PanARMENIAN.Net – Armenian President Serzh Sargsyan spoke at the 9th
meeting of Yerkrapah Volunteer Union.

Welcoming the session participants, he said. “A president must always
consider official and protocol details in his speeches; but I will
act differently because my 20-year-long path with you allows me to
say just “Hi, guys”.”

He mentioned that Yerkrapah has been protecting our homeland before
the Armenian Army was formed. “The people have always stood up to
protect their homeland in crucial moments of the Armenian people’s
history,” he said noting that this will continue in the future as
well. “The Yerkrapah fist broke the backbone of the hostile columns,”
Sargsyan said.

President also mentioned that in the aftermath of Artsakh war the
Yerkrapah contributed to establishment of the army. Sargsyan said:
“We will again wear military uniform with our fellow fighters”,
if the country and the people need it. He also said there had been
controversial assessments of Yerkrapah activities because the need
to face peaceful life and new realities after a war is a universal
problem linked to both psychological and social issues.

President stated that Yerkrapah seems to have succeeded in this. “Many
of you are my fellow fighters, and I’m proud of it. But our fight
did not end with the war; now we are fighting to build free and
independent Armenia.” “The country is changing with every passing day,
some negative things vanish and others emerge, and the authorities
will tackle them,” he added.

“Modernization of the country is the most important thing now, both
in domestic policy and legal aspect and in the sphere of industry,”
Sargsyan said.

Following the President’s speech, Manvel Grigoryan, Yerkrapah Board
chairman presented him with a gift.

the Volunteer Homeland Defenders Union which took place at the Karen
Demirjian Sport and Concert Complex. At the Convention, the President
of Armenia made a statement.

Remarks by President Serzh Sargsyan at the 9th Convention of the
Volunteer Homeland Defenders Union

Good Afternoon.

I am obligated to structure all my speeches according to the accepted
standards, to take into consideration how an official statement will
be received by the most diverse audiences so that words addressed
to the one do not indirectly upset or hurt the other. I have also
to consider every protocol nuance. To keep in line, today I should
have started like this, “I salute the delegates and guests of the
9th Convention of the Volunteer Homeland Defenders Union.” However,
I will not do that, because 25 years of shared path make me speak
and start in a different fashion – like this,

Folks, it’s good to see you again.

Vazgen used to say, “Homeland defenders are one of our greatest
achievements, if not the greatest. They shielded with their bodies,
with their blood the borders of our country and it was their blood
that spearheaded creation of the Army of this country.” Vazgen was
right. It is true that homeland defenders are not border troops – they
are the border itself. The homeland defender is a parent who spread
his wings over the fires, covered the blow with his own body as long
as was need for his child – the young Armenian Army – to grow up and
mature. On September 21st that very Army, its young and mature men and
women marched proudly down the Republic Square. It was thanks to you,
folks, thanks to all our folks and thanks to our nation, its struggle,
deprivations, and unbending spirit.

Honor and glory to them all, all those who are not here today. And
certainly, honor and glory to the folks who fell on the battlefield
and yet continue to bring up generations through their spirit and
their example: Everlasting glory to their memory.

Long live those who reinforce the power of our pivot. That pivot is
created of the material which makes the Armenian brand, the Armenian
system of values. That pivot originates from the depths of times.

At the critical times for the Armenian nation, at the times of
life and death challenges, taut strings of the Armenian bows were
ringing again and again. And that calling awakened the bearers of a
rebellious and righteous Armenian character. In one night that call
turns the people of the most peaceful occupations, most peaceful
Armenian laborers – teachers, farmers, journalists, tractor drivers
and workers – into warriors and courageous commanders. They become an
unbending and adamant willpower and rise against the enemy. That’s
how it was from Hayots Dzor to Shushi, from Avarayr to Sardarapat,
from Vaspurakan to Bash Aparan and Karvatchar. It will be that way
again in the centuries to come, if the foe’s sudden sword attempts
to darken the Armenian skies again.

