TIME FOR NEW TACTICS IN NAGORNO-KARABAKH PEACE PROCESS

An interlude in trilateral meetings related to the Nagorno-Karabakh
peace process can now be observed.

However, this does not mean that no further meetings should be expected
or that Russia will not any more deal with the problem, Director of
the Caucasus Institute Alexander Iskandaryan stated at a discussion
“Nagorno-Karabakh process: on the threshold of long interval” in
Yerevan, Nov. 25.

“What happened in Kazan with respect to expectations and
disappointments was a bubble by journalists. Nothing should have
been expected of that meeting. Russia’s power is not sufficient in
the case of Nagorno-Karabakh. Other forces need to be involved as well.

President Aliyev did not agree to the proposals put forward in Kazan.

He did what he did,” Iskandaryan said.

It is no coincidence that Azerbaijan did not withdraw his snipers,
he said. “I think it will be a consistent policy,” he added.

According to Iskandaryan, Armenia and Azerbaijan are engaged in a war
of threats now. Armenia used to refrain from responding to Azerbaijan’s
threats, whereas it does adequately respond now.

Masis Mailyan, Chairman of the NKR Foreign Policy and Security
Council, noted that the sides did not reach any agreement at the Kazan
meeting. “This means that previous approaches are not effective any
more. It is time for a new tactics. Otherwise, the status quo will be
maintained, but the probability of hostilities will be considerably
reduced if Nagorno-Karabakh is internationally recognized,” Mailyan
said.
