Russia remains interested in an ambitious project to build a railway
connecting Armenia to neighboring Iran despite “problems” created by
Tehran’s deepening standoff with the West, according to the head of
the state-run Russian rail network, RZD.

“We think that this project has realistic chances of implementation
but that could be done only within the inter-state framework and
doesn’t depend only on us,” Vladimir Yakunin said at the end of a
visit to Armenia late on Wednesday.

Yakunin arrived in Yerevan to introduce Viktor Rebets, the new
executive director of Armenia’s national railway company managed by
RZD. He also met with President Serzh Sarkisian.

The Armenian and Iranian governments officially approved the railway
project in 2009. But they have yet to identify concrete sources
of funding for the 470-kilometer rail link that would mainly pass
through Armenian territory. Unofficial estimates of its total cost
have varied from $1 billion to $4 billion.

The Armenian side hopes that Russian firms will participate in the
railway construction and partly finance it. The Russian government
and RZD have not ruled out such possibility.

The Armenian and Russian transport ministries set up joint working
groups looking into the project after Russian President Dmitry
Medvedev’s August 2010 visit to Yerevan. Medvedev and Sarkisian also
discussed the issue when they met in Moscow in October 2011.

“We hope that with joint efforts by both Russia and Armenia as well
as some third countries we will, after all, manage to achieve a more
modern and perhaps even radically new system of communications for
Armenia,” Medvedev said during the talks in an apparent reference to
the would-be rail link.

Yakunin insisted that the project is feasible even though between
30 and 50 years would be needed to recoup the massive construction
expenditures. “And if that project is launched South Caucasus Railway
will definitely participate in its implementation,” he said, referring
to RZD’s Armenian subsidiary.

The Russian official noted that the tightening international sanctions
against Iran are creating “quite a bit of problems” hampering economic
cooperation between the Islamic Republic and other regional states,
including Armenia. “We believe that cooperation is much more effective
than any sanction imposed on Iran,” he said, echoing Moscow’s official
stance on the standoff over Tehran’s controversial nuclear program.

Richard Giragosian, a Yerevan-based political analyst, suggested on
Thursday that Russia is keen to use the project to “demonstrate its
power and influence in this region” and underline its opposition to
U.S. or Israeli military action against Iran. “It’s too soon to say
whether the project will start and finish but I see a new political
will from Moscow to take it more seriously,” he told RFE/RL’s Armenian
service (Azatutyun.am).

“This visit [by Yakunin] is about assessing what is needed for the
next step to make this more realistic both in terms of Armenia-Iran
and just in case the Armenian-Turkish diplomacy restarts,” Giragosian
said. “Politically this is more realistic than it has been before. The
real challenge will be whether there is a financial commitment from
Russia to make this a reality.”

The Armenian government regards China as another potential source
of funding for the railway construction. Transport Minister Manuk
Vartanian revealed in 2010 that Yerevan is seeking as much as $1
billion in Chinese loans for that purpose.

Chinese Foreign Minister Yang Jiechi discussed the issue with Prime
Minister Tigran Sarkisian during a February 2011 visit to Yerevan.

Sarkisian’s press office referred to “the Chinese side’s interest”
in the project but did not elaborate.

CYPRUS: A SOLUTION OR DISSOLUTION?

In William Shakespeare’s Hamlet, a famous phrase asks: “To be, or
not to be, that is the question!” That question is also valid when
it comes to the Cyprus issue: to negotiate, or not to negotiate,
that is the question? It is one of the most perplexing questions
faced by tiny Cyprus in its effort to maintain its independence and
territorial integrity against adversaries.

To negotiate with Turkey – a powerful and aggressive enemy at that –
simply means to negotiate under the intimidation of another military
attack – in theory Cyprus is still at war! A losing scenario indeed!

However, if the existing talks continue, it will certainly indicate
that the government is prepared and willing to accept a solution to
dissolve the Republic of Cyprus.

That dissolution will be based on some type of partition and will
certainly abandon the preservation of the nation’s sovereignty. Under
those terms, it will also forsake thousands of refugees’ rights to
return back to their homes.

Not to negotiate, poses additional pitfalls: Turkey constantly
threatens to put its “Plan B” into action. What that means is the
official (illegal by international law) declaration of a new Turkish
Cypriot state under the auspices of Turkey. When that happens, some
Muslim countries will certainly recognize the new “state” and that
would set the beginning of no return.

