ArmInfo. "While reading this information I thought that the initiative
by the Russian president regarding the necessity of signing legally
obliging security treaties is very timely and we should have a similar
treaty to rule out settlement of political problems by force. This
is an absolute truth today," said Nikolay Bordyuzha, CSTO Secretary
General, when commenting in Yerevan on the bellicose threats by
Azerbaijani President Ilham Aliyev addressed to Armenia

A day before the regular meeting of Armenian and Azerbaijani
presidents, Ilham Aliyev again launched threats to Armenia saying
that they will no longer pin hopes with the negotiation process if
the Munich meeting proves useless and the Azerbaijani army is ready
to resume military actions at any moment.

"How can I take the statements about a start of war? Of course,
negatively. I am a former serviceman and I had been in flash points
for many times. I know firsthand what is war and human loses," CSTO
Secretary General said.

N. Bordyuzha regrets that the generation of politicians of 90s who
experienced the situations when conflicts were settled by force is
now changing. "I pin big hopes that the above statement was nothing
but an attempt to stimulate the agreement on Karabakh. I take quite
negatively any statements on possible settlement of political conflicts
by force," Bordyuzha said.

ArmInfo. Armenia is one of the most active member-states of CSTO,
Secretary General of the organization Nikolay Bordyuzha said today at
the opening of a session on a topic "CSTO as a Stability and Security
Factor in the Caucasus".

"We organized the first session in Yerevan not because Armenia is the
first member- state of CSTO in alphabetical order but because it is
one of the most active members of the organization. This is indicated
by recent successful chairmanship of Armenia in CSTO", Bordyuzha said.

According to him, a number of useful, productive and interesting
proposals were advanced and implemented in this period, during which
the Collective Rapid Deployment Forces acquired a real shape, passing
a way from the idea of creation to large-scale exercises in Kazakhstan
in October.

in Tbilisi and on the allocation of a legal status to the Armenian
Church. He also noted that unfortunately only repression from abroad
may influence Georgia in this question. "Just what we are trying to

Azerbaijani and Armenian presidents Ilham Aliyev and Serzh Sargsyan
on Sunday met at the residence of the French consul general in Munich,
the Azerbaijani presidential administration has told Interfax.

The meeting was also attended by the foreign ministers of the two
countries Elmar Mammadyarov and Eduard Nalbandian, cochairmen of the
OSCE Minsk Group Robert Bradtke (U.S.), Bernard Fassier (France)
and Yury Merzlyakov (Russia) and a personal representative of the
OSCE chairman-in-office Andrzej Kasprzyk.

The sides exchanged opinions about the current state and prospects
of talks on the settlement of the Armenian-Azerbaijani conflict over
Nagorno Karabakh.

It was the sixth meeting of presidents this year.

Last Friday Aliyev said that if the meeting in Munich proves fruitless,
the war may resume in the area. Yerevan regarded the declaration as a
challenge to the entire international community, not just to Armenia
and Nagorno Karabakh.

Touching upon Azerbaijani President Ilham Aliyev’s statements about
the possibility of resumption of military actions if the talks fail,
the Secretary General of the Collective Security Treaty Organization,
Nikolay Bordyuzha said: "How can I view the statements about resumption
of war? Of course, negatively. It’s very sad. I hope that the statement
was made to accelerate the conclusion of a treaty with Armenia,
and nothing else."

Nikolay Bordyuzha sees progress in the process of settlement of the
Karabakh issue. He hopes that the six meetings between the Presidents
of Armenia and Azerbaijan during the past year show that the parties
have the political will to reach a mutually acceptable solution.

The SCTO Secretary General positively assesses the Armenian-Turkish
talks does not think that the opening of the border will create
problems at the line of contact between the CSTO and NATO.

NATO Spokesman James Appathurai said this while answering APA Moscow
correspondent’s question in Moscow-Brussels video-bridge on the theme

Office in Moscow.

Commenting on the Alliance’s position on the settlement of
Armenia-Azerbaijan conflict and the Munich meeting of the presidents,
James Appathurai said NATO did not play a direct role in the process
of settlement of the conflict.

`We support all the processes on the settlement of the conflict and
the activity of all organizations established to help solve this
problem. But I reiterate that NATO does not play an active role in
this issue,’ James Appathurai said.

ARMECONOMBANK’S PARTICIPATION IN COFINANCING PROJECT OF EBRD REACHES 7 MILLION DOLLARS

YEREVAN, NOVEMBER 24, NOYAN TAPAN. Armeconombank and the European Bank
for Reconstruction and Development (EBRD) have signed a new agreement
as part of the EBRD’s Cofinancing Project, under which a sum of 2
million dollars has been added to the previous 5 million dollars.

The press service of Armeconombank reports that loans from 400
thousand to 1.2 million USD at a minimum annual interest rate of 12%
are provided within the framework of the Cofinancing Project. The
repayment period is up to 5 years.

In the third quarter of 2009, there was a considerable growth in a
number of indices of Armeconombank. In particular, its assets grew by
15.5%, loans – by over 3.3bn drams, demand deposits – by 1.5bn drams,
deposits of legal entities – by 1.2bn drams, and deposits of natural
persons grew by more than 9.2%. Thanks to the increase in the above
mentioned indices, a net profit of about 300 million drams formed as
a result of the bank’s activity in the third quarter.

As of November 23, the total capital of Armeconombank exceeded 8.6bn
drams, its total assets exceeded 53bn drams, loans amounted to 29bn
drams, and deposits of natural persons amounted to over 6bn drams. The
bank has 35 branches in Armenia and Artsakh, including 17 branches
in Yerevan, 17 branches in various marzes of Armenia, and one branch
in Artsakh.

a meeting with the Chairman of the Grand National Assembly of Turkey,
Mehmet Ali Shahin.

During the meeting the parties presented to each other the structure
and the peculiarities of functioning of the Parliaments of their
countries. They exchanged views on the process of establishment of
relations without preconditions.

Mr. Abrahamyan underlined that the Armenian side considers it necessary
to ratify the signed Armenian-Turkish protocols within a reasonable

Security Factor in the Caucasus". "Our region is complex not only from
geographic but also from geopolitical viewpoint. Therefore, the echo of
the events happening causes a powerful resonance far outside of it. The
current processes in the region raise many sharp problems which must
be solved by joint efforts by all its countries", A. Baghdasaryan said.

According to him, consolidation of these efforts is possible only
in case there is a mutual trust of the countries to each other
and an open dialogue, which take into account the vital interests
of all the peoples leaving there. "In its turn, Armenia has always
consistently advocated assurance of a long peace and establishment of
