in contrast to those who make illusory judgments about
the things they do not know.

He expressed hope that after the visit to Armenia and Nagorno Karabakh
they will make full idea of NK conflict, its causes and posilble
solutions, as both Armenia and Artsakh are ready to extend open and
healthy discussions and express frank positions. Only the honorable
journalists for their part should take responsibility to present the
facts impartially.

The German journalists said last year they visited Azerbaijan, now
they are in Armenia, and tomorrow will leave for Nagorno Karabakh to
make full idea of the current situation. They write for famous German
newspapers and conduct internet forums. And the goal is that the
Germans understand why NK conflict is difficult to resolve. According
to them, the significance of this region is big for Europe and the
conflict situation – explosive.

Simultaneously they understand Armenia has “difficult” neighbors,
but they think it is possible to disseminate mutual trust through
economic cooperation. According to them the Azerbaijani have stood
up for economic cooperation.

Eduard Sharmazanov said the contradiction of speech and deed is
typical of Azerbaijan. They “play policy”, while he will speak with
facts. The Deputy Speaker said Europeans perfectly know that tolerance
is inseparable part of democracy. Is it possible to cooperate with a
head of country, who propagates racism, and threats to take Artsakh
by use of force? Supporting the peaceful settlement of the conflict,
Armenia proposes the way of compromise.

In answer to German journalists’ question what must be done if
Azerbaijan does not recognize the independence of Karabakh, Sharmazanov
said: “Karabakh has already gained independence, it is not Azerbaijan
that must recognize the independence of Karabakh but international
community, which the latter has done in a number of cases.”

During the meeting the parties referred to Armenian-Turkish relations,
Armenian Genocide and issues related to its recognition.

The German journalists expressed gratitude to Eduard Sharmazanov for
sincerity, and the latter assured that after the visit to NK they
will make full idea of the issue. “In that newly independent country
you will see a mature generation with free way of thinking, who have
not seen and do not want to know what the Azerbaijani leadership means.

They always look forward and move forward,” said Mr. Sharmazanov.