The other obvious move is that Turkey would declare unilaterally the
extension of its own boundaries to include the occupied area as a new
province of the mainland. Strategically planned, it will then proceed
to import thousands of Anatolian settlers (one million figures have
been mentioned) to change the demographic character of the island;
the Islamization of Cyprus will then be unstoppable! Legal or not,
the winner keeps all -Might then becomes Right!

Negotiating under those terms: one is doomed if one does, and doomed
if one doesn’t – a Euthyphro Dilemma!

Faced with such a gloomy predicament, Cyprus, instead of introducing
a strong foreign policy armed with a tough political strategy to
keep exposing Turkey for what it really is, has chose a passive
concessionary course of action. An error of judgment by any accounts!

That bad decision was taken a long time ago and has haunted the nation
ever since! In fact it is maintained to this day with no government
ever having dared to consider correcting it.

That was: to start negotiating territorial concessions and offering
special privileges to an ethnic minority group, such as the Turkish
Cypriots living on the island. Yet, those same principles and land
concessions did not apply to any other minority group such as the
Maronites or the Armenians or any others. Double standards never work,
especially when it comes to citizenship!

Today, a Cypriot government shows its willingness to accept a solution
based on Bi-Zonal, Bi-Communal Federation (whatever that means –
for it does not exist elsewhere in the world) and reward Turkey’s
invasion and its ethnic cleansing.

If that happens without the full support of the people, the
consequences in future do not look bright. Under those terms, a
social conflict could flare up amongst those who may feel betrayed –
especially the refugees – and civil unrest could trigger off mayhem
for years to come.

There is documented evidence to show that foreign interests caused
the entire tragedy in Cyprus – and continue to do so today – by
strategically separating the two communities and putting the blame
on the victims.

This serves Turkey’s neo-Ottoman policy perfectly well. Its strategy
has always been: “create a situation, prolong it long enough and that
problem no longer poses to be a problem!”

Hitler, on the 22, 1939 used the example of the Turkish massacre of 2
million Armenians, to justify his own genocide against 6 million Jews.

He said: “Who after all speaks today of the annihilation of the
Armenians!”

Turkey maintains the same old policies and repeated its ethnic
cleansing brutality again in 1974. This time against Cyprus, by
forcing 230,000 Greeks Cypriots out of their lands and confiscating
their properties.

Going back in history, in November 1918, (not long ago in historical
terms) in an Ottoman Parliament Assembly Session, three Ottoman
deputies raised the issue of the murdered 550,000 Greeks, the expulsion
of 250,000 Greek Christians and the death of 250.000 conscripted
into Labour Battalions indicating that one million Greeks had been
victims to the Ittihadist policies. Eye-witness accounts claimed that:
“rivers of blood flowed in the streets”.

Making matters worse Ban Ki-moon’s special UN envoy, Mr. Downer, has
also put a spanner in the works by declaring publicly that the “Greek
side” will take over the EU Presidency in July 1, 2012. Newspapers
in the UK have also begun to use similar phraseology.

Such statements of spin are not simply pulled out of the hat! They
are politically motivated, aimed to spread doubts as to the legitimacy
of the Republic of Cyprus.

All considered, Turkey has cleverly and successfully managed to alter
its international bad reputation – under the very noses of the Cyprus
government – and now stubbornly refuses (the only country in the world)
to recognize the legitimacy of the Republic. As a generous paymaster,
Turkey spends billions each year sponsoring Think tanks, newspapers,
online services, governments and industrial conglomerates to spin
the Cyprus issue in favour of its political goals.

Dealing with Turkish intransigence is no easy matter. One may say it’s
impossible! In fact, the Turkish side has not offered a single item
as a concession on their own part with the exception of claiming that:
“we are lucky the Turkish troops did not occupy the entire island”.

Under those conditions, the invader will finally be rewarded and keep
its trophy of conquest and ultimately legalize its military occupation!

Foreign Minister Ahmet Davutoglu wrote in 2001: “Even if there was
not one single Muslim Turk over there (Cyprus), Turkey would have to
maintain a Cyprus question. No country could possibly be indifferent
to an island like this, placed in the heart of its (geographical)
location”.

