was not merely a proposal on cooperating with Armenian authorities;
it pursued commercial goals," ARFD faction leader Vahan Hovhannisyan
told a news conference in Yerevan.

At that he noted that by making such statement, opposition leader
offered three services to authorities: recognizing incumbent President
Serzh Sargsyan legitimacy, accusing ex-President Robert Kocharyan
and his team for all misfortunes and starting an irreconcilable fight
against ARFD Dashnaktsutyun.

Besides, Hovhannisyan said, ANC leader seeks to gain RA President’s
"favor" during next elections.

Armenian Foreign Minister Eduard Nalbandian has negative feelings
about the possibility of a regional war declared by Azeri President
Ilham Aliyev.

"Although these statements are targeted at the domestic audience,
they have a negative effect on the negotiations and regional peace
efforts," he said.

"Such statements display the Azeri destructive position on Armenia,
Karabakh and regional processes at large," Nalbandian said.

Aliyev said two days before his Munich meeting with Armenian President
Serzh Sargsyan that a war might resume in the region if the meeting
failed to bring results.

"If the meeting fails, the hopes we pin on negotiations will be
crushed, and we will have no other way left. We must be prepared
[to free the occupied Azerbaijani lands with military force]," he
said while visiting the Goranboy district of Azerbaijan.

Yerevan took the statement as a challenge to Armenia, Karabakh and
the world at large.

Meanwhile, the OSCE Minsk Group co-chairmen lauded the sixth round
of the Aliyev-Sargsyan negotiations held in Munich on Sunday.

Statements by ANC leader Levon Ter-Petrosyan have commercial character
and need to be commented by the economist rather than politician,
ARF Dashnaktsutyun leader Vahan Hovhannisyan stated.

According to him, Ter-Petrosyan offered the Government three favours
(surely not for free): to legitimate Serzh Sargsyan’s power; to shift
the blame on Robert Kocharyan; and struggle with ARF Dashnaktsutyun
himself. "Certainly, Ter-Petrosyan’s assistance is not disinterested,
but for a remuneration. In ay case I am not sure whether our tight
budget will withstand another debt on sight. Otherwise, we can
pay off with our mandates," said Hovhannisyan. No wonder that after
Ter-Petrosyan’s statement the uncompromising Government "grew mellow"
and made concessions to Haykakan Zhamanak Chief Editor Nikol Pashinyan,
giving a reference on his residence in Armenia within last five years.

As for return statement by the former president Robert Kocharyan,
it was inadequate to the one made by Ter-Petrosyan, Hovhannisyan
considers. "Kocharyan’s response was of no political character,
intended to underline that he is off politics. Here is the rule: if
you are not in politics, politics is up for you. So Kocharyan will
not evade it", stated Hovhannisyan.

Ter-Petrosyan tried to justify Serzh Sargsyan in his recent statement,
saying that he is not responsible for the current internal and
foreign political and economic situation, as it is inherited it from
Kocharyan. The latter replied by a story about an African hunter who
was trampled by a bear.

employees visited Monday 6 Armenian soldiers held in Azeri captivity,
ICRC communication coordinator in Armenia, Ashot Astabatyan told a
PanARMENIAN.Net reporter.

Yet, according to the Committee regulations, he did not divulge
information on the state of the captives.

As a PanARMENIAN.Net reporter was told in the RA Defense Ministry’s
press office, currently 6 Armenian soldiers are held in Azeri
captivity. "Azeri media publications saying that Armenian soldiers
were taken prisoners when escaping the military unit are figments of
Azerbaijan’s anti-Armenian propaganda," spokesman for the RA Defense
Minister, colonel Seyran Shahsuvaryan said.

everyone wishes new relations which are not build on separating lines.

The closed Armenian-Turkish borders is a separating line, is the last
closed border of Europe and cannot last long, Armenian deputy foreign
minister Shavarsh Kocharyan said in an interview to Armenpress.

According to him, the normalization of Armenian-Turkish relations is
of those exclusive issues over which there is no conflict of interests
of the big states. It may be testified not only with the statements of
the three power centers – USA, Russia, EU but other states as well. "We
may say that besides Azerbaijan, all the states even if they have not
expressed positively their viewpoint, have adopted neutral position,"
the deputy minister said.

"Many think that this contradicts to the interests of Iran: I do
not think that it is so: the better is the region predictable the
better will be for Iran. The programs we have with Iran must get new
impetus. There is one issue here – the region has become a hostage of
Azerbaijan’s caprice connected with the variety of communication and
economic programs as Azerbaijan does not have foreign policy but it
has inner propaganda which has become an outside one being dictated to
the whole region. The goal is one to isolate, blockade Armenia, loosen
Nagorno Karabakh Republic, oblige such a solution which is favorable
for Azerbaijan, and Turkey is involved in it. The circumstance that
Turkey started this process irrespective of further developments,
witnesses that Turkey understood that such approach has no prospect
and it will lose more from it, it remains Azerbaijan to understand
it," Shavarsh Kocharyan pointed out. From that point of view everyone
understood that the region must not be an explosion hazard circle which
threatens the general stability but a stable developing territory.

