"An optimal guaranteed control problem for electromechanical
manipulator with the goal of finding an immovable or mobile target
objects is considered. Unlike [1-6], as the optimality criterion,
a functional taking into account power inputs of the light source
on the gripper of the manipulator is taken," researchers in Yerevan,
Armenia report (see also Systems Sciences).

"The sought object is assumed to be detected if it falls into the light
circle with given illumination. The control algorithms of the gripper
motion and corresponding laws of electric current variation in the
light source circuit providing the detection of both immovable and
mobile sought object in a guaranteed time for minimal light power
inputs during the search are developed," wrote V.V. Avetisyan and
colleagues.

The researchers concluded: "The gain in light power inputs achieved
for the proposed search algorithms is estimated."

Avetisyan and colleagues published their study in the Journal of
Computer and Systems Sciences International (Guaranteed search of
a target object by an electromechanical system with minimal light

"By using the generalized Abel-Plana formula, we derive a summation
formula for the series over the zeros of a combination of the
associated Legendre functions with respect to the degree. The
summation formula for the series over the zeros of the combination
of the Bessel functions, previously discussed in the literature, is
obtained as a limiting case," researchers in Yerevan, Armenia report
(see also Physics).

"As an application we evaluate the Wightman function for a scalar
field with a general curvature coupling parameter in the region
between concentric spherical shells on a background of constant
negative curvature space. For the Dirichlet boundary conditions the
corresponding mode-sum contains the series over the zeros of the
combination of the associated Legendre functions. The application of
the summation formula allows us to present the Wightman function in
the form of the sum of two integrals. The first one corresponds to the
Wightman function for the geometry of a single spherical shell and
the second one is induced by the presence of the second shell. The
boundary-induced part in the vacuum expectation value of the field
squared is investigated," wrote A.A. Saharian and colleagues, Yerevan
State University.

The researchers concluded: "For points away from the boundaries the
corresponding renormalization procedure is reduced to that for the
boundary-free part."

Saharian and colleagues published their study in the Journal of Physics

STUDY RESULTS FROM A.G. PETROSYAN ET AL PROVIDE NEW INSIGHTS INTO NUCLEAR SCIENCE

"Scintillation properties of LuAP:Ce and LuAP:Ce,Sc crystal series
were studied under excitation by gamma-rays from a (CS)-C-137 source.

Both series demonstrated comparable optical quality in terms of
underlying absorption at 260 nm, slope of the optical edge and
transmission in the range of emission," researchers in Armenia report
(see also Nuclear Science).

"The light yield of LuAP:Ce crystals measured in 0.2 cm x 0.2 cm x
0.8 cm pixels increases linearly with the Ce concentration reaching at
0.58 at. % 6448 +/- 322 ph/MeV and 9911 +/- 496 ph/MeV in the long and
in the short directions respectively (the light yield ratio is 65%)
and shows no sign of fight saturation. The energy resolution is found
to depend, among other factors, on the uniformity of Ce concentration
within the pixels and is improved to 7.1 +/- 0.4% (1 = 0.2 cm), 9.5
+/- 0.5% (l = 0.8 cm). Intentional co-doping with Sc3+ ions was tested
and resulted in increase of the Ce distribution coefficient to about
0.3. This enabled to increase the concentration of Ce in LuAP:Ce,Sc
crystals up to 0.7 at. %, while conserving high optical quality. In
contrast to LuAP:Ce, the light yield in LuAP:Ce.Sc crystals does
not increase with Ce concentration, the photo peak being gradually
suppressed," wrote A.G. Petrosyan and colleagues.

The researchers concluded: "The involved mechanisms are discussed
basing on measurements of the unit cell volumes, Ce concentration
uniformity, x-ray rocking spectra, absorption spectra of pure and
variously doped LuAP crystals, and emission spectra under different
excitations."

Petrosyan and colleagues published their study in IEEE Transactions on
Nuclear Science (Comparison of Spectral and Scintillation Properties of

EMPIRE OF THE WORD PREMIERS ON TVO: ALBERTO MANGUEL’S HISTORY OF READING IS MORE EXCITING THAN IT SOUNDS

"I don’t own any of that rubbish," Alberto Manguel sniffs in regard
to iPhones and BlackBerrys and other "intrusive" devices. However,
as one of the world’s most famously prodigious readers, the
Argentine-Canadian-French writer would be tempted to bring a Kindle
along with him under extraordinary circumstances, such as an expedition
"into the deepest Sahara."