This is what Cyprus is faced with; a constant provocation by a
well-orchestrated offensive plan backed up by armed troops.

Turkey plans to maintain the occupied area as an extension of its
territories and now threatens, provokes and demands a share of the
natural gas found within the sovereign rights of Cyprus’ Exclusive
Economic Zone.

Turkish threats cannot be ignored but the main question comes down to:
Who will stop them?

If Cyprus is to remain a free nation, it needs to make bold decisions
and start to act like a nation that will do anything to protect its
own interests in line with all other nations instead of worrying
as not to offend outsiders. Today, there are too many adversaries
nibbling away at its own existence.

However, the discovery of natural gas could provide the leverage it
needs; that is, if used wisely!

First and foremost, the negotiations should be set-aside until the
present political climate changes. The removal of Turkish troops is
paramount in finding any kind of peaceful and lasting solution.

Failing that, all attempts will be in vein! The present route is
entering the nation into a dark future with no guarantees of success.

This however can change if radical decisions are taken. It is possible
to make new political and defence alliances with other powerful
nations; introduce an offensive policy; bring in One-Man-One Vote
based on the Rule of Law and establish a Parliamentary Voting System
that offers equality and opportunities for all citizens irrespective
of ethnicity or social status and certainly without special privileges
to minority ethnic groups. Democracy and Meritocracy can be the only
right answer!

released today morning a statement which says Armenian poet Hovhannes
Tumanyan’s apartment in Tbilisi was purchased and sold without taking
account of the decision of the Armenian community to Georgia and was
of a speculative nature.

The heads of the Georgian-Armenian community said they were surprised
about the fact that Mikhail Tadevosov, the so-called chairman of the
Armenians Union of Tblisi, made statements in the name of the whole
of the Armenian community to Georgia when his union has 2-3 members.

Bishop Vazgen Mirzakhanyan, leader of the Georgian-Armenian Diocese
reported Armenpress that he welcomes the quick response of the RA
authorities and Writers Union of Armenia to the settlement of the
issue and thanks Vardan Ghukasyan, mayor of Gyumri, for his decision
to buy the apartment with his relatives. Referring to the issue what
kind of activity the Armenians Union of Tbilisi is extending today,
the Bishop said he does not know such an organization.

Armenpress also interviewed Chairman of Armenian Writers Union Levon
Ananyan. Commenting on the statement spread by Tadevosov, Levon Ananyan
said it first proves about Tadevosov’s “endless love” toward Tumanyan
and his relics. “Unfortunately, surplus of love brings to nothing. Like
10 years ago, Tadevosov’s efforts of turning Tumanyan’s Tbilisi house
into an Armenian hearth remain fruitless,” said Levon Ananyan.

The Doctor of Psychology (this is doubtful, too) also states that a
mercenary deal has been made and the Armenian delegation has bypassed
his significant presence. Levon Ananyan reminded that during their
first departure for Georgia an agreement was reached with apartment’s
owner Archil Lezhava to buy an analogical apartment in the same
district. The Chairman of the Armenian Writers Union had privileged
Tadevosov to buy that apartment.

“After some time Tadevsoov proposed the apartment of his friend
with $130 thousand and the owner refused saying the house is not
equivalent, it was emergency,” said Levon Ananyan, adding that
afterward the Armenian party talked to Lezhava, who assessed his
property $ 145 thousand.

Levon Ananyan said nobody has a right to appropriate the poet of all
Armenians. “Tumanyan’s house is to become an active Armenian cultural
center and be named after the great poet,” said Mr. Ananyan.

Armenpress also interviewed Van Baiburd, advisory to the Georgian
President, who assured that Tadevosov has always deceived society,
saying he is the chairman of the Armenian Union of Tbilisi, while he
is a representative.

To make full idea of the issue Armenpress also interviewed the
Armenian Ambassador to Georgia, who plays an active role in the process
according to Levon Ananyan. The ambassador said that he will say more
after signing the deal.

Russian tourism company Astravel is organising historical and cultural
trips along with Central and Southern Armenia to Nagorno Karabakh
which is occupied by Armenians.

The company posted the following announcement on its website

The information says that during these trips running for seven days
and six nights, tourists, will not only be able to visit Armenian
cities, but may also visit Nagorno Karabakh, including Shusha, Agdere
and familiarise themselves with the cultural and historical monuments.