At the end of the last century, the world had witnessed once again
transformation of the Armenian, who this time emerged as a volunteer
defender of the homeland. When an Armenian volunteer was asked in
bewilderment, “You have five children, how can you go to war?” he
responded, “I go to this war because I have five children, so that
they live in a safe country.”

The fist of the Armenian homeland defenders crashed the backbone of
the enemy’s phalanx, brought the enemy to his knees and enforced him
into peace.

Homeland defender’s spirit and skills forged at the battlefield became
the Armenian Army. Heroism of the brave, who fell at the battlefield,
became a lesson of patriotism for the thousands of children who are
being educated and will be educated in the Armenian schools. Combat
brotherhood of the homeland defenders has become an anchor of social
accord which would lend a hand to our society in times of need. And
such days have not been few in the last two decades. The hand was
landed by the nation, which was standing at the brink of rift and
which supported by this unyielding pivot of values would conquer
every dividing line and re-find the road of advancement.

The homeland defender came back home. He returned to his peaceful
work, his pen and shovel. The lecturer stood before his abandoned
audience, the student occupied his sit in auditorium. The homeland
defender assumed the leadership of the country and rode his neglected
tractor. Today, looking at a scrawny and humble toiling peasant
in a distant village somewhere in Tavush, who is not too tall,
salt-and-pepper already in his hair, and it’s hard to believe that
you’re facing a man who inspired awe into the enemy during the Artsakh
war years. The homeland defender participated also in the arduous job
of the army building, giving his experience and confidence to young
soldiers and commanders.

He was filled and filled the entire nation with the confidence of his
leader, the Sparapet that “the beginning of the 21st century will
see the formation of the new type of Armenian, who will be become
the carrier of its national ideology, void of the inferiority fears,
daring, confident, with a glorious history behind his shoulders,
and with the horizons in front…”

And this nation, which has countless centuries to come, will remember
for a long, long time the wisdom of the homeland defender, as he put
it, “There cannot be a former homeland defender; if needed, for our
fatherland we and our friends are ready to put on our uniforms again.”

Dear Homeland Defenders,

Being a non-political organization, the Union of Homeland Defenders
in our society has been holding a social and even political weight
and role. Let’s admit that at times there were also conflicting
views about the Defenders. A person returning from a war has been
having serious problems in all times related to the accommodation to
a peaceful life, problems related to finding a place and role in the
new milieu. These problems are psychological, as well as public and
social. Today, with the years’ experience before our eyes, we can
state that the Union of Homeland Defenders was predominantly able
to solve this problem. Moreover, the Homeland Defenders have always
been dignified as befits the solder of the fatherland. Social and
political behavior of the Union of the Homeland Defenders has been
having its positive influence on our society. The atmosphere in our
country is also shaped by their civil position.

Today, in the person of the Union, we have an organization which is
concerned with the future of our country and our nation, which is
far away from opportunism and has its precise and principled stance
on every critical issue we face.

Present in this hall are individuals, who at the time of danger showed
no fear, for whom Armenia and Artsakh are above politics and everything
else. I repeat, everything else. Many of them are my fellow comrades
in arms, and I am proud of it.

But the victory has not finished but has given a start to a new task –
building of a free and just Armenia.

Today, there are processes underway in our country which will
positively change the country, providing it with characteristics that
befit a country of the 21st century civilization. This is a call of
the times, and there is no other way for Armenia to develop. It’s a
huge and strenuous task, but we will accomplish it. We will accomplish
it standing shoulder to shoulder; united we will succeed.

Armenia is entering a new course of development. We are building a
new country, a new society and a new citizen. Discipline and freedom,
public order and democracy – they complement and condition each other.

The citizen of Armenia will be as free as law-abiding.

All strata of our society demand a free and just country; they demand
also a rule of law; not in the future but here and now. And they
are right.