Manguel couldn’t live without reading, and his new television
documentary series argues civilization itself couldn’t either.

"It’s the story of what you do without knowing that you do it," Manguel
says of Empire of the Word, premiering Wednesday on TVO. "That is to
say, your activity as a citizen in a literate society is channelled
through reading."

Luckily, Manguel consents to having a land line, otherwise journalists
wouldn’t be able to reach him at his home in the countryside near
Poitiers, France, which he shares with his partner and more than 30,000
books. Nor does he object to television per se, which is fortunate
for viewers of Empire of the Word. Hosted by Manguel, the four-part
documentary series is based on his 1996 book A History of Reading.

Like the book, the series progresses thematically; any duty to
chronology is dispensed with after the first episode. And as dry as a
leafing through the annals of reading may sound, the series becomes
the TV equivalent of a page- turner by virtue of its topicality,
arguing in many of its chapters – hopping from Tokyo to Toronto,
Paris to Istanbul – in favour of liberty and against dogmatism,
censorship and cultural forgetfulness.

Just where does Manguel see threats to freedom of expression? "Well,
everywhere," he says – beginning with Canada Customs.

Canadian border guards’ occasional prudishness notwithstanding, the
truly pernicious censorship tends to happen under oppressive regimes.

In its third one-hour episode, Empire of the Word exposes the
persistence of close-mindedness in the 21st century with segments
profiling those who would be silenced: Ragip Zarakolu, a publisher
hounded by Turkish authorities for releasing books about the Armenian
genocide; Egyptian blogger Wael Abbas, who posts links to videos
exposing police brutality; and Kurt Westergaard, the Danish cartoonist
who depicted the Prophet Mohammed’s turban as a lit bomb. As another
Dane notes on camera, being part of a literate society means giving
up one’s expectation of never being offended.

Underscoring the fragility of literacy further, the second episode
notes that illiteracy remains widespread even in rich Western
societies. It follows an adult woman in Toronto trying to catch up
on a lifetimes’s worth of written words.

Does the fact that literacy is still under constant threat, even
after 5,000 years of being a demonstrably great idea, ever make
Manguel worry for its future?

"Never," he says. "It’s enough for a kid to come up to me and say,
I’ve discovered this great writer called Ernest Hemingway. Do you know
him?’ That happened here a week ago at a school I was teaching at,
and it was wonderful."

Manguel wants to close the book on the idea that reading itself is
in decline. "I think we have a rosy nostalgia for an invented past,
in which when we were young everyone read." he says.

The series takes a sympathetic look at Japanese text-message novels,
but stops short of approving of a corporate entity, namely Google,
serving as the world’s librarian of digital texts.

As for the series itself, the book man is pleased with the way the
TV men and women handled the material. "I had only one quibble with
the series, which was the title," Manguel says. "Empire of the Word
– for a series that wants to show the power of the word to use the
wrong word seems to me a big mistake. Empire is exactly the contrary
of what the written word, literature, does.

"It doesn’t conquer," he says. "It offers its services."

– The Agenda with Steve Paikin discusses issues brought up by Empire
of the Word on TVO at 8 p.m. tonight. The series, starting tonight,
airs Wednesdays at 10 p.m. until Dec. 16 on TVO.

Asked by "Haylur" how Armenia will behave if tension over the Karabakh
issue really mounts, the spokesman for the Armenian president, Samvel
Farmanyan, said that Armenia may recognize the Artsakh [Karabakh]
republic and sign an agreement on mutual assistance with the second
Armenian republic is events develop in such a way.

[Presenter-reads out Farmanyan’s statement] Yerevan has had occasions
to note that no matter to what extent these statements are made for
domestic consumption, they hardly create a favourable atmosphere
for the settlement process. [Azerbaijani President] Ilham Aliyev’s
statements once again show the non-constructive conduct of Azerbaijan.

