PRIME MINISTER VIOLATES LAW AND ETHICS

Member of Parliament Artsvik Minasyan is convinced that Prime Minister
Tigran Sargsyan violates the Constitution when he visits the regions
and hands membership cards to people who join the Republicans.

Article 10 of the law on parties holds that a member of a political
party who occupies a government post does not have the right to use
one’s official status for the party’s interests. The prime minister
does not have the right to distribute membership cards during his
working visits to regions. Because he otherwise violates the law
on political parties, misuses his powers. In separate cases, as one
listens to his explanations, his remarks in meetings with new members
of the Republican Party or general public, one understands that he
does not know the law. And if he knows, his words can be understood
as hidden offer of election bribe. He says come with us, we will give
you positions, everything will be fine or he says those who will not
support the Republicans will not get anything.

But the prime minister visits the regions on Saturdays, as a member of
the board of the party. Can we suppose that he does not do it during
working hours?

Does the relevant provision of the law presented by me state that he
can do it on working days or weekends? No. Or does he stop being a
prime minister when he is a member of the board? By the way, the law
prohibits also to wear the badge of the political party by government
officials. I think, at least during meetings with foreign delegations
the badge must picture a symbol of the Republic of Armenia.

Why does he do it then?

I don’t know. This question must be asked to him. I cannot say why.