Meanwhile, there are individuals among us who overestimate their
abilities, who simply abuse the difficulties; there are also impatient
and suspicious ones, whose faith has been shaken because they met with
injustice or lawlessness. We have to continue to change, restoring our
faith – faith in our own strength, our country and future for Armenia.

The country is changing by day. Many of negative phenomena, which
were habitual yesterday, today are extinct. Some of negative trends
expanded, some new have come into existence. Changes will first of all
be aimed at eradicating them. We have taken the course of Armenia’s
comprehensive modernization. Modernization will affect our political
and legal structure, our industry, education and science. We have
to become a modern nation, which is competitive and is ready to face
the challenges of the current times.

Armenia is a country of victorious people. It simply cannot be poor
or backward. In a country of victorious people, the person’s dignity
cannot be abused. We see that everywhere in the world, almost every
nation stood up for its dignity. We were among the first who did it,
and have to achieve results faster.

Distinguished Homeland Defenders,

People in this hall symbolize the human and national dignity at its
best. You had gone to battle armed with that dignity. You live with
it. We are building a new Armenia, which will personify our human and
national dignity. I have no doubt that we will succeed. To succeed,
we have to believe. We have to believe to carry on with the changes.

Government Supports The Production Company’s Investment Program

GOVERNMENT SUPPORTS THE PRODUCTION COMPANY’S INVESTMENT PROGRAM

Prime Minister Tigran Sargsyan visited Yerevan “Ararat” food factory,
in particular, the juice production plant. The Prime Minister,
accompanied by the RA Ministers of Agriculture and Economy Tigran
Davtyan and Sergo Karapetyan, got acquainted with the company’s
production opportunities and projects. The factory has been producing
a wide range of natural juices since April, 2011. The product is sold
to both domestic and foreign markets, thus promoting the export of
agricultural products from Armenia. The plant has signed an agreement
with TetraPak company on acquiring juice producing equipment, as well
as packaging lines and other necessary facilities.

Raw material acquisition agreements were signed with local fruit
and vegetables processing companies and for not Armenian flavors,
with a number of foreign well known companies.

About 70 new jobs were created within the last year.

The second stage of the company’s investment activities are carried
out in the direction of the organization of production of natural
juices and nectars and bottling of the latter in glass containers,
processing of traditional herbs and berries, as well as tea packaging
of other Armenian flavors, processing of fruits and berries, receiving
freshly squeezed natural juices, manufacturing and bottling of aerated
and non-aerated soft drinks, manufacturing and packaging of dried
fruits from Armenian traditional fruits and berries, etc.

The most part of the needed equipment has already been imported to
Armenia, and respective agreements have been obtained for the rest and
will be imported in the near future. During the second stage of the
investment program the company will invest more that 800 million AMD,
5 more plants will be opened, at least 30 new jobs will be created in
the first place, and in the nearest future additional 20 jobs as well.

Currently, the 2012 harvesting activities are being organized, the
volumes of which will be expanded essentially. Hundreds of residents
of rural communities will be involved in these activities. Apricot,
peach and cherry will also be harvested. Particular attention will
be focused on the herbs harvesting works.

In the third stage of the investment program (2012-2013) it is expected
to import several more processing units for fruits and vegetables, so
that the company is able to adapt to all kinds of Armenian fruits and
berries. This will allow recycling the whole spectrum of agricultural
products. This new investment volume will reach about 1.6-1.8 million
Euros.

The above mentioned investments will allow creating more than 300
permanent jobs in the coming years.

As of January 2012, the company produced 2.39 million liters of
product, 480 thousand of which was exported. It is expected that the
production volume will at least be doubled within a year.

STATEMENT BY HIS EXCELLENCY EDWARD NALBANDIAN AT THE PARIS PACT THIRD MINISTERIAL CONFERENCE

Mr. Chairman,
Dear Colleagues,

I would like to join the previous speakers to thank the Government
of Austria for hosting this important gathering and the Russian
Federation and France for having taken the initiative for convening
this conference.