Head of the tourism department of the Azerbaijani culture and tourism
ministry Aydin Ismiyev told Trend their department had received no
information, but noted that the ministry has repeatedly informed the
World Tourism Organisation and the Ministry of Foreign Affairs of
similar information.

Azerbaijan has no control over such trips, the head of the ministry’s
domestic tourism department Mahir Gahramanov told Trend on Thursday.

However the ministry has always expressed its displeasure at such
circumstances.

“In such cases we always express our protest and inform the Foreign
Ministry and other authorised departments about this, but we cannot
constantly monitor it,” he said.

is going to re-operate a seismic activity detecting device in Garni
observatory, which has been out of use for over 20 years to register
shifts of the earth crust, Minister of Emergency Situations Armen
Yeritsyan said.

The device has been out of use for over 20 years, and the recent
earthquakes in the republic’s territory makes its launch necessary
now, Yeritsyan said in the press center of the Armenian government on
February 16. “During Spitak earthquake in 1988 the device registered
the change of the earth crust but specialists thought it was out of
order because it was little used at the time,” the Minister said.

Garni observatory is located at a depth of 60 meters, and the device
is put at a depth of 360 meters underground, Armen Yeritsyan said.

Speaking at the government session, Prime Minister Tigran Sargsyan
gave instructions on establishing a working group with involvement of
experts from the National Academy of Sciences to implement the launch.

“My brother has been on a hunger strike since January 11. Today, he
was brought to the Court of Appeals fatigued. He was entirely swollen,
complained about his heart and lost consciousness. The ambulance
arrived and took my brother. Nobody has told me where they took him
and the condition that he is in,” said Karine, the sister of 23-year
old Ashot Shahzadyan, who has been sentenced to 20 years in prison.

Ashot Shahzadyan was sentenced for the brutal massacre that took
place in Ayntap village on May 23. The victim was Gayane Asoyan, whom,
according to the preliminary investigative body, Ashot Shahzadyan had
killed, in accordance with the elements of Article 104 (1) of the RA
Criminal Code.

Ashot Shahzadyan’s public attorney Angela Karapetyan told “A1+”
that her client had rejected the testimonies given during the
preliminary investigation and mentioned that “he had taken the blame
under pressure”.

According to the lawyer, Ashot Shahzadyan had told the preliminary
investigative body the name of the killer (Temur Azoyan), who is a
resident of Ayntap, but the investigators changed the demand in the
article during the case examination and made the charge stricter,
adding rape.

The lawyer assures that the preliminary inquiry didn’t show any traces
of rape on the body of the deceased, but Shahzadyan was charged with
rape by the investigators’ demand.

The first instance court didn’t find the charge convincing and
sentenced Shahzadyan to prison for murder and a rape attempt.

In addition, a couple of days after the incident, Temur Azoyan
disappeared, and the preliminary inquiry body still hasn’t found him.

Citing the testimonies given by Azoyan’s relatives, stating that he
had left for Germany to visit his brother, the preliminary inquiry
body upheld the testimonies and closed that part of the case.

The lawyer informs that the preliminary inquiry body hasn’t even
tried to question the testimony of Azoyan’s relatives according to
which they didn’t know their elder son’s address or the name of the
German city where they believe their son is living and where 29-year
old Temur Azoyan had gone.

The lawyer also mentioned that the only thing that was revealed was
that Azoyan, on June 6, 14 days after the incident, had left for
Moscow from Zvartnots Airport. In Armenia, all embassies granting
Shengen Visas said they had not provided any visas with the name and
last name of Temur Azoyan.

Ashot Shahzadyan has been on a hunger strike at Nubarashen Penitentiary
for 40 days. His lawyer also wasn’t aware of where the ambulance
truck took her client.

The Central Board of the Conservative Party has issued a statement:

“The clashes between civilians in the Syrian Arab Republic won’t
circumvent the densely populated Armenian community, which has not
only been the backbone for the preservation of Armenian identity
in the Near East, but the entire Armenian Diaspora along with the
Armenian communities of Iran and Lebanon for more than 70 years.

Similar clashes between civilians have led to the perdition of the
citadels in Iran and Lebanon and the dispersion of Armenians, and
the same awaits the last bastion of Diaspora Armenians.