Growth of tension around Nagornyy Karabakh is of course the most
undesirable outcome for the whole region, Farmanyan said. However,
Armenia cannot be indifferent to the fate of the people of Artsakh, and
for this very reason the president of the republic [Armenian President
Serzh Sargsyan] and other officials have numerously announced that we
are responsible for the security of the people of Artsakh. There are
accepted ways in case of such developments. Let’s suppose the Republic
of Armenia may recognize the independence of Nagornyy Karabakh with the
consequences stemming from that. Second, Armenia may sign an agreement
on mutual assistance with the Artsakh Republic. There are options and I
am sure that Armenia will use these few options either individually or
[all] at the same time. One should note that Armenia has not done so
[has not recognised Nagornyy Karabakh as independent] for one reason
– so as not to hinder the peace talks. And if the peace talks are
stopped and hostilities resume, nothing will prevent Armenia from
recognizing Artsakh’s independence.

[Presenter-read report] However, according to Farmanyan, the reality is
that the negotiation process continues. Armenia has always announced
that it sees no alternative to the peaceful settlement of the
issue, and that it is possible to reach a peaceful and comprehensive
settlement on the issue though negotiations. The presidential spokesman
also spoke about reports by some Azerbaijani media. According to the
reports, it was said during the Munich meeting that Armenians may pull
out of Kalbacar District by the end of this year to provide Turkey an
opportunity to ratify the Armenian-Turkish protocols and Azerbaijan –
to make its position milder.

[Presenter-reads out Farmanyan’s statement] We have already got used
that after each meeting of the Armenian and Azerbaijani presidents
"extremely informed" sources report about some arrangements which do
not exist in reality. This is mere misinformation and has no connection
with reality. Such an issue is not discussed, and consequently no such
arrangement can exist. It has been numerously said that the key issue
of the negotiation process on the settlement of the conflict and of
the discussions is the issue of the status of Nagornyy Karabakh. All
other issues are secondary.

Armenian National Security Council Secretary Artur Baghdasaryan said
events taking place in the Caucasus region produce great resonance
across the world and solutions to problems that emerged as a result
of complicated processes requires consolidation of efforts of the
regional countries, Armenian Public TV reported on 24 November.

Presiding over a session entitled "Collective Security Treaty
Organization (CSTO) as factor of stability and security in the
Caucasus Region" held in Armenia’s capital Yerevan on 24 November,
Baghdasaryan said: "It is possible to overcome numerous pressing
issues of the Caucasus region only via mutual trust and open dialogue.

Armenia always backed lasting peace and equal good-neighbourly and
partnership relations between countries in the region. Our position
has remained unchanged", the TV reported.

Baghdasaryan added: "In this context, I would like to emphasize the
process of normalization of Armenian-Turkish relations, which had
been initiated by the Armenian president and as a result of which
Armenia and Turkey signed protocols a month ago [10 October 2009].

Establishment of diplomatic relations and opening of Armenian-Turkish
border will for sure create a new status in the region and in general,
will contribute to improvement of the atmosphere," Armenian Public
TV reported.

The CSTO will have an office in Yerevan from now on, the TV reported.

The CSTO Secretary-General Nikolay Bordyuzha, said at the session
that the opening of a CSTO office in Armenia shows CSTO’s high level
of trust in Armenia and high-level of cooperation with the country,
the TV reported.

Armenia has been a CSTO member from the very start of establishment
of the organization, i.e., from 7 October 2002. The country hosted
the large-scaled CSTO military exercise held to date – "Rubezh 2008".

Currently, it has the CSTO presidency and also participates in the
CSTO’s collective rapid reaction force.

Hayastan All Armenian Fund’s International Fundraising Telethon
will air on Shant, Armenia and H1-Armenian Public Television on
November 26, 8 pm -8am. Airing live from Los Angeles, Telethon
2009 will reach every continent, entering Armenian homes through
satellite, cable and internet means. The telethon will be web-cast

More than 20,000 residents of Armenia have already made their
contributions to Hayastan All Armenian Fund. The post offices of
HayPost have already received more than 13 000 cash donations. More
than 500 organizations and individuals have made bank transfers. Some
people prefer to make their donations in the Fund’s Executive Board
office. More than 7 thousand subscribers of VivaCell-MTS used the new
donation tool – one of the innovations of this year’s fundraising
effort, and donated funds via their mobile phones. Only for the
subscribers of VivaCell-MTS, three short numbers are introduced
from the beginning of October till the end of November. Interested
individuals can have their input in the all Armenian fundraising effort
by sending a blank SMS message to the following numbers: 5555 (which
stands for 200 AMD donation), 5556 (600 AMD donation) and 5557 (1000
AMD donation, all including VAT). Even at this point, it can be stated
that never before, in its more than 17 year history, has the Fund
registered such massive grassroots participation throughout Armenia.