Ladies and Gentlemen,

Although a decade has passed since the Paris Conference on Drug Routes
from Central Asia to Europe and international efforts in this respect
have increased, the risks posed by the illicit production of opium
in Afghanistan have not been reduced.

We have come together to express our support for the continuation,
further enhancement and broadening of the scope of this initiative,
to identify and recommend targeted interventions for mitigating the
trafficking and consumption of Afghan opiates, to enhance further the
coordination of technical assistance and cross reference of Paris
Pact activities with those of the UNODC Rainbow Strategy and other
related initiatives.

The successful implementation of the adopted strategic decisions cannot
be insured without coordinated action and support of other regional and
international organizations dealing with transnational crime, and most
importantly, the extensive bilateral cooperation between all countries
along the main trafficking routes. Regional initiatives and cooperation
in the fight against opium and heroin trafficking from Afghanistan
is gaining more importance as it allows to better synchronize the
efforts of different countries and amplify their efficiency and impact.

Since the launch of the Paris Pact Initiative, Armenia has fully
aligned itself with the priority goals set by the Paris Statement
and Moscow Declaration. We fully acknowledge the social and human
impact of illicit drug trade and drug abuse which increase the
human insecurity and create further impediments to the stable and
sustainable development.

While the cases of drug trafficking through Armenia are insignificant
in comparison to those countries on the main routes of Afghan opiate,
the Government of Armenia has adopted strategies and implemented
policies aimed at increasing its capacity to stop the illicit drugs
from crossing through the country. Despite the two decade-long blockade
of Armenia by its neighbors to the west and east, has at the same time
blocked the drug trafficking from those countries, the borders in the
north and south can still be attempted to be used by drug traffickers,
and Armenia has spared no effort to apply preventive measures against
it in cooperation with our partners.

The Armenian National Programme on Combating Drug Addiction and
Trafficking of Narcotic Drugs for 2009-2012 identifies all those
necessary measures to address the illegal trade and the consumption
aspects of the problem. Twice a year an assessment of the measures
undertaken under the Strategy is carried out and the results are
made public.

The fight against transnational crimes requires effective
international cooperation. As a member of the Collective Security
Treaty Organisation, Armenia actively participates in its anti-drug
operations. The multinational operation “Kanal” brings together not
only member states, but also representatives from around two dozens
of states and international organizations. As a result of these
operations carried out since 2003 several tons of drugs in the area
of CSTO member states have been confiscated. In 2008 this operation
was given the status of a standing regional antidrug operation.

In conclusion, I would like to reaffirm Armenia’s determination
to continue to bring its active contribution to the international
efforts, including the Paris Pact and other international initiatives,
which aim at reducing and eradicating the illicit drug production,
trade and trafficking.

Father Gyuregh Supports Mashtots Park Protestors

Activists, who have been staging a round the clock vigil at Mashtots
Park to protest the construction of store fronts, are calling on all
concerned to join them and for greater media coverage.

They’ve been staging a vigil for the past eight days and say they
will stay till construction is halted.

Below is a video interview with Father Gyuregh of the Armenian
Apostolic Church.

He states that it is his firm conviction that plans to use Yerevan
parkland, already in short supply, to serve the commercial interests
of a few is morally wrong and unacceptable.

Father Gyuregh adds that the government must make the right decision
and halt construction at the site.

Activists Continue Struggle In Mashtots Park, The Police Released A

ACTIVISTS CONTINUE STRUGGLE IN MASHTOTS PARK, THE POLICE RELEASED A MESSAGE

As it was already reported yesterday the situation inMashtots
Parkcontinues to remain mixed and hot. Activists continue their
protest action against the constructions in the Park also today.