Whereas the Communist regime of Soviet Armenia didn’t implement any
national program, the current authorities of the independent Armenia
must quickly make agreements and move the Syrian-Armenians in the
more vulnerable and dangerous sectors to Armenia and Artsakh through
government funding; otherwise, the current authorities will be held
accountable for the elimination of an entire sector of Armenians.”

French President Nicolas Sarkozy, who has presided over a deep economic
recession since taking office, formally threw his hat into the ring
to seek another term.

Trailing in polls and criticized by supporters for taking too long to
unleash his formidable campaign skills, Nicolas Sarkozy has finally
made his reelection campaign official, telling France, “Yes, I’m a
candidate in the presidential election.”

During his television announcement last night, the French leader broke
briefly with his unapologetic style to say he will listen to voter
concerns about unemployment, and admitted falling short on sweeping
reforms he promised in 2007.

“If you want to make me say I haven’t achieved everything, that is for
sure,” Mr. Sarkozy said in a 45-minute talk watched by 10 million. “I
don’t know anyone who has succeeded in everything.”

Sarkozy mainly presented himself as the French protector-in-chief.

Facing Socialist Party frontrunner François Hollande amid a wrenching
debt crisis, Sarkozy said he has the necessary experience, is the
“captain of the ship” and will not “abandon his post” in the storm.

His re-election motto is “Strong France.”

Can he present a fresh image?

The daily newspaper Le Parisian said Thursday that Sarkozy succeeded
in presenting a “fresh image.” The first official Sarkozy Twitter
account was opened yesterday, along with the “La France Forte”
website. However, a “Sarko ca Suffit” Twitter hashtag – “Sarko we’ve
had enough” – was also trending last night.

The high-energy Sarkozy evokes fascination abroad as a leader who
launched French jets last spring in Libya and is married to a popular
model and singer. But his negatives at home approach 70 percent,
where he is often seen as too gauche for a president and more in tune
with the French “1 percent” than the 99 percent.

Unlike his successful 2007 campaign, Sarkozy must now run on a record
and a reputation. The longtime French observer Christine Ockrent wrote
in the Guardian this week that Sarkozy’s strengths in 2007 have become
his weaknesses.

“The truth is that all the characteristics that made Sarkozy so
appealing to a majority five years ago have become his frailties:
his energy has turned into restlessness, his casual style into
tastelessness, his pragmatism into cynicism and lack of conviction.

There is intense Sarkozy fatigue in France,” she wrote.

French elections take place in two rounds, one on April 22 and one
on May 5. First round polls show Mr. Hollande at 28 percent, Sarkozy
at 24 percent, far-right National Front candidate Marine Le Pen with
an eye-opening 20 percent, and centrist Francois Bayrou at 13 percent.

But it is the second round polls – which show Hollande besting Sarkozy
by 12 to 15 points – that keeps the president’s re-election staff up
at night.

Running against the economy

France lost its Triple-A credit rating last month and faces large
deficits. When Sarkozy took office in 2007 as France’s youngest
president, promising a radical break with the past, unemployment was
5 percent. Today, after five years of a slumping economy, it is closer
to 10 percent.

Jobs will be the centerpiece of Sarkozy’s reelection bid. He said last
night he will ask those getting unemployment benefits to be signed up
to job training, and will initiate a referendum to ask French voters
if those in training can be allowed to reject job offers they do not
like. It’s a reprise of his 2007 strategy to appeal to a conservative
French working class, when he ran as the champion of the “The France
that gets up early to go to work in the morning.”

“There’s a part of France that no longer believes in anything,” Sarkozy
said. “In my second term, I will give a voice to the French people,
through the referendum… For 30 to 40 years we have devalued work. I
want to protect the unemployed. Not just with benefits, but by giving
them a chance to do another job,” he said.

Hollande, and Mr. Bayrou, who also ran in 2007, have characterized
the referendum as part of a Sarkozy-led culture war that will play
on emotions and divide France further.

Despite its image, France is essentially conservative. Sarkozy has
shifted from appealing to a broad center to to the political right. In
his TV address he alluded to the tradition of Joan of Arc, a figure
that is heralded by Ms. Le Pen. It’s rumored that in the coming weeks
he will play further on the subject of immigration.

He alienated Turkey to gain Armenian voters by supporting a French
bill criminalizing denial of the Armenian genocide, and this week