The motto of this year’s fundraising effort is Our Shishi. The logo
of the Telethon is the Angel of Artsakh. Mr. Edik Balaian, the artist
of the 2009 Telethon logo offered his brief remarks regarding the
concept of the logo and the choice of colors. He mentioned that the
idea of the logo is distinctly from the prominent symbol depicted on
the bell tower of the St. Savior Ghazanchetsots Cathedral in Shushi.

"Hayastan All Armenian Fund is not a political organization, our
mission is to serve as a uniting bridge between Armenians around the
world and combine their efforts to reconstruct and strengthen Armenia
and Artsakh. If you think about it, this is the most practical way of
fulfilling our "azgayin tourk" – national giving, a concept that is
at the heart of "Hayastan" All-Armenian Fund. According to my modest
calculations, there are currently around 10 million Armenians living
around the world. If every single person gives a dollar a month, that
makes it close to $120 million a year. Think about it when you watch
the Telethon this Thanksgiving Day, November 26", said Ara Vardanyan,

The Telethon will feature an impressive line up of Armenian music and
dance, as well as video segments telling about the Fund’s projects and

Armenian Foreign Minister Edvard Nalbandyan believes there has been
"progress regarding some issues" in the Karabakh settlement talks
at 22 November meeting of the Armenian and Azerbaijani presidents in
Munich, the Armenian Public TV reported on 23 November.

Azerbaijani President Ilham Aliyev said prior to the Munich meeting
that if the talks do not yield "any results", Azerbaijan may resume
hostilities, ANS TV reported on 21 November.

"I cannot say that the talks were smooth and easy, but progress has
been recorded on some issues, which has provided an opportunity to
maintain the positive tendency, which is being noticed during eight,
yes, about eight meetings of the two presidents over the [last]
one and a half years," Nalbandyan told Armenian Public TV during his
recent visit to Italy.

"You are asking why after each meeting [of the two presidents]
interpretations made in Azerbaijan differ from those [made] in Armenia
– I can only say that statements made in Armenia after the meetings
are in accordance with statements made by the three co-chairs [of
the OSCE Minsk Group], that is they [the statements made in Armenia]
correspond to reality," Nalbandyan told the Armenian Public TV.

The Azerbaijani president is set to visit Russia on 24 November as
the government is stepping up preparations for a new war to retake
the breakaway region of Nagornyy Karabakh from Armenia.

The visit comes a day after Ilham Aliyev met his Armenian counterpart,
Serzh Sargsyan, in Munich for talks which Aliyev had said were the
last chance to resolve the conflict peacefully.

After the four-hour talks in Munich, "it can be said that the option
to resolve the Nagornyy Karabakh conflict peacefully is a complete
fiasco," Yeni Musavat said in a front page commentary on 23 November.

"Azerbaijan has stepped up war preparations significantly… According
to some reports, the political and military elite in Russia has even
tacitly allowed Azerbaijan to start limited military operations in
Nagornyy Karabakh," the newspaper said, quoting a "quite respectable"

On November 25 the Foreign Minister of Armenia, Edward Nalbandian,
arrived in Japan on an official visit. Upon his arrival in Tokyo
Minister Nalbandian had a meeting with the Speaker of the Paramagnet
of Japan Takahiro Yokomichi.

Characterizing the Armenian-Japanese relations as friendly, Takahiro
Yokomichi voiced hope that the visit of the Armenian Foreign Minister
to Tokyo would give new impetus to the development of bilateral ties.

The Armenian Foreign Minister noted that Armenia attaches great
importance to the reinforcement and expansion of comprehensive
relations with Japan, one of the leading countries of the world.

The interlocutors touched upon a number of international issues and
developments in the Pacific and Caucasian regions.

The Speaker of Parliament of Japan appreciated Armenia’s efforts
towards normalization of relations with Turkey and establishment of
peace in the region, expressing confidence that the normalization
of relations between Turkey and Armenia will positively affect the
settlement of the Karabakh issue.