On February 17, yesterday the police tried to remove the ecologists
and let the workers restart the constructing actions. The activists
struggled as they could.

A representative of theYerevanmunicipality Zaven Araqelyan met
the activists at the park and tried to negotiate with them. He
presented documents which according to him show the legality of the
construction. Activists among them Deputy Zaruhi Postanjyan from
~SHeritage~T party get acquainted with the documents and concluded
that those papers did not prove anything.

The activists seemed would never give up. Even two of them lied on
the ground and did not let the lorry to approach the territory.

During the whole day the activists sang Armenian patriotic songs,
song aboutYerevan. They also shouted mottos such as ~SLeave Yerevan
to its masters~T, ~SGreen nice Yerevan~T, ~SShame, shame~T, “The park
belongs to us”, “We claim Yerevan Mayor” and so on.

Actor Yervand Manasyan also follows the action and participates in it.

Head of the Yerevan Chamber Theatre Ara Yernjakyan wanted to negotiate
with the activists, but he did not manage. The activists just asked
him to leave the territory.

Despite of all this struggle and strong actions the workers yesterday
continue the constructions in the park.

Today the activists spread some information about the situation in
the park. We have learnt from the notes of activists that nearly 20
policemen closed the constructing territory and the constructions
are going on at this moment. Nearly 25-30 ecologists are now in
the Park and they do nothing at this right moment. They just clean
the territory. As well-known ecologist Mariam Sukhudyan wrote on
her Facebook wall, activists from Vanadzor and Gyumry also jointed
them just now. ~SThese are civilians with whom we liberated Trchkan
waterful. Remind that since yesterday Qajaran governor jointed us
well. ARMENIA WITHOUT ANY BORDERS~T, she writes. In her another note
Sukhudyan informs that a BBC correspondent approached them, shot
everything and held an interview with the activists. ~SThe issue is
being transferred to the international sphere~T.

At the same time Police of RA presented an announcement about the
events inMashtots Park, which especially says:

~SA group of civilians try to prevent the constructions at the
territory nearMashtots Avenueon February 16 and 17.

Armenian Police led by the RA law ~SAbout Police~T must provide social
discipline and security for the civilians. Armenian Police must hold
appropriate measures let the constructions be fulfilled and also to
prevent the security of the activists. ~T

The release by Armenian Police warns that such actions can cause
administrative responsibility. In order to escape further problems
RA Police calls on the civilians let continue the constructive works
and express their dissatisfaction appropriately with the law ~SAbout

ABOVYAN. – Georgia’s national boxing team is currently holding
trainings in Armenia’s Abovyan city, and Armenian News-NEWS.am caught
up with the team’s head coach, Ramaz Paliani. Below is an excerpt
from the interview.

Why did you choose to hold trainings in Armenia?

First and foremost, I am very familiar with the trainers of Armenia’s
national team. Also, I believe it will be very good for the boxers
of the two countries to train together.

Only one boxer from Armenia has so far qualified for the Olympic
Games. What is the situation in your team?

Unfortunately, none [of our boxers] has yet qualified.

If Armenian and Georgian boxers face each other in the Olympic ring,
will you remember your friendship [with the Armenians]?

Of course I will remember. This is not something new, and we have
always been friends with Armenians. Everyone will certainly try to
win in the ring, but there is a life outside of the ring, too. And
if the Armenian boxer were to win, I would want for him to become
the champion.

2 ARMENIAN BOXERS TO MISS INTERNATIONAL BOXING TOURNAMENT IN ALMATY

PanARMENIAN.Net – World Flyweight Champion 2011 Misha Aloyan and
bronze-winner of the AIBA World Championship David Hayrapetyan, both
fighting for Russia, will miss the international boxing tournament
in Almaty, Kazakhstan.

Aloyan and Hayrapetyan got injuries, and coaches preferred not to
risk their health.

Both boxers have qualified for London Olympics during Baku-hosted
AIBA World Championship.