"Understanding both our interests and Turkey’s strive we must go to
it with dignity. Two points are unequivocal – we will not let linking
Armenian-Turkish relations with Karabakh conflict issue and will never
let put the fact of Genocide under doubt," the deputy minister said.

Referring to speculations, as if the normalization of Armenian-Turkish
relations is artificially being dragged by Turkey, Shavarsh Kocharyan
said that at this moment it is early to speak about dragging. The
coming two-three months will show in what direction the developments
will go. He said the reasonable timeframe is decided by the parties,
mediators and international community. To speak about the artificial
slowing down of the process is early as all the necessary inner-state
procedures have been applied. The protocols are presented to the
parliament of Turkey for the discussion of the foreign relations
commission. The commission must present the conclusion in midst
of December. In Armenia too the inner state procedures have
started. Armenian Constitutional Court must examine the relevance
of the documents to the Armenian Constitution. It is logical to
wait that this step be undertaken by Turkey as twice this country
tried to step back from its commitments. "First time it was in early
April as during that time the political consultations were to take
place but were postponed till September. Turkey stepped back from its
commitments, which was obvious for all the mediators. With its second
step Turkey essentially "impoverished" the signing ceremony in Zurich
as the intended speeches were not voiced. The Turkish foreign minister
tried to make such comments in his speech which contradicted both the
arrangements and spirit and goals of the protocols. After these two
precedents it is very natural that both Armenia and the international
community will consider it logical that the first notable step must
be made by Turkey," the deputy foreign minister said.

Armenia may recognize independent Karabakh or sign an agreement on
mutual assistance if tensions around the unrecognized republic grow,
Armenian presidential press secretary Samvel Farmanian said.

"There are universal methods. If such developments occur, Armenia may
recognize independent Karabakh with all the consequences. Besides,
it is possible to sign an agreement on mutual assistance," he said.

"There are some options, and I am sure that Armenia will use some of
them or all. The sole reason why Armenia has not recognized independent
Karabakh is that it does not want to hamper the peace process. Once
the peace process stops and military actions begin, nothing will
prevent Armenia from recognizing independent Karabakh," he said.

The session under the heading "CSTO as a factor of stability and
security in the Caucasian region" has started its work today in
Yerevan in the format of a round-table. CSTO secretary general, the

MINSK, NOVEMBER 24, ARMENPRESS: "I greet the current negotiation
process taking place within the framework of the OSCE Minsk Group
toward the settlement of the Nagorno Karabakh conflict," President
of Belarus Alexander Lukashenko said today at the meeting with the
heads of the CIS state news agencies in Minsk.

According to him, the conflict must be solved in a peaceful way and it
is inadmissible to look at each other as "target points". "My greatest
wish is that the two countries themselves come to the settlement of
the conflict," the president of Belarus said.

With request of Armenpress, referring to the economic relations
between Armenia and Belarus, Lukashenko noted that if few years ago
they almost did not exist, now a certain progress is being registered.

The presidents of the two countries agreed to encourage the initiatives
of the businessmen of the two countries. He noted that recently he
has received a group of Armenian businessmen and came to certain
agreements. "We are greatly interested in boosting economic relations
with Armenia, though the absence of roads in some way impede their
development. Armenia’s market is comparatively small but together
we have big opportunity to enter markets of third countries," the

has become a lever of pressure on Armenia in the Karabakh conflict
settlement, Giro Manoyan , head of the "Hay Dat" Central Office engaged
in political issues of ARF Dashnaktsutyun, told a news conference
in Yerevan today. According to him, Turkey links the process of
normalization of Armenian-Turkish relations with the settlement of
the Karabakh conflict.

"Besides the Armenian-Turkish reconciliation and Karabakh conflict
settlement, we are still trying to please a third party – the
superpowers, Giro Manoyan said, adding that the Armenian society must
exert pressure on the Armenian authorities to prevent them from any
concessions either in the Karabakh issue, or in the reconciliation
process between Armenia and Turkey.

Touching upon the Armenian-Turkish Protocols, Mr. Manoyan mentioned
that Turkey is likely to try to prolong the Protocol ratification
process and Armenia should not wait but clearly declare its position.

Regarding the possibility of resumption of hostilities between Armenia
and Azerbaijan, Mr. Manoyan said that Ankara is likely to support Baku,
without direct involvement in hostilities.
